Dear Councilmembers, Planning r_ommissioners, & Planning Staff:
It has come to my attention that a driveway is planned
south of the new Windrows Elementary School with ingress and
eg rias onto Victoria Park Lane. The driveway will traverse
a horse trail, sidewalk, and city parkway. According to ad-
ministrators of the Etiwanda School District, the driveway
will help to separate bus traffic/loading fxom staff parking.
The same administrators recently informed me that there are
presently no plans to bus students ro Windrows as it was
originally intended to be a "walking" school.
My concerns are as follows:
1.) The driveway occurs at the top of a curve, creating
a blind-spot as drivers make a north-westerly approach to North
Victoria Windrows Loop. This condition could be dangerous.
2.) An open driveway at this point would eliminate any
effective methods of fencing the school and play area. A
bouncing ball could roll off the site and onto the street with
perhaps a child in pursuit. The fencing of ti,e school,
believe, is a critxcal issue.

4.1 Mixing acceleratin~l and decelerating traffic on a

the proposed driveway, to get to and £rom school.

The school sent their architect to represent them at City Council
and he presented the site plan. and tried to answer the concerns
of Council.

LAND ON NORTIi SIDE OF VICTORIA PARK LANE, EAST OF
NORTIi WINDROWS LOOP.
Dennis Stout - This is under council business and it doesn't
indicate as to who placed this on the agenda but I believe
that there is a volunteer here. Would you like to state your
concern?
Volunteer -Well I believe that we should get a staff report
before I, I have a concern because it was raised by the staff
so I think that it is most appropriate that we let the staff
say what they had to do and then we can discuss what they
tell us.
uennis nrouc - ~xay mr. maguire, are you prepared with a
report tonight on this?
Mr. Maguire - Behind here is a basic map presentation which
I will refer to and be happy to explain. Basically, since
the original indications of the school districts' desire to
have a driveway access on to Victoria Park Dane our basic
objections to the driveway thee, regards to traffic safety,
grading, some retaining walls possible requirement and
continuing the equestrian trail. In addition to those now
based on inquiries from other people, we have additional
pedestrian safety concerns over students jaywalking across
Victoria Park Lane in midblock and actually that has become

one of our primary concerns. After investigating those con-
cerns, particularly in regards to the midblock crossing, this
investigation has resulted in extensive plan change to the
current project which is out to bid for the reconstruction.
Zt involves extensive changes to both the north acid south
parkway and to the median. In the south parkway we are talk-
ing shrubbery and fences of a sufficient distance to basically
direct pedestrians to the intersections for proper crossing
and on the north side we are talking starting well into the
park and exchanging locations of the sidewalks, equestrian
trail and continuing the equestrian and sidewalk out to and
across the school frontage, thereby, placing the equestrian
trail and its' dual fencing between the sidewalk and the
school and road. In additicr. is that, we are aotng to do
additional extensive work in the median island regrading
to improve site visibility should people still overcome all
of those barriers. This work, like I said, is quite
extensive and is a major additional capital expenditure. We
sti7: have, as it says, quite a hole in the plan and that
hole in the plan is the driveway to the school. If you let
me qo up here I will explain basically. This plan is a
gradi r.g ulan and it shows how far back into the park we are
going on the equestrian trail and this is the whole park
frontago so we are going to be redoing almost two-thirds
of the park frontage in order to switch the location,
carrying it all of the way through. In the median, there is
extensive regrading and that is in order to improve site

distance and then on the south side you can see shrubbery,
decorative retaining and fencixig that goes across the whole
area in here; but, when you look at the whole thing because
our problem entails this and this cul-de-sac, even with all
of this it still becomes a major obstruction, it still becomes
fairly easy to overcome these obstructions, particularly
if you are coming from the school, come out the driveway and
t*en you are across and then you're faced against a fence.
So, this presents a real problem for us in attempting to direct
the pedestrians to the intersections for crossing as opposed
to mid walks. So, based on those factors the driveway locations
have never been aporoved and we're recommending no approval
and denial of driveway access off of Victoria Park Lane for
the schoai.
Dennis Stout - As a general rule, if this weren't a school
here would we allot driveway like that anywhere?
Mr. Maguire - This would not 6e allowed for a development.
Dennis Stout - Well this seems to me to be very sirii lar to
the ;,roblem that we had at Alta Loma High School until there
was extensive signalling yoing in and a lot of jaywalking
tickets issued and such and it would appear that we could
be a/e ry much allowing the same condition to be createc here

Mr, Mayui re - I think that one of the things we have been
tryin:~ to voice is not only from the City's concern but from

the school concern, we considez the driveway what you would
class an attractive nuisance and we have gone as far as we
can with the design there. There isn't anything more we can
do with that driveway there so it is a hole in the plan.
Deborah Brown - Is anyone from the school district here too?
District Architect's Office - Well I'm from the District
Architect's and
Dennis Stout - Would you like to come up and here some
questions? Do you have some questions?
Deborah Brown - Well hopefully the school district has some
reasoning for this and, that excludes pupils ever leaving
there. Is there a purpose for this driveway?
District Architect (male) - Sure, yeah, site plan school.
The school is about 908 finished at this point. All of the
_~~-b= _~_ .n ~~~ rhA hnildinns are having all of their finishes
completed now. This is the driveway that you are talking about
right here and right here is the kitchen area and we had
proposed for service to the school. The school has a central
kitchen and daily they will be bringinq in -
Male voice, council. member - can you turn that, can you maybe
share that a little bit with us?
Deborah Brown - Z can see it.
District Architect (male) - Daily they will be bringing in
Eood for the kids at the central kitchen and the kitchen is
located right here and we were planning that the truck would
come in this way, stop, unload and then exit out and the
same thing would happen for the trash for the school. The

garbage truck would come in and do their pick-up and leave.
If this was closed the trucks, the school district does not
like the trucks to come in here, pick up and have to back out
100+ feet because of the children possibly getting hit because
you know, a child could end up being any where. So what they
would do is they would bring the truck in here which would
be blocking access for buses and they would have to push these
dumpsters over 100 feet to the truck and that would be, it would
be hard to do but I guess they could.
Male Council Member -Can I ask you, it might sound like a
dumb question but I know that normally these types of things
are addressed at the outset as far as the architectural planning
and the citing of those, the dumpsters and the kitchen service
needs .and such you know, really, you are talking about a very
narrow street that those vehicles will be coming in and off
of. There doesn't appear to be any kind of a deviation in
the curb face, (turned tape over) .....build inq and service
vehicles as such to allow for sufficient turnaround or diffe-
rent citing of those types of facilities in the design phase
of the whole school for service access. I have seen it consis-
to ntly 3one in a number of other school sites. Why would
that possibly be a deviation here?

we are separating bus loadino from parking and the way the
facility works is we have our kitchen and services off the
side here and we wanted to keep these vehicles away from
the buses where most of the kids are going in and out so

we brought them over on this side with the parking here being

Female voice- I live over in that school district so I have
worked with since the very beginning of this.
First of all there won't be any buses. It is a walk to school.
The school has already been started and the Raren Project has
already been started over at Heritage, in Fontana, so that
the likelihood of being, other children being, and Rochester
tract will be bused as they are now to Summit. They will not
be coming to the Windrows School. So as it stands now and
will probably for many years, there will not be any buses at
the Windrows School. It was also discussed that the reason
he needed that access was because he was going to put in a
Say care facility. He is not going to do that anymore. My
other concern is, you said that they would have to back out.
I have been assured that the parking lot was, how wide is
your parking lot? I was assured that the people in the parking
lot would be coming in off of Victoria Park Way and exiting
on Vi~~tozia Park Way, not going out whew the buses are. I
was assured that the driveway or that parking lot was going
to 6e wide enough that cars would be able to turn around
and ingress and egress out of the same parking iot. I mean

it is not even hardly wide enough for a truck to come in
t!iat they would have to ba cY, out now how can cars completely
make circular movements.

is in yellow there that you have highlighted.

Dennis Stout - Right, I gathered that, but the point is, is
all of that in place presently?
District Architect's Office - Well they are constructing these.
All of the buildings are in, sidewalks, most of the curbs are
in. A good majority of the concrete paving is in already.
Dennis Stout - And I can't really tell by lookiny, is that a
loading area there?
District Architect's Office - That's handicapped parking.
Dennis Stout - Handicapped parking. Well, it seems to me that
if that driveway wasn't there you could almost move the handi-
capped parking down just a little bit further and have that
area be an area for a vehicle such as a disposal truck to be
able to pull in them and do its' thiny with the dumpsters
and then back, you know, pull in and then bac}: out and go
back out the same way whence it came. Same thing with your
service vehicles, if there appeared to be a loading and

such as was*_e disposal, the people that have to drop off
school supplies for the warehousing or whatever the case may
be, it seems that it could all be accomplished in that area
right there if, the parking design was changed sliyhtly and

designated as that parking that you would lose in that spot
there. I mean it's a thought.

way there are curbs there.

is not done.

there. I have never seen a five acre site that's got that
much covered on it.

you know, in other types of development I know we don't review
schools that much although we did do the ones down in Terra
Vista. I have never seen a development that has that much
coverage like that and I think that this is one of the reasons
why you are having this access problem. That is one question.
The other question is, what is going to keep the children from
going out that driveway and in that driveway or is that a
concern.
District Architect's Office - Well now that you have brought
it up, I think it would be a concern. I'm -

we are in the process of spending a lot of money to try and
keep [he children from running across the street there, by
designing it and by lowering the birms and making it easier
to see. It seems to me like that whole project will fail,
at least we'll do our part of it, maybe 608 of it, but the
whole project will fail if the kids can still run out of that
driveway into the street instead of going down to the corner
and crossing where we would like them to cross. I mean, was
there some type of a thought given to that as to where the

anything but let me just say that currently I am working

on the design of a new school for Cucamonga School District
and so I have some understanding of the problems that you're
confronting so I can understand both sides of the coin is
what i am tryf.ng to say. I am not just blindly looking at
what you are doing for tha plan. Every day I wince when
delivery trucks come into our school where I am a teacher,
come in to the school grounds and then pull in there fast
and then back up and every teacher there winces when that
happens and so I understand that concern. You don't want
that out where the children are and so you are trying to design
that away from that. Also, the issue as to the children coming
out of the driveway, um, I trust that the school would have
a school policy or a school rule that the children do not
leave that exit and that would be followed through, because

be a problem. But, on the other side of the coin, bung
able to see both sides, I do think that part of the problem
is the s.r ze of the school that is being fit on to that

problem and the fact that it is already built is a problem.
It is our duty, as representatives of the City, to make
sure that we are guarding the City's responsibility in
this and that is tq provide safe streets. Should we allow
this driveway access we would not then be doing our part
in saying no, that is an unsafe Condition, and no muter
what you can do, no matter what your problems are, we agree

that is a problem we wish we could help out. If there is some
other way we can help out, I would be glad to help out some
other way but I don't think we should help out by jeopardizing,
by doing something that we know is jeopardizing people and
by also jeopardizing the general interests of the City by
doing something that is really you know, not very smart because
we have already determined that it is unsafe.
Male City Council -Well I think also too, in addition to
the concerns that she has raised, there is another problem
that I would think that the school would be very selfish on,
it frankly cuts the heck out of a real security attention to
the parking areas out there and the safety of those patrons
and people going in through the parking area itself. Because,
what you are doing, is you are creating a little strip through
there that vehicles will be traversing in and out of because
it is a through street you know, it is a case of where people
will drive through there to drop kids off and you are going
to really, especially on rainy days, you know, walk or bus
or whatever you want to call it, the last place I want to
be is any where near a school site or. a rainy morning.
You've got three hundred parents dropping off 5,000 kids
and they are everywhere. It is a cast of where that's the

to have that enticement them because as it is, what is
going to happen is that they are going to pull over to the
curb and drop them off and have them you know, jump it up

there through the parking lot and make their way into the
school, ..hatever is close and convenient and I know that it
seems like we are sitting here throwing sharp arrows at your
plan, at least I can see the nicks on it from here, but
t..*.e intent sincerely is, ycu know, we are trying to look at
the fact in a lot of locations not quite as sensitive as
this area, and we have been very very restrictive as far
as driveway access or street access from a project and I
am just looking at this as another project which just happens
in addition to that, be a school and I really do feel that
some minor design attention to that handicapped parking area
or reciting of that even over up into the upper other loop
area, because you have the handicapped vehicles which are
few and far between, citing them up on the northeast corner

in and out space there where the handicapped parking is now
will probably adequately address it, instead of trying to
heat a dead horse on the issue. Do you wish you hadn't gone

District Architect's Office - No It's just that I'm a little
puzzled because the way I understand it, that our civil
engineer has obta i.ned a permit from the City that basically
okayed that and no one ever said anything as far as I know
and I haven't spoke with Mr. Pressure, I think, personally.
I have read memos about the situation and he mention d that

a permit was given and I'm not fighting anything.
Male Voice, City Council -Let me clarify how this came
...:.. t. ~. 3asicaily around a year ago the engineers from the
Lyon Companies checked out the original street plans to show
driveways. When they came back in it was noted, not only
the two driveways were discussed on the north Windrows loop
was shown but an additional driveway on Victoria Park Lane
was shown. The staff then checked the grading plans that
were to be on file and found that was and contacted the
School District and voiced objections. I told them they
would not approve any of those plans. The civil engineer
came in to take out the driveway permit and he took it out
with an understanding that the plans were not approved an3
the permit was not valid until such time as they were
approved. Now they began pouring, we stopped the work and
we did work out to where we could approve and allow the work
to proceed on the loop, the Sindrows loop, but told them
they had no approval and would receive no approval for the
project on the driveway on the south.
Female voice - So the School District knowing this just went
ahead and put in a driveway anyway?
Male Voice City Council - Well the City Engineer did not

M:.le Voice City Council - True, well our permit people will
issue permits based on the fact that you must proceed and

get approval before you execute the permit.
Male Voice Citv Council - I know we have run in to that
problem in the past because we have had people who held up
this permit and said, "Hey I got this permit" but the permit
specifically states on it that you must have approved plans
in order to be able to commence with the full scope of the
work and here is another one of those.
Male Voice -And one of the other major problems of course,
the driveway as proposed, when it came in, nor the need for
the equestrian trail extension and that is a real difficult
problem to address with these trades if you don't use retaining
walls. One other thing I'll point out, ore of the reasons
why it is a great concern to us is this is one but there is
a mirror image in the Groves Victoria Froject situation with
a school and a park and across the street the cul-de-sacs,
okay, So, and the preliminary plan for the school has a
drive on Victoria Parkway.
Male Voice City Council - Are you designing that school too?
Male `; oice - I don't know what District?
Female Voice - Alta Loma.
Male Voice - Oh it's a different school district so we are
concerned not only with this one but the next one.

with you. What kind of action do you need?
District Architect's Office - Concurrence with the City
Engineer's decision to deny the driveway.
Male Voice City Council - I have been out there personally
and poked at that and I can't imagine how that driveway is
going to work on that street. There is no way to get in
and out of it safely, it is going to be a traffic hazard.
Male Voice Cites Council - I love the Victorians out there
but they do tend to drive a little faster than we would likes
them to drive on that street.
Male Voice City Council - Yeah, wait until those curbs and

I went out there and stood where that driveway is and it just
is not going to work. Tt's just not safe in my opinion.
Female Voice - Well not with all of the extra added attention
that we're giving it and that the City is going not the extra
mile but the extra two hundred miles to make sure that these
kids are safe. We just can't, like he said, we could put one
little thing in there, one little hole and it just completely
blows all of the work that we have tried to do.

The Park Development Commission at its regular meeting of May
21, reviewed the proposed Capital Park Improvement Program
for the upcoming fiscal year.
Attached is the Commissions recommendation, which differs
from the preliminary capital Program in only two respects.
First the Commission wished a greater funding resource
priority placed on new proj act 8030-N/E Community Park, than
that shown in preliminary recommendation.
Second, to achieve that greater priority for project 8030,
the Commission recommends deferring until a later date,
project 8015-West Beryl Park, both the engineering and

$850,000, to project 8030.
It was the Commissions position that it was imperative that
the N/E Community Park be given the highest possible priority
for acquisition before opportunities disappear and/or land
values rise further. It was also the position of the
Commission that temporarily deferring project 8015 would have
no detrimental affect on meeting the demand for soccer versus
current availability.

The Park Development Commission at its regular meeting of May
21, reviewed the proposed Capital Park Improvement Program
for the upcoming fiscal year.
Attached is the Commissions recommendation, which differs
from the preliminary Capital Program in only two respects.
First the Commission wished a greater funding resource
priority placed on new project 8030-N/E Community Park, than
that shown in preliminary recommendation.
Second, to achieve that greater priority for project 8030,
the Commission recommends deferring until a later date,

construction phases, and shifting its associated funding,
$850,000, to project 8030.
It was the Commissions position that it was imperative that
the N/E Community Park be given the highest possible priority
for acquisition before opportunities disappear and; or land
values rise further. It was also the position of the
Commission that temporarily deferring project 8015 would have
no detrimental affect on meeting the demand for soccer versus
current availability.

of Beryl Park West. Tbr Council has made great strides in meeting the needs of our
calraunity youth sports. We hope you will continue to provide your support.
The development of Heritage and Red Hill will W al onq way to al leviatinq our number one
problem - lighted practice fields. Thou plus 8rry1 should fill approximately 308 of the
requests. We might be able to drop to only 2 time slots per night at Beryl and ease sane
of the restrictions on who can request the IigA trd tines. Obviously, 2 Wore ligh led
fields would refer tAis percen loge marNrdly to the joy of coaches and working parents.
The canplrtion of Brr yl Park West will help solve tM di leena many of the tailin face

other sites in the City. A primary soccer site will taKe same of the Durdrn off the
