Backaround•
The City of Rancho Cucamonga has been notified that the
Public Resources Account Grant in the amount of $250,000.00
has been approved by the Legislature and Governor Por North
Etiwande Community Park. To aopty icr t..*.es:. Purds, thn City
must now submit an application to the State end ills a
Categorical Exemption with the County of San Bernardino.
Further Environmental Review will occur once a conceptual
plan has been developed Por the 53+ acre community park
facility.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA APPROVING THE APPLICATION FOR GRANT FUNDS FOR
THE PUBLIC RESOVRCES ACCOUNT FOR NORTH ETIWANDA COMMUNITY
PARK
WHEREAS, the Legislature and Governor of the State of
California have approved a grant Por the project shown above; and
WHEREAS, the State Department of Parks and Recreation has
been delegated the responsibility for the administration of the grant
project, setting up necessary procedures; and
WHEREAS, said procedures established by the State Dennrrme^.t

application(s) to the state; and
WHEREAS, said application(s) contain assurances that the
applicant must comply with; and

1. Approves the filing of an application for the Public
Resources Account assistance for the above
project(s); and
2. Certifies that said agency understands the assurances
and certification in the application form; and
3. Certifies that said agency has or will have
sufficient funds to operate and maintain the
project(s); and
4. Certifies that said agency has reviewed and
understands the General Provision contained in the
State/local agreement shown in the Procedural Guide;
and
5. Appoints the Community Services Manager ae agent to
conduct all negotiations, execute and submit all
documents including, but not limited to npplications,
agreements, amendments, payment requests and so on,
which may be necessary for the completion of the
aforementioned project(s).

Recommendation-
That the City Council of the City oP Rancho Cucamonga approve
the filing of an application for grant funds under the
Robert-Z'Berg-Harris open Space Program for neighborhood
parkland acquisition in the southwest area of Rancho

Backaround•
The 1989-90 allocation of the Robert-2'Berg-Harris Open Space
Program is currently available to the City in the amount of
$34,470.00. This grant program requires that the City match
these funds on a 70$ - 30$ basis. In other words, the City's
required match is $14,773.00.
The southwest area of Rancho Cucamonga has been targeted as a
priority area for land acquisition for a neighborhood park
facility. Staff has researched the southwest area and
located a ± 9 acre site that eppears very promising for
acquisition through preliminary discussions with the property
owner.
Due to the urgency to acquire park land in this area, staff
recommends that funding through the Robert-2'Herg-Harris Open
Space Program be used to supplement the City's Park
Development Funds for land acquisition.

AND RECREATION PROGRAM FOR NEIGHBORHOOD PARKLAND
ACQUISITION IN SOUTHWEST RANCHO CUCAMONGA
WHEREAS, the Legislature of the States of California has
enacted the Roberti-Z'berg-Harris Urban Open Space and Recreation
Program, which nrov ides funds to certain political subdivisions of
the State of California for acquiring lands and for developing
facilities to meet urban recreation needs; and,
WHEREAS, the State Department of Parks and Recreation has

2. Certifies that said agency understands the general
provisions of the agreement; and,

available, prior to commencement of any work on the
project (e) included in this application, the required
match; and,

applicable city or county general plan; and,
6. Appoints the Community Services Manager as agent of
the City to conduct all negotiations and execute and
submit all documents including, but not limited to,
applications, agreements, amendments, payment
requests, and so on that may be necessary for the
completion of the aforementioned project(s); and,
7. Appoints the City Attorney as legal counsel for said
agency with authorization to sign the certification
on Page 1 of the application.

It is recommended that the Public Safety Commission explore avenues
to eMance cooperative efforts among local agencies and groups
involved in youth gangs and drugs interdiction and diversion
programs.
on May 14, 1990, CounCllIDember Pamela Wright met with Mayor Dennis
Stout, Public Safety Commission Chairperson Clyda Soyd, City
Manager Jack Lam, Deputy City Manager Jerry Fulwood and Acting
Captain Bruce Zeiner to discuss ways Rancho Cucamonga could be more
proactive, efficient, and effective in assisting young people in
their battle against drugs and gangs.
Pamela Wright discussed the possibility oY formulating an approach
to address this issue:
Explore avenues to enY.ance cooperative efforts among local
agencies and groups involved in youth gangs and drugs
interdiction and diversion programs.
It was suggested that Public Safety Commission Chalrper~on, Clyde
Boyd, present this concept to the Public Safety Commission for
their recommendation.
