DENTAL ANO OPTICAL COVERAGE The City agrees to average the cost of medical, dental and optical benefits for fiscal year 1990/91 including the Prlnctpal Plan, Keiser A and Care Pmerica, thus, providing for no additSonal payment by employees for coverage through June 30, 1991. PERSONAL LEAVE TIME The City agrees to allow the use cf up t^ 16 hours cf accrued sicR leave as personal leave. This 16 hours can be used incrementally (i.e. 1 hour, 1/2 hour) throughout the fi scat year. Use of this time is for emergency situations requ lrSng the employees attention and needs to be cleared with their supervisor when using this time. Memorandum of Understanding Page 2 PATERNITY LEAYE Employees are eligible to use up to 2 days far paternity leave "gratis". Any Lime required beyond this initial 2 days must be charged against accrued Lime. SAFETY FOOTNEAR The City agrees to provide E150 annually toward the purchase of safety footwear for employees required to wear safety footwear as part of their ,Eob responsib111ttes. The Cfty will establish accounts at Knapp Boots and Red Wing Boots for the purchase of the safety footwear. 1 Memorandum of Understanding Page 2 OVERTIME The City agrees that employees who are assigned Lo work on a holiday, whether or not their regular shift assignment requires they work that day, are eligible for pay at time and one-half for working that day. This time and one-half may De Laken as compensation or put in a compensatory time off Dank. In effect, there is comDen sa tion at double time and one-half. That rate of compensation is tallied as follows: the eight hours compensation for the holiday, plus compensation at time and one-na~f for the hours actuaiiy worked. Additionally, employees who wish to purchase additional life insurance coverage through the City's offered program may do sa to E10 ,000 increments at the group rate. The method of payment will be through payroll deduction. Daniels, Deputy Ci[y Manager SUBJECT: APPROVAL OF ANNUAL LOAN TRANSACTION BETWEEN THE CITY OF RANCHO CUCAMONGA AND THE RANCHO CUCAMONGA RIDEVELOPMENT AGENCY RECOMMENDATION: Approve the repayment and re-borrowing of [he annual loan between the City of Rancho Cucamonga and the Rancho Cucamonga Redevelopment Agency. BACKGROUND : in Fiscal Year 1988/89, the City of Rancho Cucamonga approved maintaining a balance of $6,950,136.50 on the loan to the Rancho Cucamonga Redevelopment Agency. This includes $2 Million loaned to the Agency from the City's Park Development n....a .en .oA :nro.ner ANALYSIS: In order to receive tax increment revenue, the principal source of redevelopment funding, a Redevelopment Agency must demonstrate existing debt which will be repaid by the tax increment received. For this purpose, when the Project Area was established in Fiscal Year 1982/83, the City loaned money to the Redevelopment Agency in order to establish initial debt, as well as to provide monies for operations. For debt purposes, the City and Agency have continued to maintain this loan from the City, thus ensuring the Agency's receipt of its full tax increment revenue. Each Fiscal Year, the Redevelopment Agency pays the lean back to the City, including interest, with the tax increment revenues which are received from the Trustee, after paying all debt on outstanding bonds and agreements. During Fiscal Year 1988!89, the Redevelopment Agency is able to pay to the City a total of $6,346,386.35 towards the principal and interest on the City/Agency loan. At the present time, it is necessary 8 for the Agency to continue the loan with the City, in order to show sufficient debt to receive the full amount of tax increment revenue.
