IMPROVEMENT SECURITY, AND FINAL MAP OF TRACT N0. 12414
'aHEREAS, the Tentative Map of Tract No. 12414 consisting of 92 lots,
submitted by R-M Company Subdivider, located on the west side of Beryl Street,
south of Mignonette Street has been submitted to the City of Rancho Cucamonga
by said Subdivider and approved by said City as provided in the Subdivision
Map Act of the State of California, and in compliance with the requirements of
Ordinance No. 28 of said City; and
NHER EAS, to meet the requirements established as prerequisite to
approval of the Final Map of said Tract said Subdivider has offered the
Improvement Agreement submitted herewith for approval and execution by said
City, together with good and sufficient Improvement Security, and submits for
approval said Final Map offering for dedication for public use the streets
delineated thereon.
YON, THEREFORE, BE IT RESOL VEO by the City Council of the City of
Rancho Cucamonga, California, as follows:
1. That said Improvement Agreement be and the same is
approved and the Mayor is authorized to execute same

authorized to attest thereto; and
2. That said Improvement Security is accepted as goad
and sufficient, subject to approval as to form and

The attached resolution is for the acceptance of an Improvement Agreement and
Improvement Security Instrument to guarantee the reconstruction of Ramona
avenue north of foothill Blvd.
The project will install apartments on the east side of Ramona Avenue and was
conditioned to install storm drain and street improvements. The security
offered is a hank security instrument far E132,000.00.
RECOMMENDATION
It is recommended that City Council adopt the attached resolution approving
the Agreement and Security and authorizing the Mayor and City Clerk to sign
the Agreement on behalf df the City.

purpose of providing for school fat ilities of DISTRICT, which purposes can be for
either permanent or ten porary far it i[ies.

7. DISTRICT agrees [hat it shall, upon req uesc, make available to the
public, including DEVELOPER and the City of Rancho Cucamonga, an annual account
of coneys received ar.d disbursements made under the terns of the Agreement.

cations current for any and all funding for new capital outlay construction

The attached resolution is for the approval of an agreement to guarantee the
construction of sidewalk along Archibald Avenue for the Scheu Industrial Park.
The requirement to install sidewalk as made as a condition of approval for the
proposed building construction at the subject location.
The bonds submitted by Martin ,]asks, inc. are in the following amounts:
Faithful Performance Bond: 53,800.00
Labor and Material Bond: 51,900.00
RECOMMEROgTION
It is recommended that City Council adopt the attached resolution approving

LUCAMONGA, CALIFORNIA, APPROVING IMPROVEMENT AGREEMENT
AND IMPROVEMENT SECURITY FOR DEVELOPMENT REVIEH 83-18
'dHEREAS, the City Councii of the City of Rancho Cucamonga,
California, has for its consideration an Improvement Agreement executed on
Fehruary 29, 1984, by Martin Jaska, Inc. as developer, for the improvement of
public right-of-way adjacent to the real property specifically described
therein, and generally located on the east side of Archibald gvenue at 7th
Street; and
WHEREAS, the installation of such improvements, described in said
Improvement Agreement and subject to the terms [hereof, is to be done in
conjunction with the development of said real property as referred to Planning
Commission, Development Review 83-15; and
WHEREAS, said Improvement Agreement is secured and accompanied by
good and sufficient Improvement Security, which is identified in said
Improvement Agreement,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Rancho Cucamonga, California, that said Improvement Agreement and said
• Improvement Security be and the same are hereby approved and the Mayor is
hereby authorized to sign said Improvement Agreement on behalf of the City of
Rancho Cucamonga, and the City Clerk to attest thereto.

SUBJECT: Approval of Agreement and Security and Agreement for Sapphire
Street Improvements for CUP 83-04 located on the west side of
Sapphire south of Banyan Street submitted by The Alta Loma
Christian Church
The attached resolution is for the approval of two agreements. One is an
Improvement Agreement for public street improvement and the other is a City
participation agreement for reconstruction of the existing street. This will
provide the City with a street section that retains more storm flows on the
west side Of the street than presently exists.
The security offered is a passbook on file in the City Treasurer's office.
RECOMEMDATiON
It i5 recommended that the City Council adopt the attached resolution
approving the two agreements and authorizing the Mayor and City Clerk to sign
same on behalf of the City.

This Agreement is made and entered into this day of
198 by and between ALTA LOMA CHRISTIAN
CHURCH, Developer, and THE CITY OF RANCHO CUCA~+IONGA, a municipal corporation,
City.
RECITALS
WHEREAS, the City and Developer desire to mutually participate in the
construction of Sapphire Street Improvements between Orange Street and Banyon
Street; and .
'dHEREAS, the Developer has expressed its willingness to include said
• construction with improvements for Conditional Use Permit 83-04.
NOW, THEREFORE, IT IS AGREED RS FOLLOWS:
1. The Developer shall contract for the construction of Sapphire
Street between Orange Street and Banyon Street, said improvements as further
described in City of Rancho Cucamonga Drawing No. 854.
2. The City agrees to share in the cost of improvements for the west
half of Sapphire Street from Station 8+30 to Station 10+41.68 as shown on said
Drawing No. 854 in the quantities described in the attached Exhibit "R",
Total amount being a lump sum of $9,427,50.
3, The developer shall coordinate with affected utility companies
for the relocation of the service pole and the water meter within Che City's
portion of the work.

4. The City agrees to pay funds to the Oeveloper in the amount of •
said share within thirty (3D) days of completion and acceptance by the City.
5. Each party shal•1 indemnify the other parties and its officers,
agents and employees against and hold them free and harmless of and from all
claims and liabilities of any kind arising out of, in connection with, or
resulting from, acts of omissions on its part or on the part of its officers,
agents, contractors and employees in connection with the construction.
6. This Agreement may only 6e changed with the mutual consent of the
parties in the form of written contract amendments.
7. This Agreement and the terms and conditions contained herein are
all subject to a successful completion of constructon of fmprovements.

CUCAMONGA, CALIFORNIA, APPROVING IMPROVEMENT AGREEMENT
AND IMPROVEMENT SECURITY FOR CONDITIONAL USE PERMIT 83-04
AND AN AGREEMENT FOR SAPPHIRE STREET IMPROVEMENTS
WHEREAS, the City Council of the City of Rancho Cucamonga,
California, has for its consideration an Improvement Agreement executed on
March 19, 1984, Dy The Alta Loma Christian Church as developer, for the
improvement of public right-of-way adjacent to [he real property spec if ically
described therein, and generally located on the west side of SapDh ire, south
of Banyan Street; and
WHEREAS, the installation of such improvements, described in saitl
Improvement Agreement and Subject to the terms thereof, is to be done in
conjunction with the development of said real property as referred to Planning
Commission, CUP 83-04; and
WHEREAS, said Improvement Rgreement is secured and accompanied by
good and sufficient Improvement Security, which is fdentif ied in said
Improvement Agreement; and
WHEREAS, the inst allat ian of certain supplemental improvements are
• necessary for public, health and safety and the developer has provided the
City with an agreement for City participation in construction of Said
improvements.
NOW, THEREFORE, BE IT RESOL YED Dy the City Council of the City of
Rancho Cucamonga, California, that said Improvement Agreement and said
Agreement for Sapphire Street Improvements and Improvement Security 6e and the
same are hereby approved and [he Mayor is hereby authorized to sign said
Improvement Agreement on behalf of the City of Rancho Cucamonga, and the City

SUBJECT: Supplement to the design contract for the traffic signal at
Carnelian Avenue and Lemon Avenue
Beginning with the traffic signal at Carnelian and Lemon, staff is attempting
to make signal designs in the City mare standardized and less time
consuming. Since this is the first in the process, the design time and
changes during plan checking have been greater than normal. Because of this,
the design and dr aftinq time required of the consultant will be more than
ant is ioated. The increase needed has been estimated at E750.00 maximum.
It is expected that the resulting plans and specifications will also result in
shorcer contract times and fewer costly field changes.
RECOMMENDATION
It is recommended that additional design time be approved, not to exceed
5750.00, for the consulting engineer, Lawrence S. Eisenhart.

The City is currently under contract with Bill Mann and Associates to complete
designs for the Beryl-Hellman Storm Drain. The attached change order
increases the budget for these designs from a not-to-exceed amount of
549,122.00 [0 559,222.00. The channel conditions have changed since the
orginal surveys due to winter storms and due to City conducted maintenance
grading •eithin the channel area. The proposed workings will establish the
final hid quantities for the Droj ect as well as survey control needed to start
construction.
RECOMMENDATION
[t is recommended that Change Order No. 2 to the Beryl Street-Hellman Avenue
Storm Orain (Phase I) be approved increasing the overall not-to-exceed amount
to 559,222.00.

(1) An additional $600.00 appropriation is needed in the Building
and Safety Department for business forme. The recent rush of
development has virtually exhausted the current supply o£ Eorma

(2) P.0.0 2468 for $4,147 was approved last Fiscal Year, however,
when the Fiscal Year ended this F.O. was overlooked in the
reappropriacion process. The F.O. A2468 le for $4,147 and is
the General Funds share for computer equipment ordered last
year and is currently being Snetalled.

Reconm:endation: Is [hat both items be approved. Current Budget
conditions indicate that resource development is cell ahead of last
Fiscal Year and that these two items have verq minimal impact on the

1. PARTIES AND DATE
This Agre einent is made and entered into this
day of 1984, by and between the CLTY OF
RANCHO CUCAMONGA, a municipal corporation ("City°), and the
REDEVELOPMENT AGENCY OF THE CITY OF RANCHO CUCAMONGA
("Agency"), a public agency organised pursuant to the provi-
sions of the Community Redevelopment Law of the State of
California.
2. RECITALS.
2.1 Agency has previously entered into an
agreente nt ("Loan and Pledge Agreement") with City Whereby •
City has agreed to undertake the design, financing and
construction of certain flood control facilities known as
the Day; E[iwanda drainage improvements ("Flood Control
Facilities") and regency has agreed to pledge certain funds
which might become available to Agency from increased
property taxes collected from properties within the
boundaries of the Project to City to assist in the financing
of such Flood Control Facilities.
2.2 The purpose of this agreement is to further
define and clarify Che terms and conditions under which
Agency will pledge certain Cax increine nt revenues generated
pursuant to Health and Safety Code Section 33670 ("Tax

Increment") and received by the Agency to City to assist in
financing the Flood Control Facilities.
2,3 City's Council has found and determined that
such Flood Cont ral Facilities are of benefit to the Agency's
Rancho Redevelopment Project area and that no other reason-
able means of financing such public improvements are avail-
able to City,
3. TEP.NS.
3.1 Pledge of Tax Increment. Agency does hereby
agree to incur a debt and obligation to the City and shall
pledge, pay and transmit to City upon zeceipt that portion
of the Tax Increment allocated to Agency by County pursuant
to that agreement entitled "Agreement Regarding Rancho
Redevelopment Project Area {Rancho Cucamonga Redevelopment
agency)" and dated February 21, 1982, less such amounts
oeherwise deposited 6y Agency in Agency's Low- and Moderate-
Income Housing Fund for purposes of complying with California
Fte alth and Safely Code Section 33334.2.
3.2 Obligation Constitutes Indebtedness. 'this
supplemental agreement shall constitute an obligation and
debt of the Agency to use C::e Talc 2ncrement available
pursuant to Section 3.2 of this Agreement to assist in the
financing and conseru ction of the Flood Cent rol Facilities
provided for herein, and the City shall apply said funds to
pay for certain of the costs and expenses relating to the
Flood Control Facilities until such time as all indebtedness
incurred by City to finance such Flood Control Facilities

has been retired. Nothin-, herein shall be construed to •
require Agency to pay Tax Inc reinen[ to City for purposes of
advance retirement of any indebtedness incurred by City
unless Agency at its sole and exclusive option elects to
retire such debt in advance.
3.3 Notwithstanding Sections 3.1 and 3.2 of this
Agreement, if Ci[y~s proceedings to finance the Flood Control
Facilities are halted or City does not incur an obligation
or indebtedness to finance su clt Flood Control Facilities on
or before December 31, 1984, for any reason whatsoever, this
Agreement shall be of no further force and effect.

The City Council of the City of Rancho Cucamonga, California,
does ordain as follows:
SECTION 1: Section 1.12.020 of the Rancho Cucamonga Municipal
Code rs'- a eby amended [o read as follows:
"1.12.020 Penalty for misdemeanor. Except in
cases where a different punishment is prescribed by any
ordinance of the city, any person convicted of a mis-
demeanor for violation of this code or an ordinance of
the city, or any code adopted by reference by ordinance
of the city, is punishable by a fine of not more than
one thousand dollars, or by imprisonment not to exceed
six months, or by both such fine and imprisonment."
SECTION 2: Section 1.12.030 of the Rancho Cucamonga Municipal
Code is hereby amended to read as follows:

The Federal Land and Water Conservation Fund Prooram which provides matching
funds to governmental jurisdictions [or up to 50• of nequisition and
development coats of outdoor recreation arse and fact litiea. The State of

districts and recommending funding for projects ri thin each of th ode
districts. The Federal Government has notified the State that they sill
• receive 55.6 million atateride for did tribu ti on among the di stricta.
The City of Raneho Cucamonga is located within Dia tract e, which also includes
the Governmental jurisdi etions within the San Bernardino, Los Ange lee, orange,
P ive rside, Imperial and Ventura County arias. The State has allocated
District a approximately 51.5 million for successful projects, of which
5750,000 will he allocated for regional projects and 5750,000 will he
allocated For less than regional projects. Regional pr ojeeta are generally
Wore than 50 acres in size and less than regional projects are generally less
than 50 acres in sine.
The Federal Land and Water Conaerva ti on Fund Program is highly compeiiti ve and
the State receives a large number of app licaeions from various jurisdictions
for the small amount of funds availahle. The State has developed strict
criteria by which to evaluate and recommend funding for successful
appli cn bone.
Even though this is a highly competitive program we 6e lieve the City should
s ubmlt applications Eor the funding assistance. Because, howave [, the chances
of successful appli ca ti one are minimal (but still worthwhile) we felt it
neceasa ry to propose projects which, i[ the app licetions were not swceasful,
it would not delay our efforts to date, (i.e. Arrow Perk). if we had proposed
Land and water Conserve Lion Fund Assistance for projects each as Red Hill
Basin, Heritage or Deer Creek Park, the conelderiny the amount of funding
dual lab le versus the coat of each of those projects, the potential for success
is nil, and reelie tlcally not woreh the labor expended to eubmie the
applications.

Therefore, the Community Servi cea Department is raqueatinq Council
authorization in submi sting tro (2) project applicatlone for Federal funding
under the Land and Wa ter Conaervetion Fund Prograe.
The first project application will be for Lhe development of the Alta LomaPark
Tennis Complex. TAis project rill complete the master plan for the park and
provide four night 1l gh ied tennis courts improve manta. This project is
estimated to cost approximately 5150,000 with the Land and Water Coneerva lion
Fund grant ptovidi ng for $75,000 of the total cost. TAe city's matching share
of $75,000 will be supported from the Park Development Trust Fund, if
successful.
The second project is the development of two night lighted Tennis Courts, and
a defined picnic are e, with shelter. Drainage improvements rill also 6e
installed as a part of the project. Tha total project cost is estimated ae
$120,000 with the Land and Water Conservation Fund providing 560,000. The
City's matching share of $60,000 pill he derived from the Park Development
Trvat Fund. This improvemnt will also complete the matter plan for the perk.
Either one or both of these projects, if funded by the grant, will provide `
much needed lighted tennis court Eaeili ti ea within the City share none ate
ova ilaDle at present. Tennis facilities are available at Alte Loma Nigh
School, but only during non-school hours and not at night. The provisions of
these improvements will correct this situation. Additionally, both ai tea have
been planned for these uses and have adequate parking available. For these
reasons, we believe these projects are worthwhile application submittals.
In order to submit the two appli caiionsr the City Council moat adopt the
attached Resolution which approves the submi teal of aopli ea ti ons for these
projects for Land end Water Conse[va ti on Fund assistance; and certifies the
city has matching funds from Park Development Fe ea and can finance 100 percent
of the project, SOa of whicA Will be reimbursed; and certifies the projects
are compatible With surrounding land areas; and appoints the Director of
Community services as the agent of the City in all metiers concerning these
grant applications.
Environmental aaaeaamenta have been prepared for both of these projects.
These aeeeaeeenta indicate that the projects could no[ have a significant
effect upon the environment and Nega Live Dec la ra ciona have been prepared for
approval by the CL ty Council.

During the 1983-84 budget process, the City Council indicated en interest in considering
a personnel classification study. The intent of such a project would be twofold. First to
study each o[ our position classifications, end determine it the present tasks being
performed by the employees ere wfihin their position description end job title; second, to
create career paths (where warranted by the study), which would enable the City to
provide employees with the added incentives associated with growth, professional
development, and mobility.
As the City Council is aware, we have gone through many changes during the pest few
years in developing desired service levels for the community. Our first classification
study was performed in June, 1980, end since that time, the staffing end service needs of
our city have evolved to a more complex level of duties. We have periodically made
many minor adjustments in our classification end compensation plans during the pest tour
years, and at this time it appears these plans are no longer appropriate.
With the prospect of continued growth end requisite expansion of service in more
complex areas of responsibility, it would be to the City's advantage to reestablish a
classification plan that is closely aligned with the present functions of our employees. A
classification study of this sort would address these needs end allow the City to utilize
our employees to the highest level of their skills end ability.
We have received proposals from the [oLLowing three firms: William Hamilton end
Associates, Management Services Institute, end Ralph Andersen and Associates to
perform a personnel classification study for City o[ Rancho Cucamonga. Each of the
group's approach to Me project ere similar, however, Ralph Andersen's appears to be the
most comprehensive including the following elements:

The incidental travel cost with Ralph Mdersen and Associates will be minimized through
his coordination o[ workload within the Southern California area. Additionally, all sieps
wiR be taken to maximize efficiency to minimize all incidental costs.
RECOMMBNDATION:
The City Council direct staff to proceed with conducting a personnel clessifieation end
compensation study utilizing the professional services o[ Ralph Andersen end Associates
for a maximum fee not to exceed =17,000. Additionally, that the study be completed and
prepared for implementation as part of the adoption process [oc the 1984-85 fiscal year
budget. •

SUBJECT: MICROCOMPUTER FOR FINANCIAL MODELING
At the February 14, 1964 meeting, the Agency authorized staff to proceed
with the purchase of a CCS Calstar III micro-computer system for our
financial model for a price not to exceed f10,000, which was the lowest
bid. Before proceeding with the purchase, we were alerted to possible
problems in the production company, California Computer Systems, the
manufacturer and wholesaler of the computer component of the system.
Further investigation revealed that CCS filed or was about to file for
Chapter 11 bankruptcy. The future of the company is at best uncertain.
Staff has consequently reexamined the second low bid, the ONYX 5001 A
system. Our conclusion is that the ONYX is a somewhat better system
than the CCS Calstar, but at a somewhat higher price. The reputation of
the company in the industry, however, is spotless, whereas the future of
CCS is questionable.
The ONYX 5001 A package originally bid at 513,990 plus tax. However
both staff and our ccnsultant have negotiated a best and final offer for
the ONYX package as follows:
