The City Council may receive testimony and set the matter

An adjourned joint meeting of the Rancho Cucamonga City Council and the Public Safety Commission was held on
Wednesday, July 22, 1992, in the Rains Conference Room o(Ne Civic Center, located at 10500 Civic Center Drive,
Rancho Cucamonga, Caldomia. The meeting was called m order at 7:15 p.m. by Mayor Dennis L. Stout
Present were Councdmembers: William 1. Alexander, Diane Williams, and Mayor Dennis L. Smut.

Councilmember Alexander pninmd out That staff time is very valuable and for the Public Safety Commission, az
well as all ocher Commissions, to conserve tin soft time as much as possible.
Councilmember Williams sorted she agreed, and after rxeiving the report on cost of time spent on Commissions,
she was disappointed with the dmc particularly spent by the Pu61ic Safety Commission. She felt there should be
some ways to cut back on staffs time. She felt the Commissions should discuss this.
Mayor Stout felt the Commissioners should receive the report to see the same information that the City Council had
received. Mayor Stout made further comments az to the State's budget alsis.
Jack Lam, City Manager, presented in(onnadon about the various things the Sute may do to take funds away from
the Cily of Rancho Cucamonga in order b balance its budget.
Commissioner Amodt stated the Public Safety Commission is coneemed with the safety of the residents of the City
anJ that They act at the pleasure of the City Council. He stated the Commission realizzs the cut bxks that are going
nn in the City. He felt police and (ire services were the most important. He also commented on the goals that were
disuihutnl.
CounciimemMr Alexander agreed with goal number 2 and felt it was very important
Commissioner Sicbcr fell the DARE pmgram was very worthwhile. He stated he is interested N the study of staff
time usrd for the Commissions,
Mayor Stout commented on the study and mld about the programs the City Council ha< asked the Public Safety
Commission to look a4 i.e., making the streets safes He stated he felt what the Commission does is important,
but that the City Council was only asking Them to be more pmdent with sm(f dmc.
Councilmcmber Williams stated she is also a big advocate of the DARE program, CHOICES and the Youth
Assistance program. She felt all of these were important.
Commissioner ,4nuxh stated some of their biggest issues they deal with arc uaffic related and pertaining [n Day
Laborcts.
Commissioner Sicbcr sorted he hoped the Commission could conserve the Ceuncil's time through the projects they
work on.
Cnuncilmember Alexander felt it was important to get information nut w the seniors about what the Public Safety
Commission does.
Cnuncihnember Williams felt a survey wntdd be a 1>Cneficial way to get input from the seniors about the safety of
thr. community.
Commissioner Curatalo sorted the Commission did have a lot of seniors attend their mcedngs for the RV parking
I.S.SUC.
Commissioner Kcmily felt [his type of meeting was a good way to get the Commission focussed as to what they
should be doing. He also appreciated receiving the information regarding Ne State's budget situation. He offered
the Crunmi.c:ion's rasources for projcets instead of having to use stiff time.

Commissioner Amodt felt it would be a good idea (or the Commission to have a presentatlon from the Pawl so
they would be better informed of their services.
Mayor Smut felt the CERT training program was very good also and suggested the Commission use their resources.
Commissioner Amw1t asked if there had been any input (ram the public as to the performance of the Commission
and asked for the Council's opinion of their pcrfonnance.
Mayor Stout slated he has never had any negative comments from the public as to the process the Public Safety
Commission takes to reach a decision.
Councilmember Alexander (elf it was a goad idea for the Commission m get involved in things such as DARE
graduations and those types of programs.
Commissioner Sieber felt through the Citizen's Patrol they could let the public know what Ne (unction is of the
Public Safety Commission.
Commissioner Curatalo felt if goal p3 is worked on they could assist the Chy better.

authorizing the City Clerk to advertise tiro "Notice Inviting Bids".
BACKGROUND/ANALYSIS
The subtect protect plans and specifications have Deen completed and
reviewed by staff and approved by the City Engineer. The Engineer's
estimate for construction is f135,555.00. Legal advertising is scheduled
for October 26 and November 2, 1992, with the bid opening at 2:00 PM an

TO ADVERTISE TO RECEIVE BIDS
WHEREAS, it is the tntention of the City of Rancho Cucamonga to construct
certain improvements in the City of Rancho Cucamonga.
4MEREAS, the City of Rancho Cucamonga has prepared plans and
specifications for the construction of certain improvements.
NOW, THEREFORE, DE IT RESOLVED that the plans and specifications
presented by the City of Rancho Cucamonga 6e and are hereby approved as the
plans and speclficati ons for "Sierra Madre Street Improvement Proiett, located
from Ninth Street to Chaffey Street Alley."
BE IT FURTHER RESOLVED that the City Clerk 1s hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or
proposals for doing the work specified 1n the aforesaid plans and
specifications, which said advertisement shall be substantially in the
following words and figures, to wit:

which the public work is performed, and not less than the general prevailing
rate of per diem wages for holiday and overtime work. In that regard, the
Director of the Department of Industrial Relations of the State of California
1s required to and has determined such general prevailing rates of per diem
wages. Copies of such prevailing rates of per diem wages are on file in Lhe
office of the City Clerk of the City of Rancho Cucamonga, 10500 Civic Center
Drive, upper level, Rancho Cucamonga, California, and are available to any
interested party on request. The Contracting Agency also shall cause a copy
of such determinations to be posted at the Job site.
The Contractor shall forfeit, as penalty to the City of Rancho Cucamonga,
twenty-five dollars (525.00) for each laborer, workman, or mechanic employed
for each calendar day or portion thereof, if such laborer, workman, or
mechanic is paid less than the general prevailing rate of wages hereinbefore
stipulated for any work done under the attached contract, by him or by any
subcontractor under him, in violation of the provisions of said Labor Code.
In accordance with the provisions of Section 1777.5 of the labor Code as
amended by Chapter 971, Statutes of 1939, and in accordance with the
regulations of the California Apprenticeship Council, properly indentured
apprentices may be employed in the prosecution of the work.
Attention is directed to the provisions in Sections 1777.5 and 1777.6 of
Lhe Labor Code concerning the employment of apprentices by the Contractor or
any subcontractor under him.
Section 1777.5, as amended, requires the Contractor or subcontractor
empi oytng tradesmen in any apprentlceable occupation to apply to the Joint
apprenticeship committee nearest the site of the public works protect and
which adnTnlSters Lhe apprenticeship program in that trade fora certificate
of approval. The certificate will also fix the ratio of apprentices to
Journeymen that will be used in the performance of the contract. The ratio of
apprentices to Journeymen 1n such cases shall not be less than one to five
except:
A. When unemployment in the area of coverage by Lhe Joint apprenticeship
committee has exceeded an average of 15 percent in the 90 days prior to
the request for certificate, or
B. When the number of apprentices in training in the area exceeds a ratio
of one to five, or
C. When the trade can show that tt is replacing at least 1/30 of its
membership through apprenticeship training on an annual basis statewide
or locally, or
D. When the Contractor provides evidence that he employs registered
apprentices on all of his contracts on an annual average of not less
than one apprentice to eight Journeymen.

Information reiative to apprenticeship standards, wage schedules, and
other requirements may 6e obtained from the Director of Industriai Relations,
ex-officio the Administrator of Apprenticeship, San Francisco, California, or
from the Division of Apprenticeship Standards and its branch offices.
Eight (8) hours of labor shall constitute a legal day's work for all
workmen employed in the execution of this contract and the Contractor and any
subcontractor under him shall comply with and be governed by the laws of the
State of California having to do with working hours as set forth in 0lvtsion
2, Dart 7, Chapter 1, Article 3 of the Labor Code of the State of California
as amended.
The Contractor shall forfeit, as a penalty to the City of Rancho
Cucamonga, twenty-five dollars (525.00) for each laborer, workman, or mechanic
employed in the execution of the contract, by him or any subcontractor under

needed to execute the work required by this contract as such travel and
subsistence payments are defined to the applicable collective bargaining
agreements filed in accordance with Labor Code Section 1773.8.
The bidder must submit with his proposal cash, cashier's check, certified
check, or bidder's bond, payable to the City of Rancho Cucamonga for an amount
equal to at least ten percent (lOR) of the amount of said bid as a guarantee
that the bidder will enter into the proposed contract if the same is awarded
to him, and in event of failure to enter into such contract said cash,
cashier's check, certified check, or bond shall become the property of the
City of Rancho Cucamonga.

certificate that he carries caapensation insurance covering his employees upon
work to be done under contract which may be entered into between him and the
said City of Rancho Cucamonya for the construction of said work.
No proposal will be considered from a Contractor whom a proposal form has
not been issued by the City of Rancho Cucamonga.
Contractor shall possess a Glass "A" License (General Engineering
Contractor) in accordance with the provisions of the Contractor's license Law
(California Business and Professions Code, Section 7000 et. seq.) and rules
and regulations adopted pursuant thereto at the time this contract is awarded.
The work is to be done in accordance with the profiles, plans, and
specifications of the City of Rancho Cucamonga on file to the Office of the
City Clerk at 10500 Civic Center Drive, Rancho Cucamonga, California. Copies
of the plans and specifications, ava7lable at the office of the City Engineer,
w111 be furnished upon apDllcatton to the City of Rancho Cucamonga and payment
of f35.00, said 535.00 is nonrefundable.
Upon written request by the bidder, copies of the plans and
specifications will be mailed when said request is accompanied by payment
stipulated above, to~ther with an additional nonreimbursable payment of
E25.00 to cover the Lost of ma111rg charges and overhead.

(FETSIM) PROGRAM GRANT RPPL[CATION
RECOMlEMBATION
It is recommended the City Council authorize the City Engineer to execute
in the name of the City of Rancho Cucamonga all necessary applications,
contracts, and agreements to implement and carry out the purposes of the
FETSIM program.
DISCUSSION
The FETSIM program has been providing grants to local agencies for the
past ten years. The funds from these grants have been applied toward the
cost of either focal agency staff or consultants for retiming traffic
signal systems using the latest computer tools. Rancho Cucamonga now has
a sufficient number of traffic signals that are compatible with the grant
requirements for the program to benefit a large portion of the City.
Experience with the program shows documented project benefit/cost ratios
of greater than 50 to 1, assuming that the benefits of signai retiming
have an average life of three years. Projects have shown an average
reduction of 145; in vehicle stops and delays resulting Tn a 7.52 average
reduction in travel time and 8S reduction in fuel use.
The 1993 grant cycle, that runs from March 1, 1993 to February 28, 1994,
has grant awards of 51,000 per intersection and up to 250
intersections. Our application for 549,000 for 49 Intersections will
retime intersections on Base Line Aoad, Foothill Boulevard (assuming
Caltrans will cooperate), Carnelian Street/Vineyard Avenue, Archibald
Avenue and Haven Avenue. We have already received a letter from the City
of Ontario indicating their willingness to cooperate with retiming of
traffic signals and systems that affect their city. See attached FETSIM
Map.
It is our Intent to utilize present city staff for the work with the use
of a consultant for the required traffic counts only if necessary. This

HEREBY RESOLVES to authorize the submittal of an application 4o the California
Department of iransportatlon for a Fuel Efficient Traffic Signal Management
Grant and the City Engineer of Lhe City of Rancho Cucamonga is hereby
authorized and empowered to execute in the name of the City of Rancho
Cucamonga all necessary applications, contracts, and agreements to implement
and carry out the purposes specified in this resolution.

RECOMMENDATION
It is recaamended that City Council approve the a~proprlatlon of
;1,750.00 from Fund 23 - "General City Drainage (A/C 23-4637-
9024) to pay appraisal costs pertaining to right-of-way
acquisition for said storni drain pradect.
In FY 91/92 the City retained TfD Consulting Service to provide
right-of-way acquisition services in con~unctlon with the "Area II
Cucamonga Creek/SPRR Storm Drain Phase I" pro?ect. In FY 88/89
the pralect constructed a storm drain from Cucamonga Creek Channel
to 1300 feet east of said channel near Lhe Southern Paclflc
Railroad. it was necessary to acquire right-of-wdy within which
the storm drain would 11e. One particular acquisition required
time consuming work due to its involvement 1n a divorce
proceeding. TFD Consulting Service was retained due to the
complexity of that acquisition. The City Attorney directed an
evaluation and appraisal of that propperty be made in FY 91/92 that
was performed by the consultant. TFD Consulting Service 1s now
requesting payment for their services in the amount of
51,750.00. Funds hed not been provided for in the FY 92/93 Budget
to handle this payment.
Fund 23 - "General City Drainage" 15 funded from developer impact
fees collected as development occurs within the City. Those fees
are to cover Aevelopment's "fair share" of the cost of the

Staff recommends City Council approve to award the printing of four (4) quarterly
issues of the Grapevine newsletter to M & M Productions of San Dimas in the amount
of $23,756.00, excluding tax, per Rancho Cucamonga bid #RFP9293-1 dated
September 23, 1992.
The Grapevine newsletter is an important publication for the City. It provides
information on activities offered through the Community Services Department, various
articles on City departments and commissions, safety tips for the public, and updates
on current projects within the City.
The Purchasing Division sent cut Invitation for Bids on September 9, 1992 to thirty-four
vendors and received fifteen responses on time on September 23, 1992. Of the fifteen
vendors who responded, only ten submitted bids that met the criteria.
ANer careful examination of the ten bids that met the specifications, M 6 M Productions
of San Dimas was the lowest responsive, responsible bidder. The samples and price
submitted were the best overall.

RECOMMRNDATION
That City Council sign the "Permit for Use of Facilities" for
the Alta Loma High School auditorium, band room, and choral
room for the dates of November 20, 1992, April 4, 1993, and
June 18, 1993, at no coat to the City.
HACRGROUND/ANALYSIS
For the past several years the City of Rancho Cucamonga
Community Services Department and Olympic Studios have jointly
reserved the Alta Loma High School auditorium and adjoining
rooms for dance recitals on a quarterly basis. These recitals
highlight participants enrolled in the dance classes through
the city program. Olympic studios (Diane Dyan) is the
contracted instructor for these classes and organizes these
recitals at the end of each class session. All fees are paid
for by Olympic Studios and therefore is no cost to the City.
The dance classes provided by the City and taught by Olympic
Studios is an ongoing program. The racltala have added a
special touch to the program which enhances the quality.
Therefore, staff recommends that City Council sign the "Permit
for Use of Facilities" for the 1992-93 recital dates.

This year several schools in the City of Rancho Cucamonga have
gone to a year-round schedule. In an effort to provide
recreational activities for children in year-round schools
while they are off-track, the Community Services Department has
organized a program at the Ruth Musser Middle School
kindergarten room.
The year-round schools program will provide activities for
children during the day when they are not in school, and will
cover its own cost through user fees. it ie therefore
recommended that the City Council sign the "Permit for Use of
Facilities" for the Central School District, Ruth Musser Middle
School.

RECOMMENDATION
It is recommended that the City Council approve sub,{ect agreement and
authorize the Mayor and City Clerk to sign the same.
BACKGROUND/ANALYSIS
On September 20, 1989, the City Council approved Improvement Agreements for
Tract 13566-1. The tract was conditioned to provide flood proofing from the
flows from the foothills to the north. The Caryn Company, being the driving
force to development in this area, wcs processing all flood protection
facilities to meet FEMA requirements.
This agreement primarily provides for the Construction of the additional work
necessary for the flood wall as well as the diligent completion of the
equestrian trail. The agreement also discusses the release of occupancy for
Tract 13566-1. Basically upon execution of Lois agreement ail existing
structures, other then the three model homes, may be released. The three
model homes would not be released until the equestrian trail is accepted by
the City.
A11 parties benefit from the execution of the agreement. The City gets
assurance of the completion of public improvements. The Developer is able to
secure finances to complete his deveiopment. It is therefore recomaended that
the City Council approve the sub,iect agreement with the Caryn Development
Company and Bank of America National Trust and Savings Association and
authorize the Mayor to execute the same and the City Clerk to attest thereto.

NHEREAS, Developer and Clty have entered Into a PurchaselFlnancing
Agreement dated as of dune 21, 1989 with respect to the con struc tlon of
certain improvements Dy Developer in an area knorn and designated as Community

NHEREAS, as a condition of the Purchase/Flnancinq Agreement,

3.8 Pl eQfle.,3Dd Aepolntment. Developer hereby pledges the Project
Deposit to Cfty to provide for the costs of ton;tructing the Project. This
pledge is made to Secure the payment of the costs of the ProU ect and
rompletton of the flood mltlga ti on requirements of the Purchase/Financf ng
Agreement. Upon the default of Developer of any terms or conditions of this
Section 3, City and Developer agree Ctty may apply any monies deposited with
C1 ty, up to f335,000.00 Ir. the aggregate, to the completion of the Project and
Developer hereby authorizes City to use the monies to complete the Project
upon any default of Developer.
SECTION 4. Eaurstrian 7r.41]~. Promptly following the eKecutlon and
delivery of this Agreement by the parties hereto, the Bank agrees to review
and finalize the design and plans for the Tra Us and submit the same to City
for approval. Promptly following approval thereof by City, the Bank agrees to
cause construction of the Trails to be promptly commented and diligently and
continuously prosecuted to completion pursuant to such design and Dlans.
SECTION 5. flood Insurance.
5.1 Developer and City agree that f50,000.00 of the Developer
Deposit shall be held by Ctty to defray the cost of the Plood insurance to
homeoene rs in the Development Area as provided In this Section 5.
5.2 Developer agrees to secure from FEMA a final latter of map
revlslon for the Development Area.
5.3 Prior to receipt of the final letter of map revlslon ("LOMB"),
Developer and City agree that the f50,000.00 held by City pursuant to
Section 5.1 may be applied to defray any flood insurance premium required to
be pa td 6y any owner of a Unlt in the Gevetopment Area to obtain and maintain
flood Insurance on such Unit, or reasonable costs incurred by City to obtain
thethe LOMR.

disburse all or any portion of the f50,000.00 remaining an deposit with tt to

5.5 Developer agrees to provide, or cause to be provided, notice to
all purchasers and owners of Units In the Development Area of the avatlablli[y
of the deposit moneys to pay hood insurance premiums pursuant to this
Section 5.
SECTION 6. Le.Ctiflcates of Occupancy,. The Clty shall issue (to the
extent not Drevtously issued) Certificates of Occupancy for 9SL of all Unit;
currently constructed on the A/C Venture Land (consl;tinq of all Units thereon
other than the Units constructed on Lots Iq, IS and 16 of Tract No. 13566-1)
lereedlately following exetutlon of the Agreement. The City may wlthholA the
issuance of Certificates of Occupancy for the remaining Units constructed on
the R/C Venture Land (consisting of the UnttS tonstructed in Said Lot; 14, 15
and i6) until •uch time as (a) the trails have bean accepted as complete by
the city, lb) the drive approaches for Lots 13 and 17 haw been constructed,
and (c) the pavement failure at 58~bSan Sevaine has been repaired, No
addtttonal conditions shall be applicable to the issuance of such Certificates
of Occupancy. Nithout limitation on the foregoing, the issuance of such
Certificates of Occupancy shall not be su b,]ect to any agreements or conditions
of the N/B Improvemeot Agreement, the Subdivision Improvement Agreement or the
La r.d Exchange Agreement "B" (as defined in Section 7 below) or any other
improvement or other agreements or any conmd tment by any developer or any
other person or the payment of any drainage or system development fees.

amounts of S15,o00 and f80,000, respectively. City acknowledges that
acceptance of the Traits shall not be sub,Ject to any of the agreements or
conditions of that certain Land Exchange and Hood Control Improvement
Inspection Agreement dated February 10, 1992 among City, Developer and San
Bernardino County Flood Control Dish•tct ("Land Exchange Agreement '8"').

It 1s recommended that the City Council adopt the attached resoiutlons
approving Tract 14192, accepting the sub3ect agreement and security,

Street Lighting Maintenance District Nos. 1 and 2, and authorizing the
Mayor and the City Clerk to sign said agreement and to cause Bald map to
record.
ANALYSIS/BACKGROUMD
Tract 14192, located south of 19th Street between Hellman and Amethyst
Avenues in the Low Residential Development District, was approved by the
Planning Commission on June 27, 1490 for the d1v151on of 19.7 acres Into
65 lots. Tract 14192 1s the second and cast phase for the division of
the remaining 11.0 acres into 39 lots of said tract. The first phase,
Tract 14192-1, was approved by the City Council on Novewber 20, 1991.
The Developer, H1x Development Corporation, is submitting an agreement
and security to guarantee the construction of the off-site improvements
of this second and last phase 1n the following amounts:
Faithful Performance Bond: f250,000.00
Labor and Material Bond: f125,000.00
Monumentatlan (Cash): S 4,350.00
Copies of the agreement and security are available 1n the City Clerk's
Office.

NHEREAS, Tentative Tract Map No. 14192, submitted by Hix Development

City of Rancho Cucamonga, on dune 27, 1990, and 1s in compliance with the
State Subdivision Map Act and Locai Ordinance No. 28 adopted pursuant to that

NHEREAS, Tract Map No. 14192 is the second and test phased final map of
the division of larnl approved as shown on said Tentative Tract Map and
consisting of 39 lots of the 65 lots shown on said Tentative Tract Map; and
NNEREAS, all of the requirements established as prerequisite to approval
of the final map by the Ctty Council of said City have now been met by entry
Into an Improvement Agreement guaranteed by acceptable Improvement Security by
Hix Development Corporation as developer; and
WHEREAS, said Oeveioper submits for approval said Tract Map offering for
dedication, for street, highway and related purposes, the streets delineated

WHEREAS, the City Council of the City of Rancho Cucamonga,
California, has previously formed a special maintenance district pursuant to
the terms of the "Landscaping and Lighting Act of 1972", being Division IS,
Part 2 of the Streets and Highways Code of the State of California, said
special maintenance district known and designated as Landscape Maintenance
District No. 1, Street Lighting Maintenance District No. 1 and Street Lighting
Maintenance District No. 2 (hereinafter referred to as the "Maintenance
District"); and
WHEREAS, the provisions of Article 2 of Chapter 2 of the
"Landscaping and Lighting Act of 1972" authorize the annexation of additional
territory to the Maintenance District; and
NHEREAS, at this time the City Council 1s desirous to take
proceedings to annex the property described on Exhib/t "A" attached hereto and
Incorporated herein by th15 referenced to the Maintenance District; and
WHEREAS, all of the owners of property within the territory proposed
to be annexed to the Maintenance D15trict have filed with the Ctty Clerk their
written consent to the proposed annexation without notice and hearing or
filing of an Engineer's "Report".

As of this date, Pennnill has started construction of all
but one home in this development. The one home not
started is the model home parking lot.
Near the end of this phase of construction the remaining
improvements will be installed with the exception of the
drive approach and city sidewelk in front of the perking
lot (lit /4). It is anticipated that lot 4 will not get
storied until Narch or April 1993.

It is recommended that City Council accept certain Taprovements, reduce
the Perfornnance Bond, and extend the Improvement Agreement for Tract
13270, located on the northeast corner of Church Street and Elm Avenue.

The City Council, at their regularly scheduled meeting of
November 7, 1991, approved a Street Capping Agreement between the Ctty
and Lewis Homes.
Pursuant to that Agreement, 1t Ts being recommended that Council accept
certain improvements within Tract 13270, complying with the provisions
stated 1n the Agreement. The Improvements being recommended for
r.:ceptance are the sidewalk and parkway improvements and landscaping, all
of which are complete. The only remaining construction item (which is
not being recommended for acceptance at this time) 1s the final lift of
paving on Elm Avenue. The completion of this street will occur at a
Later time.
Pursuant to subparagraph 2(a) of the Agreement, it is also being
recommended to reduce the Perfornwnce Bond to 10~ of the original
amount. In this case, the reduced amount equals f50,000 for Elm Avenue.
Also, subparagraph 2(a) provides fora two to five year extension of the
Improvement Agreement to complete the final lift of paving on certain
specified streets, in th15 case, Elm Avenue. Therefore, 1t is being
recommended to authorize the extension of the improvement Agreement for a
time period of two years from the date of this approval.

RECOMENDATION
tt is recommended that City Councll accept certain improvements, reduce
the Performance Bond, and extend the Improvement Agreement for Tract
13304, located on the northwest corner of Terra Vista Parkway and
Mountain Y1ew Drive.
BACKGROUND/ANALYSIS
The City Councll, at their regularly scheduled meeting of
November 7, 1991, approved a Street Capping Agreement between the City
and Lewis Homes.
Pursuant to that Agreement, tt is being recommended that Councll accept
certain improvements within Tract 13304, complying with the provisions
stated in the Agreement. The Improvements being recommended for
acceptance are the interior tract streets, storm drain and landscaping,
all of which are complete. The only remaining construction ;tem (which
Ts not being recommended for acceptance at this time) 1s the final lift
of paving on Mountain View Drive and aiso an Terra Vista Parkway. The
completion of these two streets will occur at a later tlmre.
Pursuant to subparagraph 2(a) of the Agreement, it is also being
recommended to reduce the Performance Bond to IOS of the original
amount. In this case, the reduced amounts equal f42,130 for Terra Vista
Parkway, and (55,795 for Mountain View Drive.
Also, subparagraph 2(a) provides for a two to five year extension of the
Improvement agreement to complete the final lift of paving on certain
specified streets, 1n this case, Mountain Vtew Drive and Terra Vista
Parkway. Therefore, 1t is being recommended to authorize Lhe extension
of the Improvement Agreement fora time period of two years from the date
of this approval.

WHEREAS, the construction of public improvements for Tract 13304,
including interior tract streets, landscaping and storm drain, have been
completed to the satisfaction of the City Engineer; and
NHEREAS, the reduced amounts of the performance bonds are pursuant to
the Subdivision Map Act and the Street Capping Agreement and are in an amount
sufficient to secure the completion of the remaining improvements; and
NHEREAS, the City Council of the City of Rancho Cucamonga,
California, has for Its consideration an Improvement Agreement Extension
executed on October 21, 1992, by Lewis Homes as developer, Por the Improvement
of public right-of-way adjacent to the real property specifically described
therein, and generally located on the northwest Corner of Mountain View Drive
and Terra Vista Parkway; and
WHEREAS, the installation of such improvements, described in said
Improvement Agraement and subject to the terms thereof, is to be done in
conjunction with the development of Bald Tract 13304; and
NFIEREAS, said Improvement Agreement Extension is secured and
accompanied by good and sufficient Improvement Security, which is identified
to said Improvement Agreement Extension.
NON, THEREFORE, DE IT RESOLVED, that the described work 1s hereby
accepted, the reduction of the Perfornmnce Bond is hereby approved, that said
Improvement Agreement Extension and sold Improvement Security are hereby
approved.

SUBJECT: UPDATE ON INPLEMENTATION OF LIBRARY MAHTER PLAN
Residents of Rancho Cucamonga, as well as the City Council, have
expressed concerns regarding the inadequacy of the County-operated
library in Rancho Cucamonga. These concerns deal with issues such
as the size, number and quality of library facilities serving the
City and the insufficient number of volumes and services which are
provided by the County. In an effort to update the entire City
Council, as well as the residents, on the progress of the
implementation of the Library Master Plan (adopted by the City
Council in September, 1992), the City Council library subcommittee
(Williams and Wright) has directed staff to prepare a chronological
report. The following is a summary of the process taken by the
City to upgrade the current library services and facilities in
Rancho Cucamonga and withdrawal from the County library system:
* December, 1989 - Meetings with staff, consultants,
architects and residents to discuss design elements of
Central Park.
* January, 1990 - Letter of Intent filed to apply for State
Library Grant.
* October, 1990 - Joint meeting with the City Council and
Parks & Recreation Commission where a "Citizen's Task
Force" was discussed to receive input from the residents
regarding library services and facilities.
* November, 1990 - Final Regulations adopted by State
Library for grant submittals - Pre-application submitted
by the City.
* November, 1990 - Approval 6y the City Council to execute
a professional services agreement with Raymond M. Nolt,
iii bra ry Consultant to assist the City in developing a
library building program and master plan.
* January, 1991 - Staff attended a Technical Assistance
Workshop for the Library Grant submittal.
* January, 1991 - Approval by the City Council to authorize
creation of a "Citizen's Task Force on Library Services"
to assist in the development of a Library Master Plan.
And held a joint meeting with the Parks and Recreation
Commission to discuss the goals and objectives of the
Master Plan and recruitment of the task force members.
* February, 1991 - Submitted the Library Grant application
for first round consideration.
* February/March, 1991 - Development and recruitment for
the "Citizen's Task Force."
* April - August, 1991 - Meetings with the Citizen's Task
Force, the Library Consultant and staff tc develop the
Master Plan and Implementation Document.
* July, 1991 - Submitted Library Grant application for
second round consideration.
* August, 1991 - March, 1992 - Meetings with consultants,
City Council subcommittee and staff to refine the Master
Plan and Implementation Document.
* April, 1992 - Master Plan presented to the City Council.
Staff was directed by Council to contact the County
regarding its future plans for programs and services in
the City of Rancho Cucamonga.
* May, 1992 - Library Master Plan was returned to the City
Council for an update from staff on the progress with the
County.
* June, 1992 - Staff presented to the City Council the
response from the County as to future plans for library
services and the amount of revenue collected and expended
on library services by the County. Staff was directed to
meet with the Covnty regardinc withdrawal and revenue
distribution.
* August/September, 1992 - Library Subcommittee and Staff
continue to research possible interim sites for library
facilities in the event of withdrawal.
* September, 1992 - city Council adopted the Library Master
Plan and Implementation Document.
* September, 1992 - Staff met with county Administrative
Officer Harry Maya and his staff to discuss current
library servi!;es, future library services, revenue
generation and distribution in the County system and how

that revenue would be distributed should the City
withdraw from the County system. Staff was told by the
County to put its request for information in writing and
the County would respond. To date, the City has not had
a response from the county.
Staff will continue discussions with the County and Library
Subcommittee regarding the implementation of the Library Master
Plan and the withdrawal from the County Library system.

This memorandum is to alert you to a potential situation concerning the Park and
Recreation Commission's recommendation to acrnpt M & M Productions' bid to print
the City's newsletter, The Grapevine for the next year (4 issues). This item is on the
Consent Calendar for tonight's City Councl meeting.
The Chamber of Commerce has informed us of a FAX they recently received from a
citizen complaining that The Grapevine bid was not awarded to a Rancho Cucamonga
based firm, but rather is being recommended to be awarded to a firm in Los Angeles
County. They tiled the loss of sales tax revenue as a reason the bid should be awarded
to a Rancho Cucamonga based firm.
This memorandum provides you with khe process staff followed in ohtaining and
evaluating The Grapevine bid in case this item is pulled from the Consent Calendar for
discussion.
The procedure followed included:
•The City's Purchasing Division coordinated the bid process for the production of Tom,
ra 'vin .
•According to the City's standard bidding process, the Purchasing Division publicly
advertised once in the Inland Valley Daily Bulletin the Request for Proposal (RFP).
Interested businesses were sent a complete bid package that included ali
specifications.
•Bid packages were also mailed to vendors on the City's current vendor list.
•A total of 34 bid packages were mailed to vendors. Of these 34 vendors, 13 packages
were sent to Rancho Cucamonga businesses. Of the 13 Rancho Cucamonga
businesses that were mailed bid packages only I vendor submitted a bid for The
Grapevine for the next 4 issues.
•All bids received were opened and announced in the Purchasing Department on
September 23,1992 at 3:00 p.m.

•Community Services Department staff later reviewed and evaluated all bids. Areas
evaluated included: quality of finished product, services required and price. 1vf & M
Productions' bid package was found to meet all specificatiors at the lowest price.
•Comparison of M & M Productions' bid and the 1 vendor from Rancho Cucamonga is
as follows:

Production Cost $23, 756. $36,045.
Savings to City: $12, 289.
Rancho Cucamonga receives 1% sales tax revenue for each dollar spent in the City.
Should the bid be awarded to the Rancho Cucamonga vendor, this would have
resulted in additional revenue of $360 to the Ciry. The savings to the City by awarding
the bid to M & M Production greatly outweighs the increase in revenue received
through sales tax.
•Attached is a complete list of all bids received. The list includes the name and address
of each business and the total cost to produce 4 issues.
•Referring to attached list, two types of businesses generally submit bids. Printers who
perform all services "in house" and graphic design firms/printing brokers, who
subcontract out the actual printing. This accounts for the wide range in cost estimates.
It should be noted that the Rancho Cucamonga firm is a graphic design/printing
broker and would subcontract the printing to another business, which may or may
not be in the City of Rancho Cucamonga or the County of San Bernardino.
During the past several years the City has taken several steps to reduce the costs
associated with producing The Grapevine .These steps include: production of the
typesetting and layout in-house, changing the cover from glossy to matte finish and
changing from a 4-color process for the cover to a 2-color process.
In summary, the procedures outlined in the Purchasing Manual (Section 6.10, Item 'E',
page 19) as approved by City Council on November 9, 1987 were adhered to. Staff and
the Commission's recommendation to accept the bid from M & M Productions will
provide the City with a quality publication while at the same time resulting in a
significant cost saving for the City.
