36801. Mayor; mayor pro tempore; selection
The city council shall meet on the Tuesday after the general mu-
nicipal election and choose one of its number as mayor, and one of its
number as mayor pro lempore. (Added Stats.1949, c. 79, p. 149, § 1, as
amended Stats.1935, c. 750, p. 1245, § 2.)

Subject: Council Committee Appointments
Although the selection of Council Members to serve on committees is not
a staff responsibility, we do have a few Cioughts which may help guide
you as you consider committee assignments.
It is suggested that the Omnitrans-SANBAG appointee be a member who is
available at least one day each month - the first Wednesday. Meetings
begin in the early morning and usually extend to about 2 p.m. In addition,
it may be helpful to have the Omnitrans representative also serve on the
West Valley Transit Authority, since both agencies are dealing with public
transportation.
It is also suggested that the representative to the Citrus Belt Executive
Committee remain the same, since Mayor Frost is beginning to work his way
"through- the - chairs ". All Councilmembers are invited to participate in
the Citrus Belt Division of the League of Cities meetings.
Councilman Mikeis is the City's SCAG representative. He also serves as
the County's representative on the SCAG Executive Committee. Any change
in the appointment of the SCAG representative would change the County's
representation on the Executive Committee. Therefore, no change should
be made.
The Mayor's and President's Committee deals with the regional sewage
problems within the jurisdiction of the Chino Basin Municipal Water District.
Unfortunately, since Rancho Cucamonga is not a member agency of CBMWD, we
have no official position on the Committee. The City is represented on this
Committee by Cucamonga County Water District. For the past, Mayor Frost
has attended the Committee meetings as an observer.
Because of h.s experience in the field of water management, Councilman Bridge
may be well qualified to serve as the City's representative. The City should
also consider requesting formal membership on the Mayor's and President's
Committee.
The BEST Committee (Build Essential Schools Today) is a reactivated group
to work at resolving the critical school problems in Rancho Cucamonga. In
addition to having school district and building industry representation, the
committee has asked that a Council representative, Planning Commission member,
and the City Manager represent our City on the committee. The co- chairmen of
the committee are Curtis Bonneville of the Chaffey Joint Union High School
District and the Councilmember from Rancho Cucamonga. It has been requested
that Pete Tolstoy represent the Planning Commission on the committee. However,
that is a City Council decision. The BEST Committee was reactivated just this
week.

We presently have no official liaison with the Chamber of Commerce.
Council may wish to consider appointing a member to serve in this
capacity. Usually the City Manager and /or the Community Development
Director attend all Chamber Board meetings. Chamber Board meetings
are on the first Wednesday of each month at 7:30 a.m. (They conflict
with SANBAG meetings).

CITY COUNCIL MINUTES
Adjourned Meeting
1. CALL TO ORDER
The adjourned meeting of April 2, 1980 of the City Council of the City of Rancho
Cucamonga was held in the Lion's Park Community Center, 9161 Base Line Road,
Rancho Cucamonga, on Wednesday, April 15, 1980. The meeting was called to order
at 7:12 p.m, by Mayor James C. Frost.
Present: Councilmen Phillip Schlosser, Jon Mikels, Michael Palumbo, Arthur Bridge,
and Mayor James Frost.
2. PRESENTATION OF CLERK'S CANVASS OF THE APRIL 8, 1980 MUNICIPAL ELECTION.
Mr. Wasserman, City Clerk, presented the attached canvass to the Council for
approval:
Motion: Moved by Palumbo, seconded by Schlosser to accept the canvass of the
election by the City Clerk. Motion carried 5 -0.
3. OATHS OF OFFICE.
a. Mayor Frost administered the Oath of Office to newly elected city clerk,
Lauren M. Wasserman.
b. Mr. Wasserman administered the Oath of Office to the newly elected City
Treasurer, Harry Empey.
c. Mr. Wasserman administered the Oath of Office to the newly elected Council
members:
Arthur H. Bridge
James C. Frost
Jon D. Mikels
Michael A. Palombo
Phillip D. Schlosser
Each Councilman was then presented with a Cerificate of Election.
4. STATEMENTS BY ELECTED REPRESENTATIVES.
Each Councilman gave a brief statement and thanks to the voters for putting them
in office.
5. SELECTION OF MAYOR AND MAYOR PRO -TEM.
Mr. Crowe, City Attorney, stated that according to Government Code Section 36801,
the Council is to meet on the first Tuesday after election to choose one of its
members as a mayor and one of its members as a mayor pro tem. He said the Council
could not establish any policy or procedure that would be binding on a future
Council. Any policy such as the mayor would be selected by the highest vote or
the mayor pro tem by the second highest vote could not be done.
Motion: Moved by Bridge, seconded by Palombo to proceed with voting by using
a secret ballot. Motion carried 5 -0.

Each Councilman was given ballot paper by the City Clerk. He then voted for
the position of mayor and turned the ballot back in to the City Clerk. Mr.
Wasserman announced that Phillip D. Schlosser was unanimously voted as the new
Mayor.
Mr. Schlosser then took the mayor's seat at the Council table.
Ballot paper was then distributed to each Councilman for the position of Mayor
pro - tempore. These were turned in to the City Clerk. Mr. Wasserman announced
it was a vote of 2 -2 -1. Ballots were then distributed to each Councilman with
the two names printed on them that had received the highest votes. After voting,
each councilman turned the ballot into the City Clerk. Mr. Wasserman announced
that Arthur H. Bridge was the Mayor Pro - tempore.
6. DESIGNATION OF COUNCIL COMMITTEE ASSIGNMENTS.
Motion: Moved by Frost, seconded by Bridge to set May 7 meeting to consider
designations of Council committees. Motion carried 5 -0.
7. ADDED ITEM: Mrs. Frost made a presentation to Council of coffee cups imprinted
with their names.
8. ADJOURNMENT.
Motion: Moved by Mikels, seconded by Palombo to adjourn. Motion carried 5 -0.
The meeting adjourned at 8:05 p.m. A social time with coffee and cake followed
the meeting.
