HomeMy WebLinkAbout489 - Ordinances ORDINANCE NO. 489 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANC}tO CIEAFf~GA, CALIFORNIA, APPROVING EITWANDA SPECIFIC PLAN ~ 92-01, AM~qDING FIGURE 5-18, AND FIGURES 5-20 THROUGH 5-40, REEARDING CERTAIN TRAIL ROUTES AND AM~qDING ARF/CLE 5.33,200 REGARDING ODMMUNITY TRAILS, AND MAKING FINDINGS IN SUPFORT THEREOF A. Recitals. (i) On Jan~ary 22, 1992, the Planning Commission of the City of Rancho Cucamonga conducted a duly noticed public hearing with respect to the above-referenced Development District Amendment. Following the conclusion of said public hearing, the Planning Commission adopted Resolution No. 92-15, thereby recommending that the City Council adopt Etiw-dnda Specific Plan Amendment No. 92-01. (ii) On March 18, 1992, the City Council of the City of Rancho Cucamonga conducted a duly noticed public hearing and concluded said hearing prior to its adoption of this ordinance. (iii) All legal prerequisites prior to the adoption of this Ordinance have occurred. NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does hereby ordain as follows: SECTION 1: This Council hereby specifies and finds that all of the facts set forth in the Recitals, Part A, of this Ordinance are true and SECTION 2: This Council hereby finds and certifies that the project has been revised and considered in co~liance with the Califorhia Environmental Quality Act of 1970, and further, this Council hereby issues a Negative Declaration. SECTION 3: The Rancho Cucamonga City Council finds as follows: a. The subject property is suitable for the uses permitted in the proposed district in terms of access, size, and compatibility with existing land use in the surrounding area; and b. The proposed District change would not have significant adverse impacts on the environment nor the surrounding properties; and c. The proposed ~t is in conformance with the General Plan. SECTION 4: The City Council of the City of Rancho Cucamonga hereby approves Etiwanda Specific Plan Amendment 92-01, modifying Figure 5-18 as shown in the attached Exhibit "A"; n~difying the related street cross sections, Figures 5-20 through 5-40, as shown in the attached Exhibit "C"; and modifying Article 5.33.200 as shown in the attached Exhibit "B". Ordinance No. 489 Page 2 SECTION 5: The Mayor shall sign this Ordinance and the City Clerk shall cause the same to be published within fifteen (15) days after its passage at least once in the Inland Valley Daily Bulletin, a newspaper of general circulation published in the City of Ontario, California,-and circulated in the City of Rancho Cucamonga, California. Design Standards shah ,be consistent with Citywide standards as contained in the Trail Implementation Plan. .202 Community Bicycle Trail Improvements shah be developed in locations specified in Figure 5-18. Such bicycle trail improvements shah be consistent with street cross-sections, Fig. 5-20 through 5-40. Design Standards shall be consistent with Citywide standards as contained in the Trail Implementation Plan. .203 Community Hiking Trail Improvements shall be provided in locations specified in Figure 5-19. Design Standards shah be consistent with Citywide standards as contained in the Trail Implementation Plan. No hiking trail improvements shall be necessary where used in conjunction with equestrian trail improvements. Ordinance No. 489 Page 5 Article 5.33 - Trails & Walkways .300 Feeder Trails · 301 Feeder Trails.. Feeder trails for equestrian use shall be required as a condition of project approval in the EQ/OL District. Such trails shall be located within easements, and shall be designed to provide access to each lot or site intended for equestrian use. .302 Design Criteria: At a minimum, each development should provide at least one connection across the project site, with the intention of providing a continuous system of equestrian Feeder Trails.
