Recitals. (i) On May 20, 1981, the City of Rancho CucaEonga approved the enactment of the Victoria Planned Community through the adoption of Ordinance No. 143. (ii) On August 5, 1991, the City of Rancho Cucamonga filed an application for Victoria Planned Oam~,unity Amendment No. 91-03, Subarea A, as described in the title of this Ordinance. Hereinafter in this Ordinance, the subject Victoria Planned Cemmnity Amentnent is referred to as "the application." (iii) On October 9, 1991, the Planning Cammission of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and follc~ing the conclusion of said public hearing, adopted Resolution 91-152 recce~nd/r~ to the City Council that the application be approved. (iv) On November 20, 1991, the City Council of the City of Rancho Cucamonga conducted a duly noticed public hearing and concluded said hearing prior to the adoption of this Ordinance. (v) All legal prerequisites to the adoption of this Ordinance have occurred. NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does hereby ordain as follc~s: 1. Tnis Council hereby specifically finds that all of the facts set forth in the Rscitals, Part A, of this Ordinance are true and correct. 2. Based upon substantial evidence presented to this Council during the abGve-referenced public hearing on November 20, 1991, including written and oral staff reports, together with public testimony, this Council hereby specifically finds as follows: a) Tne application applies to 10.0 acres of land located on the northeast corner of Base Line Road and Milliken Avenue and is presently undeveloped. Said property is currently designated Medium-High Residential (14-24 dwelling units per acre); and Ordinance No. 469 Page 2 b) The property to the north of the subject site is designated Medium Residential (8-14 dwelling unite per acre) and is undeveloped; the property to the south is designated Neighborhood Oam~ercial and is developed with a c~t. tercial shopping center under construction; the property to the east is designated Medium Residential (8-14 dwelling units per acre) and is developed with single family reside; and the property to the west is designated Park and is vacant; and (c) This amendment does not conflict with the Land Use Policies of the General Plan and Victoria Planned C~,.uunity and will provide for development, within the district, in a manner consistent with the General Plan and with related development; and (d) This amendment promotes the goals and objectives of the Land Use Element; and (e) The properties located in Subarea A of the application are suit~_ble for the uses permitted in the proposed district and are compatible with existing and adjacent land use designations as evidenced by the location of properties with lower density land use designations bordering the subject site to the east; and (f) This ~t would not have a significant impact on the environment nor on the eurrourding properties as evidenced by the firflings and conclusions listed in Parts I and II of the Initial Study. 3. This Council hereby finds that the project has been reviewed and considered in compliance with the California Environmental Quality AEt of 1970 and, further, this Council hereby issues a Negative Declaration. 4. Based upon the findings and conclusions set forth in paragraphs 1, 2, and 3 above, this Council hereby approves Victoria Planned Ccmmunity Amendment 91-03, Subarea A, amending the Victoria Planned Oam,unity Land Use Map frc~ Medium-High Residential (14-24 dwelling units per acre) to Meiium Residential (8-14 dwelling units per acre) for 10.0 acres of land located on the northeast corner of Base Line Rnad and Milliken Avenue as shown in Exhibit 5. The Mayor shall sign this Ordinance and the City Clerk shall cause the same to be published within 15 days after its passage at least once in the Inland Valley Daily Bulletin, a newspaper of general circulation published in the City of Ontario, California, and circulated in the City of Pancho Cucamonga, California.
