AN ORDINANCE OF ~HE CITY COUNCIL OF THE CITY OF RANCHO
C~JCAMONGA, CALIFORNIA, APPROVING DEVELOPMMqT DISTRICT
~ 90-02, TO AMMqD THE DEVELOPMMqT DISTRICTS MAP

lOCATED AT ~HE SOUTHEAST CORNER OF ~ AVMqI/E AND
A. Recitals.
(i) Pitassi/Dalmau Architects has filed an application for
Development District Amendment 90-02 as described in the title of this
OrdiDance. Hereinafter in this Ordinance, the subject Development District
Amendment is referred to as "the application."
(ii) On August 22, 1990, the Planning C~Lu~Hssion of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application
and issued Rasolution No. 90-107 reoa~mending that the application be approved
and Resolution No. 90-108 rec~memitng to the City Council that the associated
General Plan Amendment No. 90-01B be approved.
(iii) On September 19, and continued to November 21, 1990, and
February 20, 1991, the City Council of the City of Rancho Cucamonga conducted
duly noticed public hearings on the application.
(iv) All legal prerequisites to the adoption of this Resolution have

NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby find, determine, and ordain as follows:
1. This Council hereby specifically finds that all of the facts set
forth in the Recitals, Part "A", of this Ordinance are true and correct.
2. Based upon substantial evidenc~ presented to this Council during
the above-refer~ public hearing on Septenber 19, and continued to
November 21, 1990 and Fe_hnmry 20, 1991, including written and oral staff
reports, together with public testimony, this Council hereby specifically
finds as follows:
(a) Tne application applies to approximately 3.56 acres of
land, basically a rectangular oonfiglxration, located at the southeast corner
of Archibald Avenue and Church Street and is presently vacant. Said property
is currently designated as "OP" (Office/Professional); and
(b) The property to the north of the subject site is designated
"U' (Low Residential, 2-4 dwelling unite per acre) and is developed with
single family residence~ and a church. The property to the west is designated
"U' (Low R~sidential, 2-4 dwelling unite per acre) and is developed with

single family residences. The property to the east is designated ,W, (Medium
Residential, 8-14 dwelling units per acre) and is developed with residential
Residential, 8-14 dwelling units per acre) and is developed with residential
apartments and is partially undeveloped; and
(c) This amendment does not conflict with the T~nd Use Policies
of the General Plan and will provide for development within the district in a
manner consistent with the General Plan and with related develoiment; and
(d) This amendment does ~ the goals and objectives of the
Land Use Element; and
(e) This amerament would not be materially injurious or
detrimental to the adjaoent properties and would not have a significant impact
on the environment nor the surrouraing properties and that issuance of a
Negative Declaration is rec~:,,:ended.
3. Based upon the substantial evidence presented to this Council
during the above-referenced public hearings and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Council hereby finds and
concludes as follows:
(a) That the subject property is suitable for the uses
permitted in the proposed DeveloImBnt District in terms of access and size, as
evidenced by the site's eceeding the City's minimum lot size requirements,
and cc~patibility with existing surrounding land uses, as evidenced by the
site's being bordered on the east and south by parcels of land with the same
land use designation; and
(b) That the proposed ~t would not have significant
impacts on the environment nor the surrounding properties as evidenced by the
conclusions and findings of the Initial Environmental Study and the
implementation of mitigation agreements between the property owner and the
Chaffey Joint Union High School District and the Central School District; and
(c) That the proposed amendment is in conformance with the
General Plan and Develo~ Code due to the site's capacity to promote the
goals and objectives for residential develoIm~nt.
4. This Council hereby finds that the project has been reviewed and
considered in cc~pliance with the California Envirormental Quality Act of 1970
and, further, this Council hereby approves the issuance of a mitigated
Negative Declaration.
5. Based upon the fintirr3s and conclusions set forth in paragraphs
1, 2, 3, and 4 above, this Council hereby ordains that pursuant to Section
65850 to 65855 of the California Government Code, the City Council of the City
of Rancho Cucamonga hereby ~, on this 20th day of Fe_hruary 1991, of
Development District Amendment 90-02 and changing the district designation

from "OP" (Office/Professional) to 'W' (Medium 8-14 dwellin~ units per acre)
for 3.56 acres of land located at the southeast corner of Archibald Avenue and
Church Street, as depicted in the attached Exhibit "1."
6. The City Clerk shall certify to tb~ adoption of this Ordinance.
7. Tne Mayor shall sign this Ordinance and the City Clerk shall
cause the same to be published within fifteen (15) days after its passage at
least once in the Inland Valley Daily Bulletin, a newspaper of general
circulation published in the City of Ontario, California, and circulated in
the City of Ranc_ho Cucamonga, California.
