SPECIAL MEETING
A: CALL TO ORDER ,
A special meeting of the Rancho Cucamonga City Council was held on Tuesday, September 16, 2008, in the
Council Chamber at the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California.
Mayor Kurth called the meeting to order at 6:05 p.m.
Present were Councilmembers/Boardmembers/Agencymembers: Rex Gutierrez, Sam Spagnolo, Diane
Williams, Mayor Pro TemNice PresidentNice Chairman L. Dennis Michael, and Mayor/PresidenUChairman
Donald J. Kurth. M. D.

B. ANNOUNCEMENTS/PRESENTATIONS
1. Presentation of Certificates or Recognition to the Alta Loma Riding Club's Emergency Response
Team.
Mark Hartwig, Deputy Fire Chief and Breanna Medina, Management Analyst II-Emergency Preparedness,
gave a brief overview of the Emergency Response Team which assists the City and Fire with large animal
rescue. The Mayor and City Council presented the Certificates of Recognition to representatives Rick Brown,
Co-Chairman, Brent Dooley, Co-Chairman, and six other members of the Alta Loma Riding Club's Emergency
Response Team.
2. Presentation of a Certificate of Recognition regarding the San Antonio Community Hospital Cardiac
Care Program.
Mark Hartwig, Deputy Fire Chief, introduced Stephanie Rasmussen, EMS Administrator, and Sandy Carnes,
OI Nurse, of the Rancho Cucamonga Fire Protection District. Ms. Rasmussen introduced the medic crew from
Station 174, and provided an overview of the San Antonio Community Hospital Cardiac Care Program. Dr.
Parkes explained the goals and how the program operates. The Mayor and City Council presented a

the Rancho Cucamonga Fire Protection District and Virginia Smith, RN, BSN, MICN, Paramedic Liaison Nurse
Emergency Department, San Antonio Community Hospital Cardiac Care Program.
3. Presentation of Certificates of Recognition to the Volunteers and Contributors of the first annual
Animal Care and Adoption Center "Ruff Ride."
Joe Pulcinella, Animal Services Director, and Jen Reynolds, Animal Center Manager, thanked those who
volunteered and contributed for the event, a 75-mile motorcycle poker run. Ms. Reynolds said there were
approximately 80 participants, and they were successful in raising $1,855 for the Animal Center. She thanked
all businesses who assisted and donated, including staff and volunteers. The Mayor and City Council
presented,a Certificate of Recognition to Suzanne Buquet and Terry Jacobs for their special contributions for
the success of the "Ruff Ride."
4. Presentation from the Rancho Cucamonga Quakes to the Animal Care and Adoption Center
supporting the "Bark in the Park" event.
Joe Pulcinella, Animal Services Director, and Barbara Hansen, Community Programs Specialist, thanked the
Quakes for assisting with "Bark in the Park" at the Quakes Stadium. Rachel Barker, from the Rancho
Cucamonga Quakes Ticket Office, presented a check for $1500 to the City Council for the Animal Care and
Adoption Center and briefly talked about the success of the program.
5. Presentation of Plaques to the Official Partners of the Lewis Family Playhouse.
Jennifer Moser, Community Services Supervisor at the Victoria Gardens Cultural Center, thanked Yani Duran
and Ann Copersmet, Aloft Hotel; Tim and Debbie Main, Alpha Graphics, and Justin Garcia and Kevin McCoy
of Clear Channel for their participation as the Official Partners of the Lewis Family Playhouse. The Mayor and
City Council presented plaques to each business, Aloft Hotel and Alpha Graphics, for donations and support of
the arts. Not present were Justin Garcia and Kevin McCoy of Clear Channel. Ms. Moser stated the City's
sincere appreciation for their extensive contributions to the Lewis Family Playhouse.
6. Presentation of Proclamations and Certificates of Recognition to Little League Division All Star teams
for winning District 71 Championships in Rancho Cucamonga.
Doug, Morris, Little League District 71 Administrator, talked briefly about the success of each Little League
Division. The Mayor read the Proclamation for each team and presented each to the Division Manager. As
the respective Manager recognized each player's strengths and contributions to their team, the Mayor and City
Council presented Certificates of Recognition to players of the Deer Canyon Little League (9 & 10 year-old
Division); Vineyard Little League (10 & 11 year-old Division); Alta Loma Major All Star Team (12 year-old
Division); and the Vineyard Little League (13 & 14 year-old Junior Division).
7. Presentation of Certificates of Recognition for Summer Reading Program to Library Teen Volunteers
and Teen Advisory Group Members.
Renee Tobin, Principal Librarian, Children's Services, briefly spoke about this year's success of the reading
club. She thanked the volunteers who help the children on a weekly basis, along with volunteerism with
special events. Linda Engelke, Reference Librarian at the Paul A. Biane Library @ Victoria Gardens, stated
that the Teen Advisory Group, who likes to be called the "Teen Action Group," planned, prepared and
participated in over thirty programs this year for teens, and also participated in the Library Legislative Day in
Sacramento, the "Big Read" Program and the "Spanish Heritage" Month. Each of the eleven members
present was introduced, while the Mayor and City Council presented to them a Certificate of Recognition.
8. Presentation of Certificates of Recognition to Code Enforcement Volunteers, and promotion of the
Code Enforcement Volunteer Program.

Trang Huynh, Code Enforcement Official, along with Kurt Keating, Code Enforcement Supervisor, gave a brief
introduction of the Code Enforcement Volunteer Program. Mr. Keating gave an overview and stated that
members on the committee are involved in the preservation and enhancement of the residential community.
He asked that residents who are interested in volunteering contact the Code Enforcement Division. As Mr.
Kurting introduced the current volunteers, John Collari, Robert Miller and Jon Sherry, the Mayor and City
Council presented a Certificate of Recognition to each and thanked them for their time and dedication to the
City.
9. Presentation of a Proclamation declaring September 22 - 26, 2008 as "Albertsons Healthy Eaters
Week."
Erika Lewis-Hartley, Management Analyst II, City Manager's Office, stated .that the City recently launched its
"Healthy RC Program" to promote healthy minds, body and earth. She said one of the goals was to increase
awareness of the existing healthy resources in the City. She stated that the City wanted to highlight one of
the local businesses, Albertsons, for their healthy eaters program, as Albertsons is doing their part to introduce
and educate children on healthy eating habits. The Mayor read the Proclamation declaring September 22 -
26, 2008 as "Albertsons Healthy Eaters Week" and, along with the City Council, presented the Proclamation to
Mike Wheeler, Director at the Foothill and Vineyard store. Mr. Wheeler thanked the City and stated he was
proud of the volunteerism in the City. He stated if anyone is interested in a tour of any Albertsons store to
contact them @ fielddtripfactory.com.

Metrolink disaster.
