Adjourned Regular Meeting
A. CALL TO ORDER
An adjourned regular meeting of the Rancho Cucamonga City Council/Fire Protection DistricURedevelopment
Agency was held on Wednesday, December 17, 2008, in the Tri-Communities Room in City Hall, located at 10500
Civic Center Drive, Rancho Cucamonga, California. Mayor/Chairman/President Donald J. Kurth, M.D. called the
meeting to order at 2:50 p.m.
Present were Councilmembers/Boardmembers/Agencymembers: Sam Spagnolo, Diane Williams, Mayor Pro
Tem/Vice President/Vice Chairman L. Dennis Michael; and Mayor/PresidenUChairman Donald J. Kurth.
Councilmember/BoardmemberlAgencymember Rex Gutierrez arrived at 2:53 p.m.
Also present were: Jack Lam, City Manager/Executive Director; Pamela Easter, Assistant City Manager; Linda D.
Daniels, Redevelopment Director; Mahdi Aluzri, Deputy City Manager/Community Development; Robert Karatsu,
Library Director; Captain Joe Cusimano, Rancho Cucamonga Police Department; Chief Peter Bryan, Rancho
Cucamonga Fire Protection District and Debra McKay, Assistant City Clerk/Records Manager.

C. ITEM OF DISCUSSION
1. PRESENTATION ON THE DEVELOPMENT OF THE ORGANIZATION'S PRACTICAL VISION, MISSION,
AND VALUES tS.P.I.R.I.T.)
Jack Lam, City Manager addressed "Team RC" and the creation of three new Learning & Development Teams:
Practical Vision Learning Team, the Ideal Culture Learning Team and the Employee Orientation Team. These teams
were formed to research and then recommend a course of action in three crucial and related areas: our Vision for
our shared future, the Organizational Culture within which we work, and the process by which people new to the
organization will become -and feel - a part of it. He introduced the Chair, James Linthicum, who spoke about the
creation of the team and its purpose.
Kris Martinez (PWSD) introduced the team members: Chair James Linthicum (Admin Serv); Vice Chair Michelle
Perera (Lib). Members: Mike Bell (FD); Joe Cusimano (PD); Linda Daniels (RDA); Tim Faulkner (PWSD); Theresa
Fisher (CMO); Lenore Gueste (BS); Mike McCliman (FD); Solomon Nimako (Admin Serv); Celeste Rodriguez
(CSD); Jonathan Wu (Eng); Liaison Pam Easter (CMO) and Staff Support Fabian Villenas (CMO).
Fabian Villenas reported that ten meetings were held at various facilities and indicated that over 120 employees
participated in an appreciative inquiry and collaborative process in order to identify what things work really well.
Solomon Nimako discussed the methodology used in the survey and indicated that one-on-one interviews were held
with employees. The interviews focused on four key questions.

Linda Daniels discussed the successfulness of the process and a DVD was shown highlighting various employees
reciting the vision, mission and values statements. Mike Bell addressed the vision statement, Jonathan Wu
discussed the mission statement and Theresa Fisher introduced the values which were identified as a result of this
process. Michelle Perera spoke about various initiatives that could be implemented in the organization. In closing,
James Linthicum thanked the team, the employees and Ray Patchett, who helped facilitate this process.
In response to Mayor Kurth, James indicated that the employees volunteered to participate in the process. Mayor
Pro Tem Michael inquired if the matter would come back to the City Council for formal support. In response to Mayor
Pro Tem Michael, Jack Lam confirmed that the information would be incorporated into employee evaluations.
Councilmember Gutierrez congratulated the team and the employees who participated in this process and stressed
the need to share the vision, mission and values with everyone. He concurred with the initiative to strengthen
employee recognition and indicated that any potential problems could be identified as wishes.
Councilmember Williams noted that the material was clear and easy to understand. She was very impressed with
the process and the results. Councilmember Spagnolo commented on the incorporation of the Rancho Way in the
employee values and commended the team for their hard work. In response to Councilmember Williams, Jack Lam
stated that the matter would be placed on a future City Council agenda so that it can be shared with the community.
Discussion was held regarding ways in which the vision, mission and value statements could be displayed.

' D. ADJOURNMENT
The meeting adjourned at 3:42 p.m. to a Central Park Phase II Workshop to be held on December 17, 2008, at 4:00
p.m. in the Tri-Communities Room at 10500 Civic Center Drive.
