State law prohibits the Council, Fire Board and Agency from addressing any issue not previously included on the Agenda. The Council, Fire Board and Agency may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Chair, depending upon the number of individuals desiring to speak. All communications are to be addressed directly to the Council, Fire Board and Agency, not to the members of the audience. This is a professional business meeting and courtesy and decorum are expected. Please refrain from any debate between audience and speaker, making loud noises, or engaging in any activity which might be disruptive to the decorum of the meeting. STAFF REPORT ENGINEERING SERVICES DEPARTMENT ~"' RANvCJH~'OJ" Date: June 23, 2009 C,,UCAMONGA To: Mayor and Members of the City Council Jack Lam, AICP, City Manager From: Mark Steuer, Director Engineering Services/City Engineer By: Jon Gillespie, Traffic Engineer Subject: UPDATE AND DISCUSSION ON TRAFFIC IN THE RED HILL NEIGHBORHOOD INTRODUCTION: At the direction of the City Council, a survey was sent to Red Hill residents in April to gauge their interest in whether Red Hill Country Club Drive should be open or closed. Following the results of this survey, the City Council directed staff to schedule a Special Public Workshop this evening to discuss the outcome of the survey, and to provide residents with an opportunity to participate in the discussion on further traffic calming measures in the Red Hill Neighborhood. BACKGROUND/ANALYSIS: Traffic issues surrounding the Red Hill Neighborhood first came to the Council's notice in 2006 when residents initiated discussions and appealed for solutions to cut-through and speeding traffic concerns. Since that time there have been numerous community meetings and the Council has authorized two traffic studies in order to better analyze resident complaints and concerns. The first study was authorized by the City Council in March of 2007 upon which the City retained KOA as a third-party consultant to perform an independent analysis. The purpose of the study was to identify possible traffic calming strategies in and around the Red Hill Neighborhood. That study resulted in eight (8) possible courses of action: 1. Permanently close Red Hill Country Club Drive (RHCCD) at Calle Carabe 2. Construct a raised median island to restrict left turns on Foothill Boulevard and Base Line Road. 3. Install an intersection divider at Alta Cuesta and RHCCD 4. Create private streets and gated entrances to the Red Hill Neighborhood (HOA) 5. Install cul-de-sacs at various locations 6. Install speed humps 7. More enforcement of traffic regulations 8. Make no changes CITY COUNCIL STAFF REPORT UPDATE AND DISCUSSION ON TRAFFIC IN THE RED HILL NEIGHBORHOOD Page 2 June 23, 2009 Upon completion of the study, a workshop was held to discuss the results with Red Hill residents. After the workshop, a survey was sent to Red Hill residents to gauge their interest in any of the options identified in the study. The two options that had the support of the majority of Red Hill residents were the installation of speed humps and more enforcement of traffic regulations. Staff then prepared a plan for the installation of stop signs and speed humps in the Red Hill Area. The results of the survey, and the stop sign and speed hump plan was presented at another workshop with Red Hill residents. The residents present at the meeting generally supported the stop sign and speed hump plan, and additional traffic enforcement. Next, the City Council considered the results of the survey, and heard input from staff and the public. After a lengthy discussion, the City Council approved the installation of all-way stop signs at four (4) intersections', and authorized additional traffic enforcement in the Red Hill area. However, this action did not appease all of the residents. In the opinion of staff, the four additional stop signs has not had a discernable impact on the amount of cut-through traffic, traffic speed, or the severity of traffic accidents. A petition was submitted to the PW Subcommittee in June 2008 requesting the permanent closure of RHCCD. At that point in time, the City Council authorized a second traffic study to determine actual traffic volumes in and around the Red Hill Neighborhood, and to try to determine the impacts such a closure might have on the area. The results of that study were announced to the public in a neighborhood meeting in March 2009. The consultant determined the closure would eliminate cut-through traffic, reduce accidents, and reduce vehicle speeds2. However, it would also increase travel times for residents in the immediate neighborhood, necessitate an Environmental Impact Report and result in an estimated $375,000 in costs to the City for legal, technical and construction requirements. Upon hearing the results of the study, residents requested the City conduct an independent survey of Red Hill residents to determine the level of support for the closure of RHCCD. The survey was distributed and tallied in April 2009. A total of six hundred and sixty-eight (668) surveys were mailed to residents, and four hundred and one (401) were returned. The results are as follows: 163 (40.6%) In favor of the closure of RHCCD 238 (59.4%) Opposed the closure of RHCCD The survey feedback indicates there is not a majority of Red Hill residents interested in gates at Red Hill and Calle Carabe. On May 6, 2008, Red Hill residents submitted a petition for the permanent closure of Red Hill Country Club Drive. 455 Red Hill residents (73%) of Red Hill residents signed this petition. The Ciry Council authorized staff to hire a consultant to conduct a study to quantify the amount of cut-through traffic passing through the Red Hill neighborhood. The consultant has completed the study, and will present the results at a workshop to be held on .March 3, 2009. City staff sent letters directly to 650 Red Hill residents to notify them of this public workshop. Staff has also advertised the workshop in the newspaper, and placed a changeable message sign on Valle Vista Avenue several days before the meeting. The traffic study addressed 4 items. These items were as follows: I . An origin and destination study. 2. A Level of Service analysis. 3. A travel time and delay study. 4. A review of accident history. A summary of the resulu of the study are as follows: Origin and destination study: This study determined the amount of cut-through traffic by recording vehicle license plates at all 3 entry poinu into Red Hill, at Valle Vista School and at the Red Hill Country Club driveway. The survey was conducted during the AM, Noon, and PM peak hours. What the study found is that between 70 and 90 vehicles per hour use Alta Cuesta to drive between Foothill Boulevard and Base Line Road. However, only between 5 and 10 vehicles per hour use Red Hill Country Club Drive to travel between Foothill Boulevard and Carnelian Street. 2. Level of Service Analysis: Level of service is a measure of the capacity of an intersection relative to the amount of traffic volume. Level of Service A indicates that there is very little traffic congestion, and Level of Service F indicates heavy congestion. The intersections analyzed were as follows: I. Foothill Boulevard at Red Hill Country Club Drive 2. Base Line Road at Alta Cuesta Drive 3. Carnelian Street at Red Hill Country Club Drive 4. Carnelian Street at Base Line Road 5. Travel Time and Delay Study. This study was done to quantify the amount of inconvenience to residents if Red Hill Country Club Drive should be closed. Travel time runs were made from the intersection of Camino Norte and Alta Cuesta to the intersection of Foothill Boulevard and Red Hill Country Club Drive. The study found that it takes 2:20 (min/sec) to travel between intersections if Red Hill Country Club Drive is open, and 6:55 (min/sec) if Red Hill Country Club Drive is closed. Therefore, the average delay would be 4:35 (min/sec) per trip if Red Hill Country Club Drive is closed. 4. Accident History: Accident history was examined for Red Hill Country Club Drive and for Alta Cuesta for the years 2000 through 2008. From 2000 to 2007, there were a total of 22 accidents on Alta Cuesta and Red Hill Country Club Drive. This is an average of 3 accidents per year for both streets combined. In 2008 there were a total of 12 accidents on both streets. This is a significant increase in the number of accidents in one year. A summary of accidents is shown in the following Table E I. We are aware of the circumstances for the proposed change; however we are concerned about the cost and the design of the driveway and gates. In order for the Club to support this proposal, it would have to be assured that we would have the final approval of the design and placement of the new driveway and gates, so that it will not infringe on the design of the new country club. Dear Mr. Gillespie, Regarding your letter on May 14, 2008, on behalf of Red Hil] Country Club and The Board of Directors as President of.Red Hill Country Club I would like to respond to this action that the residents have brought to your attention. Red Hill Country Club has always been a good neighbor and will always work to establish the best possible relationship with the surrounding community. On 4he other hand the neighbors that surround Red Hil] need to understand that we need to operate our club in such a fashion that will accommodate our membership. 1 would like to take the opportunity.in this letter to share with all parties concerned, what a majority ofthe members' thoughts and concerns are about this petition to permanently close Red Hill Country Club Drive at Calle Caribe. This closure would affect approximately one third of out club's access. We have just completed a major remodel at a considerable expense our club needs to maintain its membership and preserve .any amenities of convenience that we can offer [hem.. As I am sure you are aware, the condition or our economy coupled with the increasing expense of gasoline, has forced everyone to look for ways of saving money in any way, shape or form that they can. This proposed closure would drastically affect our membership by causing an inconvenience that could result in the loss of memberships for our club. Despite the residents desire to close Red Hil] Country Club Drive it would greatly affect the running operation and the future.of Red Hill Country Club. In addition to the membership access to the club, this closure would completely but off the access to the mainten~:ce yard from the main facility, and when we receive large deliveries the trucks would be forced to take the East and West route and would possible damage the Oak trees that align that route. The bottom line is that this proposed closure would be a tremendous burden forced upon Red Hill Country Club and all of iYs members.
