Library Status Report: Oral reports presented by staff. a. Review of current statistics. Presented by Robert Karatsu, Assistant Library Director. 2. CALL TO ORDER An adjourned meeting of the Library Board of Trustees was held on Thursday, January 10, 2007, in the Council Chambers of City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 6:34 p.m. by President Robert Coberly. Present were Members Amster, Hairston and Lo. Also present were: Deborah Clark, Library Director, Robert Karatsu, Assistant Library Director, Michelle Perera, Library Services Manager, Renee Tobin, Principal Librarian, Karye Hood, Reference Services Coordinator/Archibald Library, Cara Vera, Reference Services Coordinator/Biane Library, Margaret Hatanaka, Children's Librarian/Archibald, Lorena Espinoza, Library Assistant I, Angelica Trammell, Library Assistant 1, Carol Durkel, Office Specialist II and Vivian Garcia, Administrative Secretary. Library Status Report: Oral reports presented by staff. a. Over view of the past year of performance. Power Point presented at the annual staff in-service held December 14, 2007. b. Review of current statistics. Presented by Robert Karatsu, Assistant Library Director. Deborah Clark, Library Director, stated that Michelle Perera, Library Services Manager would present the Power Point presentation used at the Library in-service for the Board's review. She stated that it focused both on past accomplishments and goals/projects for the future. Michelle Perera, Library Services Manager, presented the 2007 "Where We've Been" Power Point presentation to the Board. Robert Karatsu, Assistant Library Director, introduced new full time Library staff: Margaret Hatanaka, Children's Librarian for Archibald, Lorena Espinoza and Angelica Trammell, Library Assistants at the Biane Library. Robert Karatsu, Assistant Library Director, reviewed the statistics with the Board. C2. Budget Reports: Reports presented by Deborah Clark, Lib ary Director. a. Review of2007/2008 budget. b. Introduction to budget process ?008/09. Oral report. Deborah Clark, Library Director, reviewed the 2007/08 budget with the Library Board. Deborah Clark, Library Director, presented au oral report about the budget process with the Board stating that this year's budget would be a "roll over" budget. Except for the Archibald Remodel project, no new programs would be initiated. C3. Archibald Library and Technology Services: Oral update by Robert Karatsu, Assistant Library Director. a. Status of reinventing Archibald project. Review of plans and design boards for the Archibald remodel. Robert Karatsu, Assistant Library Director, presented a Power Point presentation on plans and timeframe with the Board on the Archibald remodel. Robert Karatsu, Assistant Library Director, reviewed the color boards of the interior with the Board for the Archibald Library. C4. Paul A. Biane Library and Collection Development: Oral update by Michelle Perera, Library Services Manager. a. LSTA Application for Planning Grant for second Floor of Biane Library: The K]DS Project. Application attached. Library Board Minutes January 10, 2008 Page 3 Michelle Perera, Library Services Manager, presented a Power Point presentation to the Board regarding the proposal to use the second floor of the Paul A. Biane Library as a new service model combining library and literacy services with a highly interactive children's museum setting. C5. "The Big Read" Grant: Final wrap-up on the "Big Read." Oral presentation by "The Big Read Team." Cara Vcra, Senior Librarian, and Karye Hood, References Services Coordinator presented a Power Point Presentation on the Big Read for the Board, sharing with them that over 3,000 individuals attended a Big Read" event or program. Member Nagel thanked staff for the work done on "The Big Read." ****** D. BOARD BUSINESS Dl. Scheduling and planning Agenda for Proposed .Ioint Meeting with City Council and Foundation Board. Oral presentation by Deborah Clark, Library Director. Deborah Clark, Library Director, asked the Library Board Members ifthey would like to meet jointly with the Library Foundation Board and the City Council. The Members all responded with a "Yes." D2. Teen Board Reports. Oral reports by Members. This is the opportunity for Teen Advisory Members to speak about the opportunities and challenges they have encountered while serving as liaisons to the school and student community. Teen Member Laura Millard gave an oral update to the Library Board. D3. Workshop/Nehvorking Opporhmities: a. CALTAC event. Funding available for all members to attend, if desired. Flyer attached. b. PLA Conference: Funding available for one Board Member to attend the Public Library Association Conference in Minneapolis. March 25-29, 2008. Finance Department requested minor language changes and adjustments that staff is preparing this week. The budget, reviewed and approved by the Finance Department, will be available at the Board meeting for discussion. BACKGROUND/ANALYSIS In an attempt to ensure availability and variety of materials to all Rancho Cucamonga Library customers, a cap of 15 items per library card was originally passed by the Library Board of Trustees (as part of the circulation policies/procedures) in 1994. When the library opened in 1994, the total number of items available in the collection was 50,000. Over the last thirteen years, the collection has grown from 50,000 items to 240,000 items (including the addition of the Bookmobile and the Biane Library) in 2008. The opening of the Biane Library alone has increased the total collection offerings by 60%. An increase in the allowable number of items on a library card by 60% is in keeping with the overall growth of the collection. Anecdotal evidence shows many library customers find the 15 item cap somewhat inhibiting, especially those with young children who often check out 15 picture books a week. As a result parents are forced to apply for additional library cards in order to check out more items. The increase to 25 items will allow parents to check out a sufficient number of children's materials, as well as materials for themselves. Lastly, several library collections have borrowing limits, mostly library media. As an example, a customer is allowed no more than 8 CDs or 8 DVDs on their library card at any time. We are not proposing to change these limits, but rather only the total number of items available on a library card from 15 to 25. FISCAL IMPACT None. I was able to reach Mrs. Moore on February 11 and learned that the book she is concerned about is Mr. Lincoln's Way, a picture book by Patricia Polacco. I asked Mrs. Moore for her concerns about the book and she said she objected to the use of the "N word". I asked in what context it was used and she said the story is about a bully who calls people names. Her objection was that this is the only instance where the name called is indicated. The author did not spell the word out instead Mrs. Moore said it was written "N---". Mrs. Moore thought Polacco could have said the boy Eugene called the African-American student a name as was done in other instances in the book. I asked Mrs. Moore if she thought the book could be used by a teacher or within a family to teach a lesson or spark discussion. She said it might be possible but does not think the book should be in the picture book collection where Kindergarteners and first graders would find it. Mrs. Moore wondered if we could remove the word from the book and if not then remove book from collection. She said she was offended by the use of the word and identified herself as African-American. She asked what she would need to do to have the book removed from the library. I explained the procedure to complete the Request for Review on her next visit to one of the libraries. The request would go to me and I would research reviews, read the book and then make a recommendation to the director. Mrs. Moore came to the Archibald Library today, February 21, and brought me a comment form. I'm not sure when she was given the comment form but have attached it to a Request for Review form. Mrs. Moore asked when she will hear something so I again explained the process that I will read the book and make a recommendation to our director who will respond to her in writing. I have read the book and think that the manner in which the author indicated the character Eugene used "n--" is appropriate to the story. He calls Mr. Lincoln, the school principal, by this name, it is not used against students. However, two Mexican American students are called "brown-skinned toads" by Eugene in the book. The use of these names helps to establish the nature Eugene's character. As Mr. Lincoln looks for ways to reach out to Eugene we learn the source of his hatred and begin to see changes in his behavior. On the final page the reader learns that Eugene became a teacher. I have attached three journal reviews for Mr. Lincoln's Wav, originally published in 2001, as well as a brief summary and teaching activity from Instructor. Booklist gave it a very positive review and says "An excellent choice for storyhours, this should prompt some interesting discussions about bullies and their motivations." School Library Journal and Publishers Weekly found it not up to Polacco's usual standards. They faulted it for its heavy handed message however both praised the artwork. Mr. Lincoln's Wav is also included in the 8~h edition of Best Books for Children: Preschool through Grade 6. The authors indicate it is appropriate for Kindergarten through 3` grade. Reading Mr. Lincoln's Wav together could provide parents and teachers an opportunity to discuss the topic of racism with their children and students. Here she tackles both intolerance and bullying. Mr. Lincoln is the "coolest" principal: he is Santa at Christmas, lights the menorah at Chanukah, and wears a dashiki for Kwanza and a burnoose for Ramadan. The author chronicles his attempt to reclaim "Mean Gene," a child who sasses his teachers, picks on other children, and makes ethnic slurs. "'He's not a bad boy, really,' Mr. Lincoln said. 'Only troubled."' However, the distinction is not clarified. When the principal discovers that the boy is fond of birds, he capitalizes on this interest. He involves him in attracting the creatures to the school atrium while at the same time showing him that just as the differences in the birds render them beautiful, so do the differences in people. While the theme is an important and timely one, Polacco has allowed her message to overwhelm both plot and character development. The story emerges as didactic, laden with heavy-handed metaphor, and too simplistic a solution to adeep-rooted problem. In the case of children's materials, Mrs. Renee Tobin, our Children's Services Librarian, is our principal selector. Mrs. Tobin is a highly talented professional with more than 20 years experience in children's literature. She bases her selections on review materials, popularity of author, awards won and need for subject materials. We are proud of our children's collection, which encompasses a variety of tastes and reading levels, while reflecting ethnic diversity and varying religious backgrounds. In sho11, our book collection in many ways echoes our California communities-full of variety, mirroring the diversity found in a complex and challenging society. I still disagree with "Mr. Lincoln's Way", by Patricia Polacco, being appropriate for young children. I'm sure that Mrs. Renee Tobin, is very professional and good at her job, but I don't think that she has read every children's book that she has selected for the library. I'm sure that she chose this book based on the good reputation of the other books that the author has written. I reviewed Patricia Polacco's other books there in the library. I have no problem with them. They seem to be nice and appropriate for young children. I think the story and the point of "Mr. Lincoln's Way," is good. 1 just don't agree with the "n" word. One doesn't have to be extra intelligent to know what it implies. There is a lot of controversy about this word being derogatory and offensive. How many staff members that read this book are African American? I had other people read this book also, they were surprised at the implication.
