A RESOLUTION OF THE RANCHO CUCAMONGA CITY COUNCIL
ADOPTING THE 2010 GENERAL PLAN UPDATE TO THE CITY OF
RANCHO CUCAMONGA GENERAL PLAN
A Recitals
1 The 2010 General Plan Update (DRC2007-00867) is a comprehensive update to the
City of Rancho Cucamonga (the"City") General Plan that establishes the City's vision for the future
by reinforcing established land uses attained in the City over the last 10 to 15 years and
emphasizing protection of existing residential neighborhoods and targeting new residential, office,
and commercial growth along mayor corridors (such as Foothill Boulevard) and other areas south of
Foothill Boulevard (such as Haven Avenue)where development opportunities exist on vacant and
underutilized properties
2 The 2010 General Plan Update would augment the City's economic base by
providing incentive for tax-generating uses to remain in or relocate to the City due to ample
opportunities for development and redevelopment in a well-planned community
3 The 2010 General Plan Update was prepared in consultation with the public and
other public agencies, and the City held community meetings including over 50 Stakeholder
interviews in February and March of 2008, seven (7) meetings of the General Plan Advisory
Committee (GPAC) from July 2008 - April 2009, a Visioneering public outreach activity which
occurred in 2008, a Community Fair in May of 2009, 45 Spirit of Rancho Cucamonga Roadshows
were presented January- March of 2009, a Community Telephone Survey was performed in August
of 2009, a workshop of the City Planning Commission was held January 27, 2010, a public
workshop was held with the City Council on February 17, 2010, a public hearing of the Planning
Commission was conducted in April of 2010 prior to this public hearing of the City Council on
May 19, 2010
4 The City referred the 2010 General Plan Update to other governmental entities as
specified by California Government Code Section 65352 prior to the City Council taking action
May 19, 2010
5 The City consulted with California Native American Tribes regarding the 2010
General Plan Update as specified by California Government Code Section 65352 3, in that the City
of Rancho Cucamonga requested a list of tribes for notification in March of 2008 and in July of 2008
On July 16, 2008, the City contacted via certified mail the tribes specified
6 On April 28, 2010, the Planning Commission conducted a duly noticed public hearing
and considered the 2010 General Plan Update and related Final Program Environmental Impact
Report prepared pursuant to the California Environmental Quality Act ("CEQA"), including the
findings, a statement of overriding considerations, and a mitigation monitoring reporting program
The Planning Commission concluded the hearing on the same date and thereafter adopted
Resolution No 10-17, recommending that the City Council certify the Final Program Environmental
Impact Report and adopt the related findings, statement of overriding considerations and mitigation
monitoring and reporting program, and recommending that the City Council adopt the 2010 General
Plan Update
7 On May 19, 2010 the City Council conducted a duly noticed public hearing on the
2010 General Plan Update and concluded said hearing on that date At the conclusion of this
hearing,the City Council certified the Final Program Environmental Impact Report, and adopted the
findings, statement of overriding considerations, and mitigation monitoring and reporting program for
the 2010 General Plan Update
8 All legal prerequisites prior to the adoption of this Resolution have occurred

NOW, THEREFORE, it is hereby found, determined, and resolved by the City Council of the
City of Rancho Cucamonga as follows
1 Recitals The City Council hereby specifically finds that all of the facts set forth
in the Recitals, Part A, of this Resolution are true and correct
2 Adoption Based upon the substantial evidence presented to the City Council
during the above-referenced public hearing on May 19, 2010, including written and oral staff reports,
together with public testimony, and the recommendation from the Planning Commission, the City
Council hereby adopts the 2010 General Plan Update as a comprehensive update to the City of
Rancho Cucamonga's General Plan
3 The 2010 General Plan Update shall be available for public inspection at the Rancho
Cucamonga City Hall, at the Planning Department, 10500 Civic Center Drive, Rancho Cucamonga,
California 91730
