JAN SUTTON states and declares as follows:
I presently am, and at all times mentioned herein have been, the Deputy City Clerk of the City of
Rancho Cucamonga. Acting in that capacity, on April 7, 1995, at 4:15 p.m., I posted a true and correct copy
of the meeting agenda dated April 12, 1995 at 10500 Civic Center Drive, Rancho Cucamonga.
I declare under penalty of perjury that the foregoing is true and correct and that this declaration was
executed on April 7, 1995 at Rancho Cucamonga.

C. COMMUNICATIONS FROM THE PUBLIC
This is the time and place for the general public to address the City Council and the Library Board of Trustees.
State law prohibits the Council and the Board of Trustees from addressing any issue not previously included on
the Agenda. The Council and the Board of Trustees may receive testimony and set the matter for a subsequent
meeting. Comments are to be limited to five minutes per individual.

MEETING TO ADJOURN TO EXECUTIVE SESSION TO DISCUSS LABOR NEGOTIATIONS PER
GOVERNMENT CODE SECTION 54957.6 TO GIVE ROBERT DOMINGUEZ, ADMINISTRATIVE
SERVICES DIRECTOR, DIRECTION IN REGARDS TO THE MEET AND CONFER PROCESS.

Council/Library Board Joint Session
The following items are areas of concern/interest the Board wishes to share with Council:
1 ) Parking expansion
2) Library Revenues
The Board understands that the Library budget is structured like an enterprise fund and
that all monies earned by the Library go into a special account for library purposes. The Board
would like assurance that the Library will continue to retain funds earned.
In addition, the Board would like to know whether, if the Property Tax continues to fall,
($50,000 this year with an additional $30,000 targeted for next year) the City will step in to
assist the Library budget, or if reductions will need to be made.
3) The Board requests a "report card" from Council on how they perceive the library is
doing. What does-the Council hear from the public? Are there services the Library does not
provide that the Council would like the Board to pursue?
4) The Library Board is committed to continuing an agressive fee/fine policy. As part of
that approach, the Board would like to define what constitutes "Basic" library service for the city
of Rancho Cucamonga (services for which no fees will be charged). The outgrowth of a basic
definition would be to consider "value added services" and create appropriate charges for those
services.
The Board would like to invite the Council to participate in a task force to define "basic"
library services for Rancho Cucamonga.
NOTICE OF ADJOURNMENT
Notice is hereby given that the Rancho Cucamonga City Council at their regular meeting held
Wednesday, April 5, 1995, adjourned said meeting to Wednesday, April 12, 1995, at the hour
of 5:00 p.m., to be held in the Tri Communities Conference Room located at 10500 Civic Center
Drive, Rancho Cucamonga, for the purpose of meeting jointly with the Library Board of Trustees
to discuss items of mutual interest.
