A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, ADOPTING THE FIVE-
YEAR CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEARS
1999100 THROUGH 2003~04 AND TWENTY-YEAR
TRANSPORTATION PLAN B.EGINNilNG IN FISCAL YEAR 1999/00
FOR THE EXPENDITURE OF MEASURE "1" FUNDS
On Wednesday, September 15, 1999, on motion by Councilmember, Bob Dutton,
seconded by Mayor Pro-Tem, Diane Williams, and carried, the City Council of the City of Rancho
Cucamonga, County of San Bernardino, finds as follows:
WHEREAS, San Bernardino County voters approved passage of Measure "1" in
November, 1989 authorizing San Bernardino Associated Governments, acting as the San
Bernardino County Transportation Authority, to impose a one-half of one percent retail transactions
and use tax applicable in the incorporated and unincorporated territory of the County of San
Bernardino; and
WHEREAS, revenue from the tax can only be used for transportation improvement
and traffic management programs authorized in the Expenditure Plans set forth in Ordinance No.
89-1 of Authority; and
WHEREAS, Expenditure plans of the Ordinance requires each local jurisdiction
receiving revenue from the tax to expend those funds pursuant to a Five-Year Capital Improvement
Program and Twenty-Year Transportation Plan adopted by resolution of the local jurisdiction, and
WHEREAS, Expenditure Plans of the Ordinance also require that each local
jurisdiction annually adopt and update the Five and Twenty-Year plans.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rancho
Cucamonga, State of California, hereby adopts the Measure "l" Five-Year Capital Improvement
Program and Twenty-Year Transportation Plan, a copy of which is attached to this resolution.
PASSED, APPROVED, AND ADOPTED this 15th day of September, 1999.

The 20 Year Local Measure "I" Transportation Plan for the expenditure of Measure 'T' funds
will use the City's General Plan Circulation Element as a base. It is anticipated that the funds
will be allocated in the following manner:
