BACKGROUND
The City staff would appreciate the opportunity to continue with the negotiations with Comcast to insure that
every opportunity has been made available to Comcast to obtain a Franchise License.

WHEREAS, the Franchise License granted to Comcast Cable T.V. by the County of San
Bernardino and grandfathered into the City of Rancho Cucamonga will expire on April 17, 1995; and
WHEREAS, negotiations are ongoing between the City of Rancho Cucamonga and Comcast
Cable T.V.; and
WHEREAS, all terms and conditions of the current license will continue the same.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does hereby resolve
to extend the Franchise License for 90 days after the expiration of the current County of San Bemardino
License.

It is hereby recommended that the City Council adopt the attached Resolution accepting and
approving the Environmental Initial Study, Parts I and II, for the proposed improvement at Calaveras
Avenue between Ninth Street and Arrow Route and issuance of a Categorical Exemption therefore
and direct the City Clerk to file a Notice of Exemption pursuant to the California Environmental
Quality Act.
BACKGROUND/ANA! ,YSIS
This report presents an Environmental Assessment Initial Study for the proposed street improvements
for Calaveras Avenue between Ninth Street and Arrow Route. In conformance with the California
Environmental Quality Act and State Guidelines, the attached document has been prepared to permit
construction of the above mentioned improvements.
The project involves installation of new pavement, sidewalks, curb gu~r and drive approach. It is
the Engineering staffs finding that the proposed project will not create a significant adverse impact
on the environment and therefore recommend that these improvements be classified as categorically
exempt.

The project involves installation of new pavement, additional sidewalks, curb, gutter, and drive approach.
The project limit is from the north side of Ninth Street to Arrow Route. The anticipated project for
construction is in Fiscal Year 94/95.
The project site is located in a residential area. All street improvements have existed for several years. The
proposed improvements will not have a substantial impact on plants, animals, land resources or any obvious
historical cultural or scenic aspects.
Noise, vibration, dust and odors will increase at the project sites only during the pavement removal and
replacements, etc. ARer completion of the project, all noise, vibrations, dust and odors created by this project
will cease to exist and return to the pre-project levels.

agreement and to cause said map to record.

Development District, was approved by the Planning Commission on June 8, 1994 for the division of 3 acres
into I lot for the development of a 20-unit residential detached condominium project.
The Developer, Mr. Ralph G. Rittenhouse, is submitting an agreement and security to guarantee the

Approval of Professional Services Agreement between the City of Rancho Cucamonga and Wells Fargo
guard Service for providing security at the Ranthe Cucamonga Adult Sports Park and Quakes Stadium.
BA CKGROUND/A NA I ,YSIS
The Engineering staff contacted eleven qualified Security Guard Service consultants to provide guard service
at the Rancho Cucamonga Adult Sports Park and Quakes Stadium. Each was requested to review the site
and propose any additional service information beyond that stated in the "Request for Proposal" and the
"Post Guard Instructions". Staff received responses from seven firms. The proposals were given
independent reviews by the Community Development Staff and by the City Police Department. In each case
all reviewers rated Wells Fargo Guard Service as the best qualified. The Wells Fargo proposal was the most
technical and comprehensive. They provided insight that gave staff some valuable information for future
increased security efforts. Incidental to the extensive review, Wells Fargo was the low bid. Their proposal
includes a company supplied patrol vehicle, cellular phone, company radio, company patrol clocks and a
mace armed guard. The patrols are initially scheduled to begin at the end of each baseball game on game
days and end at 6:00 a.m.; and on non-game days from 6:00 p.m. to 6:00 a.m. seven days a week in
conformance with the agreement between the City and Valley Baseball Club, Inc.

RESOLUTION REGARDING THE UTILITY USER'S FEE
The attached Resolution was received from the Chamber of Commerce. Gary Christian,
President of the Chamber, would like the oppommity to discuss this with you at tonight's
meeting.

RESOLUTION
WHEREAS, the Utility User's Tax enacted July, 1993, imposed a 4.66% tax on water, gas,
electric and telephone usage; and
WHEREAS, the Utility User's Tax was qualified to consider low income families,
government entities, and the maximum amount to be paid was capped at $50,000; and
WHEREAS, the Utility User's Tax was strongly opposed by businesses and the residential
COmmUnity, City Officials determined the Utility User's Tax was necessary in order to
back-fill reductions of revenue fxom the state, and assure the health, welfare and safety of
the residents of the city; and
WHEREAS, State take-aways were not as severe as predicted for fiscal year 94/95, when
combined with various changes in actual budget performance, has resulted in a surplus of
$650,000 in utility tax revenue; and
WHEREAS, elimination of the Utility User's Tax is favorable to the community's economic
growth; and
WHEREAS, individual members of the City Council have promised to eliminate the Utility
User's Tax to provide tax relief in a fair manner to the maximum benefit of our local
economy and community;
NOW THEREFORE BE IT RESOLVED that the Rancho Cucamonga Chamber of
Commerce recommends that the City of Rancho Cocamonga repeal the Utility User's Tax
in its' entirety, or ff budget considerations prevent the repeal of the Utility User's Tax, at
this time, that a plan to reduce the tax rate and cap be implemented by using the $650,000
current surplus with other cost reduction considerations of the new budget as the basis for
the reduction of the Utility User's Tax.
Approved and adopted by the Board of Directors of the Rancho Cueamonga Chamber of
Commerce this eighth day of March, 1995.
