posted on October 2, 2008, at least 72 hours prior to the meeting per Government Code
Section 54964.2 at 10500 Civic Center Drive, Rancho Cucamonga.

hours priorto the meeting will enable the City to make reasonable arrangements to

INFORMATION FOR THE PUBLIC
TO ADDRESS THE PLANNING COMMISSION
The Planning Commission encourages free expression of all points of view. To allow all
persons to speak, given the length of the agenda, please keep your remarks brief. If
others have already expressed your position, you may simply indicate that you agree with
a previous speaker. If appropriate, a spokesperson may present the views of your entire
group. To encourage all views and promote courtesy to others, the audience should
refrain from clapping, booing or shouts of approval or disagreement from the audience.
The public may address the Planning Commission on any agenda item To address the
Planning Commission, please come forward to the podium located at the center of the
staff table. State your name for the record and speak into the microphone. After
speaking, please sign in on the clipboard located next to the speaker's podium. It is
important to list your name, address and the agenda item letter your comments refer to.
Comments are generally limited to 5 minutes per individual.
If you wish to speak concerning an item not on the agenda, you may do so under "Public
Comments." There is opportunity to speak under this section prior to the end of the
agenda.
Any handouts for the Planning Commission should be given to the Planning Commission
Secretary for distribution to the Commissioners.
All requests for items to be placed on a Planning Commission agenda must be in writing.
The deadline for submitting these items is 6:00 p.m. Tuesday, one week prior to the
meeting The Planning Commission Secretary receives all such items.

AVAILABILITY OF STAFF REPORTS
Copies of the staff reports or other documentation to each agenda item are on file in the
offices of the Planning Department, City Hall, located at 10500 Civic Center Drive,
Rancho Cucamonga, California 91730. These documents are available for public
inspections during regular business hours, Monday through Thursday, 7:00 a.m. to 6:00
p.m., except for legal City holidays.
APPEALS
Any interested party who disagrees with the City Planning Commission decision may
appeal the Commission's decision to the City Council within 10 calendar days. Any
appeal filed must be directed to the City Clerk's Office and must be accompanied by a
fee of $2,039 for maps and $2,141 for all other deasions of the Commission (Fees are
established and governed by the City Council).

I am the current President of the Historical Preservation Association
of Rancho Cucamonga. We formed this organization to attempt saving the
nearly extinct identities of Alta Loma, Cucamonga and Etiwanda. We all
agree that we love our city of Rancho Cucamonga, but our local
communities have lost their identities along with that of our historical
landmarks and heritage. A few important properties have been saved
thanks to the efforts of the Rains House organization and the Etiwanda
Historical Society, but the old historic areas of Cucamonga and Alta Loma
are quickly disappearing with little support from the community.
A prime example of why our organization exists is the Biane Winery
on 8th Street east of Archibald. Here is one of the few remaining wineries
and historical landmarks in old Cucamonga that may be demolished in the
near future and replaced with a 240,000 Sq. Ft. industrial warehouse. The
new structure would be a concrete tilt-up with a maximum height of 50 feet
with contemporary design. We believe that Alta Loma, Cucamonga and
Etiwanda have enough fast food restaurants, strip malls, industrial
warehouses and empty business properties to last for a few generations.
Here is a beautiful structure and surrounding grounds that is in use today
and eligible to be listed on the historic register of historic places. If you
have not visited the winery, it is on 8th St. East of Archibald on the south
side. Please take adrive-by today for a last look.
A proposed alternative to completely demolishing the site would be to
retain the main building(s) and move some of the smaller buildings closer
to the main building to create a smaller historic site and donate this area to
the City of Rancho Cucamonga or anon-profit historical organization to
maintain as a museum and historical artifact for our town and the state of
California.

Dear Chair Stewart and Commissioners:
The Board and members of the Etiwanda Historical Society discussed the Biane
Business Park Project at our monthly meeting last night; the 12th of August. We
appreciate the opportunity to make comments on this project. After reviewing the many
facets of the report, we felt we should address three of the environmental effects. They
are: Aesthetics, Cultural Resource, and Lane Use and Planning.
AESTHETICS:
The aesthetics impact to the site and area would be significant. It would replace a
unique historical structure with a wall 50' high and all the problems of an industrial
building; lights, traffic, and noise to name a few. It (the new building) would not fit in
with the neighborhood of single-family detached and single-family attached residential
use with a nearby park anda 100 year old Catholic Church two doors away.
The view now of this property to the street and the Metrolink line is of a unique historical
structure approximately 100 years old. The new building would be a plain, solid wall 50'
high and the width of the property. A poor substitute for this valuable structure,
neighborhood, and the train passengers who will see it every day.
CULTURAL RESOURCE:
The cultural resource aspect to this site is a great one, and of the most concern to the
Society and its members. The cultural resource assessment on this entire project
concluded that 10 of the 15 structures and features in the project are found to contribute
to the cultural significance of the Biane Winery (originally called the Padre Winery). The
former winery buildings are determined to be eligible for listings in the National Register
and the California Register, plus designation as a local Historical Landmark.
The structures are in excellent condition and are still being used for various businesses.
These buildings are not falling apart or in disrepair. They are a unique group of
structures representing the past heritage of the Cucamonga Valley. They are attractive
and it's immediately obvious that they are rich in community history. It is also very
impressive that these buildings are the only intact winery site in the City of Rancho
Cucamonga.

The present site fits with the area much better than atilt-up building would and besides,
it seems we have quite a few big empty buildings in the City already! We hope the City
will see this as an opportunity to save an important winery site that is in tact, not like
many that were torn down for other developments throughout the City.
LAND USE & PLANNING:
As we previously pointed out, the neighborhood would be heavily impacted with this
type of building and its effects on the narrow street, no aesthetics, just a plain wall 50'
high. The Society having only discussed this last night doesn't have a solution or even
a credible idea for its use, but we would be happy to assist City staff with this project as
far as planning for its potential use. We feel this unique historical site needs to be
saved and unaltered for the future.
This is an important resource for the next phase of the City's development, when
Historical tourism will be appreciated. The City was instrumental in saving the Chaffey-
Garcia and Isle Houses, as well as the Norton-Fisher House and the Etiwanda Depot
which are now part of a lovely Historical District and a true focal point for the City. This
site could also be a beautiful focal point for the Cucamonga area.
Of course we understand not every old building in the City can be saved, but this site is
unique and the only one left of its kind in the local area. The wine industry was Rancho
Cucamonga; let's keep this valuable resource for future generations to see!
