CONDITIONAL USE PERMIT 96-32 - AUTO NATION - A request to
construct an automotive sales business consisting of a 32,092 square
foot showroom, 23,884 square foot service building, and 2,190 square
foot car wash with an outdoor display area on a 20-acre parcel located
on the northeast corner of Fourth Street and Buffalo Avenue in the
Industrial Park area (Subarea 12) of the Industrial Area Specific Plan -
APN: 229-263-19, 20, 21, and a portion of 18. Related File: Parcel
Map 15012.

Project Description: CONDITIONAL USE PERMIT 96-32 - AUTO NATION - A request to
construct an automotive sales business consisting of a 32,092 square foot showroom, 23,884
square foot service building, and 2,190 square foot car wash with an outdoor display area on a 20-
acre parcel located on the northeast comer of Fourth Street and Buffalo Avenue in the Industrial
Park area (Subarea 12) of the Industrial Area Specific Plan - APN: 229-263-19, 20, 21, and a
portion of 18. Related file: Parcel Map 15012.
Design Parameters: The site is adjacent to and below the 1-15 Freeway. The Fourth Street off-
ramp, including an approximately 60-foot wide strip of Caltrans right-of way, parallels the east
boundary of the site. At Fourth Street, the site is 25 to 30 feet below the freeway. Along Fourth
Street, 66 KV transmission wires adjoin the site. A parcel map is pending which will make the site
one parcel. Closure of Charles Smith Avenue'is a condition of the parcel map, but storm flows
greater than the design of the existing storm drain and a utility easement must be accommodated
through the site. In general the primary building design is attractive and the site plan reflects a
campus-like atmosphere with decorative pavement and landscape coverage for 23 percent of the
site. Staff finds that the project's design will be an asset to Fourth Street and one of our
communities entry points off of the 1-15 Freeway.
Staff Comments: The following comments are intended to provide an outline for Commission
discussion.
Major Issues: The following broad design issues will be the focus of Commission discussion
regarding this project.
Sign Program. A sign ordinance amendment for a regional auto center is pending. While
regional centers, including regional auto centers, are expected to have flexibility in their sign
program, the intent is that regional signs will be consistent with the long-term policies of the
sign code. The applicant's sign program is substantially different from the City's adopted sign
ordinance and long-term sign policies. The amendment to the sign ordinance for Regional
Automobile Dealerships is expected to be similar to that for Regional Shopping Centers with
the Foothill Marketplace providing an example of a Regional Shopping Center sign program
which is generally consistent with the long-term sign policies in the City:
"Upon development of a 'regional shopping center,' a conceptual sign program shall
be developed and approved by the Planning Commission with the overall approval of
the project."
A copy of the proposed sign program is attached to the plans. The overall square foot
request for business identification signs and sign support standards must be discussed.
a)
Major identification signs. For the purpose of discussion, a sign matrix is attached
with the applicant's request for signs and staff's recommendation. The applicant is
requesting approximately 2,000 square feet of major sign area. A typical single
business would be permitted a maximum of 400 square feet of signs (two building
signs with a maximum area of 150 square feet and one monument sign with a
maximum of 48 square feet). Regional Commercial Centers are permitted more sign
area. Recognizing that the subject application is for a regional commercial business
but consistent with the intent of the sign ordinance, staff is recommending a slight

reduction in the requested major sign area to approximately 1,400 square feet,
including a maximum of one 50-foot-high, freeway-visible sign, three 48 square foot
monument signs, three building signs with a maximum sign area of 200 square feet
per sign, and no on-site overhead directory signs.
b)
Sign support structures for major and minor signs. Many of the signs mimic green
freeway signs with their typical steel pole type support structures. Pole supports are
requested for two 50-foot high, freeway-visible signs, two on-site "direction" signs and
four monument signs. City sign policy requires an architectural treatment for sign
supports. The Commission should discuss whether the pole support structure is
appropriate for the freeway-visible signs.
Staff recommends that monument signs be architecturally designed. Since native
rock will be incorporated into the landscape of the public right-of-way, monument
supports should incorporate native rock into the architecturally designed supports.
In addition small on-site signs are supported by steel rods similar to small sign
supports in the public right-of-way. The Commission should discuss whether this is
appropriate. Monuments should incorporate rock face.
c)
Freeway-visible sign. The applican~ is requesting two 50-foot high freeway support
signs for a single-tenant regional retail business. Established policy for regional retail
centers permits only one multi-tenant freeway-visible sign. Staff recommends that no
more than one 50-foot high freeway sign be permitted with this application. VVhether
the sign should be multi-tenant or single tenant should be discussed. Staff is also
recommending that the sign location be changed from the mid-point of the east
property line to the northeast corner where it will have greater freeway visibility.
Further, a City-sponsored, multi-tenant sign for the Fourth Street commercial area is
under discussion by the Redevelopment Agency.
Secondary Issues: Once all of the major issues have been addressed and, time permitting, the
Commission will discuss the following secondary design issues:
Per Planning Commission Resolution No. 89-158, a minimum of two primary building
materials (Concrete, sandblasted concrete, textured block, brick, granite, marble, and similar
materials but excluding glass) shall be incorporated into the building design. Sandblasted
elements are considered one primary material. "Texcoar' shall not be permitted as a primary
building material. Staff recommends that the panels calling for "Texcoat" be medium
sandblasted and unpainted.
Proposed building colors are freeway-sign green with cream, white, and warm gray accents.
The green is dramatic and a signature color of the applicant's franchise. Staff supports the
color scheme in the location. The overall design provides the campus setting and contrasts
with the design elements of the Ontario Mills Center.
Design of secondary buildings shall incorporate design elements of the primary building. All
building elevations shall be visually attractive, with articulated surface planes and/or vertical
variation at the roof line.

Four canopy structures are proposed. The specifications meet or exceed the requirements
of the Building and Safety Division for wind loading. However, they introduce a unique
design element in the City and the Commission's review and comments are requested.
Photographs of the 2-foot-high pipe railing perimeter fence have been requested for
consideration of design compatibility.
Material for the 6-foot-high security wall should be indicated and be compatible and/or
consistent with the primary design materials and colors.
7. For the on-site sign plan, sign symbols should be identified.
Policy Issues: The following items are a matter of Planning Commission policy and should be
incorporated into the project design without discussion.
Landscape design for the Fourth Street parkway includes native river rock. Boulders of
moderate size shall be incorporated into the rockscape in a random pattern and/or clusters
to add a decorative element.
Staff Recommendation:
Staff recommends approval subject to the above improvements. These improvements must be
incorporated into the project design and/or as conditions of approval prior to the Planning
Commission hearing tentatively scheduled for May 14, 1997.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA ESTABLISHING DESIGN POLICIES FOR
INDUSTRIAL BUILDINGS REQUIRING ARCHITECTURAL TREATMENT
AND CREATIVE USE OF BUILDING MATERIALS WITHIN THE
INDUSTRIAL SPECIFIC PLAN AREA
WHEREAS, the Planning Commission has expressed design concerns with
painted tilt-up concrete industrial buildings, as they lack variety, have
inadequate architectural treatment, increase maintenance, and create dated
building design and previous projects have not adequately addressed the design
concerns; and
WHEREAS, there is a need to establish a design goal to guide future
development; and
WHEREAS, design policies are necessary to expound and implement the
established urban design guidelines and standards of the Industrial Specific
Plan; and
WHEREAS, such design policies are needed to provide clear direction
and guidance to developers and staff alike.
NOW, THEREFORE, BE IT RESOLVED, that the Rancho Cucamonga Planning
Commission does hereby establish design policies for the additional
architectural treatment and creative use of building materials as follows:
SECTION 1: Goal Statement
The intent of the design policies is to assist the designer in
understanding and complying with the Urban Design Guidelines and Standards of
the Industrial Specific Plan. The goal is to ensure high quality and timeless
building design, which includes building entry focal point, sufficient
articulation to building plane, and the creative use of building materials.
These design policies expound the established Urban Design Guidelines of the
Industrial Specific Plan and shall apply to all industrial buildings within
the Specific Plan area.
SECTION 2: Design Criteria
Desirable architecture shall project a high quality,
progressive, sophisticated style of development.
Variations in architectural style, construction
methods and materials are encouraged.

All building entrances shall be well articulated and
project a formal entrance statement through
variations of architectural planes, pavement surface
treatment, and landscape plazas, as well as relate
to pedestrians.
The articulated building entrances, together with
the landscape plazas, should be designed to relate
to and connect with the area-wide network of open
space, thus, unifying and fostering a sense of
community.
The degree of architectural treatment and
embellishments must relate to the scale and mass of
the building.
Accent treatment, such as changes in exterior
materials and texture, is required.
The creative use --of building materials is
required. A minimum of two {2) primary building
materials shall be used. The recommended primary
and secondary building materials are as follows:

Primary building materials - concrete,
sandblasted concrete, textured block, brick,
granite, marble, and similar materials as
approved by the Design Review Committee.
Secondary building materials - glass, tile,
polished brass or copper, brick, concrete,
painted metal elements, painted accent stripe,
and other materials as approved by the Design
Review Committee.
