CITY COUNCIUFIRE PROTECTION DISTRICT/REDEVELOPMENT AGENCY MINUTES
SPECIAL MEETING
A. CALL TO ORDER
A special meeting of the Rancho Cucamonga City Council/Fire Protection DistricURedevelopment Agency was
held on Tuesday, April 7, 2009, starting in the Tapia Room at the Civic Center located at 10500 Civic Center
Drive, Rancho Cucamonga, California. Mayor/PresidenUChairman Donald J. Kurth called the meeting to order at
4:02 p.m.
Present were Councilmembers/Boardmembers/Agencymembers: Sam Spagnolo, Diane Williams, Mayor Pro
TemNice Chairman/Vice President L. Dennis Michael and Mayor/President/Chairman Donald J. Kurth.
Councilmember/Boardmember/Agencymember Rex Gutierrez joined the tour at 4:15 p.m.
Also present were: Jack Lam, City Manager/Executive Director, John Gillison, Deputy City
Manager/Administrative Services; Linda D. Daniels, Redevelopment Director; James Troyer, Planning
Director; Mark Steuer, Director Engineering Services/City Engineer; Fire Chief Peter Bryan, Rancho
Cucamonga Fire Protection District; Deputy Fire Chief Mike Bell, Rancho Cucamonga Fire Protection District;
Candyce Burnett, Senior Planner; Dave Moore, Community Services Superintendent; Joann Gwynn,
Community Services Supervisor and Debra McKay, Assistant City Clerk/Records Manager.
Tim Johnson, District Director for Supervisor Paul Biane; Kevin Blakeslee, Deputy Director of the San
Bernardino County Flood Control District; Gia Kim, San Bernardino County Flood Control District Land
Development, Tom Williams, San Bernardino County Flood Control District Right-of-Way and members of the
public were also present.

B. PUBLIC COMMUNICATIONS
Linda Yoder inquired about the design of the Deer Creek Basin and wondered about assurances that could be
given that the flood control improvements would be effective.

C. ITEM(S) OF BUSINESS
City Council Bus Tour visiting 1200 acres -potential location for a proposed City-County Project in
the Rancho Cucamonga Area (Transportation is available for people who wish to attend the meeting
with the City Council):
A. Begin at Rancho Cucamonga City Hall, 10500 Civic Center Drive
B. Drive to Deer Creek Basin for overview of the 1200 acre property (generally north of Banyan,
east of Deer Creek Channel, west of Day Creek Channel, and north into the foothill area).
The City Council, staff and the public toured the site as described above. Questions were raised regarding the
boundaries of the site, the existing improvements and how the flood control channel worked with the debris
basin. Gia Kim, San Bernardino County Flood Control District Land Development indicated that a map of the
flood control system could be forwarded to the City Manager for distribution to the City Council.

Also discussed was the location of the mitigation land, how the mitigation process works and the location of
the rock quarry site. In response to Mayor Kurth, Kevin Blakeslee, Deputy Director of the San Bernardino
County Flood Control District indicated the need to research how the rock quarry site would be addressed
once the lease expires.
The City Council, staff and the public also visited a conservation easement located above the rock quarry site.
