RANCHO CUCAMONGA CIVIC CENTER RAINS ROOM 10500 CIVIC CENTER DRIVE RANCHO CUCAMONGA Committee Members: Heinz Lumpp Larry McNiel Larry Henderson Alternates: Peter Tolstoy Dave Barker John Melcher CONSENT CALENDAR The following items are expected to be routine and non-controversial. Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. NO ITEMS HAVE BEEN SUBMITTED PROTECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 5:00 p.m. (Steve) ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 15730 - DIVERSIFIED PACIFIC HOMES. LTD. - A proposed single family residential subdivision consisting of 28 lots on 5.66 acres of land in the Low Medium Residential District (4-8 dwelling units per acre) located at the northwest corner of Beryl and Nlignonette Streets - APN: 202-741-60 and 61. Related File: Tree Removal Permit 96-08. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. DESIGN REVIEW COMNIENTS 6:00 P.M. Steve Hayes June 4, 1996 ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 16730 - DIVERSIFIED PACIFIC HOMES. LTD. - A proposed single family residential subdivision consisting of 28 lots on 6.66 acres of land in the Low Medium Residential District (4-8 dwelling units per acre) located at the northwest comer of Beryl and Mignonette Streets - APN: 202-741-60 and 61 Related File: Tree Removal Permit 96-08. Design Parameters: The vacant site is bounded by single family residential development to the north, south and west. To the east, across Beryl Street, is a vacant parcel zoned for single family residential development. Four mature Eucalyptus trees exist along the frontage of Beryl Street which are proposed to be removed in conjunction with frontage improvements to Beryl Street. Agate Street exists as a north/south stub street off the main east/west spine street, Hamilton Street, within the residential development north of the site. A fairly significant slope has been created along the northern boundary of the site with development of the homes to the north. The site slopes from north to south at roughly 4 percent. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project: 1. As currently designed, the subdivision is a series of four cul-de-sac streets with 7 lots fronting onto east cul-de-sac. No emergency secondary emergency vehicular access is proposed with the current subdivision configuration. As stated earlier. Agate Street exists as a stub street north of the site. In being a stub street, it was always intended that Agate would continue south to connect with Mignonette Street to provide a secondary means of vehicular access for not only the proposed subdivision, but also the Hamilton Ranch project south of the proposed project. In a Pre-Application Workshop of the Planning Commission on August 30, 1996, the Commission directed the applicant to continue Agate Street southerly to connect with Mignonette Street per staff's recommendation. Since that time, staff has attended two neighborhood meetings regarding the project and majority of the residents of Hamilton Street expressed a preference to either leave Agate Street as a stub street or have it vacated. However, staff would still recommend that Agate Street be continued southward to connect with Mignonette Street in order to provide a second means of access for public safety and emergency purposes. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: 1. None at this time. Secondary design issues associated with the design review aspect of this application will be considered by the Committee at a later date. Police Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: 1. None at this time. Policy issues related to the design review application will be considered at a later date. Staff Recommendation: Staff recommends that the subdivision be redesigned to connect the stub of Agate Street with Nlignonette Street and then brought back for further review of the Design Review Committee. DRC COMMENTS TT 15730 - DIVERSIFIED June 4, 1996 Page 2 Design Review Committee Action: Nlembers Present: Heinz Lumpp, Larry Henderson Staff Planner: Steve Hayes The Design Review Committee recommended conditional approval of the project as presented, since it appears that issues relating to public safety and general circulation have been resolved and mitigated to the satisfaction of staff and found the design not to be inconsistent with City policy regarding access. However, it was further recommended that staff secure written approval from the Fire District relative to the satisfactory compliance with all property and life safety concerns.
