The following items are expected to be routine and non-controversial. Typically they are items
such as plan revisions prepared in response to discussions at a previous meeting.

(Steve) DEVELOPMENT REVIEW 96-23 - HOLLYWOOD VIDEO - The proposed
development of a 6,550 square foot retail video store on Pad One of the Foothill
Marketplace shopping center, a acre parcel located at the southwest corner of Foothill
Boulevard and Etiwanda Avenue - APN: 229-031-27.
PROJECT REVIEW ITEMS
This is the time and place for the Committee to discuss and provide direction to an applicant
regarding their development application. The following items do not legally require any public
testimony, although the Committee may open the meeting for public input.

MIMIS/WOHL RANCHO PARTNERS - A request to construct a 6,450 square foot
restaurant on 2.41 acres of land located on the southeast corner of Foothill Boulevard
and Spruce Avenue in the Industrial Park District (Subarea 7) of the Industrial Area
Specific Plan - APN: 208-351-62. Related File: Preliminary Application Review
96-03.

PUBLIC COMMENTS
This is the time and place for the general public to address the Committee. State law prohibits the
Committee from addressing any issue not previously included on the Agenda. The Committee may
receive testimony and set the matter for a subsequent meeting. Comments are limited to five
minutes per individual.

Design Review Committee Action:

The Committee (Macias, McNiel, Fong) reviewed the revised architectural and site plan design and
recommended approval subject to the following conditions:
I. The existing Activity Center improvements should be enhanced by introducing a double row
of Crape Myrtle trees along the Foothill Boulevard frontage. It will be necessary to move
the building an additional 5 feet southerly to provide a walking area of sufficient width. The
new trees should be of similar size and of the same species to those existing.
2. The private sidewalk leading from the Activity Center to the main entrance of the building
should be widened and enhanced through the use of the same special brick pavers that area
used within the Activity Center.
3. An asphalt curb should be provided along the western edge of the new parking lot area.
4. Bicycle racks should be provided near the main entrance to the building.
5. All new and existing mechanical equipment(signal boxes, irrigation devices, etc.) should be
screened from view through the use of shrub hedges.
6. Additional special paving areas should be provided around the perimeter of the building, to
the satisfaction of the City Planner.
7. The drive-up night-drop box should be moved to be itegrated into the building well near the
main entrance.

ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 96-17 - MIMIS/WOHL
RANCHO PARTNERS - A request to construct a 6,450 square foot restaurant on 2.41 acres of land
located on the southeast comer of Foothill Boulevard and Spruce Avenue in the Industrial Park
District (Subarea 7) of the Industrial Area Specific Plan - APN: 208-352-62. Related File:

Design Parameters:
The entire block has been approved for Community Commercial development which serves as an
extension of the Haven/Foothill activity center. The proposed project is permitted in Subarea 7
under the Industrial Park definition and will precede completion of the Master Plan. The Master
Plan is a pre-requisite for development of the remaining block under the Community Commercial
designation. A Master Plan is under development (Preliminary Application Review 96-03) and the
proposed project is planned to be compatible with future development and with the adjoining hotel.
Background. On August 6, 1996, the Design Review Committee (Barker, McNiel, Fong) reviewed
the subject application and requested that the Site Plan be revised and returned to the Committee for
review of the pedestrian pathway.
The revised site provides the service vehicle parking space and revised pedestrian pathway to the
hotel site. The general alignment of the pathway is improved, but is still weak.
Staff Recommendation:
Staff recommends that pedestrian amenities including benches and additional decorative lighting be
added to strengthen the pathway. Further, the hotel must consent to work on their site.

Approval of the application is recommended to the Planning Commission with the condition that a
satisfactory pedestrian pathway with amenities be provided between the restaurant and the hotel. The
following concepts should be incorporated into the Site Plan and provisions incorporated into
conditions of approval.
1. Align the drive entrance to Mimis with the drive entrance to the hotel and revise the Site Plan
accordingly.

2. The pedestrian pathway should extend from Foothill Boulevard to the hotel entrance in as near
a straight line as possible and be marked by textured pavement.
3. Benches, landscaping, and lights shall be provided.
4. Textured pavement shall mark the intersection of the drive aisle with the hotel-Mimis entries.
5. The applicant shall pay for improvements on the hotel property at the southwest comer of the
intersection of the drive aisle and the hotel drive entrance. Improvements on hotel property
subject to approval by hotel owner. Improvement of the pedestrian path continuing south to
the hotel entrance is desirable and recommended but should be paid for by the hotel and
coordinated with aforementioned improvements.
