The following items are expected to be routine and non-controversial. Typically they are items such as
plan revisions prepared in response to discussions at a previous meeting.

PROJECT REVIEW ITEMS
This is the time and place for the Committee to discuss and provide direction to an applicant regarding
their development application. The following items do not legally require any public testimony, although
the Committee may open the meeting for public input.

(Brent) ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 14534 -
WILLIAM LYON HOMES - The design review of detailed site plan and elevations
for a proposed 121 home subdivision on 23 acres of land in the Low-Medium
Residential designation of the Victoria Community Plan located at the southeast comer
of Victoria Park Lane and Rochester Avenue - APN: 227-091-31.
PUBLIC COMMENTS
This is the time and place for the general public to address the Committee. State law prohibits the
Committee from addressing any issue not previously included on the Agenda. The Committee may
receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per
individual.

ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 14534-WILLIAM LYON HOMES -
The design review of detailed site plan and elevations for a proposed 121 home subdivision on 2'3 acres
of land in the Low-Medium Residential designation of the Victoria Community Plan located at the
southeast comer of Victoria Park Lane and Rochester Avenue -
APN: 227-091-31.
Design Parameters:
The 23-acre site is surrounded to the north by a flood control basin (Day Creek), to the south by an
abandoned lumber yard, to the east by Edison right-of-way and the Day Creek Channel, to the northwest
by Rancho Cucamonga High school, and to the west by single family homes. Victoria Park Lane will be
improved along the northern frontage of the site and access to project will be taken off VPL to the north _
and Rochester Avenue to the west. Two landscaped pedestrian"paseos" are proposed to connect internal
public streets with Victoria Park Lane and there is provision for future access to eventual regional trail
within Edison/Day Creek right-of-way. Three floor plans are proposed ranging in size from 1,'333 square
feet to 1,811 square feet, each with three elevation styles. All corner lots were plotted with one-story
homes, except for Lot 43. The average lot size is proposed to be 6,420 square feet. The homes will have
almost 6-foot deep porches/courtyards adjacent to the front door. Forty of the 121 lots (33 percent) will
be recreational vehicle accessible, consistent with the Victoria Community Plan.
Staff Comments: The following comments are intended to provide an outline for Committee discussion.
Major Issues: The following broad design issues will be the focus of Committee discussion regarding
this project:
1. Provide 360 degree architectural treatment by repeating details found on front elevations on sides
and rear.
Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee
will discuss the following secondary design issues:
1. Provide minimum 1-foot offset in connecting walls between homes. Wall color changes from lot
to lot should occur at interior comer of offset.
2. Change precision block wall along east boundary of site to tan slump block consistent with
established theme in Victoria and to match other walls within this tract.
Policv Issues: The following items are a matter of Planning Commission policy and should be
incorporated into the project design without discussion:
1. Relocate the home on Lot 15 to respect the minimum 15-foot rear yard setback.
2. Provide tan slump block walls in all corner side yards.
Staff Recommendation:
Staff recommends approval subject to revised plans being submitted prior to Planning Commission.

Design Review Committee Action:
The Committee recommended that the project be redesigned to incorporate the following changes and
be brought back before the Committee prior to the Planning Commission Public Hearing:
1. Provide 360-degree architectural treatment by providing more pronounced pop-out elements.more
detail on rear and side elevations, and by wrapping front porches around to side elevations.
2. All connecting walls and comer side yard walls shall be stucco-covered.
3. Provide a minimum 1-foot offset in connecting walls between homes. Wall color changes from
lot to lot should occur at interior comer of offset.
4. Provide slump stone block (as opposed to smooth face precision block) on north and south ends
of the wall along the east boundary of the project. Slump stone should extend approximately one
lot width or 60 feet along east wall from north and south ends.
5. Provide vine pockets along base of south and east boundary line walls and specify vine planting
in pockets to climb both sides of these walls.
6. Provide minimum 3-foot to 4-foot variation in home front setbacks.
7. Staff to research possibility of using landscape easements to preclude future homeowners from
expanding flat pad area out over corner side yard slopes.
