RECOMMENDATION:
Staff' reconmmnds that tile Citv Cotmcil approve the plans and specifications for tile Modification of
Traffic Signals and Intersectloft Lighting at Carnelian Street and Iqh Street (SR 30), and approve the
attached resolution authorizing the City Clerk to advertise the "Notice hwiting Bids".
BACKGROUND/ANALYSIS:
TIle project will provide north and southbound left turn phases as well as upgrade tile intersection
lighting and illuminated street name signs. The project will be fimded from Transportation Systems
Development fimds (Account No. 22-4637-9811). Staff has determined that the project is
Categorically Exempt per Article l9, Section 15301(c) of the CEQA guidelines and has been so filed
with the San Bemardino County Recorder.
TIle project plans and specifications have been completed by staff and approved by tile City Engineer
and are in final review by Caltrans prior to issuance of their permit for the work. The Engineer's
estimate for construction is $57,200 including a 10% contingency. Legal advertising is tentatively
scheduled for January 25 and February I, 2000 pending receipt of the Caltrans permit, with a bid
opening at 2:00 p.m. oll Tuesday, February 15, 2000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA APPROVING PLANS AND
SPECIFICATIONS FOR THE MODIFICATION OF TRAFFIC
SIGNALS AND INTERSECTION LIGHTING AT CARNELIAN
STREET AND 19TH STREET (SR 30) IN SAID CITY AND
AUTHORIZING AND DIRECTING THE CITY CLERK TO
ADVERTISE TO RECEIVE BIDS
WHEREAS, it is the intention of the City of Rancho Cucamonga to construct
certain improvements in the City of Rancho Cucamonga.
WHEREAS, tile City of Rancho Cucamonga has prepared plans and
specifications for the construction of certain improvements.
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented
by the City of Rancho Cucamonga be and are hereby approved as the plans and specifications for
"MODIFICATION OF TRAFFIC SIGNALS AND INTERSECTION LIGHTING AT
CARNELIAN STREET AND 19TH STREET (SR 30)"
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for doing the work
specified in the af6resaid plans and specifications, which said advertisement shall be
substantially in the following words and figures, to wit:

PREVAILING WAGE: Notice is hereby given that in accordance with the provisions of
California Labor Code, Division 2, Part 7, Chapter 1, Articles 1 and 2, the Contractor is required
to pay not less than the general prevailing rate of per diem wages for work of a similar character
in the locality in which the public work is performed, and not less than the general prevailing rate
of per diem wages fo~ holiday and overtime work. In that regard, the Director of the Department
of Industrial Relations of the State of California is required to and has determined such general
prevailing rates of per diem wages. Copies of such prevailing rates of per diem wages are on file
in the office of the City Clerk of the City of Rancho Cucamonga, 10500 Civic Center Drive,
Rancho Cucamonga, California, and are available to any interested party on request. The
Contracting Agency also shall cause a copy of such determinations to be posted at the job site.

Purstmnt to provisions of Labor Code Section 1775, the Contractor shall forfeit, as penalty to the
City of Rancho Cucamonga, not more than fifty dollars ($50.00) for each laborer, workman, or
mechanic employed for each calendar day or portion thereof, if such laborer, workman or
mechanic is paid less than the general prevailing rate of wages herein before stipulated for any
work done under the attached contract, by him or by any subcontractor under him, in violation of
the provisions of said Labor Code.
Attention is directed to the provisions in Sections 1777.5 and 1777.6 of the Labor Code
concerning the employment of apprentices by the Contractor or any subcontractor under him.
Section 1777.5, as amended, requires the Contractor or subcontractor employing tradesmen in
any apprenticable occupation to apply to the joint apprenticeship committee nearest the site of
the public work's project and which administers the apprenticeship program in that trade for a
certificate of approval. The certificate will also fix the ratio of apprentices to journeymen that
will be used in the performance of the contract. The ratio of apprentices to journeymen in such
cases shall not be less than one to five except:
When unemployment in the area of coverage by the joint apprenticeship committee
has exceeded an average of 15 percent in the 90 days prior to the request of
certificate, or
B. When the number of apprentices in training in the area exceeds a ratio of one to five,
or
C. When tbe trade can show'that it is replacing at least 1/30 of its membership through
apprenticeship training on an annual basis statewide or locally, or
When the Contractor provides evidence that he employs registered apprentices on all
of his contracts on an annual average of not less than one apprentice to eight
journeymen.
The Contractor is required to make contributions to funds established for the administration of
apprenticeship programs if he employs registered apprentices or journeymen in any
apprenticable trade on such contracts and if other Contractors on the public works site are
making such contributions.
The Contractor and subcontractor under him shall comply with the requirements of Sections
1777.5 and 1777.6 in the employment of apprentices.
Information relative to apprenticeship standards, wage schedules, and other requirements may be
obtained from the Director of Industrial Relations, ex-officio the Administrator of
Apprenticeship, San Francisco, California, or from the Division of Apprenticeship Standards and
its branch offices.
Eight (8) hours of labor shall constitute a legal day's work for all workmen employed in the
execution of this contract and the Contractor and any subcontractor under him shall comply with
and be governed by the laws of the State of California having to do with ~vorking hours as set
forth in Division 2, Part 7, Chapter 1, Article 3 of the Labor Code of the State of California as
amended.
The Contractor shall forfeit, as a penalty to the City of Rancho Cucamonga, twenty-five dollars
($25.00) for each laborer, workman, or mechanic employed in the execution of the contract, by
him or any subcontractor under him, upon any of the work herein before mentioned, for each

calendar day during which said laborer, workman, or mechanic is required or permitted to labor
more than eight (8) hours in violation of said Labor Code.
Contractor agrees to pay travel and subsistence ay to each workman needed to execute the work

c~lective Cargaining agreement filed in accordance with Labor Code Section 17773.8.
The bidder must submit with his roposal, cash, cashier's check, certified check, or bidder's
bond, payable to the City of Ranc~ least 10% of the

The amount of the bond to be given to secure a faithful performance of the contract for said work
shall be 100% of the contract flee thereof, and an additional bond in an amount equal to 100%
of the contract price for sai~work shall be given to secure the payment of claims for any
materials or supplies furnished for the performance of the work contracted to be done by the
Contractor, work or labor of any kind done thereon, and the Contractor will also be

with the provisions of the Contractor's License Law (Califomia Business and Professions Code,
Section 7000 et. seq.) and rules and regulation adopted pursuant thereto.
The Contractor, pursuant to the "Califomia Business and Professions Code," Section 7028.15,
shall indicate his or her State License Number on the bid, together with the expiration date, and
be signed by the Contractor declaring, under penalty of perjury, that the information being
provided is tree and correct.
The work is to be done in accordance with the profiles, lans, and specifications of the City of
Rancho Cucamon a on file in the Office of the City Cler~ at 10500 Civic Center Drive, Rancho
Cucamonga, Cali~oruia. Copies of the plans and specifications, available at the office of the City
Engineer, will be furnished upon application to the City of Rancho Cucamonga, and payment of
$35.00 (THIRTY-FIVE DOLLARS), said $35.00 (THIRTY-FIVE DOLLARS) is non-
refundable. Upon written request by the bidder, copies of the plans and specifications will be
mailed when said request is accompanied by payment stipulated above, together with an

RE~DATION:
It is recommended that the City Council approve the attached request from the
California Association of School Transportation Officials (CASTO) to conduct a School
Bus Roadeo on March 24 & 25, 2000, at the Epicenter Expanded Parking Lot.
BACKGROUND/ANALYSIS:
CASTO, Chapter I is a non-profit organization that has used the Rancho Cucamonga
Epicenter Expanded Parking Lot for the past three years to conduct its local Roadeo in
preparation for the State Championship Roadeo sponsored by the State Department of
Education. The statewide event normally occurs in late April, early May each year.
CASTO, Chapter I consists of school transportation directors, mechanics, driver
instructors and school bus drivers from the San Bernardino and Riverside Counties.
The purpose of the local Roadeo is to provide participants with an opportunity to
practice their school bus driving and maneuvering skills. There normally are between
75-80 school bus drivers who participate in the Roadeo. The course for the Roadeo is

set up on the evening of March 24 . The Roadeo will be a morning to mid-afternoon
event, ending at approximately 3:00 p.m. on the afternoon of March 25, 2000.
Staff recommends that the City Council approve this request based upon the following
criteria: the historical association between this activity and the City of Rancho

CASTO is requesting that the City Council waive the base rental of $3,000. In years
past there has been no maintenance costs associated with this event. It is anticipated
that there would be no maintenance expenses again this year. CASTO would be
required to provide comprehensive public liability insurance coverage in the amount of
$1 million dollars for the event.

Believe it or not, it is once again time to develop our Chapter One C.A.S.T.O.
calendar i~or the 1999-2000 year. We had our first chapter board meeting on Tuesday,
September 14. In planning our calendar for the coming year, we must take into
consideration all functions being held by other chapters throughout California, as well as
what the State Board has planned. In doing so, we find that the State conference will be
held March 15 through March 17. In addition, our chapter president has several personal
commitments the first two weeks of April. Our Southern State Roadeo will be held April
29. Therefore, the date we have selected for our chapter roadeo is Saturday, March 25.
Once again, we are asking the City of Rancho Cucamonga to allow us the use of
the extended parking lot at the Epicenter. Also, as in the past, we are asking that the use
fee be waived, as we are a non-profit organization, and we certainly make no profit from
this event. This year, I have taken the necessary steps to see that you receive all the
required insurance forms well before the date of our event.
We hope that the date selected will in no way conflict with any city function. If
that is the case, we need to know as soon as possible, so another date can be chosen.
As I have for the past several years, I look for~vard to working with you again to
bring a successful roadeo competition to all those school bus drivers who strive to be the
best they can.

Designation within the Terra Vista Community Plan. The construction of the 5-acre park site is one of the
conditions of the map approval.
The Developer, Kaufman and Broad, has requested the vacation of an excess street right-of-way for park
related use.
On December 22, 1999, the Planning Commission made a finding that the vacation conforms to the General
Plan.

Subarea 7 (industrial Park), of the Industrial Area Specific Plan, was approved by the
Planning Commission on May 26, 1999, for the development of a home improvement
store and two future restaurant pads on 17.17 acres.
The Developer, Catellus Development Corporation, is submitting an agreement and
security to guarantee the construction of the off-site improvements in the following

RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution releasing the Real
Property Agreement and Lien Agreement and authorizing the Mayor to sign said releases and
the City Clerk to attest and present same to the County Recorder to be filed for record.
BACKGROUND/ANALYSIS
The Real Property Improvement Contract and Lien Agreement was approved by City Council on
the 5th day of July, 1985, and recorded on July 23, 1985, as Instrument No. 85-176489 in the
office of the County Recorder, San Bernardino County, California. The Agreement was to
insure the demolition and removal of structures encroaching across the parcel lines between
Parcel 1 and Parcel 2 of Parcel Map 8815, and perform such grading or construct such drainage
structures to prevent drainage from Parcel 1 onto Parcel 2, at no cost to the City. The
structures were an old storage house and some chicken houses. The property owner at the
time requested the City not to require removal of these encroachment structures until after the
close of escrow of Parcel 2. Parcel 2 has subsequently been developed, and the structures
were removed, thereby eliminating the need for the Real Property Improvement and Lien
Agreement.

which lie over or across the western and southern boundaries of Parcel

of the undersigned. Removal of the encroaching structures will be

undersigned fail to remove the encroaching improvements or do the drainage
work as is promised in this Agreement, and the City is required, com-
pelled or determines that it is in the best interest of the City and its
citizens to cause the removal of such encroachments or do such work, the
undersigned hereby agree that they will reimburse the City for any and all
expenses incurred by the City in the removal of the encroachin~ structures
or doing such work. Such reimbursement will include but not be limited
to the City's expenses in removing and demolition of the structures,
cartage of material, capping utilities, labor and material in connection
therewith, administrative, legal, insurance and other related, incidental
expenses and any other expense which the City may incur in connection
therewith. The obligation of the undersigned to reimburse the City shall
run with Parcel 1 of Parcel Map No. 8815, and shall be a lien against
said real property until the City has been repaid in full. ~y amounts
owing to the City shall be payable on demand by the City and shall there-
after bear interest at the rate of twelve percent (12%) per annum until
the City has been reimbursed in full. In the event that the City is com-
pelled to institute legal or other action to collect any amounts owing
under the terms of this Agreement, the City shall be entitled to
' recover, in addition to any other expenses and monies owed to it, the
reasonable cost cf its legal and investigative expenses and court costs.
-4. 'Right of Access. AS an agreement which ru'ns with
Parcels 1 and 2, in the event that the City is compelled to perform ~
the work described in this Agreement because of the failure or refusal
of the undersigned to cause such removal and demolition, the under-
signed hereby agree that the City or the City's agents, employees,
sub-contractors or representatives may enter and cross Parcel 1 and
Parcel 2 of Parcel ~p No. 8815 to make such removal, demolition,
or other actions as may be necessary or proper in connection with
.the rights granted to the City hereunder. Entrance by the City onto
· Parcel 1 or Parcel 2 shall not require the consent of the undersigned
or their successors and assigns, who need not be present and nesd
· not authorize'an entry onto the described property to pem3it the
City or its representatives to enter thereon. The City's right of
entry shall not be deemed to impose upon the..City the obligation,
'responsibility or liability for the care, supervision or repair of

of their entry upon the property or bringing materialS, tools and equip-
ment thereon. The City shall have the right for itself, its agents,
representatives, employees and sub-contractors to use such right of
entry at any time for any purpose connected with this Agreement.
5. Binding Effect. The provisions and promises of this
Agreement shall bind the parties hereto, their heirs, successors and
assigns and shall ]run with the ownership of, and burden and benefit,
respectively, Parcels 1 and 2 of Parcel Map No. 8815.
6. Release. When the demolition of the structures encroaching
· over the property lines between Parcels 1 and 2 has been completed and

RECOMMENDATION:
Staff recommends entering into a two-year agreement to provide Rancho Cucamonga High
School the Epicenter Stadium for high school graduation in the years 2001 and 2002. In
exchange, the City will receive the usage of the Rancho Cucamonga High School's
gymnasium for its City Youth Basketball Program in 2001 and 2002.
BACKGROUND/ANALYSIS:
Rancho Cucamonga High School has requested that the City once again consider an
addendum to their Epicenter Rental Contract to allow its 2001 and 2002 graduation classes
to conduct their commencement ceremonies at the Epicenter Stadium, A similar
agreement has been in place since 1996.
In exchange for the stadium's base rental fee of $2,000, the City would continue to be
allowed use of the high school's gymnasium for its Youth Basketball Program. The City's
basketball program has continually grown over the past several years. The participant
levels have exceeded Community Services ability to provide in-door game space, which in
the past has resulted in games played outside or indoors on Sundays, which has not been
popular with parents.

ADDENDUM TO THE TERMS AND CONDITIONS
OF PERMIT USE OF THE EPICENTER STADIUM
The terms and conditions of permit for facility use of the Epicenter are hereby modified to
incorporate the following provisions between the City of Rancho Cucamonga and the Rancho
Cucamonga High School (RCHS):
Rancho Cucamonga High School shall be permitted to rent the Epicenter Stadium for its
2001 and 2002 senior graduation. The City and RCHS will coordinate and develop a
graduation event plan to insure a successful commencement program and to mitigate any
problems related to public safety and crowd control and potential damage to the Epicenter
Stadium Complex.
The rental payment for RCHS's one day use of the Epicenter Stadium in 2001 and 2002
shall be exchanged for the City's use of the RCHS full gymnasium space for seven (7) to ten
(10) Saturdays between January and March of 2001 (January 6, 13, 20, 27; February 3, 10,
17, 24; and March 3 and 10) and 2002 (January 5, 12, 19, 26; February 2, 9, 16, 23; and
March 2 and 9) from 11:30 a.m. until 10:00 p.m. The City and RCHS will coordinate a
procedure to insure a successful youth basketball program and to mitigate any problems
related to safety, crowd control, vandalism and damage to the RCHS gymnasium.

If ten (10) Saturdays cannot be provided by the end of the basketball program (2001
- March 10th; 2002 - March 9t~ ) the City will have the option of using additional
Saturdays through March 2001/2002 to extend its season. The City may or may not
utilize this option. Due to the basketball season time constraints, the City requires
the use of seven (7) to ten (10) Saturdays prior to March 10, 2001/March 9, 2002.
(b)
The exchange applies to rental fees only and does not include other facility use costs
such as staffing.
A meeting of the City and RCHS staff will be held no later than the first week of October to
review the school's calendar and confirm the City's gymnasium program usage. Facility
conflicts will be resolved by City and RCHS personnel.
The rental date of Epicenter Stadium for the RCHS graduation ceremonies shall be
coordinated with Valley Baseball Club, Inc. and the Quakes baseball season home
schedule.

BACKGROUND/ANALYSIS:
The City of Rancho Cucamonga has a unique opportunity to install Fibre Optics Conduit to
Fire Station #2 and the City Library with the current contractor for Foothill Blvd. Median
Project Phase I. The Contractor, Terra-Cal Construction, Inc. received the contract from
Caltrans for installing the median island for the section of Foothill Boulevard between
Archibald Avenue and Hellman Avenue. This contract gives the City of Rancho
Cucamonga an opportunity with a substantial cost and time savings to extend the fibre
optics from Foothill Boulevard to the City's Fire Station and Library.
The City of Rancho Cucamonga currently has fibre optics conduit installed in Foothill
Boulevard between Hermosa Avenue and Vineyard Avenue. Phase II of the Foothill
Boulevard Median, currently in bid process, will extend the fibre optics between Hermosa

PAWN SHOPS, AND MAKING FINDINGS IN SUPPORTTHEREOF
A. RECITALS.
1. On December8,1999, thePlanningCommissionoftheCityofRanchoCucamongaconducted
a duly-noticed public hearing with respect to the above-referenced Development Code
Amendment and, following the conclusion thereof, adopted its Resolution No. 99-115,
recommending that the City Council of the City of Rancho Cucamonga adopt said amendment.
2. On January 5, 2000, the City Council of the City of Rancho Cucamonga conducted and
concluded a duly-noticed public hearing concerning the subject amendment to the Development
Code.
3. All legal prerequisites prior to the adoption of this Ordinance have occurred.
B. ORDINANCE.
The City Council of the City of Rancho Cucamonga does hereby ordain as follows:

This City Council hereby finds and determines that the
subject amendment identified in this Ordinance is exempt
from the requirements of the California Environmental
Quality Act of 1970, as amended, and the Guidelines
promulgated thereunder, pursuant to Section 15061 (b)(3) of
Chapter 3 of Division 6 of Title 14 of the California Code of
Regulations.

consignment; and (3) merchandise requires no cleaning, repair, assembly, or

Second-hand Store - A retail store or resaler offering used clothes, furniture, household

CELEBRATION AND FIREWORKS SHOW AT CHAFFEY COLLEGE.
RECOMMENDATION:
Staff recommends that the City Council approve the Agreement with Pyro Spectaculars
Inc., a licensed pyrotechnic operator, to conduct a professional aerial and ground fireworks
display for a July 4th Fireworks Community Event, and appropriate $19,700 for event
expenses to be offset by $15,000 in revenue.
BACKGROUND/ANALYSIS:
a number of residents had contacted Council members and staff last year expressing a
need for reinstituting a community fireworks show. Community Services staff are
recommending such an event for this July 4, 2000, at the Chaffey College stadium.
Chaffey College has agreed to help sponsor the event by providing the College stadium

home game.)
This show promises to be an enjoyable and professional event for families and residents of
all ages. The show will include a professional musical group to perform before and after
the fireworks show and an excellent aerial and ground display of fireworks conducted by
Pyro Spectaculars, one of the more prominent pyrotechnic operators in the United States.
Pyro Spectaculars provides a show that is a production of a pyre-musical that is a themed
and narrated choreographed display of aerial and ground display of fireworks. Community
Services staff will also be working closely with the Rancho Cucamonga Police Department,
who will be providing traffic control and event security and the Fire Department to insure
that all necessary fire safety measures are addressed.

FISCAL IMPACT:
Total expenses of $19,700 ($15,000-13 fund; $4,700-01 fund) include fireworks, event
materials, marketing, and a local musical entertainment group. Projected revenue
($15,000-13 fund) is based upon $13,800 in ticket sales ($3/children, $5/adults) and $1,200
(20% of gross sales) from food concessions. An overall subsidy of $4,700 will be required
from the 01 fund.

2) PYRO agrees to furnish PURCHASER, in accordance with the terms and conditions hereinafier set forth, I fireworks display
as per Program A , submitted, accepted and made part hereof, including the son, ices of a licensed pyrotechnic operator to take
charge of and, along with sufficient helpers, safely discharge the display.
The said display is scheduled to be performed on Jnly 4 , 2000 at
Chaffer CoileRe Stadium, Rancho Cucamonga
3) PURCHASER, at its own expense, agrees to provide to PYRO:
A) A suitable DISPLAY Sl i'P_. in which to stage the firework display, including a firing and fallout zone reasonably acceptable to
PYRO in which the fireworks and firework debris may be exhibited, riso and fall safely. B) Adequate policing, guard protection,
roping, fencing and/or other crowd control measures to prevent the access of the public or its property or any other people or property
not authorized by PYRO into the DISPLAY SH'P_:,. C) The sen, ices and cost of standby firemen and/or any applicable permit fees as
required by state and local statutes, ordinances or regulations. D) Access by PYRO, at all times, to the DISPLAY SITE to sot up the
display. If PURCHASER fails to fully comply with requirements A. B, C and/or D sot forth above, PYRO shall have no obligation to
perform and PURCHASER agrees to pay to PYRO the entire contract price plus any additional expenses incurred becauso of said
failure. If, in its sole discretion, PURCHASER designates an area for members of the public to view the Display ("Spectator Area")
and/or an area for vehicular parking C'Parking Area"), the PURCHASER shall: E) Ensure that the Spectator Area does not infringe on
the Display Area; F') Have sole responsibility for ensuring that the terrain of the Spectator Area and any structures thereon, including,
but not limited to grandstands and bleachers are safe for use by spectators; G) have sole responsibility for ensuring that the Parking
Area is safe for use; H) Have sole responsibility to police, monitor and appropriately control spectator access to the Spectator Area and
the Parking Area and police, monitor and appropriately control the behavior of persons in these areas. It is expressly agreed that
PYRO, (including its operators and helpers) shall not inspect. police. monitor or othetwiso supervise any area of the site other than the
Display Area, except to ensure: I) That any Spectator or Parking Areas are outside the Display Area; and J) After completion of the
Display, that the Display Area is cleared of any live firework debris originating from the program.
4) PURCHASER shall pay to PYRO the sum of TWELVE THOUSAND Dollars
C$ 12.000.00 ). Adeposilof¶ 3.000.00 must be paid by AOril4 .2000. Full fiual payment is due the ~rst
regular business day after the date sot for the display. A finance charge at a periodic rate of 1.5% per month, 18% annual percentage
rate, or the maximum rate permitted by law, whichever is less, will be charged on the unpaid balance after 10 days from the date of the
display. PURCHASER, by signing this agreement, authorizes PYRO to receive and verify financial information concerning PUP,-
CHASER from any person or entity.
5) PURCHASER agrees to assume the risk of~veather, or other causes beyond PYRO's control, which may prevent the display from
being safely discharged on the scheduled date, which may causo the cancellation of any event for which PURCHASER has purchased
the display, or which may affect or damage such pertion of the exhibits as must be placed and exposed a necessa~ time before the
display. ~tsha~~bewithinPYR~~ssolediscreti~nt~de~erminewhether~rn~tthedisp~aymaybesafe~ydischarged~nthescheduled
date and at the scheduled time. If, for any reason beyond PYRO's control, including, without limitation, inclement ,.,,~eathe~ PYRO is
unable to safely discharge the display on the scheduled date or should an)' event for which PURCHASER has purchased the display be
cancelled. the parties shall attempt Io negotiate a new display date, which shall be within 60 days of the original display date.
PURCHA~ERfunheragrees~~payPYR~f~ranyadditi~na~expenscsmadenecessarybythisp~stponement. Iflhey are unable to
agree on a new display date, PYRO shall be entitled to liquidated damages from PURCHASER as if PURCHASER had cancelled the
display on the date set for the display, as provided in the following paragraph.
6) PURCHASER shall have the option to unilaterally cancel this display prior to the date of the display. ffPURCHASER exercises
this option, PURCHASER agrees to pay to PYRO, as liquidated damages, the following percentages of the agreed contract price. 1 )
25% if cancellation three (3) or more days prior to the scheduled day of the display, 2) 50% ifcancollation occurs within two (2) days
of the actual date sot for the display, 3) 75% ffcancellation occurs on the dale set for the display but prior to the time physical set-up
of the display actually begins, 4) 100% thereafter. ffeancellation occurs prior to the date set for the display, PURCHASER agrees to
pay PYRO in addition to the above percentages, the value associated with any specific custom work performed by PYRO or its agents
including but not limited to mnsic/uarmtion tape production and/or sponsors logos.

7) In the event PURCHASER cancels the display, it will be impractical or extremely difficult to fix the actual amount of PYRO's
damages. The foregoing represents a reasonable estimate of the damages PYRO will suffer ffPURCHASER cancels the display.
8) PYRO reserves the ownership rights and trade names that are used in or are a product of the pyrotechnic display to be performed
herein. Any reproduction by sound, video or other duplication or recording process without the express written permission of PYRO is
prohibited.
9) PYRO agrees to furnish insurance coverage in connection with the Display only, ~'or the following risks and amounts: bodily injury
and property damage, including products liability ONE MILLION DOLLARS ($1,000,000) combined single limits. Such insurance
shall include PURCHASER as an additional insured regarding claims made against PURCHASER for bodily injury or property
damage arising from the operations of PYRO in performing the Display provided for in this Agreement. Such insurance afforded by
PYRO shall not include claims made against PURCHASER for bodily injury or properly damage arising from A) Failure of
PURCHASER, including through or by its employees, agents and/or independent contractors, to perform its obligations under this
agreement, including, without limitation, those contained in Paragraph 3 of this Agreement; B) Failure of the PURCHASER to provide
discretionary Spectator and Parking Areas refen'ed to in Paragraph 3 of this Agreement. PURCHASER shall indemnify and hold
PYRO harmless from all claims and suits made against PYRO for bodily injury or property damage arising from A) and B) of this
Paragraph.
10) ffany legal action is brought to enforce or interpret the terms or provisions of this Agreement, the prevailing party shall be entitled
to reasonable attorney fees and costs in addition to any other relief to which they may be entitled.
11 ) In the event PYRO breaches this agreement, or is otherwise negligent in performing the firework display provided for herein,
PURCHASER shall. under no circumstances, be entitled to recover monetary damages from PYRO beyond the amount PURCHASER
agreed to pay PYRO under this Agreement. PURCHASER shall not, under any circumstances, be entitled to recover any
consequential damages from PYRO including, without limitation, for loss of income, business or profits. Nothing in thi~ paragraph
shall be cunstrned as a modification or limitation on the insurance coverages afforded to Paragraph 9 above.
12) It is agreed, nothing in this Agreement or in PYRO's performance of the display provided for herein, shall be construed as forming
a partnership or joint venture between PURCHASER and PYRO. The parties hereto shall be severally responsible for their own
separate debts and obligations and neither party shall be held responsible for any agreements or obligations not expressly provided for
herein.
13) This Agreement shall be governed and interpreted under the laws of the State of California. It is further agreed that the courts of
the State of California shall have exclusive jurisdiction to adjudicate any disputes arising out of this contract or performance of the

14) Any Notice to the parties permitted or required under this Agreement may be given by mailing such Not ce in the United States

PURCHASER -
15) All terms of this Agreement are in writing and may only be modified by written agreement of both parties hemto. Both parties
acknowledge they have received a copy of said written Agreement and agree to be bound by said terms of written Agreement only.
16) If there is more than one PURCHASER, the)' shall be jointly and severally responsible to perform PURCHASER's obligations
under this agreement. This Agreement shall become effective after it is executed and accepted by PURCHASER and after it is
executed by PYRO at PYRO's offices in Rialto, California. This Agreement may be executed in several counler parts. including faxed
copies, each one of which shall be deemed an original against the party executing same. This Agreement shall be binding upon the
parties hereto and upon their heirs, successors, executors, administrators and assigns. PURCHASER recognizes that because of the
nature of fireworks, an industry accepted level of 3% of the product used in any display may not function as designed and this level of
nonperformance is acceptable as full performance.

SUBJECT: UPDATE ON CENSUS 2000 ACTIVITIES
The purpose of this report is to provide an update of the various activities the City, through its
Complete Count Committee, has performed to ensure an accurate count in The Census 2000.
In the 1990 Census, the City of Rancho Cucamonga was undercounted by 14,000 residents. The
undercount represented a loss of approximately 8.9 million dollars for housing programs and grants.
For this reason, the City of Rancho Cucamonga formed the Census 2000 Complete Count
Committee ("Committee"). The main goal of the Committee is to raise awareness in the community
about the importance of the Census 2000.
The Committee, since its creation in February 1999, has been holding regular meetings to become
familiar with the Census Bureau outreach activities. To thatend the Committee has met with many
representatives from the local and regional federal Census offices. The representatives have
included partnership and community specialists from the local office as well as the Regional
Director, Media and Government Specialist from the Census Bureau.
Some of the Committee's major milestones include the following:
ADOPTION OF THE 1999-2000 SCHEDULE OF EVENTS AND BUDGET. On March 17,
1999, the Complete Count Committee reviewed and adopted the schedule of events and
budget.
ADOPTION OF THE CITY OF RANCHO CUCAMONGA CITY COUNCIL CENSUS 2000
PROCLAMATION - On July 7, 1999, The City Council, with the recommendation of the
Committee, adopted a proclamation resolution to establish a partnership with the United States
Census Bureau. The City agreed to be one of the 39,000 government entities in partnership
with the U.S. Census Bureau.

CENSUS 2000 PRESS CONFERENCE - On July 23, the Complete Count Committee held a
press conference to inform the community and the surrounding cities of what the City of Rancho
Cucamonga is doing to ensure an accurate count for The Census 2000.
CENSUS 2000 SCHOOL POSTER CAMPAIGN -The Committee in conjunction with the school
districts organized a citywide contest for students from Kindergarten through the 12th grade to
design an original Census 2000 poster. The City Council adopted the poster as the City's
official logo (Rancho Cucamonga Make Yourself Count).
CENSUS 2000 LOGO PINS - City staff under the direction of the Committee made the school
poster into a logo pin. The logo pins have been distributed at City Hall, the Founders' Day
Parade, and at the local Census Office Open House in the City of Chino.
REQUEST OF STATE FUNDS VIA THE COUNTY OF SAN BERNARDINO - On December
22, 1999, City staff requested, via the County of San Bernardino, State funds to use for the
1999-2000 Schedule of Events. The County is the only agency that could request and disburse
state funds to local cities.
FACILITATING TESTING SITES FOR THE CENSUS BUREAU -The Community Development
Department is facilitating the use of a conference room in City Hall for approximately 2 months
by the US Census Bureau. The conference room is being used for testing of potential
enumerators that will be working in the Rancho Cucamonga area.
The latest Census 2000 activity was the attendance of Mayor Bill Alexander, Larry Henderson,
Principal Planner, and Salvador M. Salazar, Associate Planner at the local Census Office Open
House in the city of Chino on January 7, 2000.
As the opening remark for the press conference, the census office manager, Mr. Michael Canales,
indicated that the City of Rancho Cucamonga was severely undercounted in 1990. As a result of
the undercount, the City has taken a proactive approach to ensure an accurate count in The
Census 2000. Some of the elected officials present at the open house included:

Poster, and the Rancho Cucamonga "Make Yourself Count" logo pins were being displayed and
used as the examples of efforts a Complete Count Committee could perform.

RECOMMENDATION:
It is recommended that City Council approve the request from the Inland Empire
Philharmonic for a waiver of Epicenter rental fees and co-sponsor their free Memorial
weekend community concert to be held at the Epicenter Stadium on Saturday, May 27,
2000.
BACKGROUND:
Staff has received a request from the Inland Empire Philharmonic for a waiver of
Epicenter rental fees for a Memorial weekend free community concert to be held at the
Epicenter Stadium on Saturday, May 27, 2000. The proposed concert would feature a
salute to the armed forces and would spotlight a wide variety of patriotic music. Also
included in the program is a special piece entitled the Lincoln Portrait that would feature
a nationally known narrator, such as General Schwartzkopf or Charleston Heston.
The Philharmonic has received a commitment from Target Stores to provide $10,000 to
the City of Rancho Cucamonga to be used to underwrite the Memorial weekend
concert. In order to make this concert free to the community, the Philharmonic must
cover its costs for the concert. It is anticipated that the total costs to the Philharmonic
for the event would range between $17,500 and $20,000. The Philharmonic has
requested the support of the City through waiver of facility rental fees and associated
fees and charges. The Philharmonic has also requested that the City assist with
marketing for the event.

If approved, staff and representatives from the Philharmonic will plan that this event be
packaged and marketed with the City's Festival 2000 series planned for this
spring/summer at the Rancho Cucamonga Epicenter.
ANALYSIS:
In reviewing the request from the Inland Empire Philharmonic in relation to Resolution
Number 99-049, A Resolution of the City Council of the City of Rancho Cucamonga
Adopting Facility Rental Fee Waiver and City Service Charge Waiver Policies for the
Epicenter, staff finds that the request meets all of the criteria set forth in the Resolution.
These criteria include:
The requesting organization represents the Inland Empire.
· The requesting organization is a non-profit organization.
· The proposed event is a free activity and does not limit attendance on the basis of
any discriminatory criteria.
· The proposed event is not designed to induce membership into the organization or
financial support for the organization.
· The proposed event is intended to appeal to all residents of the City.
· The proposed event is not anticipated to cause significant damage to the facility, or
impair use of the facility in a significant manner.
· The proposed event provides benefit to a City program or service.
· The proposed event will promote the City on a regional or greater scale.
· The proposed event is intended to result in increased patronage to local businesses
or involve numerous community organizations.
· The proposed event will offer City residents a unique community activity.
· The proposed event will not conflict with similar events.
· The proposed event is not designed as a profit making activity.
Therefore, staff recommends that the City Council approve the request from the Inland
Empire Philharmonic for a free Memorial weekend community concert to be held at the
Rancho Cucamonga Epicenter Stadium on Saturday, May 27, 2000 and waive
associated fees and charges. Further staff recommends that the City Council direct
staff to work with the Inland Empire Philharmonic in the marketing of the event to ensure
its success.

Dear Kevin,
As we discussed on the phone, tbe Philharmonic has received a co~nmitment from Stan
Phelps, District Team Leader for Target to provide $10,000 to the City of Rancho
Cucamonga to be used to underwrite a Memorial Day (weekend?) concert.
We would love to see tbis concert held in the EpiCenter, and envision this being free to
encourage the largest possible audience. In order to make this concert flee, the
Philharmonic must cover its costs for the concert. I will be in a position to project total
costs in the next several days. However, based upon the instrumentation to begsed, the
range will be between $17,500 and $20,000. This fee would include all musicians, music,
and sound system. The only other costs would be those in connection with the facility and
a tent. As you know, the Philharmonic is a professional, union orchestra. By contrast, the
L.A. Philharmonic would cost $45,000 for the same event.
So that we can together give the gift of classical music to the entire community, we will
need your help in several ways. We are hopeful that the city will encourage local business
to become concert sponsors. Assuming that we can keep costs at $17,500, we would only
need three sponsors at the $2,500 level. If the timing is such that it will be dark by the
concert's conclusion, we may wish to consider fireworks - which would add to the cost,
but help provide a spectacular show.
I have enclosed a proposed program for your review. If we are able to finalize plans
shortly, I will begin finding a narrator for Lincoln Portrait that will be a huge draw and give
Rancho Cucamonga tremendous visibility. Realistic possibilities range from General
Schwartzkopf to Charleston Heston. We also discussed the possibility of the Army
providing howitzers for the finale of the 1812 Overture. Is this possible?

In accordance with the City Council's request to become more informed of park and recreation
facility issues, programs, projects and events this report is provided to highlight pertinent issues,
projects and programs occurring in both the Community Services Department and the Park
Design/Development and Maintenance Sections of Engineering.
A. PARKS AND FACILITIES UPDATE
Church Park:
· Rubber surfacing and sand were placed at the playground. It was re-opened during the
third week of the month.
· The Basketball court was resurfaced.
Coyote Canyon Park:
· The picnic tables were painted.
Vintage Park:
· The picnic tables were painted.

West Greenway Park:
· The picnic tables were painted.
· The iron tree grates were removed from the concrete area in front of the restroom.

· The picnic tables were painted.
City Yard:
· CCWD tested back flows for domestic and fire systems and confirmed that all systems were
operating properly.
Lions East Community Center:
· CCWD tested back flows for domestic and fire systems and confirmed that all systems were
operating properly.
Lions West Community Center:
· CCWD tested back flows for domestic and fire systems and confirmed that all systems were
operating properly.
Heritage Park Equestrian Center:
· The holding pen for horses was completed.
Rancho Cucamonga Senior Center:
· Installed an electronic bingo board in the Zinfandel Room.
RC Family Sports Center:
· Basketball court #2 was refinished.
Park Maintenance:
· The park monument signs at West Greenway, Milliken, Vintage and Windrows parks were
painted.
· City staff met with a representative from D&J Foothill Electric for a pre-construction meeting
on the Church Street Park Lighting Project.

A certified playground inspector performed quarterly inspections at the following sites:
Kenyon, EIlena, Hermosa, Etiwanda Creek, West Beryl, Bear Gulch, East Beryl, Coyote
Canyon, Vintage and Windrows Parks.
B. COMMUNITY SERVICES UPDATE
~niors:
The Senior Center hosted several festive parties over the holidays. Beginning with the
traditional holiday DartV on December 22, where the marvelous Evergreen vocalists began
the celebration with traditional Christmas favorites, followed by a reading from "A Christmas
Carol" by the Senior Actor's Prestigious Players.
The following week the celebration continued for 3 days, from December 28th through
December 30t~ with Millennium Parties. The parties of the century began with a
performance from the uplifting Rancho Cucamonga Senior Chorale and was followed the
next day with Broadway show tunes from the Carrs. The finale took place on December 30t"
with old-fashion vaudeville humor and music from the incredible Bakers. Of course
balloons, hats, music, noisemakers and refreshments go with the cheer. Between 125 and
150 seniors attended each celebration.
SuPer Bowl Party, Sunday, January 30u~ . Come join us at the Senior Center for Super Bowl
XXXIV. There is nothing more exciting than the biggest bowl game of the year and what
better way to enjoy it than with your friends, Punch and popcorn will be provided.
Valentine's Party, February 10b . Please join us for fun with cupid and his celebration of
Valentine's Day. This event is the perfect opportunity to express your love for friends and
family. The entertainment, games and door prizes will provide fun and excitement; you can
provide the love!
· After a much-needed holiday break all senior classes resumed in mid-January.
· The next meeting of the Senior Advisory Committee will be on Monday, January 24th, at 9:00
a.m.. The agenda for the January meeting has not been established as of this date.
· On January 6b , the new officers of the VIP Club were sworn in at a Senior Center
ceremony. This year's President is Wanda Turner.
· Facilities Maintenance crews recently install a large Bingo Display Board in the Zinfandel
Room.
The Senior Center is introducing free monthly Hospitality Dinners for those who are new to
the Center. The initial program is scheduled for Wednesday, January 19t". Seniors will
have the opportunity to learn all about the programs and services at the Center as well as
make new friends.
· The Presticlious Players, an actor's workshop for seniors will resume a 10-week class in
mid-January.

The weekly Senior Cinema features both Hollywood's latest releases and old favorite
classics. These videos are viewed on the Center's 52 inch "Big Screen" Television each
Wednesday at 12:30 p.m..
Human Services:
· The Arthritis Foundation will be sponsoring a free seven-week program on Fibromva ~ a at
the Senior Center beginning February 8t"-from 10-1:00 p.m..
T.O.P.S. (Take Off Pounds Sensibly) will be forming a weight loss program that will meet
each Wednesday evening at the Senior Center from 7-9:00 p.m. starting in January.
T.O.P.S. is a group that offers suggestions, advice and support for people with similar
weight issues.
The Senior Center has started a women's clroup to share advice and ideas, provide
opportunities to make friends and just have fun. The first meeting was held on Friday,
January 7t" , at 9:00 a.m..
The Doctor Is In - Dudng the month of January, Dr. Harvey D. Cohen, M. D. will present a
free lecture at the Senior Center on Tuesday, January 18t", at 12 noon. The topic is
Hircutism: Excess Hair will be discussed. Dr. Cohen will also present an evening lecture on
Wednesday, January 19t~ , at 7 p.m.. The topic of this presentation will be the Thyroid.
· Women's Wellness - Dr. Anita Kundi will provide a free Women's Wellness lecture on the
topic of Natural Vitamins at the Senior Center on Tuesday, January 25t" .
· Fitness of the A.cles - Heritage Hospital will be presenting a free lecture at the Senior Center
on Friday, January 28t" at 1 p.m.. The topic being discussed is Disease of the Eyes.
EIder Law Matters - Attorney Gregory A. Wood will present a free financial lecture at the
Senior Center on Friday, January 28t" , at 11 a.m.. The topic being presented is Learn about
the larger exclusion of capital gains from the sale of your home. Mr. Wood is also available
at the Center on a monthly basis for free private counseling sessions.

music and booths offering every imaginable type of fair food. When twilight comes, we'll
take a seat in the grandstands to experience the Arabian Nights Pageant.
Coronado Island (San DieGo), March 22. Enjoy a scenic trip to San Diego with crashing
surf to one side of the road, and hillsides covered with wildflowers on the other. Once in
San Diego lunch will be provided at Bay Beach Caf6. After lunch there will be time to
browse through the multitude of shops on the island before a visit to the famous Hotel Del
Coronado.
Teens:
The Teen Center expanded its hours for the school holiday break (10-6 p.m. Monday
through Thursday and 10-9 p.m. on Friday). The Center will also operate expanded hours
on the Martin Luther King holiday.
The Teen Center will be hosting its first Super Bowl Sunday party in January, with an
expected attendance of 50 teens.
February's special event will be a Valentine's Dance at Lions Center West. Expected
attendance is 150 teens.
The Teen Recreation Activity Club (TRAC) hosted a special holiday party for the TRAC
members in December. TRAC is planning an all night lock-in for 30 members at the
Family Sports Center in February.
Teen staff have been out in the community soliciting donations and give-away for the
Skate Facility. Donations include passes to movie theaters, the bowling alley and various
certificates from fast food restaurants. Staff is also in the process of planning the next
Safety Clinic and Demonstration event for the Skate Facility.
A Babysitting Workshop for Teens wile be held on January 22"d at Lions West from 10
a.m. to 12 noon. Presentations will be made by the Police, Fire and Community Services
Departments. Eighty (80) teens are expected to attend this informative workshop.
Youth Activities:
Playschool will be adding new classes during the months of January and February. The
new classes will bring enrollment close to six hundred (600) children. Approximately two
hundred (200) children will be graduating from the program in June.
Grapevine:
The Spring Issue of the Grapevine began production in late December. The cover will
feature the new May special event, the Art and Jazz Festival (part of the Family
Entertainment Series at the Epicenter). The feature story will contain information about the
entire Family Entertainment Series.

CPRS Conference:
The California and Pacific Southwest Recreation and Trainin.cl Conference is fast
approaching. Final preparations are being made for the event, scheduled March 15 - 18 in
Ontario. The highlight of the conference will be a key note address by noted author and
poet, Maya Angelou. This is the first time that the conference has been to Ontario and the
first time that the conference has been hosted by two cities (Ontario and Rancho
Cucamonga).
Youth Sports:

City Wide Special Events:
Deck the Halls Holiday Craft Fair - This event took place at Lions East and West Community
Centers on Friday, December 10 from 5:00 p.m. to 9:00 p.m. and Saturday, December 11
from 8:00 a.m. to 4:00 p.m. On Friday, December 10t~ there were approximately eight
hundred (800) participants who enjoyed a no-cost Taste of the Town. Participating
restaurants included Zendejas, Soup Plantation, Cucamonga Produce and Tole House
Caf{~. The restaurants were pleased with the event and expressed interest in participating in
the event again next year. Staff anticipates adding 4 additional restaurants next year at
Lions West. Event also included live entertainment including a harpist, keyboard music,
carolers and a surprise visit from Santa.
On Saturday, December 11t" there were approximately three thousand (3,000) community
members who attended the event throughout the day. Participants took pleasure in unique
quality crafts, live music entertainment, strolling carolers and enjoyed a snack bar provided
by TRAC. City staff provided supervision for children participating in the free fun zone
where they were offered an opportunity to create hands-on crafts or stories. Trolley rides
with Santa were available for $1.00 for adults. Children, accompanied by an adult, were
free. For a first time event, the event was very successful. The crafters were somewhat
disappointed by the turn out, but they complimented staff on the space set-up and
organization. The vendors were, however, extremely pleased with the door prize drawings
held just for them.
Rancho Cucamonga Performing Arts Academy:
Community Foundation Mixer and Preview of Ebeneezer - The Community Foundation
hosted a mixer and preview of Starlight Production's Ebeneezer on Tuesday, November 30~
· This was an invitation-only event to inform and encourage local businesses and community
members to become potential sponsors of the Community Foundation. The event included
food, provided by several local restaurants. A host bar was provided by the Rancho
Cucamonga Chamber of Commerce. As part of the program, the Community Foundation
presented a power point program that highlighted the goals of the Foundation, the benefits
to the sponsors and friends and future plans for establishing a community theatre in Rancho
Cucamonga. Approximately eighty (80) individuals attended the event.

A Holiday Extravaganza & Tree Lightincl Ceremony - Thursday. December 2, 1999 - This
night of music and entertainment took place in the food court area of the Terra Vista Town
Center. Mayor Bill Alexander lit the Christmas tree. Each local high school was given an
opportunity to showcase their students and their musical talents. Rancho Cucamonga High
School Chamber Singers, Etiwanda High School Marching Eagle Regiment, Etiwanda
Intermediate School Choir and Jazz Band all gave exceptional performances.
Entertainment was also provided by the Inland Valley Dance Academy, Cucamonga Kids
Chorale and Daniel Porcu, master puppeteer. Refreshments, a puppet show and visits with
Santa were available at the Rancho Cucamonga Performing Arts Academy. Picture
opportunities with Santa were provided by TRAC. Approximately 2,500 people attended this
first-time event. Lewis Retail Centers donated $1,000 to help cover the costs of the event.
Special thanks go to the Fire Department for bringing Santa to the event in style. All-in-all, it
was a wonderful night of entertainment and socializing for the community. Staff received
many positive comments from the public.
Ebeneezer (A Starlight Production) - December 3.4,5, 10, 11,12, 17, 18, 19, 1999 - Ebeneezer
warmed the hearts of many this holiday season. The music and script, original'~daptations
of Charles Dicken's A Christmas Carol, were written by local resident Scott Grossberg. The
cast included sixty-four (64) members. Reviews of the performances have been both
positive and encouraging. Attendance averaged between 100 and 150 at each
performance. It was a very professional and entertaining production.
Workshops - Vocal Expression and Performance classes were offered to both children and
adults this fall. Each class met its minimum enrollment in each age group for the first
session. This was the only class that survived through the transition period between
Summer and Fall. Classes recovered tremendously by the second session. Two new
classes were offered - Tiny Tunes Song and Dance class for children ages 3 1/2 to 5 years
and a Dance Production Workshop for youngsters ages 9 to 13 years. The after-school
Creative Theater Workshop has not been as successful. We are looking at possibly offering
something at the schools in the future. Workshops will continue on a five-week basis
throughout February.
Amusing Children's Theatre - On Saturday, January 15, 2000, The Amer~an Cowboy and
Native Dancers Show, offers community members the opportunity to enjoy songs, tricks,
stories, trick roping, bull whipping, Native dances historical information along with lots of
audience participation. Tickets are $ 6.00 for all ages over 2 years old.
On Saturday, February 5, 2000, at 7:00 p.m. King Arthurs Court will offer songs, stories,
magic and puppets by Ken Frawley and Johlin the Wizard. Dave Kinnoin, a Disney and
Muppets songwalter, will present interactive songs. Tickets are $ 6.00 for everyone over the
age of 2 years old.
Upcoming events include: A Comedy Night - Back by popular demand, this program is
scheduled for Saturday, January 29, 2000, at 7:00 p.m. Three outstanding comedy acts will
be performing.

Monte Ca~o Night New Orleans Style - Will be held on Saturday February 26 2000, 7:00
p.m. to 12 midnight. This fundraising event will be sponsored b~: the Rancho ~ucamonga
Community Foundation with the support of the Community Services Department.
Facilities:
Heritaqe Park Ecluestrian Center - Two events will take place dur n the reporting period.
These include: (1) a 4-H General Meeting will be held on January 10~at 7:00 p.m.; and (2)
a Horse Show Playday is scheduled on February 6m from 8:00 a.m. to 5:00 p.m.
Park Monitors - The community has provided staff with positive feedback about this
relatively new program. They have expressed their appreciation that we are providing this
service. The park monitors provide the community with a connection to the City even after
hours or on weekends.
Staff members from the Community Services, Building and Safety and Engineering
Departments are meeting in January with a modular building manufacturer to discuss plans
for the Teen Center at Vineyard Junior Hiclh School.
Volunteers:
Between January, 1999 and November, 1999, nine hundred, sixty-three (963) volunteers
provided 19,853 hours of service to the Community Services Department at a value of
$277,942.00.
Park and Recreation Commission:
· The Park and Recreation Commission did not meet during the reporting pedod.
Rancho Cucamonga Community Foundation:
The following items were discussed/acted upon at the Foundation's January 11, 2000 meeting:
· Discussion regarding the Community Foundation's Monte Carlo New Orleans Night
Fundraiser.
· Discussion regarding hosting a signature event in 2000.
· Discussion regarding conducting meetings with potential Foundation Associates.
· Discussion regarding research of other endowment funds for performing arts programs.
