This is the time and place for the Committee to discuss and provide direction to an applicant
regarding their development application. The following items do not legally require any public
testimony, although the Committee may open the meeting for public input.

The following items are expected to be routine and non-controversial. Typically they are items such
as plan revisions prepared in response to discussions at a previous meeting.

PUBLIC COMMENTS
This is the time and place for the general public to address the Committee. State law prohibits the
Committee from addressing any issue not previously included on the Agenda. The Committee may
receive testimony and set the matter for a subsequent meeting. Comments are limited to five
minutes per individual.

ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 97-36 - CHEVRON - A
request to construct a gas station/mini-market facility on a 1.06 acre parcel within the Foothill
Marketplace Shopping Center, within the Regional Related Commercial District (Subarea 4) of the
Foothill Boulevard Specific Plan, located on the southwest corner of Foothill Boulevard and
Marketplace Drive - APN: 229-031-34. Related File: Conditional Use Permit 92-17.
Background:
Chevron originally filed Conditional Use Permit 92-17 for the proposed development of a service
station on this parcel on April 15, 1992. The project was processed to the point of review by the
Design Review Committee, but the applicant decided to withdraw their application, prior to
consideration of the Planning Commission. The new project design is substantially different from
that reviewed by the Design Review Committee in 1992.
Design Parameters:
The project site is a vacant pad within the Foothill Marketplace Shopping Center, directly adjacent
to and west of the primary signalized entrance to the shopping center. The pad has been rough
graded previously and includes no significant vegetation and no structures. Street scape planting
has been planted along the Foothill Boulevard frontage and the east side of the parcel. The site
slopes minimally from north to south.
Staff Comments: The following comments are intended to provide an outline for Committee
discussion.
Major Issues: The following broad design issues will be the focus of Committee discussion
regarding this project:
1. Since the previous submittal of Conditional Use Permit 92-17, the Site Plan has been
redesigned to provide better vehicular circulation and larger landscaped setbacks along the
perimeters of the parcel, especially along Foothill Boulevard. A traffic analysis approved
by the Planning Commission on August 23, 1995 recommends a right hand turn lane be
installed on Marketplace Drive. Revisions to the Site Plan are necessary to accommodate
the additional lane. To date, these revisions have not been provided.
2. The general architectural concept of the building and canopy has been designed to emulate
the architecture of other pad buildings within the shopping center by using like colors, finish
treatments and accent elements. Staff has no major concerns with the general architectural
flavor, but would recommend that the following issues be addressed:
a. The tower element and column design should be carefully designed to match that of
other pad buildings in the shopping center.
b. A trellis or other architectural enhancement should be added to the north elevation.

Secondary Issues: Once all of the major issues have been addressed, and time permitting, the
Committee will discuss the following secondary design issues:
1. Trees and extensive shrub planting combined with berming should be provided along the
west property line and in areas of the Street scape adjacent to parking stalls, the car wash
drive-thru lane, and the canopy island area to screen vehicular activities from areas of
public view. In general, upgraded and dense landscaping should be used at every
opportunity for this project.
2. Canopy columns should be enlarged.
3. The trash enclosure should be relocated or faced a different direction as to not block
vehicular traffic on the busy drive aisle south of the site.
Policy Issues: The following items are a matter of Planning Commission policy and should be
incorporated into the project design without discussion:
1. Signage should be consistent with the approved Uniform Sign Program for the Foothill
Marketplace Shopping Center.
2. The trash enclosure, light standards, pots, trash receptacles, etc., should be consistent in
design with the standard designs used throughout the Foothill Marketplace Shopping
Center.
3. Above-ground mechanical equipment, such as transformers, should be completely
screened from public view through the use of shrub hedges or decorative walls.
Staff Recommendation: Staff recommends that the Design Review Committee recommend
approval of the project to the Planning Commission with the above items as recommended
Conditions of Approval for the project.

The Committee (McNiel, Fong) recommended that the project be brought back to the Committee
with the following revisions:
1. Redesign the building to be more "welcoming" and to be more compatible with the
established architectural program in the center. For instance, raise the tower element and
bring it out over the entry with more substantial columns; provide colonnade or trellis
structures along the east side of the building wrapping to the north and south sides;

increase number and depth of recesses throughout; use of metal wall trellises on west
elevation similar to that used on "Hollywood Video" building; increase use of wainscoting
around entire building and avoid having glass run directly to ground level.
2. Resolve canopy setback encroachment (45-foot setback required from face of curb, 34 feet
provided). Consider re-orienting canopy in an east-west alignment similar to the previous
proposal (from 1992, since withdrawn). The Committee will not support issuance of a
variance for the subject setback encroachment.
3. Relocate trash enclosure to avoid blocking sight lines of vehicles exiting car wash and to
avoid having structure face the main loop street/driveway.
4. Provide sample of"aluminum composite material" for Committee review.
5. Address issues raised by staff including increased landscaping and berms along street
frontages to screen canopy, drive-thru lane, and carwash; design trash enclosure, light
standards, pots, trash receptacles, etc., consistent with the design standards used
throughout the Foothill Marketplace center; completely screen any above ground equipment
through use of shrub hedges and/or decorative walls; signage to be consistent with sign
program.

DEVELOPMENT REVIEW 97-42 - MASI PLAZA - A request to redesign the Site Plan and
elevations of Building 5 to accommodate two restaurants -APN: 229-011-39.
Background:
Building 5 is an existing building within Masi Plaza. Specific design for converting the building
exterior to accommodate the Old Spaghetti Factory was approved in 1992 and as shown in Exhibit
"A." Because of a proposed new user, a micro brewery, the applicant submitted a new design for
the building. On June 17, 1997, the Design Review Committee reviewed the redesign of the
building and expressed concerns as to how the new architectural element related to the existing
portion of the building. The Committee forwarded the item for full Planning Commission review.
On June 25, 1997, the Commission reviewed the proposed design and directed the applicant to
work with staff and the Committee in finalizing the redesign of Building 5 at the July 1, 1997
meeting. The scheduled item was pulled from the July 1, 1997 Design Review Committee meeting
at the request of the applicant. Staff forwarded several suggested design comments to the
applicant on July 9, 1997 to assist him in preparing revisions that address the concerns of the
Committee. The application was inactive between July 1997 and January 1998. The applicant has
requested to activate the project again. Because revised plans were not received in time for a staff
report and to assist the applicant in expediting the review process, staff will present an oral report
at the meeting. Previous plans and the revised plan will be available for Committee review at the
meeting. Attached for reference are copies of the June 17 and July 1, 1997 Design Review
Committee comments and June 25, 1997 Planning Commission staff report.

Design Review Committee Action:

The Committee (Larry McNiel, Nancy Fong) recommended approval with the following conditions:
1. Project building entry, where the La Fourcade arch is located, out closer to the easterly
parking area. The building entry should be a focal point displaying the La Fourcade arch
and the historic plaque that show the text and graphics of the arch. The final design is
subject to City Planner review and approval.
2. The two building entries at the east elevation should be designed to accommodate Santa
Ana winds, subject to City Planner review and approval.
3. Provide a trash enclosure for Building 5, subject to City Planner review and approval.
4. Increase landscaping areas along the east elevation.

5. the storefront windows along the east and west elevations should have heavy duty mullions.
Design and material of the window mullions are subject to City Planner review and
approval.
6. Provide street furniture such as benches, waster containers, planter pots, etc., along the
east side of the building.

SUBJECT: MASI PLAZA - MASI - A request to redesign the site plan and elevations of
Building 5 to accommodate two restaurants, one of which includes a micro
brewery.
ABSTRACT: The Design Review Committee requests direction from the Planning
Commission regarding the proposed design modifications to Building 5 (formerly approved
for Old Spaghetti Factory).
DESIGN REVIEW COMMITTEE: As a courtesy to the applicant to expedite the process,
the Committee reviewed this item without the benefit of a written staff report in order to
provide design direction. The Committee expressed concerns regarding the new
architectural elements in relation to the existing building. The Committee did not support
the use of an exterior silo for grain storage. The architect indicated that the floor plan could
be designed to accommodate interior grain storage. The Committee indicated that a
loading zone should be provided. The architect presented several ideas for changes which
the Committee felt were appropriate (see attached exhibits).
In consideration of the Planning Commission's previous extensive review of this building,
the Committee forwarded this item to the full Commission for direction regarding the
proposed design. The Committee indicated that the project should come back to DRC for
full review.
RECOMMENDATION: Staff recommends that the Planning Commission review the proposed
design and provide direction to the applicant to return to DRC with revised plans.
