On June 1, 1994, an Environmental Impact Report (State Clearinghouse No. 93102055) was prepared and certified by the City Council of • the City of Rancho Cucamonga as a Program Environmental Impact Report for the Rancho Cucamonga IASP Subarea 18 Specific Plan. The California Environmental Quality Act provides that once a Program Environmental Impact Report has been certified, no further Environmental Impact Report or Negative Declaration is required for subsequent projects within the scope of the Program Environmental Impact Report. PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. BACKGROUND/PROPOSAL: The subject site was a part of Tentative Parcel Map SUBTT16245, which was approved by the Planning Commission on October 24, 2003, to subdivide the apartment portion of the site from the retail. On September 8,2004,the Planning Commission approved Tentative Tract Map SUBTT16972-1 to subdivide the 467 multiple-family rental apartment complexes into condominiums "for sale" units. • The proposed subdivision is to divide the 4.22-acre retail portion into 6 lots, 5 lots for the retail building pads and 1 lot for the common landscape and parking area. Design Review Committee Action: Members Present: Stewart, Coleman, McPhail — abstain Staff Planner: Doug Fenn Committee recommended approval. • • DESIGN REVIEW COMMENTS 7:10 p.m. Donald Granger February 15, 2005 CONDITIONAL USE PERMIT DRC2004-01176 - CINGULAR WIRELESS, WEST END COMMUNICATIONS AUTHORITY AND CUCAMONGA VALLEY WATER DISTRICT-A requestto replace an existing 100-foot high lattice antenna with a 106-foot high monopine wireless facility in the Very Low Residential District (.1-2 dwelling units per acre) within the Etiwanda Specific Plan, located at 5765 Etiwanda Avenue-APN:0225-122-12. This project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301 (Class 1 Exemption - Existing Facilities). Design Parameters: The project site is located at the Cucamonga Valley Water District (CVW D) treatment facility at 5765 Etiwanda Avenue (south side of future Wilson Avenue, east of Etiwanda Avenue). The applicant is proposing to remove an existing 100-foot high lattice antenna tower and replace it with a 106-foot high monopine "stealth" design. The proposed monopine, at 106 feet in height, exceeds the height limits of the Very Low Residential District(35 feet), and is classified as a Major Wireless Communication Facility. Major Wireless Communication Facilities are not permitted to locate within residential districts unless the proposed facility replaces an existing facility for purposes of a co-location. The proposed monopine will provide three antennas for the CVW D;two antennas for the West End Communications Authority; and, one antenna for Cingular Wireless and adequate space for a future cellular antenna. The monopine will bean aesthetic upgrade from the existing metal lattice antenna and will group several antennas for several organizations on one stealth design. The monopine will require the construction of equipment shelters (230 square feet • each), and each shelter is designed with a concrete tile roof. The facility is located over 350 feet from the nearest residence. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project. 1. In order to create a cluster-like appearance of pines and soften the impact of the solitary monopine, several real pine trees should be planted around the monopine and equipment shelters. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. 1. The equipment shelters should have a stucco exterior in order to blend with the residential district to the north (presently vacant). Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion. 1. There are no policy issues. • • Staff Recommendation: Staff recommends that the Design Review Committee approve the project subject to the Major and Secondary Issues addressed as recommended above.
