ENVIRONMENTAL ASSESSMENT. AND TENTATIVE TRACT MAP SUBTT17745 - JASEN
GROHS — A request to convert 60 existing residential apartment units to 60 residential
condominiums on 5.72 acres of land in the Medium Residential District (8-14 dwelling units per
acre), located at 9866 through 9940 Highland Avenue - APN: 0201-395-01 through 15.
Design Parameters: The subject site is currently improved with 60 apartments arranged in
fourplexes. A recreation building and other amenities are located in the center of the complex.
All buildings are accessed through a private driveway off of Highland Avenue. The subdivision
of this property will convert the property into 60 residential condominium units on 15 numbered
lots for the buildings and immediate surrounding common area and 1 lettered lot for the general
open space and driveway access. The Condominium Conversion requirements of the
Development Code have been reviewed by several departments and found to be satisfactory.
All noticing requirements for condominium conversions in the Subdivision Map Act have been
fulfilled.
The Rancho Cucamonga Municipal Code requires that all subdivision maps be reviewed by the
Design Review Committee (DRC); however, no new buildings or exterior modifications are
• proposed. Consequently, the only plans needing Committee review is the proposed Tentative
Tract Map.
Staff Recommendation: Staff recommends that the Committee recommend approval of the
proposed tract map as submitted.

DEVELOPMENT REVIEW DRC2005-00824 - INVESTWEST GROUP, LLC - A request to
construct a single-story 7,563 square foot multi-tenant retail building on .767 acre of land within
the Route 66 Outparcels area of Victoria Gardens Lifestyle Center in the Mixed Use District of
the Victoria Community Plan, located at 12499 Victoria Gardens Lane -APN: 0227-464-41.
Design Parameters: The subject project is located within the 13.3-acre area known as the
Route 66 Area of the Victoria Gardens Master Plan. The Route 66 Area boundaries are
Interstate 15 on the east, Victoria Gardens Lane on the north, Day Creek Boulevard on the
west, and Foothill Boulevard (Route 66) on the south. Lot 3 of Tentative Parcel Map
SUBTPM15716-2 is approximately .77-acre in size. The developer, Forest City, has installed all
interior roadways, parking areas, and perimeter landscaping within the Route 66 Area.
Projects within the Route 66 Area are required to reflect the architectural styles (e.g., Mission,
Craftsman, Art Deco/Streamline Modern, and Adobe/Pueblo) that were indicative of the historic
roadside retail buildings found on U.S. Route 66. Each design is required to incorporate certain
architectural elements, including a beacon and eyebrow as defined in the Design Guidelines for
the Route 66 Retail Handbook. Projects within the Route 66 Area are subject to final approval
by the City Planner following a review and approval of the project design by the Design Review
• Committee (DRC).
Project Description and Architectural Design: The proposed retail building will be single-story
and approximately 7,563 square feet in gross lease space. The building is designed to
accommodate up to three non-restaurant tenants, with the lease spaces ranging from 2,003 to
2,911 square feet in size. The project requires 38 parking spaces and the site contains
38 on-site parking spaces, including 2 for disabled persons.
The proposed retail building is designed to be reminiscent of an "automotive repair" building
built in the early 20th Century. The exterior finish of the building features patterned brick fagade
accented with plaster stone bases at each column, a 1-inch square decorative tile/medallions
along the parapet, and a projecting metal canopy at each wall opening. Decorative exterior light
fixtures will be placed on each column between each wall opening. A sign program is being
developed to allow wall signs composed of individual freestanding letters between the canopy
and parapet.
Landscaping will be added to the south, east, and west sides of the building to supplement that
which exists on the perimeter of the site. Four additional trees (along with new shrubs and
groundcovers) will be added to the site to supplement the nine existing trees and other plant
materials in the project area.
Staff Comments: The following comments are intended to provide an outline for Committee
discussion.
. Maior Issues: Staff finds the overall design of the proposed building to be appropriate and in
keeping with the desired goal for the Route 66 area. However, staff believes the project could
be further enhanced with the following changes:

1. Extend the size of the existing planter in front of the proposed building at Retail Space B.
There appears to be ample room to enlarge the planter without compromising
access/internal circulation, impede view of the lease space, or eliminate unauthorized
parking in front of the building.
2. Modify the details used for Retail Space A to have matching design details used on the
remainder of the building (e.g., plaster base, trim cap, and decorative "tile" or "brick"
patterns). As proposed, this part of the building appears to be large and less visually
interesting than the remainder of the building.
3. Staff also recommends that cast concrete be used for the base elements of the building
rather than plaster to ensure the long-term durability of this important design element.
4. If "thin" brick is used for veneer, then corner pieces shall be used that wrap-around
corners to give the appearance of full dimensional brick.
Code Issues: The following items are a matter of City Ordinance and shall be incorporated into
the project design without discussion:
1. All roof-mounted equipment shall be screened from direct view from the street by the
parapet wall of the building.
• Staff Recommendation: Staff recommends approval of the project with the revisions listed
above.

Design Parameters: The 20-acre residential community was designed for the recently approved
General Plan in the Low-Medium Residential District. Initially, this parcel, located along Center
Street between Arrow Highway and 26th Street, was reserved for Commercial Office use
• contiguous with the adjacent property located along Haven Avenue. Given the new zoning
opportunity and site constraints, this property has been designed to provide appropriate and
integrated solutions for both land uses. The site is fairly flat and drains to the southeast.
Surrounding the site is existing multi-family housing across Arrow Highway to the north,
single-family residential to the west and south, and vacant Office designated land to the east.
Background: The Planning Commission held a workshop on the previous submittal on
June 22, 2005. A copy of the agenda and minutes are attached for reference. The applicant
resubmitted the project which contained elements of a neighborhood theme similar in style of
the Amador project. In text and drawings, the applicant provided a response, which staff will
address orally at the meeting because of the late nature of the revised submittal.
Staff Comments: The following comments are intended to provide an outline for Committee
discussion.
Major Issues: The following broad design issues (identified by the Commission on
June 22, 2005) will be the focus of Committee discussion regarding this project:
1. Office— Residential Interface.
2. Visitor Parking adequacy.
3. Innovative Product determination.

The Committee directed the applicant to return to the January 3, 2006, meeting to address the
following topics:
1. Consider and present alternative site layouts to address the northern most single-family
pod area that is bordered on three sides by tri-plexes.
2. Consider additional detailing of architectural features on the second floor elevations of the
single-family units. Suggestions include dressing up the chimneys and pot shelves or
other similar items.
• 3. Provide a detailed parking plan of the visitor parking showing striping and dimensions
according to City Code.
4. Provide new information on the timing of development of the office component.

At the request of the Committee, the applicant presented a revised plan for placing identification
• signs on the new building. Instead of a sign placed on the top of the building, the signs were
relocated to the east, west, and south elevations (sides) of the building. The Committee found.
the proposed changes to be appropriate and thanked the applicant for their effort.
