The applicant presented revised plans and colors. The Committee recommended approval of
the project and suggested that both color palettes be used: one on each building.

TENTATIVE TRACT MAP SUBTT17651 - TAVA DEVLOPMENT COMPANY - A request to
subdivide 41 acres of land into 57 single-family lots within the Very Low Residential District,
located on Banyan Street and east of East Street - APN: 0225-191-012.
Design Parameters: The 41-acre site is predominantly sparse vegetation and mature
Eucalyptus trees. The project site drains to the southeast. To the north, south, east, and west
are vacant parcels. To the northwest is the Summit Intermediate School. All properties to the
north, south, east and west are zoned Very Low Residential (.1-2 dwelling unit per acre). The
applicant is proposing removal and replacement of trees on-site.
The Very Low Residential District (1-2 dwelling units per acre) requires a minimum net lot size
of 20,000 square feet and a minimum average net lot size of 22,500 square feet. The applicant
is proposing minimum net lot size of 20,636 and an average net lot size of 25,039 square feet.
The project site is located within an Equestrian Overlay District that requires a trail system. The
applicant has designed the project so that each lot is adjacent to a Local Feeder Trail and can
accommodate a minimum 24-foot by 24-foot corral and be in accordance with applicable
Development Code setbacks. The applicant is providing Local Feeder Trails within the
proposed project and a Community Trail along Banyan Street, proposed street "E Street", and
proposed street "F Street." A public Community Trail is provided along the west tract boundary.
The applicant has provided a Conceptual Master Plan showing how surrounding properties
could be subdivided.
Staff Comments: The following comments are intended to provide an outline for Committee
discussion.
Maior Issues: None - The applicant has worked diligently with staff to resolve all major issues.
Secondary Issues: There are no secondary issues at this time.
Policy Issues: None.

Staff informed the Committee that there are three developable parcels to the east, two of which
are landlocked. Staff indicated that the proposed tract needs to provide suitable access to
these three parcels, such as by shifting "A" Street to their east tract boundary.
The Committee recommended that the tract be redesigned, as suggested by staff; however,
indicated they are open to alternative solutions. The Committee requested that the revisions
come back to DRC.

DEVELOPMENT DESIGN REVIEW DRC2006-00195 - VICTORIA GARDENS - A request for a
design review for a previously approved 4,400 square foot 1-level retail building adjacent to
JC Penny anchor tenant at Victoria Gardens Lifestyle Center, located at 7894 Monet Avenue.
Design Parameters: The proposed retail building will be located on the existing "lawn area" at
the northwest corner of Monet Avenue and Versailles Street along the east side of the JC Penny
department store. More specifically, the new building will be south of JC Penny's east entrance
and is intended to complete development along this portion of Monet Avenue. Adequate
parking will be available for the proposed building and subsequent retail uses in the parking lots
to the south of the site. New building projects, including signs, within the Victoria Gardens are
subject to final approval by the City Planner upon a review and approval of the design of the
project by the Design Review Committee.
Project Description and Architectural Design: The overall size of the proposed building will be
approximately 4,500 square feet and will be divided into three lease spaces, the largest of which
is the corner unit at 1,720 square feet. The design for the corner lease space will be Art Deco in
style while the remainder of the building will be simpler in design similar to the appearance of
the building located north of the JC Penny east entry. The proposed Art Deco design utilizes
many of the design motifs/elements that are characteristic of the style such as articulated wall
planes, fin-like piers that extend into the parapets, and strongly emphasized entrances. The
exterior building materials for the remainder of the building include stone tile and plaster
pilasters, and exterior plaster above the metal canopies. Except for the corner unit, the
location(s) of identification signs of future tenant has not yet been determined.
Staff Comments: The following comments are intended to provide an outline for Committee
discussion.
Major Issues: None. The proposed building has been well designed and features high quality
materials and finishes. Staff believes the new building will be complementary to the other
buildings on this portion of the street. Moreover, the design of the corner unit in the Art Deco
style will provide an appropriate balance for the corner that will complement the recently
approved Fleming's Steak House for the northeast corner directly across Monet Avenue.
Staff Recommendation: Staff recommends approval of this project.

The Committee approved the applicant's proposal to modify the condition of approval regarding
gas pumps at the new station. The modified proposal includes the placement of two antique (c.
1930) gas pumps, vintage Route 66 maps, and an interpretive sign to be installed under the gas
pump canopy.
