PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. NO ITEMS SUBMITTED. PUBLIC COMMENTS There were no public comments. ADJOURNMENT The meeting adjourned at 7:15 a.m. CONSENT CALENDAR DESIGN REVIEW COMMENTS 7:00 p.m. Doug Fenn March 6, 2007 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2006-00540 - PITASSI ARCHITECTS, INC. - A request to develop 225 affordable multi-family units for rent on 12.87 acres of land in the Medium Residential District, located at the southwest corner of Foothill Boulevard and Hickory Avenue - APN: 0229-041-01. Design Parameters: The project site is a vacant parcel that fronts along Foothill Boulevard west of the Etiwanda San Savine Flood Control Channel, and east of the Southern Edison Transmission line right-of-way Corridor, and a vacant parcel to the south. There are no heritage trees on the site that are proposed for removal. The fall of the site is a subtle slope from north to the south with no significant on site plant vegetation. The primary access to the subject site will be off of Foothill Boulevard. The Northtown Housing Development Corporation is proposing to develop 225 totaling 108,476 square feet of new affordable apartment units. Additionally, along with a 7,721 square foot community center/laundry building adjacent that is c-shaped with a court yard and gated pool/spa to the rear of the center. Some of the units will be located in "L" shaped three-story buildings arranged into two pairs so as to form a sizable courtyard between them; other buildings are designed as stand alone single-story units. There are 20 one-bedroom, 137 two-bedroom and 68 will have three-bedrooms and a floor area ranging from approximately 708 to 1,287 square feet. Required parking for the project is 430 spaces (56 for visitors), and a total of 469 parking spaces are provided, with 225 spaces as required covered parking spaces. The design of the new units is a contemporary interpretation of the Spanish/Mediterranean architectural style. The exterior walls are clad in stucco/and a stone veneer typically associated with the proposed style. The landscaping and recreational amenities are well distributed around the site. Affordable Housing Agreement Under State law, cities are required to provide development incentives for the development of affordable housing units within its jurisdiction. Typically, these incentives included extra density and/or relaxed development standards in exchange for the creation of affordable units. With this particular project, the applicant is requesting a couple of minor setback reductions incentives such as relaxing specific development standards applicable to the property, in order to make the proposed project economically feasible for creating the 225 affordable units. The applicant has submitted an application requesting City approval of a proposed Affordable Housing Agreement (hereafter the Agreement). The request will be considered by the City Council. If the Agreement is approved by the City Council, the project will be able to proceed as proposed. If Council does not approve the agreement, the project will have to be revised or abandoned. March 6, 2007 Page 2 Public Comments/Neighborhood Meeting Staff has received a couple of inquiries for neighbors regarding when the project would be developed. No one protested, but some wanted to know when they could sign up for the affordable housing program. The neighborhood meeting is scheduled for March 5, 2007. Major/Secondary Issues: The applicant addressed all of staff's previous design issues and commends the applicant for their diligence. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion. 1. On-site fences or walls shall be constructed of a material more durable than wood. Acceptable materials include, but are not limited to, decorative block, wrought iron and PVC. All gates and fences will be constructed of powder-coated metal. 2. All HVAC equipment shall be screened from view. Staff Recommendation: The Design Review Committee approves the project as submitted and recommends that the project be forwarded to the Planning Commission for review and approval.
