RANCHO CUCAMONGA CIVIC CENTER RAINS ROOM 10500 CIVIC CENTER DRIVE RANCHO CUCAMONGA Committee Members: Lou Munoz Pam Stewart Corky Nicholson Alternates: Richard Fletcher Frances Howdyshell Ray Wimberly CONSENT CALENDAR (Consent items will be heard at 7 p.m.) (Tabe/Cam) HILLSIDE DESIGN REVIEW DRC2006-00034 - PIERRE ANDRE A request to construct a 6,145 square foot two-story house and attached 860 square foot garage in the Very Low (VL) Residential District located on the east side of Archibald Avenue and bordering the City's northern boundary line — APN: 1074-461-02. The Planning Department Staff has determined that the project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA Guidelines. The project qualifies as a Class 3 exemption under State CEQA Guidelines Section 15303 which covers the construction of a limited number of new, small facilities or structures including the construction of one single-family residence in a residentially zoned district. PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 7:10 p.m. (Larry/Willie) ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP SUBTPM18544 - OPUS WEST - A request to divide one parcel into 3 parcels on a 9.87 acre property, located on the west side of Haven Avenue between Civic Center Drive and Arrow Route - APN: 0208-341-15. DEVELOPMENT REVIEW AND CONDITIONAL USE PERMIT DRC2007-00244 - OPUS WEST - A review of an application for an office project comprised of one 4-story, 139,144 square foot building, and with a CUP for incidental retail (up to 20 percent), a single-story retail building of _16,000 square feet including a shared parking analysis to allow up to 9,600 square feet as a restaurant use, and a bank with a drive thru of 5,000 square feet, on a 9.87 acre property, located on the west side of Haven Avenue between Civic Center Drive and Arrow Route - APN: 0208-341-15. Hillside Overlay Review Requirement: The proposed single-family residence is located in the Very Low (VL) Residential District and is included in the Hillside Overlay District. The intent of the Hillside Development Regulations is to minimize grading and ensure that the form, mass, profile, and architectural features of the house are designed to blend with the natural terrain, preserve the character and profile of the slope, and give consideration to the size and configuration of the lot. Recommendations by the Committee will be forwarded to the Planning Director for review and action. Background: The project site is about 20,125 square feet in size and is located on the east side of Archibald Avenue, bordering the City's northern boundary line. The lot is bordered by single-family residences to the north, south, east, and west. There is approximately a 24-foot grade difference from the north to the south property line with the site draining roughly from northwest to southeast. The applicant proposes constructing a 6,145 square foot two-story residence with an attached garage totaling 860 square feet. Design Parameters: The house is set 46 feet back from the curb face and is architecturally compatible with the neighborhood and conforms to the design guidelines outlined in the Development Code, including carrying materials and architectural features to all elevations. The applicant has proposed using multiple 3-foot high retaining walls, raised floors, and stepped pads in order to meet the development requirements of the Hillside Overlay District. The project meets the related height limits, setbacks, and lot coverage requirements of the zoning district. The lot coverage will be 25 percent, which is the maximum permitted in the Very Low (VL) Residential District. The applicant will be required to construct the improvements for the 8-foot wide community trail designated to run along the east side of Archibald Avenue. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: There are no major issues. Secondary Issues: The proposed house is at the maximum permitted lot coverage which will preclude the applicant from constructing any additional solid roof structures on the site. This includes adding a solid roof over the proposed patio on the rear elevation. DRC ACTION AGENDA DRC2006-00034— PIERRE ANDRE September 4, 2007 Page 2 Staff Recommendation: Staff recommends that the Committee approve the proposal with consideration given to the house being at maximum lot coverage. Design Review Committee Action: Members Present: Fletcher, Munoz, Nicholson Staff Planner: Tabe van der zwaag The Committee recommended approval of the proposal with the understanding that it will be flagged in "Tidemark" to note that the new home would be at a.maximum lot coverage. The Committee's action will be forwarded to the Planning Director for further review and approval. Related File: Tentative Parcel Map SUBTPM18544. Design Parameters: The subject property is a relatively flat site that contains portions of a remnant vineyard. The parcel is within the Haven Office Overlay Zone, and there are no public improvements on the Haven Avenue frontage. The undergrounding of the existing utility poles will be required. The site is bordered by existing apartments to the west, vacant office/commercial to the north and south, and existing Office/Commercial to the east across Haven Avenue. The site is also in proximity to the existing Civic Center. Previous Design Review Committee Action: Continued from the August 14, 2007, Design Review Committee (DRC) meeting with the following direction: 1. Revise the corner retail building to add the Travertine tile (same as the Office Building) to all of the covered center wall and column section surfaces at the intersection and on the entry of the parking lot side, as well as the wainscot area on all sides of the building. 2. Revise the Detailed Site Plan to develop a plaza treatment at the Haven Avenue and Arrow Route intersection through the use of decorative pavement, low walls with decorative caps, signage, berm, and specimen size trees. The area should, through design, create a special place that identifies this as a high-quality office campus atmosphere as provided for under the Haven Overlay zone. An example would be the Albertson Shopping Center at Foothill Boulevard and Vineyard Avenue. The plans for the Hillwood development on the south side of Arrow Route were also identified as a good example. 3. The applicant asked to revisit the Sign Program again and to re-submit signs for the street facing elevations that are uniform in size/color (subdued) with no company logos for each tenant. The Committee was not supportive of this but would consider it if requested. The applicant committed to providing staff with revised plans by Monday August 20, 2007, in order to be on the next DRC meeting scheduled for September 4, 2007. Maior Issues: The following broad design issues will be the focus of Committee discussion regarding this project. The plans submitted do not contain information on the requested exterior changes discussed and agreed upon at the previous DRC Meeting (see Item Number 1 above). 2. The plans submitted do not contain sufficient details concerning materials, sizes, dimensions, plant species, or sizes in order for staff or the Committee to form a positive recommendation, as requested in Item Number 2 above. 3. The Sign Program submitted indicates a request for additional signs on the street sides, which as proposed, would be non-illuminated individual letters on cut aluminum of uniform font and color with no company logos allowed. The office building sign elevations continue to show multi-tenant signs; however, the descriptive text has been removed, therefore, additional clarification is needed from the applicant. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. 1. The proposed project is without a phasing plan even though the bank does not have any proposed architecture. The applicant would like to provide a building pad only with all other improvements constructed around the building site. Should the Committee require a condition that all buildings and perimeter landscaping accept the bank building pad to be developed in the first phase? Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: 1. "A consistent streetscape design theme shall be developed along the Haven Avenue streetscape, which incorporates intensified landscaping with specimen size trees, alluvial rock-scape"...A consistent streetscape design theme shall be developed along the Haven Avenue streetscape, which incorporates intensified landscaping with specimen size trees, alluvial rock-scape, mounding, meandering sidewalks, and appropriate street furniture. The landscaping materials shall be selected to provide a historic link to the City's past, such as Eucalyptus windrows, citrus trees, and grape vines, i.e., mounding, meandering sidewalks, and appropriate street furniture. Staff Recommendation: Provide additional direction based upon the additional plans being submitted to clarify the issues discussed previously. Increase the plaza/landscape area on the parking lot side of the retail building. 2. Modify the Uniform Sign Program to make the secondary office building signs match the street sides of the retail building in terms of color and materials.
