(Michael D.) VICTORIA GARDENS STREET LIGHT RETROFIT-A request to retrofit the height of
the existing street lights within the main shopping areas of Victoria Gardens Lifestyle
Center from 15 feet to 16 feet 6 inches. The affected areas are North and South Main
Streets, and Monticello, Monet, Waterland, Alcazar, Kew, and Eden Avenues
between Versailles Street and Cultural Center Drive.

their development application. The following item's do not legally require any public testimony, although
the Committee may open the meeting for public input.

VICTORIA GARDENS STREET LIGHT RETROFIT - A request to retrofit the height of the
existing street lights within the main shopping areas of Victoria Gardens Lifestyle Center from
15 feet to 16 feet 6 inches. The affected areas are North and South Main Streets, and
Monticello, Monet, Waterland, Alcazar, Kew, and Eden Avenues between Versailles Street and
Cultural Center Drive.
Oral report to be presented by the planner at the meeting.

The Committee approved the proposed height increase by 1-foot, 6 inches for the light fixtures
in the main shopping areas at Victoria Gardens. However, the Committee requested staff to ask
the applicant (not present) to explore the possibility of adding a decorative "collar" at the bottom
of the extension piece and to paint out the fasteners/screws to give the change a clean finished
look.

MINOR DEVELOPMENT REVIEW DRC2007-00902 — QUIEL BROTHERS SIGN COMPANY for
Abundant Living Family Church - A request to illuminate a cross symbol previously approved to be
installed on the church sanctuary/tower building on the 33.5-acre church campus in the Industrial
Park District (Subarea 7), located at 10900 Civic Center Drive - APN: 0208-354-01 and 04.

Design Parameters: Abundant Living Family Church, through its sign contractor, has submitted
a Minor Development Review (MDR) application requesting approval to illuminate the church
cross symbol on the tower portion of the sanctuary building. The 33-acre church campus is
nearly complete, including the sanctuary building and tower. According to the applicant, the
intent for illuminating the cross symbol is to assist in visual recognition and improve the overall
appearance of the church campus. According to the architect for the project, the Senior Pastor
would like the cross to be visible from Foothill Boulevard at night, if possible, since quite a few
two-story buildings have been erected between the church property and Foothill Boulevard.
The cross symbol location, size, and design was previously reviewed and approved as part of
the design review/entitlement process for the entire church campus, which culminated in 2005.
Since illumination of the cross was not a feature of the project as approved by the Planning
Commission, staff determined that the request is a change from the approved plans and that the
approving body be made aware of the request for review. Staff determined that the appropriate
and most expeditious process is via the Minor Development Review process/fee with review by
the Design Review Committee.
• Approved Design - According to the approved plans on file with the Planning Department,
the cross should be constructed of a welded round (4- or 6-inch) steel pipe to be installed
at the apex of the domed tower. The upright (vertical) portion of the cross is already in
place on the dome. The dimensions of the cross scale approximately 14 feet 6 inches
high by 4 feet 6 inches wide. The overall height of the tower and cross is dimensioned as
62 feet 5 inches. See the attached excerpts from approved plans.
• Proposed Design — The proposed cross will be placed in the same location but will be
modified into a cabinet like structure in order to accommodate/conceal the light sources
and electrical wiring. The overall dimensions of the cross will change to 15 feet high by
8 feet wide. The face of the cross is also increased to 12 inches in width and 20 inches in
respective depth (front to back). The illumination of the cross will be provided by white
neon light sources behind white acrylic faces. See the attached proposal.
Staff Comments: The following comments are intended to provide an outline for Committee
discussion.
Maior Issues:
1. Illumination — Staff is not opposed to the illumination of the cross symbol for the church
facility; however, is concerned with how the cross will illuminate. The proposal calls for an
internally illuminated structure that, as designed, appears to be more like an illuminated

commercial sign rather than the religious symbol that it is. The simulated evening drawing
provided in the packet gives an idea of how the cross will appear during dark evenings.
Staff is not convinced that the proposed illumination is the best architectural solution
possible. Staff recommends that the church and its architect consider alternative methods
of illuminating the cross e.g., use a more subtle indirect light source at the base of the
cross or provide the reasons that alternative methods are not possible or inferior to that
which is proposed.
2. Design - A second closely related issue is in the increased dimensions of the cross to
accommodate and enclose the internal light source. As indicated above, the massing and
proportions of the cross have been widened and stretched in width so that the overall
shape changes from a slender object to something that is more box-like in appearance.
According to the architect, they erected the tube-steel cross some months ago and found
it to be w too thin for the mass of the building. Staff's belief is that the new design for
the cross and its method of illumination is too large. In keeping with the comments made
in Issue 1 above, and taken in context with the fine architecture of campus, staff
recommends that the design of the cross be further studied and refined to develop an
appropriate balance between size, shape, and illumination method.
Precedent - Churches or other houses of worship are allowed illuminated or non-illuminated
signs and/or symbols to identify their places of worship. Typically, this is accomplished via
building-mounted (not rooftop) and/or freestanding monument signs erected by the street. This
church has an approved sign program which allows both types of signs on its campus. The
proposed internally illuminated cross atop a tower for a church within the Industrial zone is the
first request of its kind. As such, staff is concerned about a precedent being set for future
requests of a similar nature, and highlights the need to make an appropriate determination on
the design and method of illumination for this proposal.
Secondary Issues: None.
Policy Issues: The following items are a matter of Planning Commission policy and should be
incorporated into the project design without discussion.
1. All metal portions of the cross structure shall have a durable, high-quality finish and/or
powder-coated paint.
2. No exposed lighting electrical equipment/wiring shall be allowed.
Staff Recommendation: Staff recommends that the major issues identified in this report, and
those identified by the Committee, be considered and discussed before a determination is made
on the proposal.

The Committee reviewed the proposal and presentation by the applicant and architect. The
Committee did not find the new cross design and type of illumination (internal lights with vinyl
covered plastic faces) to be appropriate and in keeping with the overall church design. The
Committee believed the indirect lighting of the cross, as originally approved, was the superior
design of the options presented. However, the Committee did agree with the architect that the
cross dimensions (except for height) should be enlarged to achieve better proportions, and
directed staff to work with the applicant. The applicant and architect did not agree with the
Committee's decision to deny the proposed illumination of the cross. The Committee advised
the applicant that they could appeal the decision to the full Planning Commission.
