Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. NO ITEMS HAVE BEEN SUBMITTED PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 5:00 p.m. (Scott) DEVELOPMENT REVIEW 94-08 - CAPELLINO - A request to construct a 27,280 square foot building on a 1.6 acre parcel in the General Industrial designation (Subarea 8) of the Industrial Specific Plan, located on the north side of Tacoma Street between White Oak Avenue and Oakwood Place - APN: 209-461-03 and 04. 5:40 p.m. (Scott) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 93-15 - CAMPOS - A request to construct a 1 ,200 square foot cafe and convert 4 single family residences to commercial uses- in the Specialty Commercial designation (Subarea 3) of the Foothill Boulevard Specific Plan, located on the north side of Foothill Boulevard between Archibald and Klusman Avenues - APN: 208-153-08, 09, 10, 111 , and 23. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. ADJOURNMENT DESIGN REVIEW COMMENTS 5:00 p.m. Scott Murphy May 31 , 1994 DEVELOPMENT REVIEW 94-08 - CAPELLINO - A request to construct a 27,280 square foot building on a 1.6 acre parcel in the General Industrial designation (Subarea 8) of the Industrial Specific Plan, located on the north side of Tacoma Street between White Oak Avenue and Oakwood Place - APN: 209-461-03 and 04. Background: On January 8, 1992, the Planning Commission approved the Master Plan and Phase 1 development plans for the 52-acre parcel at the southeast corner of Arrow Route and White Oak Avenue. Subsequently, the applicant has completed construction of 3 buildings within Phase 1 and all the street improvements. The applicant also received Planning Commission approval for the construction of a 29,580 square foot industrial building at the southwest corner of Arrow Route and Oakwood Place. Both the completed buildings and the approved building are designed with concrete tilt-up panels with smooth and sandblasted finishes, brick veneer, and green glazing. Design Parameters: The site proposed is composed of Parcel 10 of the original parcel map and a portion of 11. The applicant is proposing a lot line adjustment with the ( application. The site was previously graded with the construction of Phase 1 and the street improvements. The applicant is proposing a building that incorporates building materials used on the previous buildings. The entry area utilizes sandblasted concrete, green glazing, and brick veneer. The plaza area at the southeast corner of the building picks up on the sandblasted concrete, brick veneer, and glazing to a lesser degree. The brick elements at the entry are extended out from the main building plane roughly 4 to 6 inches to provide relief. The south elevation is sandblasted concrete. Sandblasted areas are proposed for the east and west elevations as well. Staff Convents: The following staff comments are intended to provide an outline for Committee discussion. Major Issues: The following design issues will be the focus of Committee discussion regarding this project: 1. In order to make the entry more prominent, the glazing at the southwest corner of the building should extend to the height of the adjacent brick column elements. 2. Textured pavement treatment should be provided at the project entry �, consistent with the adjacent projects. DESIGN REVIEW COMMENTS DR 93-15 - CAMPOS May 31 , 1994 << Page 4 4. The inconsistencies between the various drawings should be corrected. The conflicts between what is existing and what is proposed should be eliminated. The plans should reflect the design intended upon completion of the project. 5. The building details should be re-evaluated for consistency with the theme being portrayed (e.g. , the half-round windows on the cafe are not consistent with the building style) . 6. The plans for the house conversions should reflect interior changes proposed by the applicant. 7. The parking spaces along the entry drive should be eliminated. The Committee recommended that the Variance and Landmark Designation applications submitted in conjunction with the Development Review application be scheduled for Planning Commission and Historic Preservation Commission consideration at the next available meeting. r DESIGN REVIEW COMMENTS 1 May 31, 1994 PUBLIC COMMENTS There were no public comments at this time.
