Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. NO ITEMS HAVE BEEN SUBMITTED PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 5:00 p.m. (Beverly) CONDITIONAL USE PERMIT 94-07 - ST. CLARE OF ASSISI EPISCOPAL CHURCH The request to construct a temporary multi-purpose building of approximately 3,840 square feet on approximately 5 acres in the Low Residential District of the Etiwanda Specific Plan, located at the southwest corner of East and Highland Avenues - APN: 227-071-77. 5:40 p.m. (Scott) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 93-46 - FLORES - A request to construct .a gas station and mini-market on a acre parcel in the Community Commercial designation (subarea 2) of the Foothill Boulevard Specific Plan, located at the southeast corner of Foothill Boulevard and Vineyard Avenue - APN: 208-192-06. 6: 15 p.m. (Scott) CONDITIONAL USE PERMIT 90-37 - FOOTHILL MARKETPLACE PARTNERS - Review of pylon sign design for Foothill Marketplace, a commercial/retail center located on the south side of Foothill Boulevard between I-15 and Etiwanda Avenue - APN: 229-031-41. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue -not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. ADJOURNMENT DESIGN REVIEW COMMENTS 5:00 P.M. Beverly Luttrell June 14, 1994 CONDITIONAL USE PERMIT 94-07 - ST. CLARE OF ASSISI EPISCOPAL CHURCH - The request to construct a temporary multi-purpose building of approximately 3,640 square feet on approximately 5 acres in the Low Residential District of the Etiwanda Specific Plan, located at the southwest corner of East and Highland Avenues - APN: 227-071-77. Design Parameters: St. Clare of Assisi Episcopal Church has developed a master plan which preserves the historic integrity. of the Mueller House while accommodating the development of a church campus. The applicant is proposing to utilize the existing Mueller House as church offices and to construct a temporary modular building, in which to hold weekly services. The Mueller House has been designated a local landmark and any alterations to the site must not only receive approval of this Conditional Use Permit, but also of a Landmark Alteration Permit. This will be processed concurrently with the Conditional Use Permit. In addition to the temporary building, the church is seeking approval of a Master Plan for the overall development of the site as required by the Development Code. In the past, Commission practice has been to permit temporary structures for a five-year time period only. The church has been conducting services on the property for more than a year. Staff comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project: NOTE: A coordinated set of plans should be submitted to reconcile inconsistencies between drawings (see attached reductions) prior to scheduling for Planning Commission. 1. The proposed modular building is set back from East Avenue approximately 145 feet and will not disrupt the streetscape along East Avenue. The construction of the parking lot will, however, require that many of the existing Citrus trees be removed. The grove effect should be maintained whenever possible on the site and Citrus trees or other "historically appropriate" landscaping should be used in front of the parking lot. The Committee should note that a gravel parking lot has been proposed, rather than the more common asphalt-concrete. Staff feels this treatment is more compatible with the historic context of the site. 2. Dense screen planting should be provided along the south project boundary to screen the parking lot and car headlights from the existing single family houses to the south. The architecture for the modular building is simple in nature and will match the existing Mueller House in terms of type and color of roof material and color of siding. Staff believes the design meets the intent of creating a look of permanence. 4. A composition shingle roof material is proposed. Although this is contrary to Commission policy, staff believes it is acceptable for a temporary structure. 5. The master plan should be revised to show hardscape and planter areas, and to illustrate how pedestrian access between buildings will be accommodated. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. 1. The Magnolia grandiflora trees along East Avenue have been determined to be historic. If trees are damaged during any required widening of East Avenue, they shall be replaced on a one-for-one basis with the largest grown nursery stock available. The location of the Magnolias should be included on the final landscape plan. 2. Gates between the parking area and the gravel drive should be of decorative wrought iron. Recomendation: Staff recommends that the Design Review Committee recommend approval of the application with the details to be reviewed by staff. The grove effect should be maintained and regenerated on the site. Some type of landscaping should be located between East Avenue and the interim parking lot. 2. The layout and circulation for the Master Plan is acceptable. The building footprints noted are conceptual only. 6. The second driveway access along East Avenue is disruptive to the historical context of the site and should be deleted if acceptable to the Foothill Fire District. DESIGN REVIEW COMMENTS 5:40 p.m. Scott Murphy June 14, 1994 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 93-46 - FLORES - A request to construct a gas station and mini-market on a 0.63 acre parcel in the Community Commercial designation (Subarea 2) of the Foothill Boulevard Specific Plan, located at the southeast corner of Foothill Boulevard and Vineyard Avenue - APN: 208-192-06. Background: This application has been the subject of two previous Design Review Committee meetings. During the most recent meeting on May 17, 1994, the Committee (Melcher, Tolstoy, Coleman) reviewed plans presented at the meeting by the applicant that included: 1. A tower element centered on the street intersection. 2. The mini-market entry was redesigned with a smaller gable-end roof structure. 3. A raised planter is provided at the base of the building. 4. The building materials include stucco on the tower and mini-market entry, board-and-batten siding, and river rock. The Committee recommended the following revisions to the plan to be reviewed by the Committee prior to scheduling for Planning Commission consideration: 1. The building notch along the north side of the building should be eliminated and the east "wing" should be more consistent with the south wing. 2. Detailed plans, including a cross-section, should be provided for the gas pump canopy. 3. A coordinated set of plans should be provided to reconcile inconsistencies. For example, each sheet depicts planters and sidewalks in different locations or does not show them at all. 4. The details of the project should be worked out with staff. The details include the transition from rock to stucco, air and water locations, where windows will be located to minimize visibility of stocked merchandise, etc. 5. The applicant agreed to placement of a low rock wall along Vineyard Avenue. Design Parameters: The applicant has provided revised plans to address the Committees concerns. The revisions include 1 . The east wing of the building has been redesigned to provide a roof design consistent with the south wing. The building footprint, however, is different in order to meet access requirements. DESIGN REVIEW COMMENTS CUP 93-46 - FLORES June 14, 1994 Page 2 2. The gas pump canopy is designed with a metal fascia, mansard roof, and rock columns. Recessed lighting is proposed at the fascia to highlight the canopy. Also, recessed lighting is provided to project down onto the pump islands. 3. The applicant has identified potential sign locations for the tenant. The locations include the northwest and southeast corners of the building, a sign bank located between the canopy columns, and monument signs for the street frontage. 4. Uplighting of the building will be provided from the ground; the applicant does not propose any uplighting located on the building. 5. The streetscape treatment, such as rock walls, appears to be derived from the Thomas Winery project across the street. However, it should be noted that the historic landmark setting intentionally resulted in a special treatment distinct from that called for by the Foothill Boulevard Specific Plan (FBSP). Staff Cents: The following staff comments are intended to provide an outline for Committee discussion. Major Issues: The following design issues will be the focus of Committee discussion regarding this project: 1 . Each row of trees is required to be planted 30 feet on center (40ft. on center shown) per the FBSP, which also determines the hardscape pattern (see Exhibit "A" ) . 2. Foothill Boulevard Specific Plan activity center design concept also calls for 1 ) a wider public sidewalk by taking special hardscape treatment all the way to structure, and 2) special streetscape furniture elements, such as decorative light fixtures, benches, drinking fountains, potted plants, and trash receptacles (see Exhibit "B") . These could be conditioned as plan check items to be satisfied prior to issuance of building permits. 3. The fascia lighting should be eliminated. The canopy should blend in with the project, not have attention drawn to it. 4. Details of the project should be worked out with staff prior to building permit issuance. 5. A comprehensive sign program should be reviewed and approved by staff prior to building permit issuance. Policy Issues: The following issues are a matter of Planning Commission policy and should be included in the project without discussion: 1. The river rock veneer should be native stone. DESIGN REVIEW COMMENTS cup 94-36 - FLORES June 14, 1994 Page 3 Recommendation: Staff recommends that the Design Review Committee recommend approval of the application with the details to be reviewed by staff. The street trees along Foothill Boulevard and Vineyard Avenue should be planted at 30 feet on center consistent with the Foothill Boulevard Specific Plan. 2. The public sidewalk should extend to the raised planters. 3. Decorative light fixtures, benches, plotted plants, and trash receptacles should be provided consistent with the Foothill Boulevard Specific Plan. 4. The fascia lighting should be eliminated. 5. Details of the project should be worked out with staff prior to building permit issuance. 6. A comprehensive sign program should be reviewed and approved by staff prior to building permit issuance. 7. The parallel parking stall on the west side of the site should be modified to expand to landscape area on the south end and replace the landscape area on the north end with a painted stripe. 8. At the bus stop location, the handscape should be extended to the curb. DESIGN REVIEW COMMENTS 6: 15 P.M. Scott Murphy June 14, 1994 CONDITIONAL USE PERMIT 90-37 - FOOTHILL MARKETPLACE PARTNERS - Review of pylon sign design for Foothill Marketplace, a commercial/retail center located on the south side of Foothill Boulevard between I-15 and Etiwanda Avenue - APN: 229-031- 41. Background On June 8, 1994, the Planning Commission reviewed plans for a pylon sign at Foothill Marketplace. Originally, the plans called for a 57-foot high sign with panels for 4 major tenants and 4 logos. Prior to the meeting, the applicant provided a revised design proposing panels for 8 major tenants and 5 logos within a 70-foot high sign. The Commission expressed concern about the number of tenant identifications proposed and the height of the sign. Because the revised sign had not been reviewed by the Design Review Committee, the Commission referred the item back to Design Review to consider the revised design and possible alternatives. Design Review Committee Action Members Present: Larry McNiel, John Melcher, Dan Coleman Staff Planner: Scott Murphy The applicant presented several alternatives for Committee consideration. The designs ranged in height from 67 to 70 feet. The major tenant identifications depicted were 7 or 8 panels. The Committee could not reach a concensus on what design would be the most appropriate for the center. DESIGN REVIEW COMMENTS June 14, 1994 PUBLIC COMMENTS There were no public comments at this time.
