The following items are expected to be routine and non-controversial. Typically
they are items such as plan revisions prepared in response to discussions at a
previous meeting.

PROJECT REVIEW ITEMS
This is the time and place for the Committee to discuss and provide direction to
an applicant regarding their development application. The following items do not
legally require any public testimony, although the Committee may open the meeting
for public input.

(Beverly) DEVELOPMENT REVIEW 94-01 - HANG - The review of a 5,074 square foot
single family residence in the Very Low Residential District ( less
than 2 dwelling units per acre) , located on Lot 29 of Tract 11626 on
Laramie Drive - APN: 1061-801-29.

(Steve) CONDITIONAL USE PERMIT 94-18 - BRETHREN IN CHRIST CHURCH - A request
for a temporary modular classroom structure for an existing school on
5.6 acres of land in the Medium Residential District, located at
9974 19th Street - APN 1076-051-12.
PUBLIC COMMENTS
This is the time and place for the general public to address the Committee. State
law prohibits the Committee from addressing any issue not previously included on
the Agenda. The Committee may receive testimony and set the matter for a
subsequent meeting. Comments are limited to five minutes per individual.

DEVELOPMENT REVIEW 94-01 - HANG - The review of a 5,074 square foot single family
residence in the Very Low Residential District ( less than 2 dwelling units per
acre) , located on Lot 29 of Tract 11626 on Laramie Drive - APN: 1061-801-29.
Design Parameters:
The property is located on the north side of Laramie Drive within a custom lot
subdivision at the top of Beryl Street. The lot is currently vacant and slopes at
an approximate average of 10 percent from north to south. The lot slopes at 40-50
percent more severely closer to the street. The entire tract has been graded and
many homes have been constructed in the custom lot subdivision. Curbs, gutters
and sidewalks are installed and the local equestrian trail has been installed at
the south side of the lot.
The Hillside Development Ordinance requires Planning Commission review and
approval of projects which have greater then 5 feet of cut or fill. The height of
the slope at the rear of the house is over 5 feet and must therefore be reviewed
by the Design Review Committee and Planning Commission.
Staff Coments:
The following comments are intended to provide an outline for Committee
discussion.
Major Issues: The following broad design issues will be the focus of Committee
discussion regarding this project:
1 . The applicant has provided steps within the pad area which is consistent with
requirements of the Hillside Ordinance. Additionally, stem walls (2-foot
maximum) have been provided on a portion of the north and west sides of the
house.
2. The height of the slope along the rear of the house originally was 8 feet in
height. In response to staff comments, the applicant raised the pad height
of portions of the home which has alleviated the 8-foot slope condition. A
series of steps, retaining walls and terraced areas has been located to the
north of the house which also mitigates the height of the original slope.
However, it does provide more hardscape in the rear yard. This condition is
not inconsistent with other homes constructed in the tract.
3. The house fits within the building envelope except for a small portion of the
chimney cap which extends beyond it. The applicant should, however, call out
all materials and colors on the plans.
4. Six Eucalyptus trees are located on the lot which will be preserved.

Staff Recommendation:
Staff recommends that the Design Review Committee recommend approval of
Development Review 94-01.
Design Review Committee Action:

The Design Review Committee recommended approval with the following conditions:
1. Reconfigure the grading plan to distribute the excess fill over the rest of
the site between the house and row of Eucalyptus trees.
2. Delete rock treatment at corners of the house.
3. Remove all dead trees on the site. These will be delineated by the Planning
staff with orange paint in the field.

Background:
Brethren In Christ Church received Planning Commission approval for Conditional
Use Permit 83-09 for a four phased Master Plan on September 12, 1983. In August
of 1985, the church received Planning Commission approval to install two temporary
classroom buildings in lieu of constructing the permanent classroom building shown
on the approved Master Plan at that time. Since that time; the school use has
grown to the point where the existing classroom facilities on the property are no
longer sufficient to serve their needs and revenue for the permanent classroom
building approved with the original Master Plan is still not yet available. The
new classroom building is 1,440 square feet and will be designed to have a
capacity of approximately 50 students.
Design Parameters:
The site is currently developed with a permanent sanctuary building, a permanent
administrative building, two temporary classroom buildings, 152 parking spaces and
required landscaping. The site is accessed by 19th Street, where two driveway
approaches exist along with sidewalk, curb, gutter and streetside landscaping.
The site slopes from north to south at roughly 3 percent. The Development Code
requires temporary structures to be designed with a look of permanence, as much as
practicable, through the use of screening temporary foundations and utility
equipment, overhangs, walkways, and stepped roofs. In addition, the Code requires
landscaping.
Staff Comnents:
The following comments are intended to provide an outline for Committee
discussion.
Major Issues: The following broad design issues will be the focus of Committee
discussion regarding this project:
1 . The modular building should be more compatible with the existing buildings.
Suggested items include an alternate skirting material, stepped roofs,
overhangs and walkways.
2. Dense landscaping, including box size columnar evergreen trees and fast
growing evergreen shrubs, should be provided along the south, west, and east
elevations of the temporary building.

Staff Recommendation:
Staff recommends that the Design Review Committee recommend approval of the
project subject to the above-referenced items being addressed to the satisfaction
of staff.
Design Review Committee Action:

The Design Review Committee recommended approval of the project subject to the
following conditions:
1. The building should be rotated 90 degrees so the long elevation with windows
faces south.
2. An arbor overhang approximately 5 feet in depth should be constructed along
the south elevation of the trailer to provide shade along the window side of
the building.
3. A painted pedestrian path should be provided across the parking lot to
connect the new classroom building with the existing play ground.
Appropriate handicap access should also be provided to the play ground area.
4. Landscaping, including trees, should be provided along the elevations of the
trailer exposed to public view.
