The following items are expected to be routine and non-controversial. Typically
they are items such as plan revisions prepared in response to discussions at a
previous meeting.

This is the time and place for the Committee to discuss and provide direction to
an applicant regarding their development application. The following items do not
legally require any public testimony, although the Committee may open the meeting
for public input.

request to construct an 18,600 square foot industrial building on
20 acres of land in the Heavy Industrial District (Subarea 15) of the
Industrial Area Specific Plan, located on the west side of Etiwanda,
South of Arrow Route - APN: 229-131-03.

conceptual building pads and typical single story house products for
123 lots of a recorded tract in the Very Low Residential District
(less than 2 dwelling units per acre) , located on the east side of
Archibald Avenue, north of Carrari Street - APN: 1076-061-15 to 27,
1076-041-8 to 21 , 1076-591-1 to 16, 1076-461-4 to 21 , 1076-601-1 to
14, 1076-611-1 to 16, 1076-021-2 to 27.
PUBLIC COMMENTS
This is the time and place for the general public to address the Committee. State
law prohibits the Committee from addressing any issue not previously included on
the Agenda. The Committee may receive testimony and set the matter for a
subsequent meeting. Comments are limited to five minutes per individual.

ENVIRONMENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 94-16 - AMERON - A request to
construct an 18,600 square foot industrial building on 20 acres of land in the
Heavy Industrial District (Subarea 15) of the Industrial Area Specific Plan,
located on the west side of Etiwanda, South of Arrow Route - APN: 229-131-03.
Design Parameters:
The site is flat and consists of a pipe storage yard surfaced with slag. The site
is a part of the larger Ameron Concrete & Steel Pipe Systems facility to the west
and north. The Etiwanda Avenue frontage of the property is affected by the
presence of a large Metropolitan Water District pipeline which will restrict tree
planting above or near the pipe. There are several Eucalyptus trees on this
20 acre parcel.
The one-story building will be located in the middle of the parcel, approximately
650 feet from Etiwanda Avenue. The prefabricated metal structure will be painted
a light stone color, with slate colored doors/trim and white colored roof.
Although not design related, a major parameter for this project is timing. Ameron
is positioning themselves to be a major supplier of pipe for an upcoming MWD
pipeline project that will originate at Lake Silverwood and extend 46 miles to the
Perris Valley. In order to meet MWD time schedule, pipe production must start on
or about December 1, 1994.
Staff Comments:
The following comments are intended to provide an outline for Committee
discussion.
Major Issues: The following broad design issues will be the focus of Committee
discussion regarding this project:
1. Landscape the Etiwanda Avenue frontage per the Industrial Area Specific Plan
requirements for an average landscape depth of 45 feet from ultimate curb
face.
2. Construct a screen wall and view obscuring access gate along Etiwanda Avenue,
between 8 and 16 feet in height per Industrial Area Specific Plan standards,
sufficient to screen outdoor storage of pipe. Wall should be solid
decorative material (i.e. , masonary or concrete).
Note: The applicant has consented to these items; however, the improvements must
be deferred due to the future construction of the City's master planned
storm drain line and Etiwanda Avenue street improvements.

The Committee recommended approval of the project subject to staff's
recommendations. The Committee indicated that a combination of berming,
landscaping and screen wall could be used to screen outdoor storage from public
view.

BACKGROUND
Since the subdivision was approved before the adoption of the Hillside Ordinance, the
Planning Commission conducted a workshop on December 8, 1993 to determine the
appropriate grading scheme that should be applied to the tract. The Commission
provided the following directions to staff and the applicant:
1. Develop a house product that fits the site.
2. If two-story house product are used, the pads shall be stepped with a minimum of
4 or 5 feet for each step.
3. If one-story house products are used, flat pads are acceptable.
4. Corrals with grading concept shall be shown on the designated lots.
Based on the directions, the applicant has chosen to use single story house products,
revised his development plans accordingly and resubmitted to the City on July 27,
1994. Attached for the Committee reference is a copy of the December 8, 1993
Commission staff report and minutes. A set of the development plans were distributed
to the Committee on September 9, 1994.
STAFF COMMENTS
The following comments are intended to provide an outline for Committee discussion.
Major Issues The following broad design issues will be the focus of Committee
discussion regarding this project:
1. Grading concept. Because flat pads are acceptable if single story house products
are proposed, the grading concept for the tract is basically terraced pads with
huge 2 to 1 slopes. Does this concept meet the intent of the Commission's
direction?
2. Some of the 2 to I slopes created are over 40 feet high in the rear yard which
would be hard for the homeowners to get to the equestrian trail or other parts of
the yard. Access to the rear yard for slopes over 10 feet high should be provided
as shown in previously approved plans. In addition, the design of the access
should be consistent with the action comments of the February 8, 1990 Design
Review Committee (DRC) meeting, i.e. footpaths instead of stairway for aesthetic
and maintenance reasons. (See attached action comments)
3. The debris basin should be landscaped with trees and shrubs in addition to the
ground cover. Fence material and gates along the perimeter of the debris basin
should be of decorative material instead of chain link. Walls at the southern
perimeter of the debris basin should be of decorative material.
4. The spillway located south of the tract (within lots 14 and 13 of Tract 9590)
should be treated with a curved end for a more natural look, consistent with the
action comments of the February 8, 1990 DRC meeting.
Secondary Iccues Once all of the major issues have been addressed, and time
permitting, the Committee will discuss the following secondary design issues:
1. With huge 2 to 1 slopes, future homeowners may wish to put in high retaining
walls. According to the Hillside Ordinance, 2 to 1 slopes can be softened with
terracing, cribs wall and other appropriate techniques. Typical details should be
developed for the homeowners and to be incorporated in the C.C. and R's for the
tract.
2. The 6 foot high slump stone wall at the northwest side of lot 37 should be moved
to follow the alignment of the trail so that a triangle piece of land will not
become a no man's land. A lot line adjustment can be done to move this
triangular piece of land to lot 40, which will become part of the front yard.
3. All 2.1 to 1 slopes should be landscaped according to the 2 to 1 slopes landscaped
standards.
Policy Icsuec The following items are a matter of Planning Commission
policy and should be incorporated into the project design without discussion.
1. Taper driveways so as to meet the maximum width of 24 feet,
2. Provide a 15 foot usable yard for lot 49.
3. Provide a decorative cap to all slump stone walls.

The Committee stated that the Conceptual Grading Plan should be revised to address
the above comments as well as the recommendations from the Technical and Grading
Review Committees. Once staff determines that the revised Conceptual Grading Plan
has addressed all the comments and recommendations, then the project can be
forwarded to the Planning Commission for review and approval.
