Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. NO ITEMS HAVE BEEN SUBMITTED PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 5:00 p.m. (Scott) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 93-15 CAMPOS - A request to construct a 1,600 square foot cafe and convert 4 single family residences to commercial uses in the Specialty Commercial designation(Subarea 3) of the Foothill Boulevard Specific Plan, located on the north side of Foothill Boulevard between Archibald and Klusman Avenues - APN: 208-153-08, 09, 10, 11, and 23. Associated with the application is Tree Removal Permit 94-11. 5:40 p.m. (Beverly) ENVIRONMENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 94-21- CALIFORNIA BOX-A request to develop a 104.390 square foot industrial building on 7 acres of land in the General Industrial District (Subarea 10) of the Industrial Area Specific Plan, located on Toronto Avenue, north of 7th Street- APN: 209-401-05. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. ADJOURNMENT DESIGN REVIEW COMMENTS 5:00 p.m. Scott Murphy December 20, 1994 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 93-15 -CAMPOS -A request to construct a 1,600 square foot cafe and convert 4 single family residences to commercial uses in the Specialty Commercial designation(Subarea 3) of the Foothill Boulevard Specific Plan , located on the north side of Foothill Boulevard between Archibald and Klusman Avenues - APN: 208-153-08, 09, 10, 11, and 23. Associated with the application is Tree Removal Permit 94-11. Background: On May 31, 1994, the Design Review Committee (Melcher, Coleman) reviewed the application and recommended that the following revisions be incorporated into the plans prior to additional Committee review: 1. The activity center formal hardscape and landscape treatment should be maintained across the frontage of the project. 2. The side yards between buildings should be designed as active areas as opposed to landscaped areas with no intrusion. 3. The plans should depict how accessibility into the buildings will be achieved, including compliance with the "Americans with Disabilities Act." 4. The inconsistencies between the various drawings should be corrected.The conflicts between what is existing and what is proposed should be eliminated. The plans should reflect the design intended upon completion of the project. 5. The building details should be re-evaluated for consistency with the theme being portrayed(e.g. the half-round windows on the cafe are not consistent with the building style). 6. The plans for the house conversions should reflect changes proposed by the applicant. 7. The parking spaces along the entry drive should be eliminated. The Committee also recommended that the Variance and Landmark Designation applications submitted in conjunction with the Development Review application be scheduled for Planning Commission and Historic Preservation Commission consideration. On August 10, 1994, the Planning Commission reviewed the Variance request to reduce the required number of parking spaces,to reduce the side from 5 feet to zero, and to reduce the rear yard setback from 15 feet to zero. The Planning Commission approved the Variance requests limiting the cafe size to 1,698 square feet. Also on August 10, 1994, the Historic Preservation Commission recommended approval of a Landmark Designation for the four existing houses. On October 5, 1994, the City Council approved the Landmark Designation. With the conversion of the homes to commercial/office uses, a Landmark Alteration Permit will be processed with the Development Review application. Analysis: The applicant has revised the plans to address the Committee's concerns. The Foothill hardscape and landscape treatments have been incorporated into the plan. Benches and walkways have been introduced between buildings to make these areas more active. Locations of entries and accessibility ramps are shown on the plans. And, the inconsistencies between the plans have been corrected. DRC COMMENTS DR 93-15 - CAMPOS December 20, 1994 Page 2 Staff Recommendation: Staff recommends that the Design Review Committee approve the application as submitted by the applicant. Design Review Committee Action: Members present: Heinz Lumpp, John Melcher, Dan Coleman Staff Planner: Scott Murphy The Design Review Committee reviewed the revised plans and recommended approval of the project subject to the following conditions: 1. Special attention should be payed to the restoration of the units to ensure accuracy of materials and details and quality workmanship. 2. The fountain at the northwest corner of Foothill Boulevard and the entry drive should be replaced with a decorative light fixture consistent with the east side of the drive aisle. 3. One additional trash enclosure should be provided on the west side of the project. 4. The sidewalk between House nos. and 2 should be straight. 5. Consistent stucco treatment should be provided on the cafe. A material sample board should be provided for Planning Commission review. 6. Chimneys should be provided on House nos. 3 and 4 consistent with the original design. DESIGN REVIEW COMMENTS 5:40 p.m. Beverly Luttrell December 20, 1994 ENVIRONMENTAL ASSESSMENT FOR DEVELOPMENT REVIEW 94-21-CALIFORNIA BOX- A request to develop a 104,390 square foot industrial building on 7 acres of land in the General Industrial District(Subarea 10)of the Industrial Area Specific Plan, located on Toronto Avenue, north of 7th Street - APN: 209-401-05. Design Parameters: The project site is bounded by the Atchison, Topeka and Santa Fe Railroad Line to the north and the proposed General Dynamics project and an Southern California Edison substation to the east. A one- story concrete tilt-up warehouse building is located to the west of the project. Additionally, a 40-foot Metropolitan Water District easement occupies the southerly portion of the site. A previous project for a 159,766 square foot warehouse building(DR 90-17) was approved for the project site in March 1991. That project has since expired. The proposed project will be constructed in two phases. This first phase occupies the easterly portion of the site. At a later date,the building will be enlarged by approximately 58,000 square feet along the west side of the building. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Maior Issues: The following broad design issues will be the focus of Committee discussion regarding this project: 1. Phase One is located on the easterly portion of the site in order to take advantage of future views from the building to the proposed golf course to the east. Consequently, the southeast elevation has been upgraded with split face block, additional windows and more building plane undulation since this will be the main entrance to the building. However,the southwest comer of the building will face Toronto Avenue until Phase Two is constructed and should be similarly upgraded since it will be visible from the street. The applicant has provided a fluted texture in this location, but has not provided any additional building articulation. If additional articulation is not feasible,then additional landscaping should be provided at the entry to the project. 2. Enhanced paving should be provided at the entrance to the project to complement the enhanced paving adjacent to the main building entrance. Secondary Issues: Once all the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: 1. Cut sheets should be provided which detail the type of seating that will be provided in the employee lunch area. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion. 1. Screening for roof mounted equipment should be integrated into the building design(i.e.,extended parapet walls). DRC COMMENTS DR 94-21 - CALIFORNIA BOX December 20, 1994 Page 2 Staff Recommendation: Staff recommends that the Design Review Committee recommend approval with the noted conditions. Design Review Committee Action: Members Present: Heinz Lumpp, John Melcher, Dan Coleman Staff Planner: Beverly Luttrell The Design Review Committee recommended approval as proposed by the applicant, except that the fluted treatment at the southwest comer of Phase One should be deleted.
