Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. 5:00 P.M. (Scott) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 95-01 KENT- A request to construct an 8,166 square foot day care facility within an existing shopping center in the Neighborhood Commercial designation, located on the east side of Haven Avenue, north of Highland Avenue - APN: 201-271-92. PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony,although the Committee may open the meeting for public input. 5:15 p.m. (Scott) DEVELOPMENT REVIEW 95-11 - C PELLINO - A request to construct three industrial buildings totaling 38,096 square feet in the General Industrial designation (Subarea 8)of the Industrial Area Specific Plan, located at the northeast comer of White Oak Avenue and Tacoma Drive - APN: 209-461-06, 07, and 08. 5:45 p.m. (Dan) PRELIMINARY REVIEW 95-05 - A TA LOMA SCHOOL DISTRICT - A courtesy review of the proposed site acquisition of a site for an elementary school on 12 acres of land located on the south side of Banyan Street, approximately one quarter mile west of Fredericksburg Avenue - APN: 201-271-37, 88, 89 and 201-623-77, 78, 79, 80. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. Design Review Committee Action: Members Present: Larry McNiel, Dan Coleman Staff Planner: Scott Murphy The Committee reviewed the plans and recommended that the applicant work with staff on further revisions to the plans. Suggested areas to consider include providing a colonnade along the west side of the building, the redesign of the tower element at the entry to allow pedestrian flow under the canopy, elimination of the parapet walls and the use of other elements to break the roof, etc. The revised plans will be resubmitted to the Design Review Committee on June 6, 1995. DESIGN REVIEW COMMENTS 5:15 p.m. Scott Murphy May 16, 1995 DEVELOPMENT REVIEW 95-11 - CAPELLINO - A request to construct three industrial buildings totaling 38,096 square feet in the General Industrial designation (Subarea 8) of the Industrial Area Specific Plan, located at the northeast comer of White Oak Avenue and Tacoma Drive- APN: 209-461- 06, 07, and 08. Design Parameters: The site is part of an industrial Master Plan approved by the Planning Commission in 1992. The Master Plan included 52 acres of land boundered on the north by Arrow Route, on the west by White Oak Avenue, on the south by a railroad easement, and on the east by railroad spur line. The site layout proposed with the application is consistent with the site plan approved for the Master Plan. The three buildings proposed by the applicant are designed using tilt-up concrete, sandblasted concrete, and brick. These elements are consistent with the existing buildings under construction and/or recently completed. The angled entries are also consistent with the existing buildings. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Design Issues: The following design issues will be the focus of Committee discussion regarding this project. 1. The northwest comer of the building at 8589 White Oak Avenue should be upgraded to include: a. The area around the west-facing door should pop out to provide an 8 to 12-inch change in the building plane. b. Brick should be introduced to tie in with the main entry and provide additional relief along the street elevation. Staff suggests the use of a brick wainscot element within the projection proposed in item No.I above. 2. Parking stalls at the northeast corners of 8559 White Oak Avenue (lot 13) and 10970 Tacoma Drive(lot 14) are located adjacent to drive aisles and are not separated from the drive aisles by landscape fingers, as is typically required. The applicant has indicated his desire to not install landscape fingers because of potential conflict with trucks backing into and pulling out of the truck wells. 3. The applicant should indicate how the 12-inch gap between the two southerly buildings will be addressed to prevent the area from becoming an attractive nuisance. Staff Recommendation: Staff recommends that the Design Review Committee approve the application subject to addressing the above-listed comments. The 12-inch gap between buildings should be totally encapsulated as described by the applicant. DRC COMMENTS DR 95-11 - CAPELLINO May 16, 1995 Page 2 2. The northwest comer of the building at 8589 Utica Avenue should be enhanced by popping out the column and lend element and introducing brick. The final design should be reviewed and approved by the City Planner prior to building permit issuance. 3. Brick flatwork should be used at the main entries of Lots 14 and 15 (8589 Utica Avenue and 10970 Tacoma Drive). The final design should be reviewed and approved by the City Planner prior to building permit issuance. 4. Additional brick veneer should be provided south of the glazing on the west elevation of 8559 Utica Avenue to frame the glass. The final design should be reviewed and approved by the City Planner prior to building permit issuance. 5. Trees should be clustered on the north side of 8559 Utica Avenue to break the building expanse. The type and spacing of the trees should be reviewed and approved by the City Planner prior to building permit issuance. 6. Shade trees should be provided for the plaza areas. The type and location of the trees should be reviewed and approved by the City Planner prior to building permit issuance. DESIGN REVIEW COMMENTS i 5:45 p.m. Dan Coleman May 16, 1995 PRELIMINARY REVIEW 95-05 - ALTA LOMA SCHOOL DISTRICT - A courtesy review of the proposed site acquisition of a site for an elementary school on 12 acres of land located on the south side of Banyan Street, approximately one quarter mile west of Fredericksburg Avenue - APN: 201-271-37, 88, 89 and 201-623-77, 78, 79, 80. Abstract: The District needs another K-6 elementary school and is considering acquisition of a site on Banyan Street, which is part of an approved Tentative Tract 13890 (Greystone). State law requires the Planning Commission to investigate the proposed site and send the District a report of their recommendations. Design Parameters: The site will be bordered to the west and south by single family residential lots per the approved Tentative Tract 13890. However, unlike most elementary school locations, these homes front onto the same streets as the school. The homes in the area reflect several different architectural styles. The site is undeveloped; however,the easterly portion has been rough graded for single family homes. The land slopes to the south at approximately 6-8 percent creating a 25-30 foot grade differential from Banyan Street to the bottom of the site. A Community Trail is planned along the south side of Banyan Street which will complete this "missing link" between Haven Avenue and Rochester Avenue. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project. 1. The site plan is oriented to take access from the streets along the west and south sides, instead of Banyan Street. Elementary schools typically have morning, lunch and afternoon traffic peaks, as well as during special evening activities. This will create a traffic, noise, and glaze nuisance to future residents across the street whose 21 homes and front yards will face the school. Alternative site plan configurations, such as access locations and additional off-street parking, should be explored to improve neighborhood compatibility. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. 1. The amount of cut and fill grading necessary because of the existing topography will result in large slopes. Although difficult to read from the 8 1/2" x I V site plan provided, these slopes will probably be 2:1. The City's grading policies encourage that various techniques be employed to make slopes appear more natural and less"engineered." These techniques include contour grading (i.e., varying slope gradient and slope direction), and rounding off the top and toe of slopes to eliminate hard edges. 2. Elevations should be submitted to the City for courtesy review. 3. Decorative metal fencing, rather than chain link, should be used for security where necessary along the west and south street frontages. A good example can be seen at Caryn Elementary School. DRC COMMENTS PR 95-05 - ALTA LOMA SCHOOL DISTRICT May 16, 1995 Page 2 4. The proposed grading scheme would create a fill slope of approximately 15 feet in height at the southeast corner. This is the result of significant cut and fill grading to establish a level athletic playing field. This creates an unusually high slope adjoining the side yard of a single family residence. 5. Slopes should be planted with informal groupings of trees and shrubs to create a more naturalized appearance. Access to the parking lot and parent drop-off should be made one-way, with angled parking. The easterly driveway should be ingress and the westerly driveway should be egress. 2. The westerly driveway on Mirador Drive should align with Chandon Place. 3. Slopes should be contour graded(i.e., varying slope gradient and slope direction) and the top and toe rounded off to appear more natural. 4. Slopes should be planted with informal groupings of trees and shrubs. 5. Decorative metal fencing, rather than chain link, should be used to secure site. 6. Elevations should be submitted to the City for courtesy review. 7. Mirador Drive should be extended easterly to be a stub street for future connection to adjoining vacant land.
