SUBJECT CONDITIONAL USE PERMIT 82 -04 - HARDER - The use of an existing
square oot ng or a ante studio in the General
Industrial category (Subarea 3), located at 9613 Arrow Route,
Suite G.
PROJECT AND DESCRIPTION
The protect site is in the Cucamonga Business Park located on the outh-
east corner of Arrow and Archibald (Exhibits "A" b 'B') The location
is designated in the Industrial Specific Plan and General Plan as Gen-
eral Industrial. Personal services such as the proposed use are allowed
subject to the approval of a Conditional Use permit by the Planing Com-
mission
The dance studio will provide ballet and jazz lessons Monday through
Friday from 3 p.m. to 9 p.m., and on Saturday from 9:30 a.m to 3 p.m.
The applicant intends to direct all classes with the help of possibly
one or two assistants. A typical class will have ten students with a
maximum class size of 12 or 13 persons. Only one class will be conducted
at a time lasting about 1 to 1 -1/2 hours. Five to ten minutes will be
provided in between classes Restroaa facilities will be provided but
will not include a shower roan or lockers
Grade school children will be Instructed on weekdays from 3:30 p.m. to
5:30 p.m. The applicant states that these students are generally drop-
ped off and picked up by adults. Parents wili only be allowed to watch
the lessons approximately three times a year during designated visiting
days Weekday evening classes will begin at 6 p.m. for teenagers and
adults. The final class will end at 9 p.m. Ladies exercise classes
are also planned from 8 to 10 a.m. on weekday mornings.
Music will be played during all classes. A soundproof wall is to be
constructed between the studio and the vacant suite to the east, but
because the veterinary Clinic on the opposite side functions on week-
ends only, no sound wall is proposed A complete list of all business
in the dance studio building is given on exhibit 'D ".
ANALYSIS
The Zoning Ordinance classifies the proposed use as a special school and
requires that one space be provided for each three students and one space
for each instructor. Five parking spaces are allocated for the dance
studio.

Based on the Zoning Ordinance rquirements, this amount of parking will
allore a class size of 12 students with one instructor. The Cucamonga
Business Park property manager stated that the -e are 37 stalls directly
available to the studio after r.omil business hours if the park
(8 a.m. -5 p.m.) As the Commission will recall, three churches were
allowed to locate in the Cucamonga Business Park on a temporary basis,
Exhibit "E" shows the location of parking used by i. :e churches on week-
days after 6 p.m and on weekends No overlapping of the spaces bet-
ween the uses occur.
FACTS rOR FINDING
The project is consistent with the General Plan, the Industrial Speci-
fic Plan, and applicable zoning ordinance provisions. Given the limited
class size and number of parking spaces available after S p.m , ample
parking is available. Conflicts for 3:30 to 5:00 on weekdays could oc-
cur on the occasions adults accmnprnv children to classes. However,
this occurs a limited number of tim. hich does not seem to concern
the Business Park owners
Noise created by dance music has the potentia for disturbing adjacent
business if uncontrolled. However, this can be mlti{atrd through noise •
attenuation construction for adjacent interior walls Conditions of
approval are proposed on the attached resolution to lessen any potential
conflicts as stated above.
CORRESPONDENCE
A public hearing notice was advertises in the pDailr Report newspaper
on April 2, 1982. Thirty -six publr hearing notices were sent to sur-
rounding property owners within 300 feet of the project site. To date,
no correspondence has been received tither for or against this project.

Dear Mr. Vairin:
As the applicant for the above address I would like to submit the
following information.
The suite referred to above is approximately 1,620 square feet of
office /warehouse space and our proposed use is to open a dance
instruction center.
We plan to provido primarily ballet and jazz lessons.
Our proposed hours will be from approxLaately 3:00 in the afternoon
to approximately 9:00 in the evening. Lessons for our younger
scudentsj i.e., school age children will begin at the 3:30 pm hour
and we have learned from a previous studio that the majority of
these children are dropped off by their parents and pixed up after
the lessons hewing a minimal impact on parking.
Cur teenage and adult students will be scheduled from approximately
5:30 pm to 9:00 pm. This works out well wir'1 the other tenants
because onr ::ours of emphasis will be generally after their closing
hours.
We are considering the possibility of having exercise classes in
the early morning. We anticipate these would be limited to 10 persons
and would last for one hour. This is still in the discussion stage
at this time.
The improvements required are basically simple, and consist of
providing mirrors on the walls, ballet bars, and a special dance
floor. We do not foresee any major tenant improvements required.

BACKGROUND. In accordrnce with Conditions of Approval, the Lesny Develop-
ment has prepared landscape and construction plans for the Haven
A,,enue median island, Exhibit "A ". This median will set the tone" for the
entire length of Haven Avenuo. Because of the importance of this median as
a community desig element, staff is seeking Planning Commission review and
consideration of the proposed design.
The existing "median" consists of Cypress trees and Pyracantha shrubs. A
stamped concrete pattern resembiing alluvial granito stone is proposed for
the median landscape. An actual sample will be available at the Planning
Commission meeting The proposed landscaping plan, Exhibit "B ", Indicates
15 gallon size Canary Island Pine trees planted in an informal linear
pattern. The trees will be underplanted with Indian Hawthorne shrubs
ANALYSIS. Roadways serve as focal points for a community Euclid Avenue

Cucamonga General Plan contains policies for medians:
