RECOMIENDATIDM: Approval of restructuring Redevelopment Agency staff and
approra o? 'edevelopeent Coordinator job description.
BACKGROUND: As part of the overall restructuring of City departmental
responsibilities the Redevelopment Agency indicated a desire to become more
active in economic development. In order for this to occur effectively the
City Council requested the development of a job description for a
Redevelopment Coordinator position for greater eephasls on these Agency
programs.
ANALYSIS: Staff has prepared a job description for the Redevelopment
aor nator position which is commensurate with the direction 'roe the City
Cot +cil. Also included for reference are the job descriptions of the Senior
Redevelopment Analyst and the Redevelopment Analyst positions.
The restructuring of the Redevelopment Agency staff would include the
reclassification of Linda Daniels, current Senior Redevelopment Analyst, to
the Redevelopment Coordinator position a:-. the hiring of a Redevalopment
Analyst whose primary focus will be the marketing and promution programs for
the Agency. The Senior Redevelopment Analyst position would remain vacant at
this time.

` Exercises direct and indirect supervision over professional, technical and clerical

EXAMPLES OF DUTIES - Duties may Include, but are not limited to, the following:
Develop and implement goals, objectives, policies, and priorities of the RaJeveloprnt
Agency.
Plan, schedule and control the work of the Redevelopment Agency.
Maintain an effective marketing and public relations program which contributes towards the
economic development or the Redevelopment Agency pro}4t area.
Direct the impleeentation of the all public /private redevelopment p.rolecs. This would
include direct negotiations of developer agreements and owner participation <reemants.
Manage all Redevelopment Agency bond programs and loan programs.
Represent the Agency at meetings Involving comunity organizations, developers, property
owners. Investors and City emissions or committees. Coordinate Agency projects with
other City departments.
Manage all consultant comracts related to Redevelopment Agency programs.
Maruge and Implement Redevelopment Agency programs and funds with appropriate special
districts In order to improve the project area.
Prepare the Redevelopment igency budget and appropriate analysis, manage and Implement
Program to carry out legislative requiraients for the Redevelopnt Agency, and generally
assist the Deputy Execut me
iv Director in menaging Redevelopment Agency programs.
Supervise. train and evaluate professional, technical and clerical sdbordinates.
Perform related duties as required.
QUALIFICATIONS
Knowledge of•

development and marketing strategics, Canunity Development Block Grant programs,

programs, principles and prartices of urban planning.

experience.
Education:
