It is nscomaended that City Council adopt the attached resolutions
ac, jting a Real Property improvement Contract and Lien Agreement and
approving Parcel Map 9349 and iutherizing the City Clerk to cause same
to record.
Analysis /Background
Parcel Map 9349 was approved by the oWn1ng Commission on March 2b,
1986, for the divislun of 1.3 acres of land Into 2 parcels 'n the Very
Low Residential Development Oistrict, located on tha south side of
Strang Lano, east of Carnelian Avenue, Mr. Smith, the developer is
submitting a Real Property Improvement Contract and Lien Agreement to
guarantee the future construction of street improvements on Strang Lane.

undersigned hereby agrees that all monuments shown on the final map of Parcel
Nap 9349 are to be set and furnished by the subdivider's engineer or surveyor
as specified in the Engineer's or Surveyor's Certificate and agrees to furnish
the mites thereon to complete all engineering requirements specified in
Section 60497, of the Government Cade.
The undersigned hands you herewith the sum of $2,500 (Receipt No. 3528) as a
cash deposit, said deposit to guarantee that the monuments will be set and the
notes furnished as above provided on or before the date specified and that the
engineer or surveyor will be paid by th- - ndersigoed.
It is further unaerstood and agreeJ that in the event thg undersigned fails to
complete the above requirements within the time specified, the City of Rancho
Cucamonga is authorirtd to complete said requirements or cause them to be
completed a,d the cost thereof is to be a charge against said cash deposit,

RESPONSE TIMES 1986 -1987 CALENDAR YEAR:
In 1906 the Rancho Cucanonga Sheriff's Statiol was
able to field 40 ueputy II's and 3 banior Deputies.
Average response times for 1956 were 4.1 minutes for
emergency calla (.7 of a minute quo tin. un6 3.4 minutes
travel time). Average response time for all calls for
ae.vi�l was 10.9 minutes (.8 minutes of quo time and 7.1
minutes of travel time).
In mid year 1987, due to a budge` increase, we were
able to field 47 DepW_y II's and throe (3) Senior Deputies.
Average response Limon for the year 1987 were 3.47 minutes
for emergency calls for service (.87 minutes of quo time,
2.6 minutes of travel time). Overage response times for
all calls for service was 9.28 minutes (3.70 minutes of quo
time and 5 5 minutes of travel time).
Total calla for service during 1986 were 37,700.
Total calla for service during the year 1987 wore 40,006.
The population of the city in 1906 was approximately
73,780 and in 1987 80,430.
SUMMARY:
A10ough the population of the city increased nearly
7,000, ano the calla for service increased over 2,000
between the years 1986 and 1907, the station's response
ime on emergency calls for service decreaoed approximately
one half minute and on all calls for so v i decreased
approximately one and one half minutes.

WOULD ADDITIONAL PERSONNEL DECREABE RESPONSE TIKES?
An additional seven (7) deputies added to the
station's personnel in mid year 1987 resulted in a net
decrease in response times for emergency calls of 30
seconds. This would indicate, initially, thr.t increased
manpower does have some affect on response times.
The Sheriff's Department is attempting to utilise
alternatives to adding manpower to increase the
effectiveness of field personnel, (including response
times). some of those alternatives include the Computer
Aided Dispatch Program, end utilising non -sworn personnel
such as Forensic Technicians, to allow deputies more
unencumbered time to be used in proactive patrol and
responding to calls for service.

information on gang activity,
1. As to the City of Rancho Cucamonga having a problam
with gangs, I would answer this simply by stating,
'NO."
Several gangs have boon identified as either residing
or frequenting the Rancho Cucamonga area, h„wever puss
no immediate problem to the city at this time.
2. Programs that the Sheriff's Department has at the
present time regarding gang activities are as follows=
STATION GANG OrrICER
A deputy is assigned to the position of Gang Officer
at the Rancho Cucamonga Sheriff's Station. It is the
responsibility of thin officer to monitor all gang
activity within the city limits Of Rancho Cucamonga.
SMASH (SAN BERNARDINO COUNTY MOVEMENT AGAINST STREET
HOODLUMS)
As of today's date, this is a proposed law enforcemont-
effort to control gang activity within San Bernardino
County SMASH, as this gang task force will bo
called, will have three facets: Intelligence,
Tactics, and Media.
The intelligence facet will be gathering and sharing
information on gang - tivity within all jurisdictions
in San Bernardino County.

been greatly reduced over the past few years and appears to
Intelligence obtained from the Dog Patch area has revealed
that a group of Individuals who reside In the area coined
the name to gain some notoriety as a gang. There has not
been much gang cr crlmtual activity In this area dlrecily

ten to fifteen members In the gang As of now they nave no
type of rank structure within the gang and only occasiondlly

that a group of Individuals who reside In the area coined
the name to gain some notoriety as a gang. There has not
been much gang cr crlmtual activity In this area dlrecily

ten to fifteen members In the gang As of now they nave no
type of rank structure within the gang and only occasiondlly
