RANCHO CUCAMONGA
FIRE PROTECTION DISTRICT, CITY COUNCIL
SPECIAL MEETING MINUTES
A special meeting of the Rancho Cucamonga Fire Protection District and City Council convened in
the Council Chambers of the Civic Center located at 10500 Civic Center Drive, Rancho
Cucamonga, California. President/Mayor L. Dennis Michael called the meeting to order at 6:00
p.m.
Present were Board Members/Council Members: Bill Alexander, Marc Steinorth, Diane Williams;
Vice President/Mayor Pro Tem Sam Spagnolo and President/Mayor L. Dennis Michael.
Also present were: John Gillison, City Manager; Linda Daniels, Assistant City Manager; Lori
Sassoon, Deputy City Manager/Administrative Services; Jeff Bloom, Deputy City
Manager/Community and Economic Development; Chris Paxton, Human Resources Director;
Tamara Layne, Finance Director; Nettie Nielsen, Community Services Director; Fire Chief Mike
Bell; Jim Frost, City Treasurer and Debra McNay, Records Manager/Assistant City Clerk.
B. PUBLIC COMMUNICATIONS
B1. Kim Earl commented on the recent article in the Daily Bulletin regarding Thoroughbred. She
expressed a concern that if funds are going to be budgeted for the Christmas light display, more
and more restrictions will be put on the residents. She inquired if the event was going to be "City
sanctioned", and expressed the need for a public forum before the annual meeting in order to
obtain ideas and suggestions from the residents.
B2. Danae Delaney also commented on the Thoroughbred light display, and stressed the
importance of fairness. She supported the City's decision for a line item in the budget and noted
that there should be a pretty high fee for families who are vending at the event.
B3. Jim Frost thanked the Finance Director and her staff for their work preparing the budget. He
addressed the City's formation of the Police Department in July of 1978. Mr. Frost noted that a
very good service is being provided for the cost. He suggested that the City take at least a cursory
review of the cost to provide regional law enforcement.
CONSENT CALENDARS:
The following Consent Calendar items are expected to be routine and non-controversial. They
will be acted upon by the Fire Board/Council at one time without discussion. Any item may be
removed by a Fire Board/Council Member for discussion.
C. CONSENT CALENDAR - FIRE PROTECTION DISTRICT
C1. Approval of the following to be in compliance with Governmental Accounting Standards
Board (GASB) Statement No. 54: 1) Updated fund balance policy and 2) a Resolution
committing to the level of fiscal reserves for the Rancho Cucamonga Fire Protection
District.

C2. Approval of corrections to amended Fiscal Year 2012/2013 Appropriations.
C3. Approval of repayment of funds advanced by the City of Rancho Cucamonga to the
Rancho Cucamonga Fire Protection District.
C4. Adjustment in Board Member meeting stipend.
RESOLUTION NO. FD 13-025

MOTION: Moved by Williams, seconded by Alexander, to approve the staff recommendations in
the staff reports. Motion carried 5-0.
D. CONSENT CALENDAR - CITY COUNCIL
D1. Approval of the following to be in compliance with Governmental Accounting Standards

Rancho Cucamonga Fire Protection District.
MOTION: Moved by Alexander, seconded by Williams, to approve the staff recommendations in
the staff reports. Motion carried 5-0.

City Manager John Gillison presented the staff reports for Items E1, E2 and E3.
MOTION: Moved by Spagnolo, seconded by Steinorth, to adopt Resolution No. FD 13-026.
Motion carried 5-0.
MOTION: Moved by Alexander, seconded by Steinorth, to adopt Resolution Nos. FD 13-027 and
13-028. Motion carried 5-0.
MOTION: Moved by Spagnolo, seconded by Alexander, to adopt Resolution Nos. FD 13-029 and
13-030. Motion carried 5-0.
