Describe the site as thoroughly as possible. The following factors should be considered: a. Describe the type of vegetation and the percentage of the site that it covers. List the animals that you have seen or that are known to occur on the site. Volunteer rye grass & weeds presently kept mowed, cover the entire parcel. Only gophers & an occasional jack - rabbit are seen crossing the property. b. Describe the topography (i.e., slopes, landforms, landscape) of the site. Any data on soils and geology would also be helpful. Parcel has a uniform slope of 28 from Baseline Road southerly. Soil would be classified as a sandy clay loam situated on an alluvial fan as most of the Cucamonga area is. c. Discuss any stream channels or eroded areas on the site. storm drains discharge along the east and west side of the Parcel into existing Flood Control maintained water courses. During the course of the '69 flood however, no erosion took place as all flood waters were controlled x within the earth channels. No specific types of animals are known to exist in the area. b. Describe the topography (i.e., slopes.' landforms, landscape) of the site. Any data on sails and geology would also be helpful. Topography, of the site is a predominantly level surface throughout. Soil tends to be sandy with good percolation. C. Discuss any stream channels or eroded areas on he site. A two story stucco structured house is located on the site and contains about'3,800 square feet; this it the intended area to be used as the restaurant site- (for more information,see architects plans.) The ERC will determine if such documentation is necessary, and may continue your project until the necessary study is performed. Mr. Stevens detailed the staff report on this item and made the following revisions to staff "T,, standards recommended, which should read as follows: (1) A location and development plan to be reviewed and approved by the Planning Director. Design considerations shall include but not be limited to the location of driveways, parking areas, sidewalks, walls, loading areas, landscaping, proposed signs, lighting fixtures, proposed structures and irrigation improvements. (2) The permitted uses on the easterly portion of the sito (parcels adjacent to the residential subdivision) shall be limited to t.iose C -1 zone district uses that wil, be, in the opinion of the Planning Director, compatible with single family residential uses. He asked that finding #5 be deleted and based on staff's findings and analyses, it was recommended that this item be continued until the General Plan is adopted. In addition, it was their recommendation that the A -1 zoned strip of property to the south of tile site be included in this change of zone. Should the Planning Commission wish to recommend approval, staff recommends that the zone be changed to R -3 -T Mr. Tolstoy expressed concern over the circulation problems.
