STAFF ANALYSIS :
The applicant has submitted this Location & Development plan
to convert an existing two story residence into a restaurant
and to further develope the site with other commercial build-
ings. . This submittal is in compliance with the conditions of
the zone district. On September 6, 1977 , the Board of Super-
visors changed the zone district on the site to C-2-T. In
addition to the requirement of the Location & Development
Plan, The "T" standard of the zone district requires special
consideration to flood hazards, setbacks and landscaping.
The site has access on Foothill Boulevard and Vineyard Avenue. I
Foothill is ultimately planned for a divided major arterial
where as, Vineyard is a secondary. Both are adequate for the
use requested. Foothill Boulevard is a State highway. Cal '
trans response to the project concerns curb openings onto
Foothill, drainage disposal, right-of-way dedication and pro-
visons for wheelchair ramps. Further, the San Bernardino
Transportation Department requested that sidewalks be pro-
vided for both Foothill and Vineyard, dedication of right-of-
way on Vineyard and the installation of curb and gutters.
The site is located approximately 200 feet west of Cucamonga r `
Creek Channel, a major natural water course of the area.
Cucamonga Creek in the area of the site, has only interium - l`y:;•
type improvements consisting of an earth - excavated channel.
According to the Flood control district, this type of improve-
ment will handle low flows but is inadequate in the event of

I During pdst devastating flood, according to the flood con-
trol district, major portions of the site were inundated from
overflow from Cucamonga Creek. In their opinion, the site is
Ysubject to infrequent flood hazards by reasons of overflow,
erosion, and debris deposition until such time as permanent
channel improvements and debris retention facilities are pro-
vided for Cucamonga Creek. This i f a

The Flood Control District, in conjunction with The Corps of
Engineers , is actively pursuing a Federal project to permanently `'•
channelize Cucamonga Creek. Construction has already begun at
the southern terminus and at the present schedule will improve
the portion affecting the site by 1980 'and 1981. ,.
Cucamonga County Water District has indicated that the site has
both water and sewer service available for connection. The
. ` capacity of the sewer system pertain to the availability of
sewers only and is not a guarantee to sewer treatment capacity.
The latest sewer capacity allocation report from Chino Basin
Municipal Water District indicates that there was 2G,965 gal.
h .'. per day available for commercial/industrialuse by the. Cucamonga
County Water. District at the end of April 30, 1978.
FINDINGS:

Based upon the analysis, Staff recommends the following findings:`
1 That the site is subject to infrequent flood hazard and
4that it would be difficult to adequately protect it until
the Cucamonga Channel is permanently improved.
?i. The site has adequate access for the proposed use,
3./ That adequate services exist at the present to service
the use, however sewage treatment capacity may not be
f� available at the time of occupancy.
4. Since the area is developing with commercial uses, .there
is reasonable probability that the project will be - con-
sistent with the General Plan proposal being considered. •
There is little or no probability of substantial detriment
to or interference with the future adopted general plan
if the project is ultimately inconsistent with the general
plan.

The site is located on the southeast corner of the Baseline/Carnelian
intersection. It is 10 acres in size, fairly flat and generally

The Development Review Committee has reviewed the proposed rehabilitation
of the existing elementary school site at 896E Archibald. It is proposed
that the building be used to accommodate a private school including a
Day Care Center and grades K th-ough 8.
The Committee has recommended that a f -used EIR be epared for the project.
It is recommended that the report deal wit rear c, noise, and c��omppat� �i-
bility of land use with adjacent developments. In addition. it s recommen-

suitability of the building for use as a school site. This recommendation
is based upon the fact that the former elementary school site has been vacant
for several years and may not be structurally sound.
The present zoning for the 'property is MR which is restricted manufacturing.
The developers have completed a portion of the planned improvements, notably
the replacement of the roof and other minor changes. Building permits
have not been issued for major improvements. f

STAFF ANALYSIS:
The applicant has submitted this Location & Development plan
to convert an existing two story residence ii.to a restaurant
and to further develops the site with other commercial build-
ings. This submittal is in compliance with the conditions of
the zone district. On September 6, 19770 the Board of Super-
visors changed the zone district on the site to C-2-T. In
addition to the requirement of the Location s Development
Plan, The "T" standard of the zone district requires special
consideration to flood hazards, setbacks and landscaping.
The site has access on Foothill Boulevard and Vineyard Avenue.
Foothill is ultimately planned for a divided major arterial
where as, Vineyard is a secondary. Both are adequate for the
use requested. Foothill Boulevard is a State Highway. Cal-
trans response to the project concerns curb openings onto
Foothill, drainage disposal, right-of-way dedication and pro-
visons for wheelchair ramps. Further, tha San Bernardino
Transportation Department requested that sidewalks be pro-
vided for both Foothill and Vineyard, dedication of right-of-
way on Vineyard and the installation of curb and gutters.
The site is located approximately 200 feet west of Cucamonga
Creek Channel, a major natural water couwse of the area.
Cucamonga Creek in the area of the site, has only interium -
type improvements consisting of an earth - excavated channel.
According to the Flood control district, this type of improve-
me it will handle low flows but is inadequate in the event of
a major storm. The flood control district further states that
it would be d? fficult to adequately protect the site from flood
t hazards until the Cucamonga Creek Channel is permanently im-
proved.
' During the past devastating flood, according to the flood con-
trol district, major portions of the site were inundated from
overflow from Cucamonga Creek. In their opinion the site is
subject to infrequent flood ha-lyds by reasons of overflow,
erosion, and debris deposition until su-h time as permanent
channel improvements and debris retention facilities are pro-
vided for Cucamonga Creek. This is reflected in the Cucamonga
Creek Report dated 1966, prepared by the U.S. Corps of Engineers.
The Flood Control District, in conjunction with The Corps of
M1 Engineers , is actively pursuing a Federal project to permanently
channelize Cucamonga Creek. Construction has already begun at
} the southern terminus and at the present schedule will improve
the portion affectinv the site by 1980 and 1981.
Cucamonga County Water District has indicated that the site has
both w.-ter and sewer service available for connection. The
capacity of the sewer system pertain to the availability of
sewers only and is not a guarantee to sewer treatment capacity.
The latest sewer capacity allocation report from Chino Basin
Municipal 'dater District indicates that there was 26,965 gal.

FINDINGS:
Based upon the analysis, Staff recommends the following findings :
1. That the site is subject to infrequent flood hazard and
that it would bu difficult to adequately protect it until
they Cucamonga Channel is permanently improved.
2. The site has adequate access for the proposed use.
3 . That adequate services exist at the present to service
the use, however sewage treatment capacity may not be
available at the time of occupancy.
4. Since the area is developing with commercial uses, there
is reasonable probability that the project will be con-
sistent with the General Plan proposal being considered. -
5. There is little or no probability of substantial detriment
to or interference with the future adopted general plan
if the project is ultimately inconsistent with the general
plan.
RECOMMENDATION•
BaseG upon the analysis and findings, Staff recommends that
the 'location and development plan not be approved at this
time. Noting however that staff would look favorable on the
project when Cucamonga Channel is permanently improved.
Should the Planning Commission wish to approve the. request,
' t is suggested that only the restaurant conversion be ap-
proved at this time, and that the remainder of the project
be re-evaluated after the Cucamonga Channel is permanently
improved. Staff would further suggest that the approval be
conditioned upon the following:
1. The existing structure shall not be converted into a testae
rant until Cucamonga Creek is permanently improved.
2. The applicant shall dedicate right-of-way to equal
60 feet from the center line of Foothill Blvd. and
44 `eet from the center line of Vineyard Avenue &long
the property frontage, ;lue a 20 foot radius return.
3. The applicant shall install full road improvements on
Foothill Blvd. along property frontage, to include
side walks, curbs, gutter and pavements. A wheel
chair ramp to be provided at the curb return.
4. The applicant shall submit three sets of restaurant
plans to Environmental Health Services, for checking
and approval.
5.. P,ccess drive shall be a minimum of 35 feet in width.
6. The minimum number of parking spaces required shall
be based upon one (1) parking space for each three
(3) seats , for every fifty feet of floor area where
seats way be placed and for every 20 square feet of
floor area used for customers waiting for reservations .
and one (1) space for every 2nd square feet of build-
ing floor area used for general commercial usas.
7. The applicant shall install one (1) permanently main-
tained loading space of not less than 10 feet wide
by 20 feet lcng and 14 feet clear in height for each
5,000 square feet of building floor area.
Driveway and parking areas shall be paved to County
standards.
9. Frontage setback shall be landscaped per plot plan
submitted.
10. Landscaping with a six (6) inch curbed planter shall
be installed at the ends of parking aisles. A minimum
of one (1) tree, minimum trunk size of one (1) inch
in diameter, shall be included in said landscaping.
11. Tree wells with a tree having a minimum trunk size of
one (1) inch in diameter shall be installed throughout
parking area.
12. The applicant shall provide a permanently installed
irrigation system for required landscaping, ane shall
maintain the landscaping in- good condition.
13, Identification sign shall be approved by the Planning
Director.

STAFF ANALYSIS :
The applicant is requesting a change of zone district on the site
to the C-1 zone. No development plans have been submitted.
The site is located on the southeast corner of the Baseline/Carnelian
intersection. It is 10 acres in size, fairly flat and generally
slopes south to southeast. Access to the site is by Carnelian,
Baseline and Arroyo Vista. Baseline is ultimately placed as a di�,ided
major internal, Carnelian a secondary and Arroyo Vista a local. M'.'e
latter, Arroyo Vista, is an internal sheet of the subdivision located
to the immediate south. It was designed to provide the site with
interior access to the adjacent tract. Presently the street stubs
out at the sites southerly property line.
The Environmental Review Board Officer found that the only significant
impact of the project is that the site is located in a area having
a known archaeological resource. Because of the archaeological impor- .
tance of the area, a qualified archaeological observer is required to
be Present when soil disturbance exceeds five feet in depth.
The site as well as the property to the south was zoned for single
family development in 1976. Since then, the property to the south
has developed. The site was previously zoned for two residences per
parcel (R-2) .
Approval of the zone change would increase the amount of commercial
zoned property at the Baseline/Carnelian intersection from twenty-five
to thirty-five acres. The portion of said intersection. that is pre-
sently zoned commercial are the northeast and the southwest corners.
Both are improved with shopping centers. Other commercial location
within one mile of the site are:
(1) Carnelian and .19th Street, 3/4 mile north having 26 acres of
.• C-1.
(2) Baseline and Archibald, 1 mile east having 45 acres of C-1 6 C-2.
(3) Foothill Blvd. , 1 mile south having C-2 zoning.
The location of the other commercial areas demonstrates that the ser-
vice area for neighborhood commercial uses is one square mile. As a
result, the site, should it be developed commercial would be competing
with the adjacent 20 acres of •existing shopping centers for the Approx-
imately 7, 000 persons that are located within the service area.
FINDINGS :
Based upon the analysis , Staff recommends the following findings.
(1) There is reasonable probability that the C-1 zone district will
not be consistent with the General Plan proposal being considered since
the Baseline/Carnelian intersection presently has twenty-five acres of
improved commercial and that additional acreage may be an overburden on
said intersection.

(2) There is a probability that additional commercial zoned
property at the Baseline/Carnelian intersection would
be a detriment to and cause interference with the future
adopted general plan if the C-1 zone district is ulti-
mately inconsistent with the general plan.
(3) No development plan has been filed concurrently with this
zone change request.
(4) Unless adequately buffered the uses permitted by the C-1
zone district would be urxomparable with the residential
development to the. south.
(5) The approval of the design of the Subdivision located to
the south of the site, was based with the understanding
that the site would be developed in accordance to the
present R-1 zone,.
• RECOMMENDATION:
Based upon the findings and analysis, Staff recommends
that any actions on this zone change request be held
until after the adoption of the general plan.

Paragraph Three (3) .
Dear Mr. Thomas :
This letter serves as our formal request for a quitclaim of the
drainage facilities easement indicated above.
Mr. Daniel Salter and I are now in escrow for the purchase
of approximately 3.6 acres of MR zoned land located on the
south side of 9th. Street, 600 feet west .of Hellman Avenue
in the city of Rancho Cucamonga (see enclosed Assessors Map
and Topographical Survey)
I have recently talked with Mr. Silvestre' zermeno of the Transportation
Department , Mr. Ruben Montes and Mr. Bob Stokes of the Flood Control
e. District regarding this easement.
As I understand the situation, the easement is in favor of the
Y Transportation Department , .but that. the Flood Control District
would be willing to research the reason and offer their opinion
as to the disposition of the easement .
The easement is a blanket easement covering the entire site
which currently makes the land undevelopable, without County
approval. I am sure the orginal 'intent. of the easement was not
to make the land undevelopable , but this appears to be the situation
at this time. -our position is this ; we are currently in escrow
to purchar a the property but obviously do not want to spend consider-
able sums of money if we will not be able to develop the site. The
` seller has been gracious enough to give us a 30 day extension of the
escrow so that we can work with the County to resolve the predicament.
Ile have employed an architect and are prepared to submit any infor-
mation to you which will assist you in your recommendation.
Mr. Montes informed me that from what he now knows of the easement,.
he does not see a problem, but that some research would have to
be undertaken so that a decision or recommendation could be made
once the reasons for the easement are defined.
It appears to us that the drainage situation is not a serious
problem as our civil engineer indicates that the natural flow is
to the southeast portion of the property and he would have no problem
providing for the adequate drainage of the property to the south.
We also have a grant of easement (see enclosed) for the drainage
of the property to the south. Our request is that if the easement
-is no longer valid that the County would recommend quitclaiming the
easement or at least limiting the easement.
I realize that the County Departments are very busy right now but
any cooperation in this matter is greatly appreciated.

officials as obj,ctively as possible . If I have taken any conver-
- sations out of context I apologize.

CALL TO ORDER The City of Rancho Cucamonga Planning Commission met in a Regular
Session on Wednesday, May 10, 1978, at the .Rancho Cucamonga
Community Services Building, 9161 Baseline Road.
Meeting was called to order by Chairman Hevinan Rempel at 7:10 p.m.
PLEDGE OF Pledge of Allegiance was led by Chairman Rempel .
ALLEGIANCE
ROLL CALL Present were Commissioners Dahl , Garcia, Rempel and Tolstoy.
Absent was Commissioner Jones.

GENERAL PLAN Mr. Wasserman announced a c in date for the General Plan Meeting.

LETTER OF THANKS Commissioner Dahl requested a letter be sent, on behalf of the
City, expressing thanks to Captain Wickum, of the County Sheriff's
Department for arranging for Members of CoFai,nfssion and City Staff
to join in an aerial view of the City from a helicopter.
ADVERTISED PUBLIC HEARING ITEMS
ZONE CHANGE Zone Change from R-1 to AP, Index No. W93-73, Southeast Corner
Baseline Road and Hellman Avenue. Applicant: Doug Hone.
Tom Stephens, County Planning, recommended approval of zone change.
Aerial maps were presented detailing location. Mr. Stephens reported
requested change would be in harmony with the General Plan conditions.
Discussion followed during which maintenance of parkways was questioned.
Chairman Rempel questioned Fire Chief, Gene Billings, about impact
on traffic control if zone change is granted. Chief Billings reported
requested change would have no adverse effect on traffic control .
Doug Hone reported on proposed design of site.
Moved an.' Seconded by Commissioners Dahl and Garcia approval of
requested zone change be recommended to City Council for favorable
action, providing that site development plan be submitted to
Planning Commission prior to issuance of permits. Motion Carried
Unanimously__
ZONE CHANGE Zone, Change from R-3 to AP, Index No. 1`194-72 Northwest corner of
Baseline Road and Amethyst Street. Applicant: James A. VanAntwerp.
Applicant has submitted site plan of proposed development to County
Planning. Tom Stephens reported zone change from R-3 to AP is a

offered aerial maps showing existing development. Mr. Stephens
reported that applicant has offered to meet all required dedications

imay'be requested. Commissioner Garcia asked Mr. Stephens if
property. owners adjacent to Mr. Van Antwerp's property had been
notified. Mr. Stephens reported they had.
Chairman Rempel opened the meeting for public comment. Neighboring
property owners Art Allen and Dianne Rinm reported they had received
notification of proposed zone change only 1 day in advance of this
hearing. They questioned exactly what sort of businesses would be
placed next `..o their homes. It was explained by Commissioner Garcia
that a zone change is required before a site plan can be approved.
Commissioner Rempel reported it was the intention of the Planning
Commission to act with fairness to all residents, land owners, and
developers of Rancho Cucamonga.
Moved and Seconded by Commissioners Garcia and Dabi .+.hat requested
zone change be recommended for approval by the City Council .
Discussion followed. Vote was called for.

GAS STATION Amend the Location and Development Plan to add .a gas station, with
PROPOSED provisions to sell food items, Index No. W96-73. Location, Southwest
corner of Archibald and Baseline. Applicant: Mobile Oil/.Property
Investment West.
Tom Stephens showed a drawing of shopping center in question, rioting
proposed signs on gas station site. Mr. Stephens noted that the
original site plan for this shopping center showed a bank at this
location and suggested that a gas station located there would not
fit in with the original over-all concept of the center. Also,
the proposed monument signs were questionable pending Council action
on Sign Ordinance.
Representative of Property Investment West, Bart Rinker, offered
drawings of proposal and arguments in support of gas station location.
Representative of Mobile Oil , Robert Graham was present and offered
a rendering of proposed gas station. Commission questioned traffic
problems, vandalism and views of other tenants associated with
location of gas station in center.

Ron Lyons and Janet Cocheran, tenants from shopping center expressed
opposition to approval of gas station.
Tom Stephens suggested all other types of uses be considered, and
new plan not be approved; further) original plan, showing ban

and Development Plan Amendment be denied on the basis of Planning
Department findings:
1 . That. the site proposed is not adequate in size and shape to
acromodate said use for parking and loading areas.
2. That the site for the proposed use has inadequate access as
}: ;•. the site relates to streets and highways. properly designed as to
width and improvement type to carry the quantity and kind of
traffic generated by the proposed use.
3. The sign standard has not been met.
4. A gas station would not be in harmony with original concept of
shopping center.

All Coidnission Members present at original Roll Call were in,
attendance.
CHANGE IN ORDER Chairman Rempel announced a change in order of the agenda Policy
UF OLICYTT-E TENS- Items, 1 & 2.
SIGN ORDINANCE Mr. Wasserman reported that the Planning Commission had received
draft copies of the proposed Sign Ordinance in early March for
review. He announced his attendance at Rancho Cucamonga Chamber
of Commerce on Tuesday, May 9. Key points of discussioni were:
Roof signs, non-conforming signs- billboards . Mr. Wasserman
recommended against adoption of the ordinance at this time, as -
more review seems necessary.
Participating in discussion regarding sign ordinance were:
Betty McNay, Member of Board of Directors for Chamber. of Commerce, and
Doug Hone. Both parties reported more time is necessary for various
Committees to study all aspects of ordinance. Also needed is more
time to gather public: input.
BILLBOARDS Commission discussion regarding billboards was held. Representative
from Pacific Outdoor Advertising, Fred Guido, spoke to Commission,
offering suggestions for reasonable approach concerning adoption of
sign ordinance.
Mr. Wasserman suggested submitting recommendations from various
sign ordinance committees to invironmental Development Review Board, .
composed of City Department Heads, for their review and recommendation.
Chairman Rempel stressed that the Commission was not taking a
definite stand for or against billboards. He then suggested the
Commission Members be polled as to their. thoughts on whether to
hold the proposed sign ordinance for Commission Review, or defer
it to Review board and various sub-committees.
Mr. Wasserman discussed with Commission the number of billboards
within the community and the various ways of limiting the number.
C0MMISSION Commissioner Garcia reconsrended study of ordinance be deferred to
-POLL Review Board and requested Mr. Guido work clusely with that Board
and with Chamber of Commerce sign committee and area industry in
formulating recommendations to be submitted to Commission.
Commissioner Dahl reported on his "inclination" to phase out
billboards completely.
Commissioner Tolstoy reported on his wish for a distinctive community
without "vision pollution" . He Stated that while revenues from
billboard advertising companies are important, no "vision pollution"
has priority.
Chairman Rempel suggested that perhaps the advertising from billboards
for community businesses was not really that much, as the larger
billboards usually advertise things other than community businasses.
Discussion was held on limiting content of billboard signs. City
Attorney reported that billboards cannot be regulated because of
content.
Discussion of sub-division signs was held, Joe D'Orio stated it was
the task of the B.I.A. to formulate a specific sign program regarding
l,. advertisements of sub-divisions. Mr. Wasset^an reported sub-division
signs would be handled separately from billboards, and that it would
h; be the duty of the inning Commission to set proper standards for•

Chateman Rempei informed Mr.. Guido that the polling of the
Commission, was, to inform .him of the intentions concerning the
possible: phasing out of billboards, 'and of Commission intention
' toAnclude in Sign Ordinance that existing envestments in billboards
could be amortized.
Commissioner Tolstoy stated that the sign ordinance would conform
with the General Plan.
'Commissioner_ Garcia suggested that outdoor advertising be a!topic
of public discussion at the General Plan Meeting May 23, and possible '
Commission action to be taken at the Planning Commission Meeting on
May 24.
SUB-DIVISION May 10 Memo from Mr. Wasserman to Planning Commission concerning
_RDI�N NT CE sub-division Ordinance was reviewed.
Draft of Sub-Division Ordinance was thoroughly reviewed. Incorporated -
i`. : . in the changes; deletions and addendum to the ordinance were
•recommiendations' from representatives of local contractors and
engineers, contained in Play .10 Memo, and recommendations from
' Southern California Edison Company; also Memo from County Planning
Department. A re-draft of the amended ordinance will be compiled
and submitted to Commission for review.
HILLSIDE Section 4, pertaining to Hillside development, is to be deleted
D VELO MENT from Sub-Division Ordinance. It will require a separate ordinance.
upon completion of review by local engineers. At that time, specific
definition of "Hillside" to be completed.
Comments from Commission: Re-Draft to include - Storm drain
requirements, grading, bicycle paths, horse trails, parkway standards.,
Foothill Fire Protection District recommendations, and a review for
legality.

REGULAR MEETING - PLANNING COMMISSION
MAY 24 , 1978
The Planning Commission of the City of Rancho Cucamonga met in
a regular session on Wednesday, May 24 , 1978 in the Community
Service Building. The meeting was called to order by Chairman
Rempel at 7: 05 p.m. who lead with the pledge of allegiance .
Commissioners Present: Herman Rempel , Richard Dahl , Jorge Garcia ,
Peter Tolstoy
Commissioner Absent: Laura Jones
Upon motion by Dahl , seconded by Tolstoy and unanimously carried,
it was voted to approve the minutes of the May 10 , 1978 Planning
Commission Meeting.
City Manager Lauren Wasserman announced that Mr. Jack Lam has
been appointed as the new Community Development Director for the
city. Mr. Lam, who is presently the Community Development
Director for the City of Lompoc, was introduced and will be
on board with the city mid-June.
PUBLIC HEARING:
LOCATION EVELOPMENT PLAN TO CONVERT
A RESIDENCE INTO A RESTAURANT (INDEX W88-81)

(Gilbert Rodriquez)
Doug Payne presented the staff report stcting that the applicant
is proposing to convert an existing two story residence into a
restaurant and is proposing to develop the site with additional
commercial buildings. On September 6 , 1977 , the Board of Super-
visors approved the zone change to C-2-T. The "T" standard of
the zone requires special consideration with regards to flood
hazards , setbacks and landscaping.
The site is located at the southwest corner of Foothill Blvd. F,
Vineyard Avenue with ac:ess on both arterials. 'It is approximately
200 ft. west of the Cucamonga Creek Channel which is s_heduled
to be improved by by 1980 and 1981 through a Federal project.
In its present state, however, the Flood Control District states
that it would be difficult to adequately protect the site from
flood hazards as the site is subject to infrequent flood hazards
by reasons of overflow, erosion and debris deposition.
The Cucamonga County Water District has indicated that the site
has both water and sewer service available for connection . Bascd
upon their findings and analyses, the planning staff recommends
that the project be denied until such time that the Cucamonga
Channel is permanently improved.
The Chairman declared the hearing open.
Mr. Wasserman stated that he has met with the applicant who has
indicated his intention of devel :• _)ing just the restaurant at
this time.
Mr. Gilbert Rodriquez , applicant, spoke in favor of the project .
He reviewed the .flood hazard concerns and presented the site plan
and design for the restaurant.
Mr. Dahl asked Mr. Rodriquez if he would consent to signing a
document releasing the city from future flood hazard liability.
The applicant indicated ':e was agreeable to this .

Mr. Rempel stated that perhaps a wall could be constructed on
the west side of the property and on Foothill Blvd. The applicant
pointed out that them is another property owner between the
Cucamonga Creek and his property. Mr . Garcia suggested that
it would be more desirable to have landscaping on Foothill Blvd.
rather than parking . The applicant stated that they would be
willing to design a will rind mounds into the front landscaping
to ; elp mitigate the flood hazard concerns .
Mr. Bert Francis, the adjacent property owner, spoke in favor
of the project stating that he would like to see a goad restaurant
in the area.
Mr. Stan Antecloser from the Alta Loma Chamber of Commerce and
Mr. Joe Di Oriosooke in favor of the project .
There being no further testimony, the Chairman declared the
hearing closed .
ACTION: Upon motion by Garcia, seconded by Rempel and unanimously
carried, it was voted to approve . the location and development
plan to convert a residence into a restaurant (Index W88-81)
subject to staff findings $ the following conditions :
(1) Recommended staff .conditions #2 through #12 .
(2) That the plans for landscaping improvements on
Foothill Blvd. as well as the identification bigns
be reviewed and approved by the Planning Commission.
(3) That an agreement be prepared by the City Attorney
and signed by the applicant releasing the city from
any flood hazard liability.
PUBLIC HEARING:
CHANGE OF Z0 E FROM R-1-T (0398) TO C-1
(INDEX W87-73) , S/b CORNER OF BASELINE RD.
$ CARNELIAN AVENUE (Ontario Savings $ Loan)
Planning Staff member Doug Payne reported that the applicant is
req: esting a change of zone from R-1-T to C-1 . The 10 acre site
is located at the southeast corner of Baseline and Carnelian.
The Environmental Review Board determined that the project would
have a non-significant affect on the environment with the excep-
tion that a qualified archaelogical observer be required to be
present when soil disturbance exceeds 5 ' in depth.
Staff feels that the zone change would increase the amount of
commercial property at this intersection from 25 to 35 acres and
would be competing w th adjacent shopping centers, for the 7 ,0004
persons that are located within the service area. Based on the:
findings , staff recommends that the zone change request be
continued until after the adoption of the General Plan .
The Chairman declared the hearing open.
Mr. Bob Mills of Associated Engineers spoke on behalf of tho,
applicant Crowed/Leventhal , Inc. He read a letter from Mr.
Harry C. Crowell which stated that the owners are desirous of
developin'ga savings and loan bank, professional offices and
a restaurant on the site. They are not proposing 'an additional
commercial shopping center such as the adjacent properties .
Mr. Mike Kelber, Ontario Savings $ Loan, stated that they have
made extensive market surveys which indicate a need for this use .
Mr. Kelber clari'ied that Ontario Savings $ Loan has sold the
property to the applicant, Crowell/Leventhal , Inc .

Mr. Tolstoy stated his concern for the need of a buffering
for the residential properties s/o the site. Discussion was
held on the possibility of having A/P (Administrative/Professional)
zoning on the south portion of the site with C-1 to the north.
However , it was stressed that there needs to be continuity in
the development of the project.
Mr, Stan Antecloser stated that he felt the Commission should
have a plan before them before they decide on the zone change .
Ile asked what is being proposed for this site under the General
Plan. The City Manager stated that the consultant has proposed
three different alternatives for this site, and that staff' s
recommendation to continue this matter until the adoption of
the General Plan might be appropriate.
ACTION: Upon motion by Pahl , seconded by Garcia and unanimously
Carr ed it was voted to continued the request for a zone change
to August 9 , 1978 , after the adoption of the city' s General Plan.
The Chairman called for a short recess at 9 : 10 p.m.
The meeting reconvened at 9 : 25 p.m.
The City Manager requested that two additionwl items be added
to the agenda at this time.
PRELIMINARY REVIEW FOR AN ENVIRONMENTAL
IMPACT REPORT, PROPOSED PRIVATE SCHOOL SITE,
8968 ARCHIBALD AVENUE (Barbara P. Salyer)
The City Manager reported that the applicant is seeking to rehabi-
litate the existing elementary school site at 8968 Archibald Avenue .
It is proposed that the building be used to a-commodate a private
school to include a Day Care Center and serving grades K-a .
The applicant proposes to open the -school in September, 1978.
Mr. Wasserman stated that the Development Review Committee has
recommended that a focus Environmental Impact Report be prepared
to study the traffic concerns from Archibald Avenue as well as
the noise level in the area from the R-M (Restricted Manufacturing)
zone uses in the surrounding area. Also, a rep6rtviill be required
from a structural engineer.
Mr. Stevens stated that the Commission should set a public hearing
date to review the location and development plans for the project.
In order to expedite the project, the Commission may consider and
approve the project in the R-M zone rather than proceeding through
the zone change process .
Fir. Stan Antecloser, Alta Lama Chamber of Commerce , spoke in favor
of the project and stated that this would certainly help alleviate
some of the school problems.
ACTION: Upon motion by Garcia, seconded by Tolstoy and unanimously
carried, it was voted to approve the Development Review Committee' s
recommendation that a focus Environmental Impact Report and a
structural report be prepared for the project . City and planning
staff were instructed to expedite Game and set a date for public
hearing .
c . MINOR DEVIATION, E/S OF ETIWANDA AVENUE, W/0
WHITTRAM (INDEX MW129-86) , (Secondo Colombero)
The City Manager reported that the applicant has requested that
street improvements on Etiwanda Avenue for this development be '
completed at a latter date since the adjacent areas are undeveloped.

City staff has been working with the applicant who has agreed
to make a cash deposit in lieu of proceeding with the street
improvements . It has recently been discovered that the County 1
has waived this requirement and therefore , the city is appealing
their decision and is requesting that a public hearing be set
before the Planning Commission.
ACTION: Upon motion by Dahl , seconded by Garcia and unanimously
carried, it was voted set a public hearing for June 14 , 1978
to hear the appeal for a minor deviation, Index MW129-86.
POLICY ITEM:
DISCUSSION ON PROPOSED SIGN, ORDINANCE
The City Manager reported that it would be helpful for staff to
obtain additional input from the Commission regarding various
aspects of the Sign Ordinance.
Billboard 5i ns - Staff recommends that a maximua 5 year period
e esta lie a �to amortize the billboard signs within the city
as well as non-conforming signs . The Commissioners stated that
the amortization, should be based upon the value of the sign.
Mr. Fred Guido from Pacific Outdoor Advertising spoke on behalf
of the outdoor advertising companies and requested the Planning
Commission to declare a mortorium on the section of the sign
ordinance dealing with billboards until a decision has been
reached on the San Diego Case now before the State Supreme
Court . Mr. Tolstoy stated he believed that the comments made
at the last meeting indicated that the Commission did not wish
to have billboards in Rancho Cucamonga.
ACTION: Upon motion by Tolstoy , seconded by Dahl and unanimously
carried, it was voted to instruct staff and the c&ty attorney
to prepare an amortization plan to discontinue billboard signs
within the city over a maximum 5 year period based upon the value
of the sign.
.Non-conformin and Historical Signs - The C?.ty Manager reported
teat consi eration needs to made with regards to historical signs
within the community, such as the Sycamore Inn and Thomas Vineyard
signs . Mr. Garcia suggested that perhaps the Chambers of Commerce
would be willing to make a survey of the historical wid cultural
signs within the community.
With regards to subdivision signs, the Commissioners recommended
that the city might require a deposit and set a time limit for
these signs . In addition, Mr. Garcia stated that it might be
good to advise sales agents that they are responsible for placement
and removal of their signs .
Mr. Wasserman stated that staff recommends that roof signs be
prohibited unless there were no other alternative for placement
of the sign in which case, the roof sign would be reviewed through
the conditional use permit procedures . Mr. Garcia stated that
roof signs should be a composite part of the building and that a
maximum size should be set fo: the sign.
Mr. Wasserman stated that the City Attorney would review recent
cases regarding election signs and would prepare the appropriate
recommendation based on same. Mr. Garcia stated that a provision
for temporary signs should be incorporated into the sign ordinance
(e. g. , Grand Openings , etc . ) . Mr. Tolstoy stated that the use of
window signs needs to be reviewed. The permanent use of window
signs is a problem in the community. Also , the maintenance of
the signs should be spelled out in the ordinance .

Mr. Wasserman reported that the Development Review Committee felt
that there were some significant site and development concerns
but did not feel that an Environmental Impact Report was required
and that a negative declaration should be filed. Staff indicated
that the residence was on a septic tank at the present time and
that it could easily hook up to the sewer with a proposed develop-
ment nearby.
ACTION: Upon motion by Garcia, seconded by Tolstoy and carried
Fythe following vote : AYES - Garcia , Tolstoy, Rempel; NOES -
Dahl ; ABSENT - Jones , it was voted :o instruct staff to provide
additional information on this project for further review by the
Planning Commission.
#6 - ZONE CHANGE FROM A-1 to C- 2 , s/w intersection of Foothill
Blvd. at I-15, construction of Building Supply Center
(William F. Longley)
Recommendation: That a negative declaration be filed and
that comments be received from the County
Flood Control District on the project.
The City Manager reported that the Development Review Committee
has recommended that a negative declaration by filed on the
proposed project. Concern was raised regarding the heavy traffic
from trucks to the supply center. Staff stated that. Foothill
Blvd. is a major arterial and should be able to sustain the traffic .
ACTION: Upon motion by Tolstoy, seconded by Dahl and unanimously
carried, it was voted to file a negative declaration on the project.

Mr. William Morehouse of 'the Toups Corporation, San Diego, spoke
in favor of the project and gave a presentation on the proposed
development. He stated that when the project plans were submitted,
the County Planning Department advised• them that they could not
submit an Environmental Impact Report with the plans . He stated
that they have been working with the County Transporation Dept .
and the National Forest Service in regards to the circulation
and the national forest to - the north. Mr. Morehouse described the
slopeanalysis prepared for the project and pointed out the open
space adjacent to the Cucamonga Wash and highly sloped areas .
Chief Billings stated that the Firc District has been reviewing
the plans with th.e Forest Service ,
Mr. Garcia stated that the Commission has concerns with the project
because of its size (160 acres) , the Edison lines running through
the property, the national forest to the north and the hillside
terrain.
ACTION: Upon motion by Garcia, seconded by Tolstoy and unanimously
ca—r ed, it was voted to continue the Environmental Impact Report
review and Tentative Tract No. 10210 to June 10 , 1978 in order to
receive additional information on the site analyses .studies and
correspondence with Forestry Service from the applicant.
COMMISSION DISCUSSION:
Mr. Dahl expressed his concerns regarding the processing of
commercial developments and requested that the city staff refer
all commercial developments to the Planning Commission for review.
In addition, he requested that the city attorney prepare an
ordinance specifying that all service stations be reviewed by
the Planning Commission . under the conditional use permit process.
ACTION: Upon motion by Dahl , seconded by Garcia and unanimously
carried, it was voted to instruct city staff to refer all commercial
developments to the Planning Commission for review and .to instruct
the City Attorney to prepare an ordinance specifying that all
service stations be reviewed by the Planning Commission under the
conditional use permit process.
ADJOURNMENT:
Upon motion by Tolstoy, seconded by Garcia and unanimously carried,
it was voted to adjourn to the joint meeting with the City Council
on Wednesday, May 31 , 1978 r.t 7: 00 p.m. The meeting adjourned at
