Dear Chairman and Commissioners: 16th Street & Carnelian
On May 24, 1978, we submitted a request for a zone change for the referenced
property, per the attached letter.
The original submission was to change the property to C -1, but was in error, for
the zoning we are asking could be more closely directed to the type use we are
requesting as T Standard Zone 4 to allow uses referred to in the attached letter.
1 am presenting a plot plan for your review, to show the land use we envision for
the property.

We would include some support shops for the business spaces, including stationery,
instant press, dry cleaners, barber, etc., but these would be limdited to the north_
facing area and we would not envision this as a commercial shopping area, but a
transitional use between medium density residential and 16th Street.
Only one projection of the building would he as near as 120 ft., with the balance
being 260 ft, from the south property line. Thin wculd be less intensive use than
R3 and should provide for compatibility of use with adjacent residential.

The property we are requesting the zone change for is the logical site for a pro..ession-
al office, savings and loan, restaurant center. Located directly north and west across
16th Street and Carnelian respectively, are two major shopping centers catering to
shoppers•and adequately fillisng'the present needs of the local residents.
Rancho Cucamonga needs support facilities which cover additional needs and yet are not
high traffic generatgrs. Our proposal is to create office, medical, dental, law,
architects, financial center, and the support stores (i.e. instant press, barber /beauty,
stationery office supply, and a major high quality restaurant serving a full line of
business and family dining needs.), .
The facility we are planning would not add to the school burden by the addition of
families, should help alleviate traffic by reducing the drive to like facilities in
ocher cities and normally would require few City services, and help increase the
local tax income for proper City services.
We are aware that some rumors are about stating that this site is proposed-as an
additional shopping center such as the adjacent properties, but we are not proposing
this and we are the owners of the parcel.
I believe the zoning we are seeking is T Standard Zone 4. This should allow the useage
we envision which is: office professional, a new branch for Ontario Savings and Loan,
a full service restaurant, and some support stores that fit into this category such as
stationery /office supply, barber /beauty, pharmacy, dry cleaners, instant copy press, etc.
We would request your concurrence with our proposal use and specifically not zoning to
residential use.

RE: Application of Ordinance No. 36.
The general philosophy and interpretation of statutes and
ordinances includes the following philosophical concepts which
have been carried over into judicial constraints on interpreta-
tion:
A. All parts of an ordinance will be construed to be
harmonious together;
B. The various parts of an ordinance will be presumed
each to have a function and interpretation should try to keep the
functioning of all parts in the ordinance consistent;
C. where there are two interpretations of an ordinance
possible, the one that is in accord with the apparent prirpose and
intent of the lawmakers is the one which should be adopted;
D. In interpretation, a court must consider the conse-
quences that will flow from a certain interpretation of an ordi-
nance and insure that those consequences will be consistent with
the objective and purpose of the statute;
E. Exceptions to a statute are to be strictly construed.
1. Does Ordinance No. 36 apply to stop processing of zone
change applications made before adoption of the Ordinance?

Yes. The purposes of Sections 1 through 3 of Ordinance
No. 36 work clearly to stop the workload on staff generated by any
residential development activity in Rancho Cucamonga. Section 6
bars any further processing or approval whatsoever of parcel or
tract maps and restricts issuance of residential building permits.
Section 4 clearly establishes the intention of the City Council to
"restrict the filing and processing of zone changes . ".
Because the intention of the City Council appears manifestly clear
to have stopped development except for those specific exceptions
created in Section 7, it is the opinion of the City Attorney's Of-
fice that further processing on zone change applications which pre-
date the adoption of Ordinance No. 36 is barred by Ordinance No. 36.
2. Are the so- called "hardship" sewer applications included
within section 7(a) as an exception to Ordinance No. 36?
No. On January 18, 1978, the City.Council moved to ac-
cept a voluntary growth management plan submitted by the BIA. This
growth management plan concerns specific tracts in progress and
made no reference whatsoever to hardship sewer allocations. Al-
though a moratorium proposed at the same meeting (which was indefi-
nitely tabled) did discuss excluding the hardship sewer allocation
lots, this was not carried over into the adoption of the growth
management plan. Because exceptions are to be strictly construed,
and because the growth management plan adopted on January 18, 1978,
did not include the hardship sewer allocation lots, any processing
of these lots would be barred by Ordinance No. 36.

SUBJECT: ZONE CHANGE NO. 87 -73 - Changing the zone on approximately 10
acres of land located on the southeast corner of Baseline and
Carnelian from R -1 -T to C -1 - Request submitted by Ontario
Savings and Loan.
BACKGROUND: As the Planning Commission may recall, this zone change (see
Exhibit "A ") was initially reviewed at the Commission meeting of May 24,
1978. The Commission unanimously voted to continue review of this project
to this meeting, as it was thought that the General Plan would be adopted.
The County Planning Staff originally presented this project and their major
concern was that this zone change would allow the development of a shopping
center at an intersection which presently contains two fully developed cen-
ters (refer to minutes marked as Exhibit "B "). The applicants indicated to
the Commission that the development would be for professional offices and
not a retail shopping center.
GENERAL PLAN PROJECTIONS: The proposed General Plan indicated high density
residential (15 -30 d.u. /ac) for the subject property.
EXISTING ZONING AND LAND USE: The subject propercy is
presently vacant and zoned R -1 -T (single family residential). The zoning and
land use at adjacent properties are as follow:

ANALYSIS: The proposed zone change is not consistent with the proposed Gen -
eral Plan. The site is not suitable for the type of uses permitted in the
C -1 zone, as traffic generated from such uses would overburden the intersec-
tion of Carnelian and Baseline. Further, the subdivision to the south has
been designed to tie into the subject property for future development. Staff
has analyzed the proposed General Plan designation and has found that multi-
family residential and administration /professional uses to be the most compat-
ible to surrounding land uses. It may be appropriate for Staff and Commission

to analyze the possibility of incorporating the mixed use designation on
the General Plan for the subject property. This would allow for zone
chaned to A -P and R -3 which could provide an integrated development that
would be the most suitable for this site.
The most appropriate action for this request would be denial because of
the non - conformance to the proposed General Plan and the potential impacts
that could be caused by uses permitted in the C -1 zone.
CORRESPONDENCE: As this request was formally advertised by the County Plan-
ning Staff as a public hearing on flay 24, 1978 and the Planning Commission
specifically continued the hearing to'.this date, no further advertisement
was required. To date. no comments for or aizainat this project have been
received.
RECOMMENDATION: The Planning Division recommends denial of Zone Change No
87 -73, changing the zone from R -1 -T to C -1, based on the following findit.g:
1. The subject property is not suitable for the uses permitted in Lhe
C -1 zone in terms of com?atibility, access, and potential traffic
genaration therefore being detrimental to the general health, wel-
fare, and safety of the community.

Planning Staff member Doug Payne reported that the applicant is
requesting a change of zone from R -1 -T to C - l. The 1C acre site
is located at the southeast corner of Baseline and Carnelian.
The Environmental Review Board determined that the project would
have a nonsignificant affect on the environment with the excep-
tion that .a qualified archaelogical observer be required to be
present when soil disturbance exceeds 5' in depth.
Sta`f feels that the zone change would increase the amount of
commercial property at this intersection from Z5 to 35 acres and
would he competing with adjacent shopping centers for the 7,000+
persons that are located within the service area. Based on their
findings, staff recommends that the zone change request he
continued until after the adoption of the General Plan.
The Chairman declared the hearing open.
Mr. Bob Mills of Associated Engineers spoke on behalf of the
apr.licant Crowell /Leventhal, Inc. He read a letter from Mr.
Harry C. Crowell which stated that the owners are desirous of
de velopinga savings and loan bank, professional offices and
a restaurant on the site. They are not proposing an additional
commercial shopping center such as the adjacent properties.
Mr. Mike Kelber, Ontario Savings G Loan, stated that they have
made extensive market surveys which indicate a need for this use.
Mr. Kelber clarified that Ontario Savings G Loan has sold the
property to the applicant, Crowell /Leventhal, Inc.
Mr. Tolstoy staffed his concern for the need of a buffering
for the residential properties s/o the site. Discussi.:n was
held on the possibility of having A/P (Administrative /Professional)
zoning on the south portion of the site with C -1 to the north.
However, it was stressed that there needs to be continuity in
the development of the project.
Mr. Stan Antecloser stated that he felt the Commission should
have a plan before them before they decide on the zone change.
He askea what is being proposed for this site under the General
Plana The City Manager stated that the consultant has proposed
three different alternatives for this site, and that staff's
recommendation to continue this matter until the adoption of
the General Plan might be appropriate.
ACTION: Upon, motion by Dahl, seconded by Garcia and unanimously
carried it was voted to continued the request for a zone change
to August 9, 1978, after the adoption of the city's. General Plan.

ENVIRONMENTP.L REVIEW of Tentative Tract No. 10210; 196 lot
subdivision of 161 acres of land in R- 1- 20,000 and R-1-14
districts, located north of Almond Avenue and west of
Sapphire Street - Request submitted by J. Gregory Lawlor
Enterprises.
BACKGROUND: The Planning Commission reviewed this application at its
meeting of June 14, 1978. At this meeting, Mr. Bill Moorehouse and
Rikki Alberson, of TOUPS Corporation stated that additional information
from the Foothill Fire District and the U. S. Forest Service was forth-
coming. The Planning Commission had continued this item to the July 16,
1978 meeting, then to the July 26, 1978 meeting, and finally to the August
9, 1978 meeting, in hopes of obtaining the additional information. Staff
has contacted Rik;:i Alberson and was informed that a revised tract map
was to be p- esented to Staff prior to the August 9, 1978 meeting. At
this writing no new information has been received.
ANALYSIS: 'Thic item is an application for environmental review of a res-
idential subdivision and as such is affected by tie moratorium on residential
projects. Staff has contacted the TOUPS Corporation and informed them that
no further processing of this application will take place until the morator-
ium expires on December 31, 1978.
RECOMMENDATION: No action is needed at this time.

SUBJECT: ZONE CHANGE applications 85 -49 and 87 -73
These ^xo (2) rezoning applications were brougnt to the attention of
the Planning. Commission at their meeting of July 26, 1978. At that
meeting the question was raised as to the processing of these two (2)
applications in light of Ordinance No. 36 (moratori6m).adopted by the
rity Council. Ordinance No. 36 has temporarily' halted process of all
residential development applications of this nature. Therefore, pro-
cessing of these tvi (2) rezoning applications cannot be resumed until
after Jenuary 1, '1979, at which'time the moratorium will be lifted.
Therefore, no action at this time is necessary by the Planning Commission
with respect to these two (2) rezoning requests.

SUBJECT: REVIEW OF LANDSCAPE AND TEMPORARY TRAILER PLANS FOR SITE APPROVAL
NO. 92 -80 LOCATED 011 THE NORTHWEST CORNER OF HELL161AN AVENUE AND
FOOTHILL BOULEVARD _ REQUEST SUBMITTED BY ROBERT PACKER.
BACKGROUND: As the Commission recalls, this project received approval at Lite
meeting of July 26, 1978. Two (2) condi -ions of approval required the applicant
to submit detailed landscape 0--,,s and trailer elevations to the Planning
Commission for their review and approval. Attached are such plans.
ANALYSIS: Exhibit "A" is the proposed landscaping plan as submitted by the
applicant. The plan indicates a variety of plant material throughout the site.
The required dense landscaping along the north property li:zo indicates S gallon
shrubs approximately 10 feet on center. Staff recommends -hat 5 gallon shrubs
be planted a maxinum of 6 feet on center and that 15 gallon trees be planted
20 feet on center. Staff feels this will provide better buffering. Further,
Staff recommends that turf be planted in the unused portions of the site to
mitigate blowing dust. Street trees are indicated on the plan. However, the
City standards for strec- trees require a minimum of 15 gallon trees. Therefore,
Staff recommends that a minimum of 15 gallon trees be installed for street trees.
The applicant is proposing to use 5 gallon trees throughout the site. Staff
recommends that a minimum of 15 gallon trees should be used. Further, Staff
recommends that the flood control wall along Hellman Avenue be designated on
the landscape plan as a stump stone wall to match the existCng wall to the
north.
Exhibit "B" are the trailer plans as submitted by the applicant. The plans
indicate exterior materials such as rough sawn wood siding, wood trim, skirting
and a 2" x 10" fascia along the roof line. The applicant stated that the ramp
and steps as shown on the plan will be replaced with a porct. across the front
elevation. Staff recommends that the trailer be set back from the property iine
so that the trailer overhang is on the applicant's property.
RECOMMENDATION: If the Commission feels that these plans satisfy the concerns
an issues raised at the previous meeting, then approval sho %ild be based cn
the following conditions:

1.. That 5 gallon bushes be planted 6 feet on center across the entire north
property line and that minimum 15 gallon trees be planted 20 feet on

SUBJECT: D.R. No. 87 -65; Request for two (2) monument Zings in the
Alta Loma Square Shopping Center, located on the northeast
corner of Carnelian and 19th Street
DESCRIPTION AVM BACKGROUND: The request is for two (2) Vona /Thriftv's
monument signs at the i.lta Loma Square Shopping Center. Each sign
has an area of 36 square feet (3' x 12') and are 6 feet off the ground.
The signs display the .typical Vona /Thrifty's logo in red letters on a
white background. The signs are mounted on a wooden frame.
A conditional use permit was approved i-r this center by the County.
Two monument signs were approved as part of thi3 C.U.P. These signs
have an area of 24 cquare feet (3' x 8') and stand 6 feet off the ground.
The Lewis Development Co. incorrectly made larger signs for which they
are now trying to obtain approval. These signs Lave already been placed
at the center.
ANALYSIS: Alta Loma Square is one of the more attractive shopping cen-
ters in Rancho Cucamonga. A wall sign program for the center has been
approved by the Rancho Cucamonga Planning Division. These signs are
uniformly designed, maintain a low scRle and do not detract frvm the
aesthetic quality of the center. Staff feels that any approved monu-
ment identification signs mould incorporate these same features. It is
Staff's opinion that the larger signs now standing do not conform with
the approved signing program for the center. Further, Staff feels the
approved smaller monument signs would adequately.identify the center and
thus are more desirable.
RECCMMENDATION: Staff recommends denial of Director Review No. 87 -65
based on the above analysis.

SUBJECT: M.S. No. 0325: AN APPEAL OF A MINOR SUBDIVISION to create
four (4) residential lots from an existing five (5) acres
parcel located on the southwest corner of Victoria Avenue
and East
BACKGROU[7b: An application for a four (4) lot reaidential subdivision
was originally submitted to the County of Ean Bernardino, Environmental
Improvement Agency on January 10, 1978. The application was not approved
as submitted becRuse all .he required findings of the City of Rancho
Cucamonga Ordinance No. 18 were not met. Specifically, the statement that
there will be adequate high school facilities to service the proposed
development was not available. An alternate design for a two (2) lot
split was conditionally approved, however, on April 28, 1978. The appli-
cant is now requesting the Planning Commission approve a four (4) lot
split, as originally requested,, in lieu of the two (2) lot split.
ANALYSIS: Since this appeal was originally submitted, thc. City Council placed
a moratorium on residential subdivisions of land which created more than
-)ne buildable lot. Since approval of this item would create four (4)
buildable lots, any further processing cannot be done until the moratorium
expires on D�zcember 31, 1979.
RECOMMENDATION: No a,xtion to necessary at this time.

SUBJECT: APPEAL TO RESCIND a decision of the Community Development Director
to deny Director Review No. 96 -72; application was to expand
Milano's Pizza Restaurant located in the Alta Loma Center Shopping
Center on the N/W cenner of Archibald and Baseline.
DESCRIPTION AND BACKGROUND: The applicant is aprealing a decision of the
Community Development Director to deny a D .recto Review application for the
expansion of Milano's Pizza Restaurant. The expansion would be an additional
1200 rgaare feet building now occupied by Pomona First Federal Swings & Loan.
The seating capacity will increase b} 44 if the expansion is approved.

ANALYSIS: The major obstacle to this project is the extreme parking problem
in the Alta Loma Shopping Center. The expansion of the restaurant would re-
quire a net addition of nine (a) spaces. The shopping center presently is
deficient in parking by 65 spLSes. The restaurant expansion would create a
deficit of 74 spaces (Exhibit "A'). As most anyone who has driven through the
center knows, tLe parking and traffic circulati ^n is extremely poor. This sit-
uation will become more serious when both the °omona Federal Savings & Loan,
and Security Pacific Bank buildings open in tl fall. The new traffic ger.zrated
by the restaurant expansion would only compouLJ the existing problem.
Miiano's is open for both lunch and dinner. The peak traffic flow through the
center is during the day, however, Alpha Beta and Thrifty's have extended their
store hours and parking problems still occur in the evening. It is Staff's
opinion that the parking problem for the center will become greater through
time and that preventative measures should be taken to help alleviate tine pro-
blem. A measure to control the problem could be to not allow more intense uses
within the center.
RECOMMENDATION: Staff recommends that the Planning Commission uphold the dec-
ision of the Community Development Director and deny the application.

ping center located on the southeast corner of 19th and Carnelian
C -1 -T zone - Request submitted by T & S Development, Inc.
BACKGROUND: Ed Oremen, of Brown. i.dary, Oremen Architects, is representing
T & S Development and is requesting a revision to the bank facility located
within a proposed shopping center to be located on the southeast corner of
19th St. and Carnelian Ave. (Exhibit "A "). This shopping center was last
approved by the County on June 27, 1978. The County has granted several
time extensions to the project to allow for eventual development.
ANALYSIS: Exhibit "B" is the portion of the approved site plan which the app-
licant is proposing to revise. Exhibit "C" shows the applicant's revision.
The applicant is proposing to widen the drive -up window aisle on the north
side of the bank facility from 37' to 42'. This will entail reducing the
landscaped street frontage on 19th St. from 32' to 231. However, the appli-
cant has provided a 5' landscaped planter adjacent to the north side of the
bank and additional landscaping on all other sides of the bank. The appli-
cant has furnished sections of this area and it is attached as Exhibit "D ".
In addition to t;%e revisions to the landscaping, the applicaut has eliminated
the 7 parking spaces off the main access drive from 19th St. just east of the
bank and 5 spaces jsut west of the bank that were not very essential. The
applicant has submitted a preliminary landscape plan which will be on display
at the Planning Commission meeting.
The revisions to the landscaped areas are not unreasonable as much of it is
being replaced around the building and in the areas where parking is being
removed. Staff feels that the elimination of the parking is a positive aspect
as it eliminates some circulation conflicts. The total parking spaces pro-
vided on the approved plan are 287 and 284 for the revised plan. This repre-
sents a net loss of 3 parking stalls. Staff is recommending that these 3 spaces
be replaced to the east of Building "D ". Staff feels that the applicant's re-
quests are justified and is supportive of such revisions.
RECOMMENDATION: Staff recommends approval of the.requested revisions based on
the conditions originally imposed by the County, and the following:

CALL TO ORDER The regular meeting of the Planning Commission of the City
of Rancho Cucamonga was held at the Community Services
Building, 9161 Baseline Road, Rancho Cucamonga, on Wednesday,
August 9, 1978.
Meeting was called to order at 7:05 p.m. by Chair-:an Jorge
Garcia, who lead the meeting with the Pledge of Allegiance.

by Ordinance No. 36 until the end of 1978.
Consideration of "hardship" sewer allocations is also
prohibited by the moratorium imposed by Ordinance No. 36.

Bill Volley, Director of Community Services, stated that
tiff part ular facility will offer both senior citizens'
program, youth activities and multi faceted social service
operations bringing in agencies such as IRS, Social Security,
If-gal aid and othe':s to serve the citizens of the community.
Commissioner Garcia stated that the facility will be a great
asset to our community. Commissioner Garcia asked if this
facility would be managed by the County.
Bill Volley replied that this facility will be managed by
the City. Some of the services offered will be a continuation
c` County services, such as the senior citizens' nrwtrition
program and will be funded by the County through Federal
funding,.

Jack Lam presented these reports, which are on file in

these projects are residential projects and proposals which
fall tinder the provisions of Ordinance No. 36. Therefore,
he recommendc•', that these items be continued to the first
Planning Commission meeting in January of 1979,
Andrew 9armakian, architect, requested to comment on
Zone Change No. 85 -49. He indicated that their intentions
arc tote construction of custom homes in the $200,000 -
$300,000 bracket in an area that has been appro.—.1 ;)y the
Water Quality Control Board for septic tanks. lie feat that
the project should not fall within the moratorium and that
certain conditions could be placed on the project to allow
them to be processed.
Commissioner Garcia informed Andrew Barmakian than the
Planning Commission does not have the authority to place
such controls on this project because of Ordinance No. 36.
MOTION- Upon motion by Commissioner Jones, seconded by
Commissioner Dahl and unanimously cam e, it was voted
to continue the environmental review of Tract No. 10210,
Zone Change No. 85 -49 and Zone Change No. 87 -73 to the
first Planning Commission meeting in January, 1979.
ZONE CHANGE NO. 87 -73 - ChanBing the zone from R -1 -T to
C -1 for ten (10) acres of land located on the southeast
corner of Baseline and Carnelian - Request submitted by
Ontario Savines and Loan.
Jack Lam presented the Staff report in detail, which is
onfile in the Planning Division. lie stated that this
request i_, not suitable for the site and that an alternative
zone such as AP would be mere appropriate.
Harry Crowell, owner of the property, stated that the area
is definitely in need of professional office space. His
intentions are to build a professional office complex.
lie requested an amendment to the zone change request to
C -1 -T so that he would be able to have a restaurant which
is not allowed under the AP zone.
Andrew Barmakian, resident of Alta Loma, spoke in favor
of this project.
Commissioner Garcia stated that the T standard is not a
method that the planning Commission will utilize in order
to control the use of laud.

investigate alternative solutions.
Commissioner Dahl asked Staff to analyze the AP none
for amendments which would allow supportive uses.
Alr n Subt, a resident at 8480 Camino Sur, Cucamonga,
stated that the City's Gancral Plan should be adopted
before approving such changes.
Doug Hone, 7333 Hellman Avenue, Rancho Cucamonga,
suggested that a service station be considered as
a stipportive use in the AP zone.
Ted Hopson asked the Planning Commission to indicate
their idea of supportive uses.
Commissioner Dahl stated that the following are
typical supportive services to the AP zone in his
opinion:
1. Stationery supplies,
2. Prescription pharmacy,
3. Postal instant press (quick copy)
4. Barber /beauty salon,
S. Restaurant,
G. Laboratory.
NOTION: Upon motion by Commissioner Dahl, seconded by
Commissioner Jones and unanimously carried, it was voted
to continue this item to August 23, 1978 and airected
Staff to research alternative solutions,
Chairman Gan-ia declared a short recess at 8:55 p.m.
At 9:05 p.m. with all mem3ecs present, the Planning
Commission reconvened.

being planted to close together. lie had been informed by
several lanscapers that these shrubs will grow about 10'
in diameter and that putting therm to close would prohibit
growth.

crowded :.s they would grow in a more verticle nature and
could be prunned.

ani+ble to attend the previous meetings but wanted to know.

Commissioner Garcia informed Mr. Young that at the last
meeting the dc%- lopment of this sit- as a recreational
vehicle center was approved by the Commission with
conditions. One of them being the submission of
landscaped plans to the Commission.
Mr. Young stated that lie wished Mr. Packer all the luck
in the world even though lie did not fully agree with the
project.
MOTION: Upnn motion by Commissioner Dahl, seconded by
Commissioner Jones and unanimously carried, it was voted
to accept '!r. Packer's landscape plans and trailer
elevations base- upon the following conditions:

trees be planted 20 feet on center along, the same strip.

sign was approved by the County that such a sign may
become nonconforming after the adoption of the City sign

Jack Lam stated that should Staff find that the actual
approval was for a 24 square fort center identification
sign, that the applicant will be required to rrdesign
it aczordinb to the approved plans.

Vista, Chino, asked if there was any kind of •iue process

nodistinrtion between original applications or avpeaa.
Clara Murillo asked it there wouid be an) recourse if she
could appear before the City Council.

but that she would run into the same opinion from the

Ted Hopson referred Mr. Pettway to Section No. 6 that
stated "the City witi not further process a parcel map."
You cannot split land to bring yourself in under
Section 7.
Ron Pettway asked what is go nhg to happen on January 1,
1979 to all the applications that have been postponed?
Commissioner Garcia stated that these applications -,ill
have priority to other applications in obtaining required
reviews.
Clara Murillo then requested that Staff be directed by
the Planning—Commission anning— Commission on this priority issue.
Commissioner Garcia stated that the Planning Cotmniscion
will direct Staff on this at the apinooriate time.
MOTION. Upon motion by Commissioner Jones, seconded by
Commissioner Dahl and unanimously carried, it was voted to
continue this item to the first Planning Commission
meeting la January of 1979.
APPEAL IN A DIRECTOR REVIEW for the expansion of Milano'
Pizza Restaurant in the shaping center located on the
northwest corner of Arc i6a1 and Baseline - Request
submitted by Milano's Pizza - Director Review No. 96 -72.
.lack Lam presented the Staff report is detail, a copy
being on file in the Planning Division. Ile reported
that the restaurant expansion would require additional
parking which has not been provided. since the shopping
center was already deficient in parking. Staff denied
the request so as not to increase such a deficiency.
Commissioner Dahl expressed his disapproval of the approval
of Security Pacific and Pomona Federal Banks to locate
within this shopping center with a defle't parking facility
and taking away the parking facility from the smaller
tenant.
,lack Lam stated that the County was responsible for
approving the two (2) batiks. As far as Staff can tell
a variance was not granted.
Daniel Borreggine and Paul Corra, the applicants stated
that they were leasing this restaurant because their
landlord inforutcd them that they cruld expand once Pomona
Federal moved out. Mr. Borreggine pointed out that several
of the businesses close in the ccening at S:oo p.m. and
therefore this alleviates the parking deficit for their
restaurant. Furthei, during the lunch hour, Alpha Beta's
parking facility is not Filled to capacity. The applicants'
received a letter from the store manager stating that lunch
hour is a slow period for the store.
Limmissioner Jones then stated that there is parking in the

affirmative Findings would have to lie made by the
Planning Commission which would probably not occur.
Mr. 8orregginc then suggested the possibility of limiting
their seating capacity to 18 seats to be able to use the
six (e) parking spaces vacated by Pomona Federal..
Mr. Lam did not oppose this request •tnd suggested the
passibility of striping additional parking spaces in
the back.
Chuck 8oka7, resident of Rancho Cucamonga stated that there
is more than enough room in the back for the additional
spaces required. Mr. 8okay also stated that the parking
lot has never been-filled to its capacity.
MOTION: Upon motion by Cummissioner Dahl, seconded by
Commissioner ,Jones, and ut.animousiy carried it was voted
to continue this item to the Planning Commission meeting
of August 23, 1978 and to have the applicants work with
the Staff to find additional parking within the center.
