Attached you will find the plans for the meeting of September 7, 1978. The
meeting will begin at 9:00 a.m., with the formal application and environmental
reviews being reviewed first. Following is a brief description of the projects
to be reviewed, both formal and preliminary reviews. The formal applications
which have asterisks are ones that require environmental review.

SUBJECT: SITE APPROVAL NO. 78 -01 - The development of a public equestrian
boarding faullity or, appcoxitriateiy 5 acres Jf larid located at
5394 Hermosa Avenue A -1 -5 zone - Request submitted by James
McHann.
BACKGROUND: James McHann is requesting approval to develop a public eques-
trian boarding facility on 5 acres of land located on the weft side of Hermosa
north of Hillside (Exhibit "A "). The facility is proposed to accommodate a
maximum of 70 horses. The development will include facilities such as a
training ring, a hot - walker (horse exerciser), oil feed hopper, a barn, open
paddocks, and box stalls. The applicauts are experts in horsemanship and
boarding facilities. They are proposing to utilize the most modern methods
of sanitation and quality control. The project side presently contains a
single family residence which will remain. Tile remainder of "he site is a
citrus grove of which approximately a third will be retained:
ANALYSIS: A public equestrian facility is permitted in the Lone subject to
si-,e approval being grunted by the Planning Commission. The General Plan
projects low density residential for this area which will be compatible with
equ•!atrian uses.
Access is provided by two driveways from Hermoce Avenue. The south driveway
is .shown as in entrance and the north as an exit. Staff recommends that both
of i:hese driveways and aisles be a minimum of 20 feet in order to provide ade-
quate manuvering ability for an automobile with a horse trailer. In addition,
staff recommends that tine north aisle -way be a straight access drive rather
than an :_ngle drive.
The applicant is proposing to provide 44 parking spaces, 10 of which are
large enough to accommodate an automobile and trailer. Staff feels that this
is adequate parking for a facility of this nature. However, staff does rec-
ommend that driveway aisles and parking areas be provided with slag paving.
Slag, paving will help to keep these areas from becoming dust areas and muddy
areas during the rains.
The applicant is proposing to utilize rain bird sprinklers at each corner of
the riding rink in order to prevent dust in the riding area.
The applicant has stated that there will be daily -'cmoval of animal w:,ste to
redue fly problems. Staff recommends that the applicant submit plans to the
County Health Department for their review and comments. The applicants shall
adhere to any Health Department requirements.
Site Approval No. 00, 0
The site plan indicates a stone wall an the south property line and no other
fencing or walls on the west or north property lines. Staff recommends that
fencing be installed along the west and north property lines. Staff recom-
mends that fencing be installed along the west and north property lines in
order to prevent horse riders Lrom riding on private property.
The Environmental Analysis Staff has published a draft Negative Declaration
as no significant adverse impacts were found as a result of this development.
No correspondence has been received it regards to such publication. Staff
recommends that the Planning Commission issue a Negative Declaration.
CORRESPONDENCE: A public hearing notice was published in the Cucamorua Times
on September 14, 1978. In addition, property owners within 300 feet of the
subject property were notified of said hearing. Staff has received a re-
sponse from such notification. Barbara Crimley, a property owner north of
the project site, called staff to discuss this project. She was not in
objection to the project as long as the project would not affect adjacent
property.
RECOMMENDATION: The Planning Division rerommends that the Planning Commission
approve and adopt Resolution No. 78 -09 based on the findings and conditions
listed therein.

SIIRJGCf: ZONE CHANGE NO. 87 -73 - Changiug the zone from R -1 -T to C -1 for
ten (10) acres of land located on the southeast corner of Base-
line and Carnelian - Request submitted by Ontario Savings and
Loan.
BACKGROUND: 'Phis zone change was continued from the meeting of September
3, 1978, in order to allow the applicant to prepare a final copy of the
"Declaration of Restrictions" acceptable to the City Attorney. The ap-
plic::nt's attorney has submitted the "Declaration of Restrictions" for
review by the City Attorney and Staff.
Attached is a copy of the restrictions for your review. As there were
received late in the week, only staff has had an opportunity to review
them. Staff feels that the restrictions reflect the suggestions of the
Commission and recommends approval subject to review by the City Attorney.
RECOMMENDATION: The Planning Division recommends that the Planning Com-
mission approve Zone Change No. 87 -73 based on the following findings and
conditions and forward such recommendation to the City Council.
Findings:
1. That the subject property is suitable for the uses permitted
in the proposed zone in terms of access, size, and compatibi-
lity with existing land uses in the surrounding, area; and
2. That the proposed zone change would not have a significant
impact on the environment nor the surround properties.
3. That the proposed zone change is consistent with the Proposed
General Plan.
Conditions:
1. That the attaches "Declaration of Restrictions" are reviewed
and approved by the City Attorney and that such restrictions
are recorded as part of the zone change.

DISCUSSION OF GENERAL PLAN 'ISSUES
At the first Planning Commission public bearing on the General Plan m,merous
input was received regarding certain designations on the propo=_:; General
Pl :in. As a result of this input, Staff has organized the specific issues
regarding specific areas and has developed rccummeudations in regards to some
of rh ^ac issues. These areas have been discussed with the Planning Consultant
and the following is a description of each issue follow by the Staff'n
r cc tinmend at ion. These issues are not all inclusive and some items not
elaborated hore will be dis -7usscd at the next Planning Commission meeting
(i.e. "reFerve" areas, other, residential and commercial areas, rte.). It
is hoped that the Planning Commission can discuss each ono of these issues and make
decisions on each So that the Commission can move closer to a formal recommendation
to the City Council regarding, a land use plan.
RESIDENTIAL ISSUES:
�9 Area: North side of Foothill Boulevard between Vinev +,rd and Heilman
General Plan Designation: High Density Residential
Issue dents nearby oppose multi —famll} high density designation.
Commerrinl interests however feel the area should be service
commercial.
Factors: This arum has been shown as service commercial in previous
General Plan alternatives, however, some Commissioners
felt it desirable to limit commercial designation along
Foothill to avoid the development of a commercial strip.
Staff in e%utmJgingtj0s part.rular area finds the lot
depths multi - family development. Currently
existing in the area are the commercial offices of Lucas Land
Company ant the future development of a motorcycle sales and
repair sciviee on the northwest corner of Hellman and Foothill.
Other commercial uses near Vineyard Avenue are also prevalent.
RF,COMIENDATION, Phis area F-hould be do- ignated service commercial consistent
with previous sketch plan%.

The area is close to Chaffey College and is buffered by flood
planes directly east and south and by the future Wilson Avenue
extension. high density residential could be compatible with
surrounding, lower density residential as well as create as
excellent college residential environment. Higher density
residential can be consistent with recommendations for high
dansity west and south of Chaffey College.
RECOI_1ENDATION: This area should be de- ;11,aated nigh density residential.
3. Area:
Cencrai Plan Designation: Very Low Density.
Issue: Orta individual asled for consideration of lower density for this
area.
Factor: The General Plan designation is a maximum and does not imply that
all property will and should be developed to those densities.
The General Plan does not prohibtt lower density in regards to
zoning and lower density zoning districts can be developed for
this and other areas where density can be maintained at less
than General Plan designation. This can be accomplished through
zoning.
RECOM ENDATION: Retain the proposed very low dansity residential designation.
4. Area: North side of 19th Street between_llamc•na and the commercial designation
e.i the corner of 19th and Archihald. -
General Plan Designation: Low Density Residential.
Issue: Vanguard apparently has R -3 multi - family zoning and desires to retain
the same. The area is adjacent to a currently developing shopping
center, and since the plan fosters multi- family adjacent to
commercial. facilities and since multi - family development can be
adequately huffercd both by the prrposed freeway, the commercial
facility aL 19th Street, the pot -7J.nl extension of Ramona, and
becausu' the site has adequate access, the area can be considered
for high density residential.
RECOP Lr4DA':iON: Change this area to high density residential.
5. Area: Hermosa Avenue school locations below 19th Street.
Issue: The .Tones Compnny objects to tbe location of proposed schools on
their property.

5. Factors: The School District has examined school site selection very
carefully and indicates that the general locations shown are
excellent sites able to serve a large walk -in area. The
School District is going to proceed with plans to purchase at
least an elementary school rite somewhere in this location.
GECOMENDATION: Retain General Plan designation for school site.
6. Arco: Park site designation cast of Archibald above Foothill.
General Plan DegIgnat.ion: Park Site.
Issue: Marlborough Company if. concerned with .location of park site.
Factor: The arguments concerning the: location of park site had lteen
debated over and over in th,- past. These d esignat ions are
not necessarily site specific. It designotos a concept that some
park area near the vicinity would be desirable from the standpoint
of a public facility.
RECOMMI!NDATION: Ret.a.in park site designatlon.

planning considerations must be made at a site specific
level before any such decisions arc, made, The General
Plat currently provides for policies that would allow for
a zoning procedure to so enable non-- residential uses In
res;idenLCal. arras provided that standards and criteria are
met and other planning considerations have been examined and if
such site:, are i'outmd to be in fact Important to the heritage
or history of the comtmm itv.

WHEREAS, on August 31, 1978, a formal application was submitted
requesting review of the above described project; and
WHEREAS, on September 27, 1978, the Planning Commission held a
duly advertised public hearing for the above described project.
NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMt11SSION RESOLVED

S:JRJECT: SITE APPROVAL NO. 78 -01 - The development of a public equestrian
boarding facility on approximately 5 acres of land located at
5394 Hermosa Avenue - A -1 -5 zone - Request submitted by James
McHann.
BACKGROUND: James McHan -i Is requesting approval to develop a public eques-
trian boarding facility on 5 acre.^ of land located on the west side of Hermosa
north of Hillside (Exhibit "A "). The facility is proposed to accommodate a
maximum of 70 horses. The development will include facilities such as a
training ring, a hot- walker (horse exerciser), on feed hopper, a barn, open
paddocks, and box stalls. The applicants are experts in horsemanship and
boarding facilities. They are proposing to utilize the most modern methods
of sanitation and quality control. The project site presently contains a
single family residence which will remain. The remainder of the site -1s a
citrus grove of which approximately a third will be retained.
ANALYSIS: A public equestrian facility is permitted in the zone subject to
site approval being granted by the Planning Commission. The v:reral Plan
projects _'ow density residential for this area which will be compatible with
equp!_:r.rian ases.
Access is provided by two driveways from Hermose Avenue. The south driveway
is shown as an a"trance and the north as an exit. Staff recommends that both
of these driveways and aisles be a minimum of 20 feet in order to provide ade-
quate manuvcripg ability for an automobile !with n horse trailer. In addition,
staff recommends that the north aisle -way be a straight access drive rather
than an angle drive.
The applicant is proposing o provide 44 parking spares, 10 of which are
large enough to accommodate an automobile and trailer. Staff feels that this
is adequate parking for a facility of this nature. However, staff does rec-
ommend that driveway aisles and parking areas be provided with slag paving.
Slag paving will help to keep these areas from becoming dust areas vnd muddy
areas during the rains.
The applicant is proposing to utilize rain bird sprinklers at each corner of
the riding rink in order to prevent dust in the riding are:.
The applicant has stated that there will be daily removal of animal waste to
reduce fly pronlems. Staff recommends that the applicant submit plans to the
County Health Department for their review and comments. The applicants shall
adhere to any Health Department requirements.
Site Approval'Po. 78 -03 0
The site plan indicate3'a stone wall on the south property line and no other
fencing or walls on the west or north property lines. Staff recommends that
fencing be installed along the west and north property lines. Staff recom-
mends that fencing be installed along the west and north property lines in
order to prevent horse riders from riding on private property.
The Environmental Analysis Staff has published a draft Negative Declaration
an no significant-adverse impacts were found as a restilt of this development.
No correspondence has been received in regards to such publication. Staff
recommends that the Planning Lommission issue a Negative Declaration.
CORRESPONDENCE: public hearing notice c.-_ published in the Cucamon„a Times
on September 14, 1978. In addition, property oiners within 300 feet of the
subject property were notified of said hearing. Staff, has received a re-
sponse from such notification. Barbara Gr`_mley, a property owner north of
the project site, called staff to discuss this project. She was not in
objection to the project as long as the project would not affect adjacent
property.
RECOMMENDATION, The Planning Oiv;sion recommends that the Planning Commission
approve and adopt Resolution No. 78 -09 based on the findings and cind3tions
listed therein.
