June 13, 1979
Regular Meeting
The regular meeting of the Planning Commission of the City of Rancho Cucamonga
was held in the Library Conference Room, 9191 Baseline Road, Rancho Cucamonga, on
Wednesday, June 13, 1979.
Meeting was called to order at 7 :00 p.m. by Chairman Rempel who led the meeting
with the Pledge of Allegiance.

ANNOUNCEMENTS

1. Mr. Lam stated a letter has been drafted thankAng the City of Irvine and the
Mission Viejo Company for the tour on Saturday, June 9th. The letter is to
r +
be signed by the Mayor and the Planning Commission Chairman.
2. Mr. Lam requested that the Commission set aside a possible date for a special
study session. The reason for this meeting is the June 27th Agenda is
extremely long with possible controversial items. It is possible that some
items may have to be carried over to another meeting.
It was the concensus of the Commission that 11 an adjourned meeting is
necessary, it be held on Monday, July 2, 1979 at 7:00 p.m. in the Library
Conference Room.
3. Mr. Lam reported LAFCO was to review the sphere of influence for the area north
of our City limits at its last meeting; however, at the request of our
Supervisor this item was continued to the next meeting to allow him to have
more time to review This item was continued to the LAFCO meeting of July
11, 1979.
CONSENT CALENDAR
Commissioner Tolstoy asked that Item "A" on the Consent Calendar be pulled off at
this time as he has questions concerning this project.
A Motion was made by Commissioner Janes, seconded by Commissioner Garcia and
unanimously carried to approve the following Consent Calendar items:
S. NEGATIVE DECLARATION FOR PARCEL MAP 110. 5194 - HUCKS
C. NEGATIVE DECLARATION FOR PARCEL MAP NO. 5260 - WARREN
Commissioner Tolstoy askor.for additional information regarding Item "A" on
possible emissions to our atmosphere . as a result of this development.
Mr. Charles Coggin, President of vitro Strand, reviewed their operation for the
Commission. He reported they have received a permit to construct from the South
Coast Air Quality Management District. This will be a very small operation and
has met the guidelines set by the APCD.
A Motion was made by Commissioner Tolstoy, seconded by Commissioner Garcia and
unanimously carried to approve the Negative Declaration for Director Review No.
79 -39 - Vitro Strand Technologies, inc.
SITE APPROVAL No. 79 -14 - HAUSER - The development of a 2,000 square foot small
nnimal veterinary hospital to be located on the southwest corner- of 19th and
Carnelian within the C -1 zone.
Jack Lam, Director of Community Development, reviewed the staff report in detail,
this being on file in the Planning Division. He reported there are three courses
of action the Commission can take in regard to this request which are as follows:
1) continue the application to allow the applicant the opportunity to seek a
location that would lessen the conflict for his use within this center or other
center; 2) deny the applicant's request at this location; 3) if the Commission
feels that there is not a. great potential for conflict, approve the applicant's
request. Staff recommends that the Commission continue the Site Approval to the
July 11, 1979,Commissioa meeting in order to allow the applicant the opportunity
to seek an alternative site for his particular use.

Chairman Rempel asked for questions from the Commission of staff.
Commissioner Tolstoy asked about the noise proofing proposed for the building.
Mr. Hauser, applicant, reported no noise or odor will be detectable from the
operation. Interior modifications will be made by a contractor that specializes
in building of animal clinics within shoppIng center.
Commissioner Jones asked how far away the clinic kill be from the nearest
residents.
Mr. Lam reported the proposed unit 1s approximately 120 feet from the residences.
He added a petition has been received From. property owners in the area in opposition
to the site approval.
Mr. Hauser reported he was quite surprised about the petition as he took the trouble
of poling the residents on Topaz and Hamilton streets. At that time he receive
favorable acceptance of the vet clinic with the exception of one person.
Commissioner Garcia asked if Mr. Hauser anticipates keeping animals overnight.
Mr. Hauser stated this will be an out - patient clinic. He does not intend to keep
animals any longer than necessary. He does not intend to start business before
8:00 a.m. and intends to close at 9:00 p.m. Under certain circumstances animals
would have to spend a few days at the clinic.
Chairman Rempel opened the public hearing.
Mr. William Lent spoke in opposition to the site approval. He indicated he lived
next to a pet hospital in another city which was very noisy.
Mr. Burger spoke in opposition to the site approval indicating he is also opposed
w.; due to noise from barking dogs. Also there is the large.trash bin next to their
fence.
Mr. Romolo stated he is opposed to the animal hospital at this location. Mr.
Hauser will treat the animals and will then go home. The property owners adjacent
have to live with the noise and odor. A clinic such as this should be isolated by
itself and not in the middle of a shopping center.
Mr. Burger stated an animal hospital should not be located next to a food establish-
went.
Mr. Merrill Gordon stated he is concerned that if barking dogs within the clinic
can be heard it could cause problems with dogs within the neighborhood.
Mr. Steve Boag, a Veterinarian in Montclair, stated his practice is within a
shopping center and very close to a restaurant. He has not had any complaints at
all in regard to his businsss.
Mr. Hauser indicated with proper and modern methods of construction any noise or odor
problems can be eliminated. Wastes would not be put into the dumpster but handled
internally.
There being no further comments from the audience, Chairman Rempel closed the
public hearing.

Planning Commission Minutes -3- June 13, 1979
Commissioner Tolstoy stated it is his opinion a vet clinic in a commercial center
is very feasible and would be a service to people living in the axes. However,
he is concerned about the location of the clinic within this particular center.
It is a rather small center and if a veterinary clinic is to be located within a
shopping center, it should be in an area where those people bringing animals have
more open space.
Chairman Hempel stated he lives across the street from a veterinary hospital and
as far as the concerns regarding noise, he would not know there was a vet hospital
next to him. As far as this center is concerned, he would rather see this clinic
on the west end of the building. He suggested if this use is approved that a
condition be added than the Commission may review this approval at any time that
there appears the conditions of approval are not being met.
Commissioner Garcia stated he would not envision any - problems with the clinic within
this center. Any noise concerns can be eliminated by construction techniques. He
would agree with Chairman Rempel that the best location within this center would be
the west end of. building "B" as it is more isolated. If this 'clinic is approved, he
would like an additional condition added stating interior' modifications to the leasable
unit shall include the latest state of the art regarding noise and odor proofing such
that no noise or odor will be detectable from the use.
Commissioner Tolstoy stated again it is his opinion this center is not the best
location for a vet clinic as often time children bring their pets to the vet, pets
become very excited and get away from the children which can cause a number of
problems. Ile is not opposed to this type of use within a shopping center; however,
is opposed to this use within this particular center for that reason.
Chairman ' Rempel stated he would disagree with Commissioner Tolstoy as a smaller
center such as this would have much less traffic and problems than a larger center.
A Motion was made by Commissioner Tolstoy and seconded by Commissioner Jones to
continue Site Approval No. 79 -14 to allow the applicant an opportunity to seek a
more appropriate location and instruct staff to accept another application using
the same fees submitted for the Site Approval.
Chairman Hempel stated a larger center has a potential for more traffic problems
which the smaller center would not have. He does not like to see children
running around any center with animals. He sees very serious problems suggesting
this use to locate within a larger center.
Commissioner Tolstoy indicated if the clinic could be located in a building by
itself or at the edge of the center in a different location rhan that proposed
might be more appropriate.
After further discussion, Commissioner 'Tolstoy withdrew his motion and Commissioner
Jones withdrew her second.
Commissioner Garcia asked Mr. Hauser what the possibilities were of moving his
business to the west end of Building "B ".
Mr. Hauser. indicated if the Co" scion feels that the present proposed location
is not appropriate, the developer has stated that he would make the end of
Building "B" available.

A Motion was made by Commissioner Garcia and seconded by Commissioner Rempel to
approve Site Approval No. 79 -14 subject to the following conditions:
1. Interior modifications to the leasable unit shall include the latest
state of the art regarding noise and odor proofing such that no noise
or odor will be detectable from the operation of the use including
doors, walls, ceiling, etc..
2. Dead animals shall be put in heavy duty impervious cadaver bags and held
in deep freeze and picked up on a weekly basis. All dead animals shall
be kept inside the structure.
3. There shall be no outside keeoinv. of animals at anv time.
4. There shall be no boardinc of animals. Ill or injured animals may not
be kept more than seven (7) days.
5. Hours of operation shall be 8:00 a.m. to 9:00 p.m.
6. The Planning Commission may review this approval at any time that there
appears that the conditions of approval are not being met.
7. Care of animals shall only include small animals such as dogs, cats,
etc. No care of equine or bovine or the like shall be allowed.

Mr. Lam asked that an item be added to the Agenda that relates to the Magnolia
Center on the southwest corner of 19th and Carnelian concerning wall heights on the
center itself. Since residents adjoining this center are in attendance it might
be good to review this item at this time. .
Mr. Lam indicated the original approval of this center was by the County. As part
of the original approval, there was to be provisions for a 6' block wall on the
west and south side of the center. The original intent of that block wall was to
provide a buffer in terms of noise and screening in regard to vehicle parking and
lights shining into the neighbors' yards. The developer has requested to either
delete that wall or to reduce the height of the wall.
Mr. McCulla, representing Magnolia Company, reviewed their request for revision to
the 6' block wall requirement to the west and south sides of the center. They are
requesting that instead of the 6' block wall on the east side of the property that
they be allowed to install a chain 1•:nk fence. It is their opinion a chain link
is needed where it abuts the commercial area to the east. They would also like
to revise the 6' wall requirement on the south.
Mr. Merrill Gordon stated he lives on the south side of the development. He, as
a property owner, Yould request that the block wall requirement not be changed.

this being on file in the Planning Division. The Planning Division recommends,
following the public hearing, that the Commission approve and adopt Resolution
No. 79-43 and transmit such recommendation to the City Council for their action.
Chairman Hempel asked for Commission discussion.
Chairman Hempel stated it should be clarified in this ordinance that when two
monument signs are used by a center, both shall be ider.cical to ensure there will
be no misunderstanding at a later date.
Mr. Ted Hopson, City Attorney, recommended an additional clarification that the
second sentence under 2b be deleted and that the following be added: If one
business name is used in a theme name, only one additional business may be identified.
If two business names are used in the theme name no.further business will be
identified.

approve Resolution No. 7943 as submitted with the following addition to Article
V, Section 5.4 of the Sign Ordinance.

Commissioner Garcia indicated he personally does not see any problems with the time
and temperature sign. It is a nice looking sign which is to be surrounded by a well
landscaped area and will be a nice addition to the center.
Commissioner Tolstoy asked if there will be any visibility problems if the sign is
located in this area.
Mr. Hogan stated no, the sign will be set back approximately 42 feet from Baseline
and will provide more than adequate visibility.

REPORT REGARDING LANDSCAPE MAINTENANCE DISTRICT
Bill Holley, Director of Community Services, reviewed the staff report in
detail, this being on file in the Planning Division. Staff recommends that
the Commission recommend the establishment of Landscape Maintenance District
No. 1 as one encompassing district with cost distributed on a per lot basis.
Commissioner Tolstoy b3ke1 how the fees.are set for landscape maintenance dis-
tricts.
City Attorney indicated each year the City Council holds a public hearing to set
the fees and anyone objecting to the fees has the right to protest.
Commissioner Garcia stated the concept of landscape maintenance districts is
progressive for the City. What he would like to see is the development of a
plan that would ultimately include the entire city within a landscape main-
tenance district. He would like to see the city broken down into zones and
each zone have a district.
Chairman Rempel stated he sees potential problems with this proposal as it stands.
It is his ojinion that alternatives should be mentioned such as 1) a vote of the
people within the city, 2) ways of annexation, 3) ways of deannexation.
Mr. Holley stated staff is asking fat Commission recommendation for the establish-
ment of a landscape maintenance district. This is the.first step and the City can
build from there. The City also shares the same concern with the establishment of
a street lighting district. Staff world like to know if the Commission supports this
concept to build from as a first step.

Commissioner Tolstoy indicated this is a Ztep in the right direction for the
City.
Chairman Rempel stated that it should be made clear which. ^treeta will be main-
tained under the district to avoid confusion.
Commissioner Garcia stated he supports the concept of parkway maintenance.
However further study is needed as to what the program is actually going to
entail. He would also like to know the perameters and boundaries of the plan
and whether or not the entire City will eventually be included.
Mr. Lam indicated the boundary for the landscape maintenance district is the
current city limits. Areas of the City are not proposed at this time to he
sectioned off. Any tract that wants to be included in the district can do so.
Staff needs to know whether or not the Commission and Council sup;ort this
concept before the details of the program are developed.
Chairman Rempel stated alternative types of fundings needs further examination
to reflect an estimated future total for the entire city.
A Motion was made by Commissioner Jones and seconded by Commissioner Tolstoy to
approve the concept of a landscape maintenance district and a street lighting
district with a more detailed report to come back to the Commission for review
in the near future.

GENERAL PLAN AMENDMENT - CIRCULATION ELEMENT INDUSTRIAL AREA
Mr. Lam stated this report is for information purposes only. The issues raised
by the. Commission that are not answered tonight will be fully addressed at the
time of the public hearing.
Mr. Paul Roueeau, Assistant Civil Engineer, reviewed the staff report and the
Consultants Reports in detail, these being on file in the Planning Division.
Staff recommends that the Commission receive and file the Consultants report
and schedule hearings for Amendment of the General Plan Circulation Element
for June 27, 1979.
Mr. DiIorio stated there would be some concern from the property owners near
Rochester if 6th Street were to go through and curve through their properties
as it would limit use of their properties.
Chairman Reripel wondered if there are portions of 7th Street going east from
Archibald that need to carry through.
Mr. Dilorio stated the area between 7th and 8th Streets seems to be attractive
for large scale distribution centers which should take up the entire area.
This would make it impossible to bring 7th Street through. His only concern

is the contLnuation of 6th Street through to Rochester where it curves through
the properties. This problem needs to be worked out. Rochester serves as a
frontage road for the freeway and 4th Street is the main on /off romp to the
freeway from the industrial area.
Mr. Lam stated prior to the next meeting staff will explore the connections
necessary for good circulation.
It was the concersus of the Commission that a public hearing be set for June
27, 1979 to discuss the Circulation Element of the General Flan and further
requested that sc ff bring back further information concerning traffic connec-
tions.
Due to the 11 p.m. adjournment time, a motion was made by Commissioner Garcia
and seconded by Commissioner Jones and unanimously carried to continue with
the Agenda.
SIGN PROGRAM FOR TRACT DEVELOPMENTS
Barry Hogan reviewed the staff report in detail. -He indicated a revision
should be made to Section II -F to state winerys and historic sites shall be
required to pay a fee to put up a placard on the sign structure. Staff recom-
mends that the Commission support the programs as outlined and that such a
rec endation be forwarded to the City Council.
After general discussion, a motion was made by Commissioner Garcia and seconded
by Commissioner Rempel to support the program with the change to Section II -F
as indicated above and that this recommendation be forwarded to the City Council.

SUBJECT: Environmental Review of Tentative Parcel lisp No. 5144 - Westway
Investments Inc. - Request to divide 18.75 acres of industrial
land into 15 lots located on the south side of 8th Street between
Hellman Avenua: and Archibald Avenue.
BACKGROUND: Westway Investments, Inc. is requesting approval to divide 18.75
acres of industrial land into 15 lots as shown on Exhibit "A ". A Zone Change
application and a Director Review application has also been submitted by Westway
Investments and is being processed concurrently. This Environmental Review
addresses the Parcel Map only and does not constitute an approval of the Parcel
Map.
ENVIRONMENTAL SETTING: The site is presently undeveloped and slopes gently to
the south. Native weeds and a Eucalyptus windrow are the predominant vegetation
types. No historical, cultural or scenic aspects are associated with the site.
ENVIRONMENTAL ANALYSIS: Parc I of the Initial Study indicates the partial
removal of the Eucalyptus windrow running through the center of the property.
The removal. of these trees is made necessary by the future development of the
property. Staff has found no significant environmental impacts resulting from
the removal, however, staff will require replacement trees to be planted
throughout the site. No other significant environmental impacts were found
resulting from this pro „ect.
RECOMMENDA "IT_ON: Staff L °inds that this project will not create a significant
adverse impact on the environment and therefore recommends issuance of a Negative
Declaration.

Subject: NEGATIVE DECLARATION A14D ZONE CHANGE NO. 79 -05 - CORAL INVEST
MENDS - A request for at zone change from R -1, single family
residential, to A -P, administrative professional, for 0.56
acres of land located cn the southwest corner of Baseline and
Beryl Street known as Assessor's Parcel No. 208 - 011 -63.
RELATED ITEM: DIRECTOR REVIEW NO. 79 -40 - CORAL INVESTMENTS
ABSTRACT: The subject property is currently a part of Tract 9423.
Recently the Staff has reviewed the grading of subject tract with
the applicant - Coral Investments. Subsequently, revisions to the
plan are necessary afld will require that the Planning Commission
review and approve the grading revisions. Additionally, the tract
has been revised to eliminate two lots creating the lot under subject
zone change. It is our opinion that consideration of the zone change
is appropriate at this time due to the fact that zoning will not cause
development.
Currently the subject property to vacant. The a .'zting land uses to
the north is residential, to the east is residential, to the south is
an approved residential tract and to the immediate west is an approved
office complex nor: under construction. The adopted Interim Land Use,
Circulation and Public Facilities plan indicates the subject property
as mixed use. Under the mixed use category the applicant has the option
of applying for two categories of zoning, either multiple family zoning
or administrative professional zoning. In this case the applicant is
requesting for A -P, administrative professional zoning, for the purpose
of constructing a medical office building. The southerly boundary of this
zoning would be identical to the southern boundary of A -P zoning for the
office project now under construction to the west.
Originally, the subject property had been proposed as part of the aubdi-
vision immediately to the south, however, because of certain lot configura-
tion necessary with the proposed grading plan, this lot was held out and
as a result, became undesirable for single family residential.
Currently the zoning is not Ln conformance with the adopted Interim Land

INVESTMENT, INC. - Request to change the zone of 18.75 acres of
land from M-R to M -1 located on the south aide of 8th Street
between Hellman Avenue and Archibald Avenue
BACKGROUND: Westways Investment, Inc. is requesting a zone change from M -R to
M -1 on 18.75 acres of land at the above described location. This request is made
concurrently with Parcel Map 5144 and Director Review 79 -41, both of which are on
tonight's Planning Commission Agenda. The applicant's intent is to develop a
light industrial park on the property. A site plan of the development is attached
(Exhibit "A ") and colored drawings will be on display at the Planning Commission
meeting.
The General Plan designation for the site is Minimum Impact Industrial and the
surrounding zoning and land use are as follows (Exhibit "A "):

ANALYSIS: Westways makes this request to allow for lot areas and lot widths less
than those allowable in the M -R zone (20,000 square feet and 100 feet respectively).
As seen on Exhibit "A ", Westways is proposing lot areas ranging from 14,810 to
35,719 square feet and lot widths ranging from 80 to 200 feet. Staff has reviewed
the lot layout, size and orientation of the proposed development and feels they are
appropriate for the type of use proposed.
The major issue associated with this request is that the M -1 zone allows commercial
and residential uses along with industrial. Staff is recommending that a contractual
agreement be made between the applicant and the City limiting the uses of the
property to those industrial uses outlined in the M -1 zoning district. Such an
agreement has been made in the past with the Crowell /Leventhal Company and Vanir
Development Company. Normally staff is opposed to such contractual zoning;
however, we feel it is needed in this case until the development of a new zone
has been approved for tha City.

Staff feels the site can support those industrial uses allowed in the M-1 zone.
Further, the zone change is consistent with the Minimum Impact designation of the
General Plan.
ENVIRONMENTAL REVIEW: Staff has reviewed this application for adverse environmental
impacts resulting from this project. Part I of the Initial Study Indicates that
no environmental impacts would result from the zone change which staff has verified.
Staff has found no environmental impacts associated with this project and therefore
recommends issuance of 'a Negative Declaration.
RECOMMENDATION: The Planning Division recommends adoption of Resolution No. 79-45
changing the zone from M-R to M-1 ani forward it to the City Council.

For the development of an industrial medicine center to be
located on the northwest corner of 7th and Archibald within
the M -R zone known as Assessor's Parcel Nos. 209 - 171 -16 and
209- 171 -17
ABSTRACT: As the Commission will recall, this item came before you for
a request on the zoning determination. At that time, it was the Commis-
sions' opinion by a 4 -1 vote with Commissicner Garcia voting no, that the
concept of industrial medicine center would be permissible in the M -R
zone with the approval of a location and development plan for Site Approval
® as we know it.
The applicant is requesting that the northern end of Building "G ",
approximately 3,264 square feet of floor area be designated for the
industrial medicine center. Attached to the .report please find a
site plan indicating the current leases for the center. Unit "A" is
a public storage area and Unit "H" has not been constructed to date.
The primary concern with the location of the type of use proposed is
that there be adequate parking that can be used solely for this type
of use. In the location proposed there are at least 15 parking spaces
adjacent to the proposed center. At a standard of 1 space per 200 squ re

ABSTRACT: The request before the City is that w:, modify the Land Use
Map at the southeast corner of Foothill Boulevard and Haven Avenue from
industrial to service commercial. This request involves the consideration
of the following:
a) Land Use Compatibility
b) Traff is
(Drainage considerations are not an-issue at this time but would
require further study at time of Site Approval)
This report will cover only land use compatibility. The City Engineer's Report
(attached) will cover traffic. We have already forwarded a copy of the Traffic
Consultant's (Weston Pringle) Report to the Planning Commission for review.
The recommendation of this report will be to clarify the intent of the-indus-
trial category to allow for industrial business park uses.
DISCUSSION: In the discussion of land use compatibility these basic questions
arise:
a)

be Service Commercial?

be Mixed Use?

Should

remain as Is?
a) Should the property be Service Commercial_? If t).e subject property were
changed to service commercial it would allow a wide range of retail commercial
uses such as markets, department stores, drug stores, retail shops, auto repair
offices, service stations, restaurants, fast food restaurants and the like.
In the past it has been the City's desire to maintain the south side of Foothill
Boulevard for minimum impact industrial. The north side of Foothill Blvd. has
been indicated for service commercial to serve the area and there was no need
to disrupt the integrity of the industrial area. In particular, the northeast
corner of Foothill and Haven has been reserved as a ragional center or major
commercial center alternative and the desire is to retain it as such.
It should be noted that John Blayney and Associates, Consultants for the City'a
General Plan have stated that it is their belief that service commercial south

of 'foothill would disrupt the integrity of the industrial area and destroy
the special identity needed -at the intersection. It is unusual to find
such a large amount of vacant land in contiguous parcels available for
industrial development and such integrity should be preserved. Furthermore,
commercial establishments inthe industrial area should be of the type that
would serve the industrial area first and not the general family retail trade.
b) Should the property be Mixed Use? A mixed use designation on the subject
property would allow such uses as fast food establishments, restaurants, bakeries,
related retail shops, offices and multiple family.
Because the mixed use category is basically an option land use, there would be
a distinct possibility that multiple family could be developed on the subject
property. There is also a possibility for the development of offices and
related commercial uses; however, the possibility of multi family use on such
an intersection is not desirable.
c) Should the property remain as is? If the property remains as industrial,
it could allow such uses as light industry and industrial business park.
It is possible, through better definition of the industrial lard use category,
that the Planning Commission could encourage specific uses such as industrial
office /business office parks, financial, food establishments, VVIMBetdal
recreation and related uses. A simple amendment to the text of the Land Use
Element would provide the necessary encouragement and guidance for future
developers.
ANALYSIS: After a thorough traffic analysis and a review of alternatives
available for the subject property it is our opinion that the best land use
for the subject property is industrial. However, such Industrial can be
specifically Largeted to a certain character of development; i.e. office park.
We feel that the text of the Land Use Element should have the following state-
ment added under Industry:
"it is the City's desire to encourage high quality development throughout the
City. The City recognizes the importance of the intersection of Foothill
Boulevard and Haven Avenue as the future major "downtown" and consequently
there is a potential for high volumes of traffic at ultimate development.
The City's designation of �,inimum impact industry on property at the. ..
southeast corner of Foothill and Rfven means to encourage the development of
industrial office /businenu office parks that are related to the industrial
community, financial institutions, food park and the like In this manner,

RECOMMENDATION: It is recommended that the Planning Commission:

FOOTHILL -HAVEN COMMERCIAL CENTER TRAFFIC STUDY
This memo is to review the.traffic study prepared by Weston Pringle & Associates
dealing with the development of proposed K -Mart Commercial Center located on the
southeast corner of the intersection of Foothill Boulevard and Haven Avenue.
This report was previously submitted for departmental and Commission review.
The Engineering Division has analyzed the report and feels that the impacts of
the project have been fairly assessed and that the report has accomplished the
goal of thoroughly exploring the technical traffic conditions at the intersection.
The Engineering Division does however disagree with a major finding of the report.
The technical analysis indicates that with or without the proposed commercial
development, at this location, the intersection capacity utilization factors will
exceed 1.0 which is the point of operational breakdown described in the report as
"Lone queues of traffic, unstable flow; stoppages of long duration; traffic volume
and traffic speed can drop to zero ".

Finding number six listed in the report summary indicates, "The intersection of
Foothill Boulevard and Haven Avenue could experience traffic operational problems;
however, actual volumes are anticipated to be lower due to reduced residential
development and traffic diversion." With this finding, the Consultant has identi-
fied the problem, however, feels that the City will not develop out its current
general plan at the level assumed in the report. It is the opinion of the Engineer-
ing Division that general plan buildout could possibly exceed the figure used for
the study increasing the problem further particularly in view of the Terra Vista
Plan and the changes in development density proposed in the Industrial Area Specific
Plan Study.
The report recommends that the intersection be designed with four through lanes,
two left -turn lanes and a right turn lane for each leg of the intersection. The
impact of this configuration will create 135 feet of street on each leg of the
intersection. This amounts to nearly double the existing intersection of Base
Line and Carnelian Streets. Streets of this width will involve long signal cycles
and traffic delay and will nearly prelude crosing by pedestrians.
The report points out a need to carefully review development plans and proposals
for excessive traffic volumes. Experiencing in view of the fact that as more
traffic data is being generated, all factors lead to the conclusion that the
City should seek development proposals that reduce estimated peak flows and
volumes rather than exacerbate them. This problem will be further explored
through the current Citywide circulation element and as a part of the Environ-
mental Report of the specific plan for the Terra Vista Project.

CONCLUSIONS AND RECOMMENDATIONS: The current general plan for the City may
resin in excessive traffic vol umes at the intersection of Foothill Boulevard
and Haven Avenue. That land use planning in the area should be developed to
reduce this impact to the greatest extend possible and that overall Citywide
circulation planning should involve careful planning to balance north -south
traffic throughout the City.
The property located cin the corners of Foothill and Haven Avenue should reflect
potential regional center• development; and. be planned for minimum peak hour
traffic generation.

INVESTMENTS, INC. - Request to develop a light industrial
complex on 18.75 acres of land located on the south side
of 8th Street, east of Hellman Avenue.

BACKGROUND: This item ware submitted concurrently with Zone Change No. 79 -06, a
request to change the zone: of the property from M -R to M -1. Because of the
stricter lot area and width requirements of the M-R zone, approval of this item
is contingent upon approval of the zone change.
Westways proposes phase 1 of a multi - phased light industrial complex on 18.75
acres of land (Exhibit A). The first phase consists of 10 buildings on 10
separate parcels for light manufacturing and storage uses. The entire project
will eventuall } - include 25 buildings on 25 separate parcels.
ANALYSIS: The applicant has varied the placement and orientation of the buildings
to avoid the monotony associated with typical light industrial complexes in the
City (Exhibit "B "). The buildings are tilt -up concrete, using landscaping, color
textures and buildings recessions to enhance the overall '.esign of the complex
(Exhibit "C "). Colored renditions will be on display at the Planning Commission
meeting, for your review.
The applicant proposes an average depth of 30 feet of landscaping along 8th Street
and all interior streets. Furrher, planters will be distributed in front of the
building, and throughout the parking arras. Staff is recommending that an
additional planter be placed between the parking stalls of building 25. Further,
staff is recommending that a detailed landscape and irrigation plan be submitted
for Planning Division approval prior to issuance of building permits.
The project includes the dedication of two interior streets and reciprocal access
agreements will be made between buildings 1 and 2; 3 and 4; and 24 and 25. The
overall circulation has been designed to minimize traffic conflicts in and around
the site. Staff is recommending that the driveways behind buildings 2 and 3 and
behind buildings 23 and 24 be kept open to allow for better traffic circulation
and fire protection. The project meets all parking requirements of the zoning
ordinance.
ENVIRONMENTAL REVIEW: Attached for your review is Part I of the Initial Study
indicating no significant environmental impacts associated with the project. Staff

Study and therefore staff recommends issuance of a Negative Declaration for this

RESOLUTION NO. 79 -47
A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING
COMMISSION APPROVIM DIRECTOR REVIEW NO. 79 -41
LOCATED ON THE SOUTH SIDE OF 8TH STREET, EAST
OF HELLMAN AVENUE IN THE M -R ZONE
WHEREAS, on the 21st day of May, 1979, a complete application
was filed for review of the above described project; and
WHEREAS, on the 27th day a°_ June, 1979, the Rancho Cucamonga
Planning Commission held a meeting to consider the above described
prof ect.
NOW, THEREFORE THE RANCHO CUCAMONGA PLANNING CCMMISSION RESOLVED
AS FOLLOWS:
SECTION 1: That the following findings have been made:
1. That the site indicated by the development plan
is adequate in size and shape to accommodate the
proposed use, and all yards, spaces, walls, fences,
parking, landscaping, loading and other features
required by this section.
2. That the improvements as indicated on the develop-
ment plan are located in such a manner as to be
properly related to existing and proposed streets
and highways.
3. That the improvements as shown on the devel-;pmenc
plan are consistent with all adopted standards and
po!.icie,: as set forth in this section.
SECTION 2: That this proiect will not create adverse impacts on
the environment and that a Negative Declaration is'issued on June
27, 1979.
SECTION 3: That Director Review No. 79 -41 is approved subject to
the following conditions:
Applicant shall contact the Planning Division for com-
pliance with the following conditions:
1. Parking lot lights shall be a maximum height of 12'.
and directed away from all property lines, adjacent
streets and residences.

stalls.

3. Parking lot trees shall be a minimum 15 gallon size.
4. A. uniform sign program for this development shall
be submitted to the Planning Division for their
review and approval prior to occupancy of any
buildings,
5. A detailad landscape and irrigation plan shall be
submitted Lc and approved by the Planning Division
prior to the issuance of building permits.
6• All landscaped c-,_-as shall be maintained in a healthy
and thriving condition, free frog weeds, trash and
debris.
7• Existing eucalyptus trees shall be retained where
ever possible and shall be trimmed acd topped at 301.
Dead, decaying or potential dangerous trees shall be
renoved at the discretion of thr: Planning Division
and replaced on a tree - for -tree basis to the satis-
faction of the Planning Division.
8. Street treP,�, a minimum of 15 gallon siz or larger,
shall be inatalled in accordance with the Master Plan
of street trees for the City of Rancho Cucamonga,
9. Site shall be developed in accordance with the approved
site plan on file in the Planning Division and the
conditions contained herein.
10. If dwellings are to be constructed in an area designated
by the Fire Chief as "hazardous ", the roof materials
must be approved by the Fire Chief and Planning Divisiun
prior to issuance of a building permit,
11. Trash receptacle areas shall be enclosed by a 6 foot
high masonry wal- --tth gates pursuant to City standards.

12• All roof appurtenances, including air conditioners,
shall be architecturally integrated and shielded from
view and the sound buffered from adjacent properties
and streets to the satisfaction of the Planning Division
and Building official.
13. Approval of this request shall not excuse compliance
with all sections of the Zoning ordinance and all
other applicable City ordinances in affect at time
of Building Permit issuance.
14. The applicant shall camply with the latest adopted
Uniform Building Code, Uniform Mechanical Code,
Uniform Plumbing Code, National Electric lode, and
all other applicable codas and ordinances in effect

This approval shall become null and void if
building permits are not issued for this project
within one year from the date of project approval.
16.
Grading of the subject property shall be in accordance
wit:, the Grading Ordinance and to the satisfaction of
the Building Official.
17.
A 6' planter with 4" curbs ahall be placed in the
'parking area of building 25 to separate the parking
stalls. Said planter shal.l be built in accordance
with the approved development plans on file in the
Planning Division office.
18.
The driveway behind buildings " and 3 and buildings
23 and 24 shall be kept open and clear at all times.
19.
Proof of reciprocal access agreements between buildings
1 and 2, 3 and 4, and 24 and 25 shall be submitted to
and approved by the City Engineer prior to the issuance
of building permits.
20.
Landscape plans shall include planting of all slopes
greater than 5:1 using plant materials conducive to
slope stabilization.

Dedication of final map of all interior street rights -
of -way and all necessary easements as shown on the
tenta'ive map.

Dedication of the following missing rights -of -way on
the following streets:

Corner P/L radius will be required per City standards.

All rights of vehicular ingreps to and egress from
shall be dedicated as follows: 16th Street and Hellman
Avenue frontages.
25. Reciprocal easements shall br, provided ensuring access
to all parcels over private roads, drives, or perking
areas.
26. Prior to any work being performed in the public right-
of-way, an encroachtient permit ahall be obtained from
the City Engineer's Office, in addition to say other

39. Developer shall be responsible for the relocation
of existing public utilities, as required.
40. Developer shall be responsible for the installation
of street lighting in accordance with Southern
California Edison Company and City standards.
41. Water and sewer syst®: plans shall be designed and
constructed to meet requirements of the Cucamonga
County Water District (CCWD), Foothill Fire District:
and the Environmental Health Department of_rhe Coc:nr;
of San Bernardino. A letter of compliance from CCV)
will be required prior to recordation.
42. Approvdls have not been secured f+:om all utilities
and other interested agencies involved. Appr,.)val of
the final map will be subject to any requirerrents that
may be received from them.
43.- Permits from other agencies will be requirci, es follows:
Metropolitan Water District.
44. Final parcel and tract maps shall conform to City !Ran -
dards and procedures.

encroachment permit.
