Engineer; Ted Hopson, City Attorney; and Nancy McAllister, Secretary.
APPROVAL OF MINUTES
Upon motion by Commissioner Jones, seconded by Commissioner Garcia, and unanimously
carried, the minutes of'October 10, 1979 were approved as submitted.
Upon motion by Commissioner Garcia, seconded by Commissioner Tolstoy, and unarimously
carried the minutes of October 24, 1979 were approved as submitted.
1. Mr. Lam reported there has been a new arrival of a baby girl in the Ted Hopson's
family.
2. Mr. Lam reminded the Commission that tonight's meeting is to adjourn to Monday,
November 19, 1979 for review of the rluess- Staufer EIR and Director Review.
3. Mr. 1:nm reported the first meeting in the new Community Services Building will be
tl:e first meeting in December. The City Council will be conducting their first
meeting in the new facility on December 5, 1979.
4. Chairman Rempel stated he would like to thank the Staff for their arrangements for
the City /County Planning Commissioners Conference which was held last Thursday.
This meeting was well attended,and very much enjoyed.

CONCENT CALENDAR
Commissioner Dahl asked that item "D" (Negative Declaration for Parcml Map No. 5684
and Director Ruview No. 7940 - Henry Roster) be removed from the Cotm ant Calendar
for further disuesolon.
A Motion was made by Commissioner lolstoy, seconded by Conminnioner Jonab and unanimously
carried to approve the following consent colondne itemo:
1. Negative Declaration for Parcel Map No. 5558 - William Skovgaard
2. Negative Declaration for Parcel Map No. 5441 - William J. Schultz
3. Negative Doclnration for Director Review No. 79-58
Discussion of Consent Calendar Item - .
NEGATIVE DECLARATION FOR PARCEL MAP NC. 5684 AND DIRECTOR REVIEW NO. 79 -60 - HENRY REITER -
The division of approximately 1.7.5 acres into nix parcels and tl:e development of Phase II
of tl:e Cucamonga Business Park located on the southwest corner of Arrow Route and
Archibald Avenue. '
Comminsioner Dahl stated he noticed that the drivoway into the proposed development is
not lined up with other drivewaya on Lilo opposite aido cf the "treat. lie further asked
if arrangements have been made for Median Island along Archibald Avenue.
Mr. Lam stated the question concerning the Median Lalands is a good one because it
raises tl►e issue at which point do we require Median Islands to be developed along
Archibald Avenue7 If the Commission wishes to discuse the possibility of tl:e Median
Leland along Archibald in this area, perhaps the Director Review should be continued
for further review by the Commission.
Chairman Rempal otated this could have an impact on the traffic situation if the Negative
Reclaration is approved and recommended that the Negative Declaration as well as the
Director Review he continued for further review.
Commissioner Dahl otated he would like to ask Staff to atu.dy this item and at least
require the bonding of the Median Leland no that the City would be able to Bo ahead
and proceed with the Island when additional development along Archibald warrants the
construction of the Island.
A motion was'mado by Commissioner Dahl and seconded by Commissionor Tolatoy to approve
Negative Declaration for Parcel Map No. 5684, and that review of the Negative Declaration
and Director Review No. 79 -60 be continued for further review.

Bnrry Ilognn, Senior Plannor, reviewed the Staff Report in detail, this being on file
in the Planning Division. lla recommended that if the Commission is comfortable with the
changes that have bean made And do lira no 'further diocanoion'or deliberation on the

recommendation of approvnl of Resolution No. 79 -62 to the City Council. If the Commission
feels that ndditionnl time in necessary to disucan the changes that have Loan mado and
the effects upon a Planned Community, thou a two week continuance to the November 2001
meeting would be suggested.
Chairman Remple asked for questions from the Commission of the Staff.
Commissioner Garcia stated it is his opinion that review of this Amendment should be
continued for two weeks in order to digest the changes that have been made in the
Resolution. Thin in a very crucial Amendment and lie would urge the Commission to consider
a two week continuation.
Commissioner Dahl agreed with Commissioner. Garcia that a two weak continuation is
necessary for further review of the Amendmnnt.
Chairman Rcmpal opened the public hearing.
Mr. Cone Iloggatt, Lewis llomea, stated the Staff has been very cooperative in listening
to their suggestiona on the proposed Amendment. lie urged rho Commission to review and
approve the Amendment tonight and not continue the matter for two weeks.
There being no further discussion from the audience, Chairman Rempt.: cloned the public
hearing.
Commissioner Tolotoy stated under Section 7, Development Plan, of the Resolution, if
a Developer had a piece of land with a certain grade, he would recommend that nn
additional requirement be added to this section requiring uvidence be submitted to ace
what the grade is going to look like. !le suggested that a requirement be added stating
that a scale model showing the grade of the property may be required.

Mr. Lam indicated if this matter is continued for two weeks, Staff could put together
discretionary language.
A motion was made by Commissioner Tolotoy and seconded by Commissioner Dahl to continue
review of the Negative Declaration and Zoning Ordinance Amendment No. 79 -05 to the next
regular meeting of November 28, 1979.

APPEAL OF PARCEL MAP NO. 4511 - FILPI - Appealing Engineering conditions as listed
in the City Enginear'n Report dated October 5, 1979
Lloyd llubbs, City Engineer, reviewed the Staff Report in detail, this being on file
in the Planning Division. Staff recommends that the Commission deny the appeal of
the application and retain the co,ulitions of approval.
Chairman Hempel asked for comment- from the applicant.
Mr. Filpi, applicant, stated lie is opposed to the Engineering conditions not because
it will not be good to have the improvements but because he is a working man and not
a rich man and the conditions would place quite a burden on him if he is required to
put in Industrial Lane and the cul-de-sac on Peron Avenue to the east of Industrial
Lane. lie indicated he would be happy to answer any gr:estions the Commission may have.
Mr. Henry Reiter, stated the City should reconcile with Mr. Filpi and work out an
agreement with how much }re can afford to do at this time. Mr. Filpi is not out to
hurt anyone.
Mr. Filpi (Buster Filpi's son), stated Lot No. 9 is the lot in escrow at the present

time. They would like this lot to close escrow, as noon as posoibla as they Itwve
already loot 11 monthn. When the lot in developed - they have no objection to meeting

Industrial Lane and would hope something could be worked out with them.
Commissioner Jones stated the Commisnion lion been through similar requests and since
adoption of the Access Policy, the Commission lion not changed the policy whotnoever.
Therefore, site would sea no other alternative at thin time but to deny the appeal.
Commissioner Dahl stated it is also his opinion we are bound to the ordinance and
have no choice but to deny the appeal.
Mr. Filpi Indicated ho would like to compromise and go ahead and put Industrial
Lana in as recommended by Staff and auk that b,, be able to eliminate the cul- de -suc
on the east of Feron Lane.
Mr. Hopson stated this cul -de -sac can not be eliminated no it would create a land-
locked parcel which is not allowable under the Subdivision Map Act. Parcel No. a
would be left without access.
A motion was made by Commissioner Dahl. and seconded by Commissioner Garcia to deny
the Appeal of Parcel Map No. 4511 and that the Engineering conditions an listed in
the City Engineer's Report dated October 5, 1979 be retained.

APPEAL OF DIRECTOR REVIEW NO. 79 -55 - DATA DESIGN LAB - Appealing Engineering conditions
as listed in Director Review No. 79 -55.
Lloyd llubbs, City Engineer, reviewed the Staff Report in detail. He reported it is
Staff's opinion that the provisions of the Subdivision Ordinance requiring the cor.-
ntruction of street improvements on developed parcels at the time of Parcel Map
recordation is a good provision and should be retained by the City Council. Staff also
feels that the provision of full street improvements along Center Avenue should be
coopleted and that no waiv or should be allowed. Under these conditions, it is
recommended that the Commission deny the appeal and recommend to the Council the retention
of Section 2.12F of the Subdivision Ordinance.
Chairman Rempel asked for questions from the Commission of the Staff.
There being none, Chairman Ilempe.l asked for comments from the applicant.
There being nu comments froze the applicant, Chairman Rempel indicated a motion would
be in order at this time.
A motion was made by Commissioner Garcia and seconded by Commissioner Tolatoy to deny
the Appeal of Director Review No. 79 -55 and that the Engineering conditions as listed
in Director Review No. 79 -55 be retained.

Mr. John Milcher, Director of Architecture for Lewis Development, stated as Mr. Vairin
indicated, they are in complete agreement with tl:e revised Staff Report as presented.
Mr. Lam stated he would like to thank Lewis Company for their cooperation in review
of thin project.
A motion was made by Commiooignor Garcia and seconded by Commissioner Jonas to allow
the applicant to revise the roof pattern on all units to that shown in the revised
exhibits for Director Review No. 79 -01. Further, no other changes to the plan as
approved are to be made.

it would be Staffs' feeling that it would be necessary to put a freeze of moratorium
on conversions of condominiums until the effective date of thin ordinance, and would
recommend that Lho expiration date be act for May 1, 1980.
Bill11ofman, Asaietant Planner, reviewed the proposed condominium conversion work
program. It is recommended that the Commission review the work progrem as presented
and direct Staff to proceed.
A motion was made by Commissioner Dahl and seconded by Commissioner Tolatoy to
recommend that the Council impose a moratorium on condominium conversions on existing
unite within our City and that Staff be instructed to proceed with the condominium
ordinance by way of the work program.

If any members of the Commission would like to discuss any aspect of the ordinance
that they give him a call and he would be glad to nit down and talk about tl:e Plan.
Jack Lam reminded the Commission that next Monday, November 19, 1979, is to be an
ndjourned meeting in order to review t1Ae Pluese- Staufer EIR and development plans.
lie reported this evening he would like to hond out to the Commission packets for
this meeting in order to give, the Commission extra time to review the development
plans and the final EIR.

CERTIFICATION OF FINAL EIR FOR THE PwLss- STAUFER FACILITY
Michael Vairin, Associate Planner, reviewed the staff report in detail. Staff
recommended that the Commission adopt Resolution No. 79 -69 which certifies the
Final EM end Resolution No. 79 -70 approving the site plans for the project.
Chairman Rempel asked for questions from the Commission of the staff.
Commissioner Jonec stated during the Santana winds, there will be problems of
dust blowing in this area. She asked if it is felt with the berming and land-
scaping of the site that it will help alleviate some of the dust problems.
Michael Vairin a:ated the berming and landscaping will help alleviate the problem;
however, it is probable that dust could be carried off the site during heavy t+iuuu.
The site is within an existing vineyard and not all of thn site will be cleared at
the time of development. By leaving vineyards in the opc,. areas will also help
keep the dust down.
Commissioner Tolotoy asked where the rail line comes into the facility.

Mr. George Lnotilnard, Project Manager for 1'luegn- Stnufar Corp., stated they plan
to develop in a good, clean manner and be a good neighbor in the community. The
project• will be boyond tine raqulrettionte of tine air pollution control district.
Mr. Frank Cooney, Director of tine County Economic Development Depnrtment, stated
Ilia observation in visiting other Pluesc- Staufor sites in that it has been a
clean operation.
Mr. Leonhard ntated he takes exception to the conditia.t requiring earth mounding
Plug a G' 111811 solid fence on top of that mounding. Due to tine large area involved
with this duvolopment he does not feel title mounding and fence would accomplish
anything and would be very expensive for them.
Mr. Jim Can from PlueBB- Staufer, stated the architecture of this plant Is first
quality and will be of tine finest industrial standards. lie really does not under-
stand the G' high berating and fence requirement. They are not trying to hide tine
fnct that thin is an industrial plant. TLiB will add a great deal to the project
coat and will accomplish nothing as lie goes it.
Chairman Rempel stated from his knowledge, the applicant is proposing to landscape
only very small areas of the total site. The areas that are left opont will cause a
lot of duet to blow during times of heavy winds. There will be a lot of exposed
a
dirt and stock- piling of materials in that area which will be an eye sore. lie added
there are acisting vineyards in the area; however, if theae vineyards are not irri-
gated, in a couple of years they will be totally gone.
Commissioner Tolatoy added this entire area is within a duet control zone of San
Bernardino County. Therefore, it is his opinion the duet problem could be a poten-
tially great problem. It is hie opinion the borming and landscaping as indicated
by staff is very important.
Mr. Leonard indicated that rocks that come into the plant will already be screened
and washed. Becaune of that, little it any dust will be brought in from the rocks.
110 stated the winds will travel a certain direction in the area and perhaps the
solution would be to Bergen the cite in the direction that the wind blows. It is
Ilia opinion this would be adequate to prevent duet from blowing on the site and would
also not require the total berating and fencing of the Bite. He stated they are
required to take measures to abate duet which is required by the Agricultural Depart-
ment. They are fully prepared to comply with the requirements of the Agricultural
Department.
Chairman Remp-3l stated berming on the perimeter of the Bite would serve two Purposes.

Th you got any type of planting around the perimeter, the more you are going
to build a barricade for the wind, and will also act as a landscaped feature. The
berating and landscaping is not only required for wind but also for blocking the view
of the stockpiling within the development.

Mr. Lam indicated tho reason for the laindocaping in also to enhance the nite
in terms of projects to be developed around the site no) they will be of .light
industrial character. Light and henvy industrial projects thnt have been approved
all have required landscaped screening. Compatibility of land uses in an impor-
tant issue that needs to be addreened and resolved.
Mr. Leonard proposed that they gat together to develop an alternative plan to
shield arena that will need to be screened without having to go to the extensive
berming and fencing.
Chairman Hempel atatnd it in Ilia opinion berming in aesthetically very pleaaing-
Perhaps a chain link fence with alnts could be considered.
Commissioner Jones stated the type of fence to be required should be considered
as during heavy winds she lino seen fences blown down. The fence should be strong
enough not to be blown down during the winds.
Mr. Vito DeVito Francesco, stated Ilia family loan been active in the grape business
for many years. At the present time they farm the property to the went of this
property and other proportion in the surrounding area. lie stated the height of the
fence required will not have too much benefit from protecting the nice from the
winds. The beat source of protection in a row of tress. 'file berm and fence might
be neathatic but another problem in this area in the tumble wood problem. The tumble
weeds will accumulate in this area.
Chairman Ranpol asked what are the plans as for as the open area? Will thn vineyards
be irrigated?
Mr. Leonard stated yes, the vineyards will be maintained. lie asked if the Commissiott
would accept putting slato into the chain link fence. They have more area then they
consider the project site at this point. They would be willing to fence the appro --
priate area to provide security and at the some time would put the slate into the
chain link fence.
Commissioner Garcia stated it is hie opinion there is a combination of things that
can be cor.;,idered to work out the problem of the berming and fencing of the project.
He ap!wd for an explanation of the traffic and circulation aspect. He is interested
to the time schedule for the improvement of 6th Street.
Lloyd Ilubbs stated there are a couple of options available. We are working on an
assessment district for this area which will include 6th Street from Haven to
Rochester, the construction of Milliken three quarters of the way from 4th Street,
}.,, and a portion of Cleveland. This is going to the Council soon for their review and
approval. If that assessment diotr,'.ct moves ahead as planned, it could be coordinated
with the completion of this project. This developer will be responsible for the por-
tion fronting their property. A sei:urity will be required for the road prior to
issuance of building permits and Lim road will need to be in prior to occupancy.
Commissioner Garcia asked if there will be a problem with waste disposal.
Mr. Vairi.n stated at the present time they are proposing to discharge the waste
into the Cucamonga County Sewer System. An industrial waste. Lille ir. available
If it is found that the discharge is not acceptable.

Sue Lamoureux reviewed this for the Commission. Tito relatlonsltip of thin project
to the economic.. welfare of the City is the geharation of employment for potential
or existing residents of the City and that those wnployeen of the plant will either
live or spend their dollars in the community. There are no guarantees that employees
will live in the City or will spend their money in the City but typically some of
the camployees will spend their money in the City. A fecility of this nature does
not require a large amount of City services. The City will get more back in property
taxes in terms of revenue to the City. The economic analyaia in primarily discusned
in broad rirms rather than specific terms.
Mr. Frank Cooney stated the Pluses Staufar firm is already involved in a training
program with hie office and with the State of California EDD. They are, as part
of their ongoing employment policy taking people who are CETA eligible and signing
training agreements with them. They are willing to hire people that come off the
street who are unemployed. In his opinion this is a significant economic impact.
Mr. Ben Mackall, Foothill Fire District, stated at thin type of a facility, they
would expect more emergency medical calls then fire type calla. With the response
time, it might take some time before they would be able to get to the site. They
a would like to see that the company have specialized training on the job Bite in
first aid. This could help save a heart attack victim or stoppage of breathing
getting to the critical point before the fire department could respond. This
training should be highly encouraged.
Mr. Leonhard stated it is part of their ongoing polivy to have training as far
as safety is concerned. They do plan to have employee training sessions at this
site.
Commissioner Garcia asked about possible noise that will come from the site.
Mr. Leonhard stated Be far as noise they have 14*.tle if any equipment r;hat is classed
as highly objectionuble noise generating equipment. They do noise monitoring as
part of their program because of employee safety. If there is an area that has
high noise, they would take :appropriate measurna to mitigate the noise. By mitigating
any noise levels that might occur for employee safety, it will also mitigate noise
that would bother people around the sate.

of this facility.
Mr. Mike Atoka, Planning Center, utated in regard to the berming and landscnping,
perhaps this could be diacunnud furrhor. Perhaps n combination of nmallor berms
and walla and possibly incarpoxating more trees would be a much more acceptable
suggestion then having a 6' borm s.round rho facility.

Chairman Rempel asked for the concnnsus of the Commission regarding having a
design review oub- committee on the landscaping and berming of the project and
bring back that portion to the Commicsion for a full review. lie asked Ms'.
Leonhard if lie felt a l.anlscuping plan could be brought Lack for review.
Mr. Loonl:ard stated yen, this would not be a problz-m for them and would ask that
a meeting be set for t,- irthor review of this problem.
Jack Lam asked that the Commission note the changes to the Ronolution as indicated
M1, in the mes.hrandum which was handed out this evening. Four of the conditions in the
Resolution have been reworded slightly and the memo adds three additional conditions.
If it in the concensue of the Commission tEat the landscaped earth berme and fencing
condition be reviewed by a sub- committee a+.sd brought back to the next Commission
meeting, theca condition 016 should be reworded to indicate this.
Mr. Mackall stated if storage is to be located above the ground, that certain miti-
gating measures need to be met to handle that storage in case of a fire.
Mr. Lam indicated this is handled in the Resolution under Condition AS and 46.
A motion was made by Commissioner Tolntoy and seconded by Commissioner Garcia to
approve Resolution No. 79 -70 subject to the revisiono Lind additions as stated in
the memorandum from staff and that Condition #16 be revised to read as follows:
Six foot landscaped earth berms and opaque fences or otler mitigating manures
shall be provided along the Sixth Street frontage, cast and west property lines,
and along the north side of thn facilities.

mobilehome park %;.h the site. Staff determined that because of thin intent and duo to
the fact that the zoning will not become effective until after the moratorium is
lifted that it is quite proper to hear this zone change at this time.
There being no questions from the Commission, Chairman Rempol opened the public
hearing.
Hr. Arnold Anderson, applicant, stated ho is very pleased with the staff report and he
is looking forward to the development of a mobilehome park. At this time he is not
sure whether he would like a rental park, condominium or subdivision park,
Mr. Guerra stated this zone change is to R -3 which could also allow multiple family
development. He would not object to a mobilehome park but is very much against the
development of apartments in this arou.
Chairman Rempol asked if it is correct that there tiro no provisions for a condominium
mobilehome park at the present time.
Mr. Lam stated because of recant interest in developing condominium mobilohomo parka,
the City at the present time is looking into this. At staff level, he would not have
any opposition to a condominium park. tie will be developing an ordinance for Commission
review at a later date.

is hor opinion this zono change to R -3 should be granted -
Commineionor Tolstoy agreed this community noods to have somo ability to provide low
cont or lower cost housing. 1111u gives us a good opportunity to do that -
Commiasionor Dahl stated it Ja hin opinion this area is very conducive to R -3 zoning,
and would be the boot use for the area. 7lhoro is a need for higher density development
in this City.
A motion wan made by Commissioner Dahl and seconded by Comminsionor Jones to adopt
Resolution No. 79 -71 as submitted.
Commissioner Garcia stated the critical issue that ho soon in granting this zone
change iu the fact that legally the applicant can coma back and prosont whatever
prujact he wishes which could moan an apartment development. There is no provision
to restrict the applicant to a mobilehomo park. Ile is also not too sure that ha
agrees that this is the proper location for a mobilohome park. This is a high traffic
movement area. Ito stated it is his opinion more research is noodud prior to granting
a zone change for this area.
Kr. Hogan stated basically the reauon behind staff's recommoneation to go multiple
family in thir aL.la is the fact that south of Arrow is Otis Elevator industrial
complex with more industrial to the south of that facility. Another reason for high
density in that V- is close to the industrial area and provides housing for the
workers. As far as the dovelopmont proposed, this would be bettor addrousod at the
time of development plan submittal.
Chairman Rampol stated as far no the traffic situation, thin is a better location for
a mobilchomo park than on a small residential street.
Commissioner Garcia stated there is a tsemondoua amount of vacant land in the area and
thin development in the middle really, in his opinion, is not the boot- Perhaps when
development plans are submitted for the site, it will satisfy his concerns.

Mr. Sam Slick, Attorney representing Atlantic Riehfiald, stated thin project is intended
to rebuild or refurbish the site which liars fallen in disrepair. Thu site now has no
landscaping. They would oak that the Commission consider approval of Alternative No. 2
approving the project with conditions as proposed by staff. Their main problem with
the conditions an proposed by staff is whether or not any of the driveways should be
closed. It does not seem to make sonoo to alone an existing driveway on the situ, Ilia
site wan constructed with the driveways that are presently on the site. All a compro-
mise they would ask that they be allowed to close one driveway on Malachite. If
possible, they would be willing to 'leave the driveway on Foothill Douluvard in and
install a sign that does not allow exiting through the driveway from one direction if
this would help circulation. The mini - markot would not compete with supermarkets or
other typos of convenience fwd markets. It in a oervico station for calling gasoline
and also provides another benefit.
Commissioner Dahl stated hie trades at this gag station and when he enters the oito he
comas in from Malachite and not from the Foothill Boulevard drive. Ile does not fool
the closing of the driveway on Foothill an proposed by staff would provide any
circulation problems. Ila dean not goo this site an a service station but an a gag
station. A service station, to him, in one which offers minor repairs or adjustments
to the car.
Mr. Slick stated the zone would allow a gasoline station as well as a convenience mar-
ket. If the mini -mart is approved, it will be a convenience to the person buying gas
at the station to be able to pick up items he may need.
Chairman Rompol stated it is his opinion the entrance along Foothill does need to be
closed or it could cause some serious problems.
Mr. Slick stated thin station has existed at this location for a number of years.
What they are proposing to do at this time can only be an improvement to the station.
By leaving that driveways as they are presently Coos not increase the danger to the
site.
Chairman Rempol stated in regard to the mini -mart, there is another convenience within
a mile of this station and there is another market across the street. Ile is not too
sure the mini -mart is needed in this location along Foothill Boulevard.
Mr. Slick stated they have feasibility studies which have indicated the mini -mart
can be supported at this location.
Commissioner Garcia stated the only improvement to thin site which he can sea is the
provision for landscaping of the site. The applicant in, however, asking for
considerable changes to the existing station with the inclusion of the mini -mart.
Foothill Boulevard is one of our special boulevards, and we are very jealous about the
type of developments proposed along this street. He does not fool this site will be
compatible to its neighbors which are now developing in the area.
Mr. Shorty Guerra, Cucamonga, stated he is in opposition to this development.
Hr. Brian Mulligan, Rancho Cucamonga, stated it is more important to him to have a

full service station than a gas station with a mini - mart:.
Mr. [sorest Perry, Perry's Markot, stated ho boliovos there in anough grocery stores
within the City. We need more clothing and other typos of stores but the mini -mart
as proposed is not really needed.
Mr. Jeff ocorennks stated he dean not undormtand in a free market system that it is
the function of the Commission to toll a c1mimorcial enterprise what they can servo.
It is not their function to dotormino their marketability nor take the risks to open
n business and to compete with othors•. It is obvious that people who are already
existing in the City would not want more competition but it door not Boom to him to be
their choice to restrict that tr,tds. When he travula on a h' ghway and wants to atop
for gas, lie finds it a convenience to be able at the mama tiha to go into one of
those facilities and be able to buy something to eat quickly or some quick grocorion.

for the City to find that the circulation on the nits would be hazardous but he does
not find it appropriato for the Commission to toll a businessman what kind of a
commercial identity ho r•.00do to ontablich, what kind of product he needs to roll, and
how many of those products should be sold in the city..
Commissioner Dahl stated whenever there is a major change of usa from an existing use
which requiras a total change in the layout of the property, that does affect the
Commission and at that point, tha Commission dooa have the right to determine whether
that in the boat use for the area. It is him opinion we do need more full service
stations within this city.
Mr. Tod Hopson added it is the legal right of the Commission to control the land use
on property within the City. The legal system has long recognized the ability of
governmental entities to control right of private property.

hearing.
Commisnionor Garcia stated, again, that ho does not have opposition to the a. hnngo of the
use personally but does want to have every chance to improve Foothill Boulevard. By
improving Foothill Boulevard, it will benefit all participants financially. It is his
opinion this development needs more study architecturally prior to any decision being
mado.
Commissioner Tolstoy stated ha in in opposition to thin project an he fools the site
is too small and the building is not designed properly for the kind of operation
requested. This station was dosigned to have a gas station or aervico station and
" by trying to changd the use of the site an proposed, it cannot be handled properly.
He would like to state this city needs service stations.
Commissioner ionea stated there is a circulation problem on tho site which dons need
to be addrossed if this development is considered.
Commissioner Dahl stated if this site plan wore to be considered, it .would have to follow
the access policy as adopted by the city which would only allow one driveway along
Foothill Boulevard.
Commissioner Garcia urged the Commission, rather than to take a negative action on
this request, continue the project so that staff and the applicant can have an
opportunity to evaluate the Commissions' concerns with the project.

GENERAL PL1111 - CITIZENS ADVISORY COKMI.88ION RPIPORT - NOVEMBER 27T11 MEETING
Jack Lam reported at the November 27th maetincr of the Advisory Commission on the
General Plan, Sodway /Cooker, the Consultant on the General Plan, brought their entire
team to the City to moot vrith the Ci'cizenu Advisory Committee. The Consultant indica-
tod they will be .zorking an completing the vino elements as required by state law
an well am an additional four optional elements to develop a more cohesive and usable
document. After their roviow, they opened up the meeting for discussion. They
basically talked about iscues that they felt were important to the General Plan
process. The Consultant also .passed out handouts which listed a whole aeries of
issues they thought would generate soma discussion. Ice stated if the Comminsion••han
any further questions or wants more information about the program, he asked that they
contact tho Planning Division. The Council and Commisnion in invited to all of the
meetings and there will probably be no more than 5 or 6 meetings during the course of
the ton month period.

DACKGROUND: At the Planning Commission mooting of November 14, 1979, staff recommended
issuance of a Vagativo Declaration for Parcel Map No. 5604 and thin Director Roviow,
which both encompass the subjoch property located on the southwest cornor of Arrow
Route and Archibald Avenue. The action of the Commission wan to issue a Nogativo
Declaration for the parcel map but withdraw the Director Roviow from the consent
calendar and have tl:e item brought before the Commission for their review. The
major issue at that meeting was whether or not this development should be participa-
ting in the development of a landscaped median along Archibald Avenue. Therefore, thin
pro;oct in before the Commission for their rovinw and consideration.
Thin project is the second phase of an overall Master Plan Development for Cucamonga
Dusinons Park. Phase I is nearing completion preinontly and the applicant is requesting
approval for the devolopment of Phase II. Phase II encompasses the development of
seven light industrial buiAings totalling 77,915 square font (rxhibit A). Those
buildings arc the same style and character as has boon developed within Phase I of
the project.
ANALYSIS: Staff bas reviewed the site plan for compliance with the Zoning Ordinance
and General Plan. Parking has been provided wall above that which is required by the
Zoning ordinanco. Approximately 1 space for every 295 square feet of floor area is
proponed for thin phase. Circulntion aisles and access is in accordance with the
Zoning Ordinance and policies developed by the City. Significant landscaping is
provided along the private road, Arrow Route, the wont property line and along building
elevations throughout the project site. Presently, there is an existing Eucalyptus
windrow along the south property lino. The applicant is presently conducting a tree
survey to determine which treas could be retained. It is recommended that this
detailed tree survey be submitted to the Planning Division for their review. A
detailed landscape and irrigation plan is recommended to be required prior to the
issuance of building pormits and that such plane address the issue of enhancement of
building elevations and creating a highly positive character and atmosphere within
the project.

investigation to determine if the project could create significant advarvo impacts on
the anvironment. Upoa complation of this review, staff did not find that this project
would pronto any significant adverse impacts upon the environment. 'ilicroforoq it is
rocammoadad that a Negative Declaration be issued for thin project,
RECOMMENDATIONS It is rocommanded that the Planning Commission approve Director
Review No. 79 -60 by adopting Resolution No. 79 -75 based upon the findings and conditions
contnined therein.

AusTRACrt As the Commission will recall in the recent past, Jolte Dlayney and
Associates has prepared and distributed copies of the proposed coning ordinance
for the City of Rancho Cucamonga. From preliminary commonta that we have received
and our review of the Ordinanco, we fool that many revisions are necessary. In order
to facilitate adequato input from the Commission we suggest that a Zoning ordinance
Conunittoo be ostablinhad. It would be otaffa' intent to entablioh one day per month
for the review of specific sections of the zoning ordinance. The day and time would
be mutually agreed upon by the participants involved. An Agenda and subject material
would be prepared and distributed prior to the meeting so that mooting diocuosions
would make the beat use of the time available. After review and diocunsion by the
Zoning ordinance Committee, staff would place a report on the Commissional agenda
to dicouse that particular section of the ordinance as it has boon revised. This
process would continuo until all sections of the Zoning ordinance had boon reviewed.
The adoption of the Zoning Ordinanco in expected some time after the adoption of
the General Plan in August of 1900.
RECOMMENDATIONS It is recommended that the Planning Commission Chairman select two
Planning Commisoionors to servo on the Zoning Ordinance Cotmnitteo.

The City Council has approved thy. ,formation of an Advisory Committee for the
periodic review of the Storm Drair, Mastor Plan Update. This Committee will
make recommendations to tha City Council for adoption.
Committee composition is as follows:

One 1 representative from the Planning Comnission
Ono 1 representative from each Advisory Sub- Committee
® One 1 representative from the Chamber of Commerce
One 1 representative,from the San Bernardino County Flood Control District
The Committee will meet a fdw times in the next month to establish policy. It

SUDJCCT: DESIGN OF BASE LINE BOULEVARD
With the development of the planiied communities cost of Haven Avenue, the design
and location of Base Line Boulevard, a special boulevard, must be determined.
The first portion of the Terra Vista plan near Haven and Base Line will include
the development of Base Line Boulevard from Haven Avenue to some distance east.
As you know, this part of Base Line is now a two lane road. From Haven Avenu=
to the west, Base Line is already roristructed to a standard of 72 feet from
curb to curb. Since the special nature of the boulevard to the cost of Haven
Avenue dictates a divided highway, a' transition from one to the other will be
required. In itself, this transition does not present a problem, however, the
presence of a long row of eucalyptus along the south side of the existing Base
Line complicates the overall design. These eucalyptus trees are apparently of
a different type from the usual tree seen in this area. They seem to be more
attractive and in the first ;mile cost of Haven, most of the trees are still in
healthy condition. Another factor to be considered is the existence of 66 KV
power line along the north side of the existing Base Line.
The two basic choices for Base Line Boulevard are (1) a plain undivided highway
similar to that which exists just west of Haven Avenue or, (2) divided roadway
which could be designed in several different ways to fit the existing constraints.
There are four basic alternatives for this latter design and these are shown on
the attached sketches. The advantages and disadvantages of each alterpate are
as follows:
ALTERNATE A
This straight through alcernate has no real advantage other than
making maximum use of the existing right of way. it does make
use of the existing trees between the ultimate Milliken Avenue
and Rochester Avenue, but then: trees are not in a very healthy
condition. The disadvantages are that it requires considerable
power pole relocation and would involve the elimination of the
good row of trees in the first mile.
ALTERNATE B
This is a divided roadway which basically follows the existing
alignment of Base Line. The advantages of this alternate are
that it saves the good row of trees in the first mile and could
also make use of whatever healthy trees exist in the next half
mile to Rochester. Also; it would not involve relocation of
power poles. It would make good use of existing right of way

and retains the change of alignment at Milliken, an aesthetic
advantage. The only disadvantage would be that it involves a
change in alignment just ons,, of Haven Avenue.
ALTERNATE C
While this alternate saves the good row of trees as a southerly
buffer, it does eliminate all of the remaining trees and involves
either relocating the first mile of power poles or leaving them
In the median.
ALTERNATE D
This 1s a very similar alternate to Alternate D. The difference
being that it does not involve the swing to the north at the
location of Milliken. The major disadvantage of this alternate
is that it involves some inequities in the right of way requirements
between the Lewis and Lyon properties and would require consider-
able power pole relocation.

professional office complex located on 4 acres of land on the north
side of Dana Lino between Archibald and Amethyst - C -1 zone.
BACKC:ROUND: Lewis Proportion, Inc. in requesting approval for the development of a
profossional office facility to be located on 4 acres of land on the north side
of Baca Lino, bordering the want propary line of the Alpha Data Cantor (Exhibit A).
The project proposes the development of a two - story, 30,000 square foot professional
office building, a 7500 square foot bank facility, and the potential for the
development of a restaurant (Exhibit B). The applicant is requesting approval for
the development of the two office buildings with the understanding that specific
review and approval for the restaurant will be required prior to the dovolopmant
® of that portion of the site. The site is presently zoned C -1 and General Planned
for Mixed Uses. To the west of the site bordars single family residential dovolopmant,
snot is the existing Alpha Data shopping cantor, north is vacant land General Planned
for Mixed Una development and south across Dane Line is existing single family rosi-
duntial dovolopmant.
ANALYSISt Accasn to the site is provided by one driveway at the far wont Bids of
the property lino and shared existing driveway along the oast property line. The
subject property contains several reciprocal access casomentn for future access to
the property north of the project site and access to all buildings on the project
site. The bank building is proposed to contain a drive through facility with traffic
exiting near the driveway on Dana Lino. The access r:oposal contained within the
packat is not acceptable to the City Engineer. A more acceptable moans of exit from
the drive through facility is drawn on Exhibit E. Based upon the amount of square
foot contained in the two proposed buildings, the project requires a total of 188
parking spaces. A total of 109 spaces is provided.
Exhibit C indicates the proposed landscaped areas. Since Base Line is a Special
Boulevard, a significant amount of landscaping with mounding and curvilinear
sidewalks have been proposed along the Ease Line frontage. Sufficient landscaping
has been placed throughout the parking area and adjacent to buildings. Donsc,
landscaping is recommended along the west property lino for appropriate buffering.
It is further recommended that in addition to the normal landscaping that will be
provided along Base Line, that a minimum of 8 specimen size troos (minimum 30" box)
be used. In addition to the landscaping proposed by the applicant, it is recommended

induatrial center on 72 acres of laud located on the northeast corner
of Milliken and Gth Street.
BACKGROUND O'nonnull, Brigham and Partners aro requostinp approval for first phase
development of n 72 aura industrial center which will comprise approximately 1.,000,200
square fact of total industrial building area (Exhibit A). 'rho request is for review
and approval of Phase lA of the project, which comprises 300,000 square font of
building area within seven free standing concruto tilt up buildings, and conceptual appro-
val of the overall mastor plan for the site. The aitn is presently zoned M -2 (heavy
industrial) and general planted for major industrial development. Presently all other
adjacent lands are vacant. The eastern baw:dary line of this site bordara the recently
approved Pluesa- Staufar facility.
ANALYSIS: Exhibits B and C display the detailed site plan of Pltaoo IA. Parking and
loading areas are p :;vided for each building and the circulation system combines
shared acnass points and circulation aisles around all of the buildings. No access In
being 1rt.,rnned off of Milliken which is a major thoroughfare and special boulevard.
Parking provided for these buildings is more than adequate to moot the needs of the
proposed development and ordinance requirements. 'Through the development of Phase lA
of thin project, the construction of Milliken, 6th Strout and 7th Street will caner to
provide a loop system and access to 4th 3troot and Rochester. The recant asaoos: .nt
district formulated in this area will aid in the development of Gth and Milliken.
Exhibits D and E display the proposed landscaped area. AFproximately 45 feet of
continuous landscaping on Milliken Avenue will be provided. In addition, aignificnnt
landscaping occurs along 7th Street, Street "A" and the front elevation of all
proposed buildings. It is recommended that specimen size trees be required along
Milliken Avenue frontage in order to implement the spacial boulevard standards as ant
by the General Plan.
Exhibit F displays a typical elevation of the proposed concrate tilt up buildings.
Colore3 draw ngs will be on display at the meoti.ng showing the elevation of all
buildings proposed within Phase IA. Thu applicants have submitted a portfolio with
colored pictures of existing projects developed by their Company. This is available
in the Planning office for your review prior to the Planning Commission meeting.
The applicant has submitted Pail- I of the Initial Study which is attached for your
review. Staff has completed Part II of the Initial Study and a field check tv) 3etermina
if this project will be creating significant adverse impa ,3ts on the anvironmont.
After completion of ouch investigation, it was found that this project would not result
in significant adverse impacts upon the environment. Therefore, it is recommended that
a Negative Declaration be issued for this project.
