CALL TO ORDIA
The regular meeting of the Planning Comminnion of the City of Rnncho Cucamonga
wan held in the Lions Park Community Center, 9161 Baseline, Rancho Cucamonga,
on Wedneaday, December 12, 1979.
Meeting was ended to order at 7105 p.m. by Chairman Rempel who led the
meeting with tho Pledge of t.l.logionce.

ANNOUNCEMZJTS
Jack Lam, �)irertor•of Community Development, reported the General Plan Advisory
Committee met last evening with the Consultant and Staff to diucuss General Plan
issues. Due to the holidays, the group felt that the meeting act for December
18, 1979 should be cancelled and reconvened after the first of the year.. Another
meeting date has not been fit as yet. Staff will notify the Commission of any
meetings. He stated the Commission is invited. to every meeting to. participate in
the activities of the Committee.

sermon, no applications have been submitted for the December 26, 1979 Planning

NIZATIVE DECLARATION AND DIRECTOR REVIEW NO. 79 -60 - IIENHY RLITI:11 - The develop-
ment of Phone II of the Cucamonga Buninean park .located on the southwest corner
of Arrow Route and Archibald Avenue.
Michael Vnirin, Associate Plannor, reviewed the staff report In dorall, thin buing
on file in the Planning Division. Staff recontmendn that the Planning Comrlosion
approve Director Review No. 79 -60 by adopting Resolution No. 79 -75 based upon the
findings and conditions contained therein.
Chairman Rempel naked for questions from the Commission of the Staff.
Commissioner Tolutoy stated one of time conditions of approval indicaten that
the median island will be installed when appropriate. Ile naked when the appro-

Paul Rougeau, Associate. Civil Engineer, stated it in going to take some time to
determine just what design Cite median should have and whether or not it should
go in at all. We all wnnt median inlnnda but a street such an Archibald which
in no completely developed of fern special problems opposed to a street which is
undeveloped. For thin reason, the Engineering Division felt the requirement of
n lien agreement for the eventunl construction of median islands in Archibald
Avenue to be recorded with the final parcel map would be adequate at thin time.
Commissioner Tolatoy asked if the applicant in in agreement with this condition.
Chairman Rempel naked for comments from time audience.
Mr. llenry Reiter, applicant, stated he agrees with the lien agreement as proposed
by staff.
Mr. Bob McFarland, representing Inspiron located south of this proposed project,
stated all their truck traffic comes up Archibald and turns into their property.
If the median island should be required, it could possibly cause some problems
for tl.e trucks trying to get ittto Inspiron. lie nuked that they be notified of
any future discussions regarding the installation of median islands in this area.
There being no further comments from the audience, Chairman Rempel asked for
Commission discussion.
A motion was made by Commissioner Jones and seconded by Commissioner Dahl to
approve Resolution No. 79 -75 as submitted.

Conunlssloner Tolutoy stated the elevations for the office building have been
submitted but the elevations for the bnnk building have not been submitted- It
in hill opinion there could ha a problem if tt:e Commission were to approve the
elevations for the office building tonight and then later an the elevations were
brought in for the bank building. tle would want to be antlered that the elevations
for the. two bultdingn will be compatible. lie nuggented that the Commission review
the plot plan tonight null when the applicant i.a ready to bring in the elevations
for the bank building that they be discussed at the name time an tlw office building.
Mr. Lewis, applicant, stated lie would not see any problem with reviewing tl:e eleva-

Conminaioner Tolutoy stated he would like more information in regard to the right
of way easement on the weatarly boundary Of the property.
® Mr. Lewin reported thin In a recorded casement on the site for i.ngreos and egress
for the property to the north.
Mr. Rougenu added the casement is there to give legal access to the property to
the north. The only practical use for thin easement is for emergency vehicles.
This access would be blocked from traffic other than emergency vehicles.
Commissioner Tolutoy stated for the record, that no long so the went easement is
used for secondary or emergency access, he would agree that the parking stalls
could be located along said easement. If used as a primary access for the develop-
ment to the north, then he could not support the new development. Further, he
asked Mr. Lewis if lie is in favor of Exhibit "E" no required by the City.
Mr. Lewis stated they have no objection to this requirement.
A motion was made by Commissioner Dahl and seconded by Commissioner Jones to
approve Resolution No. 79 -76 subject to the following additional conditions:
1. That Pnrcel Map No. 5545 be approved and recorded prior to issuance
of building permits for this project.
2. That building elevations be returned to the Commission for review and
approval prior to the issuance of any building permits.

Michael Vnirin, Associate Plainer, reviewed the staff report. Staff reconmiended
that Condition 07 within Resolution No. 79 -74 be amended to rend no follrwot A
detailed landncape and irrigntion plan nhnll be submitted to and approved by
the Planning Division prior to the issuance of building permits. The plan ahnll
address landscape planting along the south boundary of Phase lA of the project.
Is addition, the following condition should be added to the Renolutiont Prior
to issuance of building permits for this project, Parcel Map No. 5760 shall
be approved and recorded. With the abuve amendments, staff recommended approval
of Resolution No. 79 -74.

Mr. Jim Westling, representing O'Donnell, Brigham and Partners, stated ttte
requirement of landscaping along the south boundary of Phase lA of the project
could cause sonic problems for them. They are trying to retain the southerly
property for development. There may be on ovorpnns or underpass at some future
date in this location. If thin area is l mrdocaped now it mty have to be removed
or revised in tite future. Ile indicated their parcel map has been submitted to
the City but an of thin date they have not received any conditions back relative
to that parcel map.
Mr. Lnm stated the parcel map lion not been approved no yet. If there should be
nay objections to the conditions listed within the Parcel Map at the time of
opproval, the Parcel Map could be appealed to ttte Planning Commission.
Mr. Westling stated in regard to the 20' casement on thu east property line, they
would hope to leave this open for future discussion an they hope to put a rail
down the cast property line.
Mr. l.am stated this is a coverage type condition. The master plan of Storm drains
currently ubuws n need for an open channel through thin aren. However, tite
master plan needs to be re- evaluated which in now in the process of being done.
This condition was placed in case ttte study shown this is necessary at that lcca --
tionl and if it is shown there is no need, this condition would be eliminated.
Mr. Westling stated they would not want to go attend tonight with the approval of
the building and then later have to come in with an open drainage channel which
would make building not feasible.
Mr. Paul Rougeau stated there is no doubt now that the drainage facility, whether
it be a pipe or open channel, could be relocated.
Commissioner Dahl stated he is not satisfied with the elevations of tite buildings
an presently shown and feels there should be more study in regard to this matter.

p.m. in the City Hall Conference Room.
Mr. Lnm suggested Clint Condition U1 of Resolution No. 79 -74 be amended to read as
follows: Site plan shall bo developed in accordance with the approved plans on
file in the Planning Divinion and Clio conditions contained herein. Building el.eva-
tionn shall be reviewed and ai;pcoved by rile Design Review Canmitteo prior to issuance
of building permits for this project.
A motion was made by Commissioner Jones and seconded bo Coamiaaioner Cnrcia to
approve Resolution•No. 79 -•74 subject to the following nVitiona and corrections:

alrall be submitted to and approved by the Planning Division prior to the

with the approved plans on file in the Planning Division and the conditions
contained herein. Building elevations shell be reviewed and approved by the
Design Review Committee prior to issuance of building permits for this pro-
ject.

Tax Ordinainc -.
Jack Lam, Director of Commuid.ty Develonmant, reviewed the staff report. Stuff
recwmnends that the Comndusion adopt Renolution No. 79 -73 recommending approval
rf the amendment of Ordinance No. 01 Section 7 to the City Council. lie indicated
in lhu lute Summer or early Winter of next year another revision to the Ordinance
will be presented that would deal with consistency to the Park nod Recreation
Eltnent.
There being no questions from the Comminnion of the staff, Chairman Hempel
opened the public hearing.
There being no comments from the audience, Chairman Rempel closed the public
hearing,.
Chairman Rempel stated in the future when the 1'nrlt Pee Tax Ordinance in rewritten,
that some thought be given for sonic type of amenitien, not necessarily limited to
Planned Communitien but also to smaller developments. If thin in not done, it would
be rather difficult for smaller developments to be really intLreuted in putt.ing
in walltwayn, equcatrian trails or other types of recreational facilities. There
would be no incentive for them to do no.
Commissioner Tolstoy stated he would agree with Chairman Rempel. The deletion of
Suction 7 as it is now written is an excellent idea; however, iL in impo:tnnt that
the Ordinance be re- written. We certainly do not want to forget the fact that partial
credit in sonic cases in deserved and should lie given. Thin can be an available tool
to get developers to do name nice thinps.
Commissioner Dahl stated at the time a new Ordinance is drafted he would like to
sea a statement added no to what percentage of credit would be available for the
type of amenities that are reviewed. The present ordinance does not pinpoint what
amount of credit should be given and leaves too much open for us to make that
decision.
A motion was made by Commissioner Dahl and seconded by Commissioner Jones to
approve Resolution No. 79 -73 recommending that the City Council consider approval
of on amendment to the City Council Ordinance No. 8, Parks and Recreation Tax,
wliich amends Section 7, 9, 9 and 10.

Jack Lam reported John Blayney and Associates prepared and distributed copies
of the proposed Zonirg Ordinance for the City of Rancho Cucamonga. In order
tofacilitcte adequate input from the Commission it is auggested that a Zoning
Ordinance Committee bfe established to meet one day per month for the review of
® specific sections of the zoning ordinance. It is recommended that the Planning
Commission Chairman select two Planning Commissioners to serve on the Zoning
t.. Ordinance Committee.

Status Report for the Commission. 'fie report describes the functions of the
Division, its accomplishments, special ntudies and policies that have been
developed and the prospects for the future. It In the Planning Divisions,

Paul Rougeau, Associate Civil Engineer, reviewed the Staff Report. lie reported
the City Council line approved the formation of an Advisory Committee for the
periodic review of the :Jtorm Drain Mdater Plan Update. Thin Committee will make
recommendations to the City Council for adoption. It is requested that the Com-
mission select a representativu and alternate to serve on the Storm Drain Rciview
Committee.
It was the concensus of the Commission that Commissioner Tolntoy represent the
Planning Conmission on the Storm Drain Review Committee with Chairman Rempel
as the Alternate.
Commissioner Garcia indicated lie would like to have a schedule of these meetings
in order that he may keep up to date on the progress of the Committee. Commissioner
Jones also .indicated she would like to know of the scheduled meetings.

Mr. Gone Hoggatt, Lewis Homes, stated they would objea:t very strenuously to
retaining the trees. They are basically an ngr.icultural tree. Some of the
trees arc diseased. This type of tree is meshy, and is a fire hazard problem.

that street. They would prefer to proceed with the program they presented to

Commissioner Tolatoy reported that he visited Sedway /Cooke in their San Francisco
office on December 7th at which time he came away with a very good feeling about
what they are doing for the City of Rancho Cucamonga. He was very impressed
with their team.

The regular meeting of the Plauning CoMminnion of the City Of Rnucho Cuctmangn
was held in the Wolin Park Community Center, 9161 Ilnoo Line, Rancho Cucamonga,
on Wednesday, January 9, 1980.

ANNOUNCEMENTS
1. Jack Lain, Director of Community Development, reported at the last Council
meeting, the Council took action to approve the appeal. by Atlantic Richfield
of Site Approval No. 79 -19. At that time, this item was referred back to
the Planning Cononission for further review to determine conditions of
npproval. There are two optionn for the Commission to consider at this
time. The Comminsion can send tills item to the Design Review Committee
Wore it in reviewed by the full Commission or it can be reviewed by
the Planning Commission first.
A motion wan made by Commissioner Tolatoy, seconded by Commissioner Jones
and unnnimounly carried that Site Approval No. 79 -19 be brought hack to the
Commission at the next regular meeting of January 23, 1950 for review of
conditions.
2. Jack Lam, Director of Commmnity Development, stated the Advisory Committee
will be treeting next Tuesday, January 15, 1980 at 7:00 p.m. All Planning
Commission members are urged to attend this meeting as this is the first
meeting at which Sedway /Cooke will present data bas(, on housing, land use,
noise and environment. They will also present to the Committee a wide range
of goals and policy options to develop into a comprehensive goal package.
This is a very important meeting which should be very informative.

nion and Council at that meeting. A reprenuntative from this Solar Office
from the State of California, it conservation person from the Energy Com-
mission, and perhnpu uomoune from tite Offit.e of Planning and Renenrch
will be present. Two speakers will talk about energy connervation and
Mr. Fred Etzel will talk about policy Implications and the context in
which these kinds of lnsues would be lutegratad into the Uonsral Plan
and what It meats for Rancho Cucamdngn. This -rill be a very .lnformnLive
worknhop.
4. Michael Vuirin, Associate Planner, reported 0111) (developers of the proposed
C(!nrco site) Lava indicated they would like to come back before the Design
Review Committee on January 22, 1980 at 4 :00 p.m. if pu9nible, lie linked
Comninslonern Garcia and Dahl, members of the Design Review Committee, if
they would bu able to meet at thin time.
Commissioners Carcia and Dahl indicated they would be able to meet at the
above specified time.
5. Commisnloner Tolatoy stated the C 6 L Trr.ct in the t.orth part of the City
had a problem in December becaune the Corp. of Enginuers cut off the direct
route to their tract and the nign an the City now allows wall insufficient.
Barry Rogan worked out a solution to thin problem with C 6 L no that during
the construction by the Corp. of Engineern, C 6 L was allowed some signing
which would lend to thin tract. It is time that the Commission and public
realizes that we do work very closely with tine public and their problems.

Upon motion by Commissioner T'olstoy and seconded by Commissioner Dahl,- the following
consent calendar items were approved au submitted:

DIRECTOR REVIEW NO. 79 -32 - PLUESS- STAUFER - Review of landscape and berming
requirements for the limestone grinding and processing plant located on 80
acres of land in the M -2 zone on the north side of Sixth Street, 1,200' west
of Rochester.
Michael Vairin, Associate Planner, reviewed the Staff Report. Staff recommends
that the Planning Commission approve tine conceptual landscape plans as submitted
by the applicant with the additional berms as described within the Staff Report
® and require that detailed landscape and irrigation plans be submitted to the
Planning Division Staff for final review and approval prior to issuance of
building permits.

Appeal by Ed Young of the minor site plan revision for the shopping center
located on the southeast corner of Ease Line and Archibald.
Michael Vairin, Associate Planner, reldewed the staff report in detail, this
being on file in the Planning Division. Staff recommends that the Planning
Commission consider the options available and decide whether or not to affirm,
reverse or modify the decision of the Director of Community Development for
Director Review No. 79 -70.
Commissioner Tolntoy stated the City is placed in an awkward position here
since the County reviewed and approved this project. lie asked if there is
® any ingress and egress to building "E" proposed to the rear of the buildings.

that entire shopping center from any residential. property. Although this is not
shown on the papers the Planning Staff received from the County, it in logical
to naoume if that requirement had not been made Diversified would not have
constructed the wall on the south and eastern boundary. Hu spoke to Mr. Jack
Tarr of Diversified regarding the block wnll and he indicated that the wall would
be continued when the new building is constructed. lie had assumed that the
block wall would be erected when that future building was developed. There in
nlao n drainage problem with dater draining onto other properties.
Mr. Jack Tarr of Diversified investment, stated Mr. Young in in error regarding
a future wall on that particular etrotch of property. The particular drainage
that Mr. Young in talking about in something which line been studied and does
® drain into the system approved by the County. Ile requested that the Commission
deny the appeal requested by Mr. Young. They have done what they believe in good
planning with rntional, sensible changes.
Mr. Ralph Strain, property owner to the south of this project, stated at the
original County meeting, several people were present and voiced the concern that
a block wall was needed, around the entire property and they were ensured at that
time that the block wall would be required.
Mr. Vairin stated staff did look into Mr. Young's concern about original approval
of the block wall. We have a certified copy of the action of tine Board of Super-
visors and ti•ere in no documentation in the files which states the block wall
was a requirement.
Mr. Bob Marts, 7332 Lemon, stated the back of his property sets against the beck
of the shopping center. The wall does not extend across his property. Ile stated
water runoff goes from the shopping center property onto Isle property.
Chairmen Rempel stated if Diversified in diverting water on to thin property
this needs to be corrected, but an far as the requirement for the wall, it
is not going to change drainage one way or the other. Due to the fact there
is no record that the Board of Supervisors required the block wall around the
entire property, he does not see any way which the Commission can now make this
requirement.

Commissioner Dahl stated the County approved tho project. Mr. Tarr can build
tho projectn the County approved originnlly. If lie does go with that original
approval he dean not have to ds it thing but have it drivowny in the bark for
cars to Ile In and out. The problem iu that Mr. Young cony have been told nome-
thing by the County lending him to believe that a block wall wits rnquirod along
the entire property line, however, the County never asked for that In writing
tit any way, shape or form. Thereforo, there in no legal way thin Coinnlsaton
can now require that block wall. If the Commission should ask that Mr. Tarr
complete thn block wall, all Mr. Tnrr would have to do in go bnck to the original
County approved plan and develop according to that plan. That may be to Mr.
Young's personal lnterentl however, thin is something thin Comminniun Ilan to
determine whether the now plan in more,aontheticnlly plenning. De assured that
our Engineering Division will review the drninnga plan to insure that water
in carried to the drain Rutter.
Mr. Ed Young stated if title Commisnion grnnto n change they have every right
to make tiny other stipulations they no desire. Mr. Tarr lion requested to make
some changes to the plan which wan originally approved. Thin Commission does
have the opportunity now to correct that error.
Mr. Tarr stated their Construction Coordinator Ilan been working with the
Engineering Department to resolve the drainage problem on the site. Thin vrill
be corrected.
Mr. Tolntoy stated if there in a change in grade, there could perhaps be some
type of retainer required if needed. Ile in not talking about requiring the
® full block wall but whatever may be needed to correct any drainage problemn.
Mr. Paul Rodgeau, Ansociato Civil Engineer, stated a new grading plan lion been
submitted w the Engineering Division for review and approval. Thin plan will
need to be checked to insure that water runoff does not drain onto other pro-
perties.
Chairman Rempel stated it in his opinion the two parties involved should work
together amongst themselves.
Mr. Ilogan stated the reason thin is before the Commission is because the portion
involved have not been able to work out n compromise. Staff does not want
to act no referee between two disputing people. Ile stated if there is a
concern with the buffering, dense landscaping lion been required behind the
building. The only area left open is from where the wall exists now to the
south building. If the block wall were extended approximately 30' that would
buffer traffic and noise and additional landscaping that we have required
behind the building and should provide for an adequate ocathetics. This could
be a compromise solution.
Commissioner Tolstoy stated he personally feels that everybody is better off,
the City, the developer, and the neighbors with this modification. A driveway
next to a school or residential area is not a good idea. Closing off that
driveway and increasing the parking an proposed and the way that this building
is proposed now offers a lot of protection to the school.

Council has referred thin matter back to the Planning Commission as they felt
additional changes were necessary to the Ordinance. Staff recommends if tl:e
changes made coincide with the Comminaion's interpretation that the Commission
recommend approval of the changes in the Planned Community Ordinance to the
City Coun..il.
Chairman Itempel asked for questions from the Commission of tl:e staff.
Commissioner Garcia questioned the fact that in Secrion 4, items "D" and "E"
are th n name and whether something has been left out of the Ordinance.
Mr. Hogan indicated an item was iondvertently left out and will be placed back
into the Ordinance. lie further stated that the word "consideration" should be
added to the last sentence of Section 4, Item "G" as follows: Consideration
of other forms of access, such as pedestrian ways, courts, plazas, driveways,
horse trails, bike trails, or open parking lots offered for dedication may be
made at the time of the Development Plan and Text consideration as a means of
meeting requirements for open space or park dedication requirements.
A motion was made by Commissioner Dahl and seconded by Commissioner Jones to

indicated above in the Planned Community Ordinance and that such recommendation
be forwarded to the City Council.

unanimously carried that the Council be requested to appoint a Comnittee to
develop a street naming program.
Commissioner Dahl stated some cities have a aystem of awards that nre given
to various builders or developers in the City of commercial, industrial and
residential developments for outntnn,ting achievements. lie asked if this
could be implemented In this City.
Commissioner Garcia indicated the Architectural Committee is looking into this
at the present time.

it is respectfully requested that the maximum extension be
granted to Parcel 3 of Parcel Map 3713 and all other related
approvals that have been obtained by Vanguard for the following
reasons:
1. Negotiations are continuing on the joint driveway with
the property owner to tl:e oast. The City staff would like
the driveway to align with Ramona Street which requires the
entire driveway to be off our site. City staff has informed
us that they are going to force the joint driveway require-
ment on the Development of both prop erties. however, until
such action is taken, access problems cannot be addressed
properly,
2. The time framo, with regards to the up- coming weather
conditions, may not be conducive to construction and could
create major problems in recording the map at this time.
3. The financial market is not condusive to constructing
the project at the present time= in tormu of obtaining bonds
and constructions financing. Lenders project a better
financial climate in the spring. In addition, lenders are
also hesitant to commit until they know the exact config-
uration and number of buildings in the project. This cannot
be determined until the driveway question is cleared up.

Request for it cbnnge in Lite General Plan to relocate the Aoteri9k

ABSTRACT: At Lite December meeting of the City Council, staff was directed to
Initiate an Amendment to tine General Plan to consider the relocation of the
Asterisk for Alternative Commercial Site at the Intersection of Highland and
Haven Avenues. Currently the General Plan indicates an asterisk for an Alter-
native Commercial Site on tine east side of Haven Avenue midway between Lemon
and Highland Avenues. Initially when this item came before the Planning Com-
mission, the Plnnninp Cofmniscion recommended that the astorink remain on the
enat aide of Haven Avenue but be relocated to be midway between Lemuon and Iligh-
land Avenues and that the southwest corner of Lunen and Haven Avenues be indi-
cated as Neighborhood Community land use. Tito City Council concurred with title
action and directed Stuff to initiate thin Amendment.
DISCUSSION: There are three basic concerns with thin proposal.
1. We have been working with Ilona and Associates for the development of a
small neighborhood convenience center at the southwest corner of Lemon
and Haven Avenues. Thin property is now designated Neighborhood Community.
If the City were to designate the intersection of Highland and Haven
Avenues the quention ariaeat Would only une additional center be allowed
under tine policy statements previously approved by the City Council and
tine Planning Commission or would two centers be allowed? It in our opinion
that the Ilona and Associates neighborhood convenience center in not compe-
titive with a neighborhood or community size center, in fact, it does not
contain n market of 20,000 square feet or more. Both T & 6 Development,
the proponents of a possible commercial development at the southeast corner
of Haven and Highland, and the proponents for development of a commercial
shopping center at the northeast corner both agree that None's center
would not be competitive.
2. The property at time southeast corner of Haven and Highland Avenues is
indicated as an Alternative Area. In the past we have taken the pouition
that there in no land use eatnbliahed by the General Plan for the Alterna-
tive areas. The question arises if an Alternative Commercial Site is indi-
cated at the intersection of Haven and Highland Avenues what is the option
available to the property owner? The answer to the question is the property
owner may d- 1ralop a commercial site If lie so chooses or he may develop to
the land use indicated on the P ubjocl property.

In ench cone, the conceptual plank indicate that development in possible
and planning can be made for future oxpnnnion to the north should the
freowny not become an eventuality.
It In our belief that it would be appropriate to relocate the asterisk from the
eaat side of Haven between Lemon and Ilighland A',enucs to the intersection of Haven
and 111ghland Avenues. We have prepared vicinity snaps, General Plan maps, and a
blow up detailing the specifics of the area. As you can nee from the blow up drnwing
there are many design considerations that must be taken into account when planning
for the center, the comp letton of the half- street, heather; the buffering of the
renidentlnl ones on the south and east, the access onto haven Avenue and n possible
median break.
It should be notrd if the Comminsion considers approval of thin Guncral Plan Amend-
ment that it doen not require the development of a neighborhood or community slopping
center on any of the four corners. however, T & S Development will proceed with
nn application for rotting and CUP approval should the Commission favorably recommend
and the Council approve the relocation of the asterisk to the intersection of haven
and Highland Avenues.
REG"ENDATIONt It is recommended that the Planning Cumminsion recournend to the
City Council approval of General Plan Amendment No. 80 -OIC to relocate the asterisk
on the enat aide of haven Avenue between Lanon and Highland Avenues to the inter-
section of Haven Avenue and Highland Avenues.

of final conditions of approval. Since the Planning Commission dincuasioun on
thin project have centered only around the issue of compatibility and circulation,
the Comaminnion line not 4"d the opportunity to discuss possible architectural
changes or landscnping features. Therefore, at the direction of the Planning
Commission, thin Item is being brought before the Comminsion for their review
and consideration of all elements of the plan.
ANALYSIOa The applicanto Imnve not proposed any major architectural changed
to thr proposed dnvelopment. The present architecture of the facility in
basic and not consistent with the types and ntyi -o of buildings recently
approved by the Planning Conuninsion along Foothiill Blvd. The applicant lion
submitted a colored rendering of the project indicating the colors proposed for
the luiluing. The colors proposed are not subtle or compatible with the
surrounding development or ervironment. More substantial architectural features
;could be needed to upgrade th..n particular facility to the degree that would
be consistent with past approvals for develorments aloe,, Foothill Blvd. This
c-.)rld include such things as une of different naterials, change of the roof
line to provide a different style roof, and the use of earth tone colors or
colors which will blend with the existing development. Changes in exterior
materials and design will be helpful in meeting the previous standards established
by the Commission.
As the Conmisnioc will recall, Staff had recommended the alteration of time parking
area and additional landscaping along the cant and south property line as shown
in Exhibit "D ". Based upon past approvals this amount of landscaping is still n
minimum. However, bas!d upon the physical features of the cite and location of
the building it in difficult to idd any additional landscaping. Therefore, it
Is extremely important that the landscaping taint will be planted is abundant,
" large and healthy.

Action on thin item was deferred in order to prepare a report. The staff
member who is assigned to prepare this report lion left the City for another
J ob opportunity. Therefore, the rohort in not complete. However, there
are particular pressing inoues that ohtould be addressed now — spacificnlly
street improvements and access for Landlocked parcels.
We have attached a brief report diacuosing the issue and Lite ordionnceo that

INTRODUCTION
LANDLOCKED PARCELS

Prior to incorporation of the City of Rancho CucanK ngn, the County of Snn
Bernardino controlled the nubdivielun of land. Subdivision of A or lean lots
were done through a Minor Subdivision procedure, which allowed n property owner
to divide land without the help of n Licnnned Lnud Surveyor or Civil Engineers
Additionally, the County did not require dedicnted, or in many cnnen, Improved
ncecon to the parcels that wore created.. As n result, the City wan left with
solving the problem of ndequat•o necons to these parcels at the time of development.
BACKGROUND
City Ordinance No. 58 ruquirea street improvements to the centerline of tl►e street
between the boundaries of the prope:-7y (See attached). The Uniform Building Coda
requires that all buildings shall have access to a public npacel i.e. dedicated
road (See attached). The problem that arises in Horny vacant or undeveloped lots
within the Eti, -inda and Alta Loma area that are landlocked; 1.e. they do not have
dedicated rnd improved access to a public road.

Thin report will focus on the owner /builder of n single family home nn a single
lot. It does not consider any subdivision of land. In order to more clearly
understand the situation, we pone the folluwing hypothetical o.ituationl
Owner /Builder "X" owns n piece of property 7 acres in uizo. The
property enjoys access from a 20' wide unimproved, graded, path
across nnother owncra property. Owner /Builder "X" wishes to con-
street one single fnmily home on his 7 acres. Plenae notri there
in no subdivision cortempinted, only the construction of a single
family home.
When the City issues a building permit we assume certain responsibility. The

We believe that there nre other .►ptions that should be investigated to provide
minimum access for the property. We suggest that:
1. -The owner %builder must provide ptoof of legal access to the property
in the form of a grant deed or in thr: form of a recorded easement.
2. The owner /builder must provide the City with an irrevocable offer of
dedication on his portion of that access for street purposes.

staff will prepare an Ordinance amendment to give the policy the full force o', lnw.
