A motion was made by Commissioner Garcia and seconded by Commissioner Jones to change the Planning Commission regular meeting date to February 25, 1980. Staff recommends approval of Conditional (tae Per>vit No, 79 -01 based on the findings listed in Rusolution Nu. 80-04 and all recommended conditions of approval included in the staff report. Chairman Rempel asked the Commission for questions of staff. Commissioner Jones asked where the loading zone would he. Michael Vairin stated that Cemco's twin loading zone is located in a recessed or sunk well with a ramp and a truck turn around. The rest- of the loading zone and customer pick up would be at the opposite side of the structure. Commissioner Tolstoy asked what distance there is between the Winery to the wait and the proposed project. Michael Vairin stated that there is approximately 450' to 5001. Commissioner Tolstoy asked if the property goes all the way back to San Bernardino Road? We have read that staff report and ate happily in agreement with each and every one of the recotomandation9. This in a first clues project and does not act negatively oil any surrounding homes and arena. The unly point that'. I've wanted to raise is the light standards. We had felt that 12 fcot high light standards would be agreeable in all the areas that -would be sensitive to residuntinl and that a 18 foot standard would be better and the light plan could be worked out with staff as the final plane come in. Chairman Rempol opened thr. public hearing Chairman Rampal stated that he fuels that the height Of the light at the 12 foot level was inadequate and should be raised to 15 to 16 feat in the perking which would give a greater coverage. 0 Commissioner Tulstoy agreed with Chairman Rompel'a remark.. Michael Vairin stated that the intent of Cite condition was to make pure that the lightP adjacent to residences were at a lower height and we foresee no problem allowing thL higher height. Commissioner Tolstoy stated that the lights adjacent to some of the residences could be higher if designed well. Michael Vairin stated that if the Commission is concerned about this, it could be your option to add a specific condition which would require a detailed lighting plan to be •'''suUmitted. Commissioner Tolstoy feels that the City should be sensitive to crime in the parking lots. KI Mr. Joseph Filipi, owner of the Thomas Winery along with his family, has no disagree - ment with the project and that the architectural renderings and the demands made by the Planning Commission looks like a very worthwhile project. Dale Jordan, 2nd house in on Estacia, is concerned about the noise level and questioned the Cul -de -sac. Planning Commission Minutes -3- February 13, 1980 Michoul Vairin stated that from Foothill Boulevard to the back property linos it is approximately 250 foot. Mr. Jordan questioned the auto shop location. Michael Vairin stated that from On back aide of the shop there is no vehicle circulation and there will be 10 foot of landucaping pluo a 10 foot block wall. Mr. Jordan asked if there would be any vehicle circulation. Michael Vairin stated that t.hera' in a paved aten for circulation. It will mninly be o.nployee parking stalls and people going to the nursery but there will be 15 fact of landocnping. Mr. Jordan stated that he did not foal thare should be vehicle circulation next to a residential area and fools there will be a lot of noise even if there is a block wall. Mr. Cassolbarry of Eotacia Court, fools there will be a lot of reverberation between ttte block wall and block building and will create more sound than it stops. Mr. Duane Walters, from Gemco- Lucky, stated that the northeast part of the building in for customer pickup. We have one ramp for the grocery section and we will not have trucks idling all day long. They come at certain hours and leave at certain hours. We could work a dolivery schedule to suit the City's requirements. Chairman Rempel stated that if thore was a condition put on your approval restricting deliveries between the hours of 700 a.m, and 6:00 p.m., wuuld you abide by that condition. Mr. Walters state' that they could live with that. Chairman Rempol closed the public hearing. Commissioner Tolstoy asked U Arrow Routs in projected to be six lanes. Paul Rougeau explained there would be only four. Chairman Rempai opened the public hearing. Jack Corrigan of Daon stated they feel this would be an asset to the CO mnunity slid if there are any questions they wuuld be happy to answer them. Commissioner Garcia felt that the traffic issue should be discussed in reference to the ® shopping centers along Haven Avenue recently proposed. Barry Hogan stated that this commercial designation requcated would not be for the cectters like we have recently discussed. Those centers are considered neighborhood centers and what we are talking about at this point in time is a center that has a major tenant on the order of regional or semi - regional basis and would probably take in our City as its service area and perhaps some of Fontana and Ontario, which is not competitive in that regard to those other centers. We are not aware of the uses proposed other than the major tenant. K] Paul Rougeau stated that the major reason that Raven at this location 3huuld be able to handle traffic generated by this kind of center is that Haven Avenue, at present, and in -the future carries commuter traffic. Commercial and connnuter.peak hours of traffic do not coincide and the traffic will be spread throughout the day. Haven is situated with right of way that we can provide six or eight through lanes plus extra lanes at intersections for turns so that the intersection will work effectively. Arrow is a 4 lane through lane street and there are provisions for turn lanes and even right turns at the major intersections like Haven and Arrow. Jack Lam stated that the City will be looking at median islands along Haven which means the turn movements will be further controlled and there will not be the haphazard left turn movements by a series of curb cuts. Any curb cuts going into the project site will be right turn only and control will be at the intersections with signals. Jack Lam aeggested tbht at the present time if tile, Commission is undecided about the feasibility of or tho appropriate type of use, and if the Commissiou is conaidnring approval, that tie COmmisoiou place a condition on this amendment recommending to the City Council that time General Plan Amendment does not take affect until approval of tie Conditional Use Permit. If the General Plan Amondmort in approved there are two steps in order to accomplish the project rezoning consistent with the General Plan change and the actual Conditional Use Permit. Those would happen concurrently and the next step is the actual site approval for the Conditional Use Permit. The Commission will than have tie ability to condition the Conditional Use Permit and specific upon oil the C.U.P. and address specific unae at the time of the C.U.P. and then further condition it at tine discusition on that date. Commissioner Carcia asked if this will cancel the C.P.A. Darry Hagen stated that it would. Commissioner Tolstoy stated that he is not against Commercial just against certain types of commercial in that particular area. Chairman Rempel stated that lie feels that any type of commercial venture on Haven Avenue would be viable. Commissioner Jones stated that possibly in the Arrow area, commercial would be very beneficial. Chairman Rempel stated he feels the architectural design proposed in this instance would make Haven a scenic route. John Erlandoon stated that yes it would, but there is no planned developmont and the economics of the restaurant are now and I am sure the owner would be in agree- ment to common ncceso. Chairt=n Rempel stated he thought this in a different condition than what we we-e talking about in that industrial area, but he thinks the applicant line a very valid point and if a sign program in worked out and there could be no left turns. Ile also feels it could be an asset and p000ibly work some deal now with the adjacent property owner +'o pave a little bit of his property in order to get that access in there. Jack Lam stated that there is also a practical reason for not considering the driveway at this time. We have found that in our reviews, we try to combine driveways. The reason for doing this in the more curb cuts you have on your major arterials, the more turn movements you encourage. In other casen, we have found the adjacent property owners are oometimes reluctant to enter into agreement, everyone wants their own driveway. In this case, if there is no driveway, there will always be an incentive to work for thin other driveway. Furthermore, the next person coming in a condition of approval is fitting the joint access. In this case, both parties would have the incentive of cooperating in joint access. Therefore, no driveway should be granted off Foothill until joint access is worked out by the property owners. There was, however, some opposition to that requirement when the isnue was raised .previously. The opposition raised was that anyone could got a market analysis and have it say whatever they want it to say. The other part of the argument was that for someone to make an investment they would do their own market analysis. Commissioner Garcia stated tl:e reason he brought thin up is the fact that we are reaching saturation point of shopping centers within the present community. lie is concerned that there are several existing shopping centers that are having trouble finding tenants at this time. This should be carefully analyzed prior to any additional development being approved. This doesn't mean that lie in opposed to this general plan amendment as part of the planned community of Terra Vista but he does want to be cautious that this project comes at the right time no that it can be supported by the population. Additional on -site parking should lie provided that would be easily usable to the customers using the mini -mart. It is neoessary that the Design Rev.tew Committee review this site for design of the building, landscaping, and site circulation. Tito proparLy is presently zoned C -2 (Service Commercial) and the General Flan designates the area for Service Commercial uses. ANALYSIS: INN project site is adequate in size and shape to accommodate the types of proposed uses as shown on the development plan. Tito uses proposed on the development plan are permitted within the C -2 zone and are in conformance with the adopted Interim Land Use Element of the City's General Plan. All buildings are proposed tL be set back the required distances from reaidmitial areas, streets, and landscaped areas. Engineering Division in requiring participation in the construction of storm drain improvements along Foothill Blvd. to accommodate the flows that will be generated by thin project. Further, it can be noted from title plan, toat the pad elevation of the Gemco and attached shop buildings are significantly lower titan the street elevation of San Bernardino Road which will help •nitigate views of the facility from the northern residential neighborhood. The project will contain 133,580 square feet of retail store apace which requires M parking spacco; 32,050 square feet of storage anti garage space which requires 32 spaces; and a restaurant which could contain 3,300 square feet of seating area which would require 66 parking spaces. Total overall parking spaces required based upon these c"leulations woul.1 be 766 parking spares. The developm n; plans indicate a total of 852 parking spnees and staff has recommended the elimination of 8, making a not total .: 844 parking spaces; 718 spaces above the minimum required amount. Conditions of approval recommend that 25 percent of the trees along Foothill Blvd. be of specimen si::e in order to implement the special boulevard designation on the General Plan and that tree wells he placed throughout the parking areas in accordance to City standards. In addition, a minimum of 10' o:f dense land- scaping is recommended to be provided along the east property line adjacent to Shop "D ", i_n addition to dense landscaping along the entire east property line. It is recommended that a Negative Declara- tion be issued for thin project based upon the recommended conditions of approval. ® CORRESPONDENCE: A public tearing notice was published in the legal ad section of the Daily Report newspaper on January 30, 1980 advnrtising this project for public hearing before tho mooning Commission on February 13, 1980. In addition, such notice was mailed to all property owners within 300' of the project site. To date, no correspondence has been ructsived either for or agrinst this project. During that review, it was determined that the alignment of Base Line could take any of several courses depending on the trcatment given to the existing power poles and eucalyptus trees. As was stated then, it is physically possible to arrange Base Line as a divided higghway with the westbound lanes proceeding between tho trees and power poles. Tlie feeling of the Commission, at that time, was that the power poles should be left along the north side of Base Line since it is virtually impossible to place the power lines underground. The question of whether or not to keep the existing eucalyptus trees as part of the highway landscaping was left to further study. The major issue, at this time, is whether the eucalyptus trees should be saved or not. A closer look at th'eso trees has revealed that their health is basically good, although soma removal of dead wood would be required. To be retained as I street trees, some trimming would be required and possibly some thinning of the trees. Spacing of the trees from Haven Avenue to about 3/4 of a mile east is somewhat uneven and some fairly large gaps occur. While the trees now are basically sound, such trees do have a limited lifetime and are very sensitive to changes in irrigation and soil levels. One important consideration in retaining would be that irrigated planting around the bases would not be advisable since this irrigation c-juld damage the tree. 1 In considering all factors, it appears that the disadvantages of retaining these trees as a median street tree slightly outweigh the advantages. Actually, less than 3/4 of a mile of the existing trees would be worth saving under any circum- stances, since beyond that point, dead trees and gaps in the spacing become quite significant. Staff recommends, at this time, that the best alternative, particularly in view of the lack of similar trees from 3/4 of a mile east of Haven Avenue through the remainder of the City, ,.ould be to remove the eucalyptus trees and require ap- propriate replacement with new trees.
