Regular Meeting
April 28, 1932
CALL TO ORDER
Chairman Jeffrey King called the Regular Meeting of the City of Rancho
Cucamonga Planning Commission to order at 7 p.m. The meeting was held
at the Lions Park Community Center, 9161 Base Line Road, Rancho Cucamonga.
Chairman King then led in the pledge of allegiance.

APPROVAI. OF MINUTES
Motion: Moved by Sceranka, seconded by Tolstoy to approve the Minutes
of the meeting of April 5, 19£2 with a correction by Commissioner Sceranka
to page 11, second paragraph with reference to South Coast Plaza. Commissioner
Sceranka indicated that Plaza should be changed to Village.
Motion: Moved by Rempel, seconded by Tolstoy, carried, to approve the
Minutes of the meeting of April 14, 1982. Commissioner Sceranka abstained
from vote as he was absent from that meeting.
ANNOUNCEMENTS
Jack Lam, Community Development Director, announced that City Planner
Rick Gomez is the father of a baby girl, Ricole, born April 24, 1982.
Mr. Lam further announced that staff had been working on a Development
Code Outline and Work Program which would be presented to the Commission
tonight under Director's Reports, Item C.
Commissioner Rempel stated that he would be unable to attend the Design
Review meeting scheduled for Tuesday, May 4, 1982, and that an. alternate
should be selected to attend these meetings in his absence. This position
was previously held by Commissioner Dahl. Chairman King was appcinted
as alternate to serve on the Design Review Committee.
PUBLIC HEARINGS
A. ENVIRON'TAL ASSESSMENT AND TRACT MAP NO. 12176 - DAON - A sub-
division of 11.06 acres into '.5 lots ceLthin the Rancho Cucamonga
Business Center located at the northeast corner of Civic Center
Drive and Utica - APN 208- 351 -22.
Lloyd Hubbs, City Engineer, reviewed the Staff Re port.
Commissioner Tolstoy asked if there were a formal access route for
public use since Lot A was surrounded by the other lots.
Mx. Hubbs replied r_'nat it was not necessarily usable by the public but
for the use by the owners of the lots abutting it.
Ted Hopson, Assistant City Attorney, indicated that the draft CC&R's nad
been submitted and they did not indicate that they intended that the
easements be public. These easements were to be granted to the corner
lots that do not otherwise touch Lot A.
Chairman Ring and Commissioner Sceranka stepped down from the podium at
7:10 p.m. and abstained from vote due to conflicts of interest.
Vice- chairman Rempel opened the public hearing.
Jack Corrigan, representing the Daon Corporation, addressed the Commission.
He requested that Condition 48 of the City Engineer's Report be amended
to read 9 lots instead of 8 lots so that the figure wclf! be in agreement
with the CC&R's.
Mr. Hopson stated that the CC&R's indicated that the common area improve-
ments are to be begun when 9 lots are sold and this condition_ was worded
that the improvements were to be completed when_ 9 lots were sold.
Lloyd Hubbs, City Engineer, stated that there would be no problem in
changing this condition.
Mr. Corrigan also stated that he was concerned with the stipulation that
the City be a part of any amendments to the CC&R's. He felt that this
condition would header the marketability of the lots.
Mr. Hopson agreed to this change in the conditions but that section 2.12
could not be amended without the City'< consent.
Commissioner Tolstoy asked if Mr. :arrigan could discuss the architectural-
plans for this cents .
Mr. Corrigan replied that there were certain restrictions in the CC&R's
regarding architectural desi,,._ and there was also a master set of CC&R's
for the entire park, rNus giving some control over the architectural
aspects of the lots.

Mr. Hopson asked Mr. Corrigan if some type of shared pa::king arrangements
would be made between the lots since there did not appear to be physical
barriers which would separate them from the shared access.
Mr. Corrigan replied that the reciprocal agreement was for shared access
only.
There were no further comments and the public bearing was closed.
Commissioner Tolstoy stated that he felt this was an innovative idea and
a very good project which he hoped would be copied by future developers.
Motion: Moved by Tolstoy, seconded by Rempel, carried to adopt the
Resolution approving Tract 121.76, with the revisions requested by the
applicant.

Chairman King and Commissioner Sceranka returned to the podium at 7:24 p.m.
B. GENERAL PLAN AmmmMENT NO. 82 -01 B -_CITY OF RANCHO CUCAMONGA -
A request to amend the U- -=ulation Element of the General Plan
dealing with Highland Avenue and the Foothill Freeway Corridor
from Haven Avenue to Interstate 15. Interim improvements to
Highland Avenue would be redesignated from a secondary arterial
to collector standards.
Lloyd Hubbs, City Engineer, reviewed the Staff Report indicating that
this item was brought back to the Commission per their request in order
that staff seek approval from CALTRANS for this amendment. Mr. Hubbs
indicated that CALTRANS had reviewed and concurred with the charge with
a requirement that access connections be limited on Higblaud.
Chairman King opened the public hearing.
Vito De`iito Francesco, 615 N. Euclid Avenue, Suite 101, Ontario, California,
states: that he was representing the owners of the 30 acre parcel at the
southwest corner of Rochester and Highland. They are concerned that
their access from the ranch house to Highland Avenue would be lost as a
result of this amendment.
Mr. Hubbs replied access would be restricted in conformance Mi`-n the
current access policy. If the property were developed in the future,

access would be minimized to the arterial.
There were no further public comments and the public hearing was closed.
Commissioner Tolstoy expressed his support of the project, however, also
expressed the opinion that access onto Highland should be as minimal as
passible. He further stated that he did not mean that people should be
denrived of access that are in that area now, but future development
should have as little access as possible.

DIRECTOR'S REPORTS _
C. DEVELOPMENT CODE
Rick Gomez, City Flamer, presented the Commission with copies of the
Development Code and Work Program Outline. Mr. Gomez explained that the
Development Code s.2 s being created to combine all building- related
issues into one comprehensive book. The Development Code and Work Pro-
gram Outline were presented to the Commission to allow them time to
review them and prepare their comments For the May 12, 1982 meeting.
Commissioner Sceranka asked what was being done with the furniture store on
Klusman and Foothill which was displaying illegal signs and had furniture
displayed on the outside.
Mr. Lam replied that the Code Enforcement Officer had taken action
against the furniture store.
Commissioner Sceranka asked what was being done with the suggestion by
the Commission that staff look into some method of having a person sign
off on the General Plan Map when they purchase a home or property.
Mr. Lam replied that staff has been working on this request and is
checking with other cities that have a similar regulation. He stated
that most of the difficulty arises in enforcing the regulation.
Commissioner Sceranka stated that he felt that the Board of Realtors
should be able to help in this situat'.on and possibly something could be
worked out with them.

Commissioner Sceranka stated that some time ago the Commission had
discussed a list of priority projects and felt that it should be brought
back to the Commission soon for discussion.
Mr. Lam replied that this list could be p-esented to the Commission at
their next meeting on May 12, 1982.

constitute a "Dermanent" receiving station.

PROJECT AND SITE DESCRIPTION: The Applicant is requesting review and
approval cf a 205,000 square foot concrete tilt -up warehouse distri-
bution building that replaces the 86,000 square foot buiidinn pre-
viously approved for this location. The project has completed t1le
Development and Design Review process and is now before the Planning
Commission to receive environmental clearance only. The detailed Site
Plan and elevations will be reviewed and approved with Conditions by
the City Planner contingent upon approval of the Negative Declaration.
ENVIRONMENTAL ANALYSIS: Part x of ti.a Initial Study has been completed
by the Applicant and is attached for your review and consideration.
Staff has completed part iI of the Environmental Assessment and found
no significant idverse impacts on the environment as a result of this
project.
RECOMMENDATION: Based upon analysis and the Initial Study, it appears
that the project will not cause significant adverse impacts upon the
environment. If the Commission concurs, then the issuance of a Negative
Declaration for the project would be in order.

SUBJECT: TIME EXTENSION FOR SITE APPROVAL 79 -09 - CABLE TV OF
ALTA LOMA - The development of a receiving site ana trailer
on property located at 8387 East 19th Street in the A -1
zone - APN 202 - 021 -36, 37.
PROJECT AND SITE DESCRIPTION: The attached letter from Mr. Phil
Whisler requests an extension through the end of September for the
above - described project. Original approval for Site Approval 79 -09
was granted on April 25, 1979, and` was conditioned to require removal
of the trailer by April 15, 1982. The approved Site Plan and elevations
are shown on the attached Exhibits "B" and "C ", respectively.
ANALYSIS: As with all temporary trailers, the Planning Commission
approved the temporary use to allow the Applicant time to find or con-
struct permanent facilities. Therefore, Conditions were attached to
require submittal of plans for a permanent building at least six (6)
months prior to the required removal of the trailer. To date, no
such plans have been submitted to the City.
The Applicant, Cable TV of Alta Loma, had intended to vacate the site
and move the receiving site and trailer to their permanent office lo-
cation located in the building behind City Hail. However, they have
been unable to obtain clearance from General Telephone Company to
place distribution lines on existing telephone poles to their current
office location. Therefore, the Applicant is looking at other sites
in which to relocate the receiving site and trailer.
RECOMMENDATION: To avoid interruption of cable television service, it
would seem reasonable to grant an extension to allow CATV of Alta Loma
time to develop plans and construct a permanent receiving site. Therefore,

it is recommended that a sir. (6) month extension be granted for Site

We are submitting this request for an extens ±on of time on our
present antenna site located ;at 8385 19th Pcreet, Alta Loma.
We had intended to vacate the site as of +pril 15, 1982. Due _
to the following delays, we have been unable to accomplish
these plans.
We were advised by General Telephone Company that the transmission
lines that we had applicated alorp and between Baseline & 19th
would not carry the additional load of another cable and therefore
those poles were not available to us.
As an alternate, we have selected a line on Amethyst and have asked
General Telephone to pre- survey it and have just been notified that
the line of poles are available and we see no problem as an
overload ceadition.
We are proceeding with the engineering and pole application on the
Amethyst line. We expect at least 120 days before this line can be
made available to us. We need 45 days from that point in time to
complete our building of the trunk line.
Therefore, we are asking for an extension of time through the end
of September. Should we foresee another delay, we will be more
timely in our request for an extension.

The attached letter from the Plies Company, developer, requests a one year
extension of time for Parcel Map 5525.
Parcel Map 5525 is a subdivision of 38.56 acres into 4 parcels within the
General Industrial Area located on the north side of Arrow Route, south of
the I -15 Freeway. The City Engineer approved Parcei Map 5525 subject to
conditions on December 17, 1979. A one year extension of time was granted
by Planning Commission on June 17, 1981. In accordance with Ordinance
No. 28 -B, an additional one year extension may be granted. No further
extension may be peraitted.
RECOMMENDATION:
It is recorsmFnded that a one (1) year extension be granted Parcel Map 5525.
The new date of expiration will be June 17, 1983.

A residential custom lot subdivision of 22.4 acres of lan
the R- 1- 20,000 zone into 39 lots located on the southwest
corner of Hermosa and Wilson - APN 201- 172 -14, 17.
PROJECT AND SITE DESCRIPTION: The Applicant is requesting approval
of a residential custom lot subdrivision of 39 lots in the R- 1- 20,000
zone located at the southwest corner of Hermosa and Nilson Avenues
(Exhibit "A "). The property is presently vacant and slopes from the
north to the south at approxiamtely a 5 -6% grade. Existing Eucalyptus
windrows would be retained wherever possible.
ANALYSIS: This project has been reviewed by the Design Review, Growth
Management, Grading, and Equestrian Advisory Committees. All of the
issues and concerns of these Cormittees are reflected in the attached
Tentative Tract Map and list of Conditions, Exhibit "C ", and Conceptual
Grading Plan, Exhibit "D ".
The subdivision design was dictated by surrounding existing or approved
subdivisions, therefore there are no street connections to adjacent
tracts.
DESIGN REVIEW CDMMITTEE: The Committee has worked with the Applicant
and is recommending approval of this project. There was a concern
that future property owners may wish to construct block walls or other
fencing for privacy of rear yards. Therefore, the Committee recommended
that CC &R's require compatibility of materials and design for all rear
yard fences or walls along Wilson and Hermosa.
ENVIRONMENTAL REVIEW: Part I of the Initial Study, as completed by the
Applicant,is attached for your review. Staff has completed Part II
of the Initial Study and has found no significant adverse imoacts on
the environment as a result of this project. Therefore, issuance of a
Negative Declaration is recommended.

with City standards and policies. The project site is suitable for the

CORRESPONDENCE: A Notice of Public Hearing was published in The Daily
Pe Port newspaper and approximately 23 notices were sent to property owners

RECOMMENDATION: It is recommended that the Planning Commission conduct a
public hearing to consider public input and elements of this project. If,
after such consideration, the Commission concurs with the findings and Con-
ditions of Approval, then, the adoption of the attached Resolution and issu-
ance of a Negative Declaration wouldFbe appropriate.

WHEREAS, Tentative Tract Map No. 9649, hereinafter "Map"
submitted by Landco 'Development, applicant, for the purpose of subdividing
the real property situated in the City of Rancho Cucamonga, County of
San Bernardino State of California, described as a custom lot residential

WHEREAS, the City Planner has recommended approval of the Map
subject to all conditions set forth in the Engineering and Planning

(e) The tentative tract is net likely to cause serious
pubiic heaith problems;
(f) The design of the tentative tract will not conflict
with any easement acquired by the public at large, now
of record, for access throug's or use of the property
within the proposed subdivision.

SECTION 2: Tentative Tract Nap No. 9649, a copy of which is
attached hereto, is hereby approved subject to all of the following
conditions and the attached Standard Conditions:
PLANNING DIVISION
1. The CC &R`s shall require that all walls or fences in the
rear yard of lots 1 -9, and the side street yard of lots
23, dnd 39 shall be constructed of compatible
materials and design.
2. The final grading plan shall clearly indicate the distance
between existing Eucalyptus tree trunks, to be preserved,
and slope cuts for grading purposes, particularly for
iots 1 -7 and 39.
3. This approval shall become null and void if the tentative
subaivision map is not approved and recorded within
twenty -four (24) months from the approval of this project
unless an extension i has been granted by the Planning
Commission.
ENGINEERING DIVISION
4. Developer shall be required to join the Alta Lana Channel
Assessment District for installation of the Channel.
5. Developer shall be required to contribute his share of
the Engineering Expenses for the Alta Loma Channel
Assessment District prior to recordation.

SUBJECT: ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 10246
ALKHASEH/ASSAD - A residential custom lot subdivision of
*_en 10 acres into 16 lots in the R -1- 20,000 zone on the
the southwest corner of Hillside Read and Haven Avenue -
APN 201 - 111 -14.
PROJECT AND SITE DESCRIPTION: This application is for a residential
custom lot subdivision in the Alta Loma area, north of Chaffey College.
'.he site is currently vacant and void of any significant natural features.
The land is relatively flat, with an approximate 10% slope to the south.
The pa. ^ei is zoned for single family use with a minimum lot size of
20,000 square feet, as is all of the surrounding land. The General Plan
designation is Very Low Residential (2 dwelling units per acre or less).
ANALYSIS: The proposal was reviewed by the Design Review and Growth
Management Committees and was given a point rating of 46, which exceeds
the required threshold of 43 for custom lot subdivisions.
The proposed tract was also reviewed by the Equestrian Review Committee.
Equestrian Feeder Trails are proposed within the tract. In addition,
a Community Trail is being provided along Haven Avenue in accordance with
the General Plan and adopted equestrian standards. Corner cut -offs for
the Feeder Trails and a proper radius at the corner of Haven and Hillside
is required. Conditions have been included in the Resolution to correct
these items.
DESIGN REVIEW: The Committee was concerned about the view of the trail
and streetscape along Haven and offered two suggestions, which the devel-
oper has agreed to, as follows:

I. The rear lot lines of lots 10 -15 are to be planted with trees
to provide privacy to the homeowners without the need for fences

2. Any fences or walls that are constructed by the property owners
along Haven are to be of uniform design and materials.
ENVIRONMENTAL REVIEW: The Initial Study, Part I, completed by the developer,
and Part II, completed by staff, is on file. The Initial Study-revealed no
significant environmental impacts as a result of the proposed development.
If the Commission concurs, then the issuance of a Negative Declaration is
appropriate.
FACTS FOR FINDINGS:
1. The application proposes a development density of 1.6 dwelling units
per acre, which is in conformance with the General Plan Land Use Map
designation of Very Low Density Residential (2 dwelling units per acre
or less), and is consistent with the zoning classification of R -1 -20.
2. Equestrian trails are being provided per the requirement of Resolution
81 -52.
3. The proposed subdivision, together with the attached conditions, is
in compliance with the adopted Subdivision. Ordinance.
4. The application has successfully completed the Growth Management
Assessment System by receiving a point rating exceeding the threshold
requirement.
CORRESPONDENCE: A Notice of Public Hearing was mailed to property owners
within 300 feet of the proposed development, and was duly advertised in the
Daily Report, a newspaper of general circulation in the City and published
in Ontario, California. To date, no correspondence has been received from
the general public regarding this application.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY
APPROVING TENTATIVE TP.ACT MAP NO. 10246
WHEREAS, Tentative Tract Map No. 1&46, hereinafter "Map"
submitted by Luther Alkhaseh, applicant, for the purpose of subdividing
the real property situated in the City of Rancho Cucamonga, County of
San' 1Bernardino, State of California, described as the southwest corner
of Hillside Road and Haven Avenue being tell (10) acres in size into 16
lots, regularly came before the Planning Commission for public hearing
and action on May 12, 1982; and
WHEREAS, the City Planner has recommended approval of the Map
subject to all conditions set forth in the Engineering and Planning
Divisions reports; and
WHEREAS, the Planning Commission has read and considered the
Engineering and Planning Divisions reports and has considered other
evidence presented at the public hearing.
NOW, THEREFORE, the Planning Commission of the City of Rancho
Cucamonga does resolve as follows:
SECTION 1: The Planrinq Commission rakes the following findings
in regard to Tentative Tract No. 10246 and the Man thereof:
(a) The tentative t -act is consistent with all applicable
interim and proposed general and specific plans;
(b) The design or improvements of the tentati•_e tract is
consistent with al applicable interim and proposed
general and specific plans;
(c) The site is physically suitable for the type of de-
velopment proposed;
(d) The design of the subdivision is not likely to cause
substantial environmental damage and avoidable injury
to humans and wildlife or their habitat;
(e) The tentative tract is not likely to cause serious
public health problems;
(f) The design of the tentative tract will not conflict
with any easement acquired by the public at large, now
of record, for access through or use of the property
within the proposed subdivision.

SECTION 2: Tentative Tract Map No. 10246, a copy of which is
attached hereto, is hereby approved subject to all of the following
conditions and the attached Standard Conditions:
PLANNING DIVISION
1. Lots 10 -15 shall have gated Equestrian access to the
Community Trail along Haven Avenue.
2. The corner lot radius on lot 15 shall be Z4'.
3, The recorded feeder trail easements are to include 15'
corner cut -off's at all intersections of trails.
4. The street trees along Haven Avenue are to be planted
in the 6' wide parkway between the Community Trail
and the curb line.
5. The recorded CC&R -s for the tract shouid include a
provision to require that any walls to be constructed
along Haven are to be of uniform design and *materials.
6. The rear lot lines of lots 10 -15 shall be planted with
evergreen trees, and properly irrigated in conjunction
with the constroctipn of the Community Trail. The
trees shall be a minimum of 5 gallon in size. Larger
treesY be required, depending on spacing. The
detailed landscaping plans for the tract shall include
this rear yard area and shall be approved by the Planning
Division prior to the approval and recordation of the
final map.
ENGINEERING DIVISION
7. That portion of the block wall, along the north boundary
of Tract 9430, existing in Mesada Street is to be removed.
g. The developer shall improve the drainage ditch west of
the proposed tract, upon gaining the cooperation of the
property owners of the ditch.
9. Modification of the drainage structures and locations
will be required in order to provide the fallowing:
(a) Equestrian trail structures located on the
up -hill side of the easements.

(b) Provisions to transfer water from the up -hill
side to the downhill side where necessary.
(c) Provision for an energy dissapator at the
vicinity of the southwest corner of the property.

SUBJECT: Environmental Assessment and Parcel Map 7494 - Daon Corp. -
A division of -1 acres into 4 parce s wTt in the Industrial
Park area located -on the North side of Arrrn., Route between
Red Oak and White Oak Streets - APN 208 - 351 -27
PROJECT AND SITE DESCRIPTION:
This subdivision consists of 14.36 acres of land and is being divided into
4 lots for future entertainment facilities and recreational use. Development
plans have not yet been submitted, however, a conceptual site plan is
attached for your review. Individual projects will receive further review
try the Commission.
the site is located in the Daon Corp. project within Sub Area 7 of the
Industrial Specific Plan. Surrounding property is zoned for Commercial/
Industrial use with existing office condominiums to the west, vacant 1,7nd
to the north and east, and an existing industrial building to the south.
ANALYSIS:
Streets surrounding this project have been constructed as a part of the Daon
Corp. project. Sidewalk, street lights and street trees not yet installed
are being required as a condition of this Parcel Map. Access on Arrow Route
will be limited to two (2) driveways with reciprocal access easements required
'or both access and parking. Grading plans will be submitted at time of
development of each parcel.
ENVIRONMENTAL ANALYSIS:
Also attached for your review and consideration is Part I of the Initial
Study as completed by the applicant. Staff has completed Part II of the
Initial Study, the environmental checklist, and has conducted a field investi-
gation. Upon completion and review of the Initial Study and field investiga-
tion, Staff found no significant adverse impacts on the environment as a
result of the proposed subdivision.
FACTS OF FINDINGS:
This project is consistent with the General Plan and is found to have ne
adverse affects on public safety or environment.

BACKGROUND: The Zoning Ordinance allows the Planning Commission to
approve uses similar to those permitted within a zone if not specil'i-
cally listed. Attached is a letter from Mr. Peter Stella, who is
requesting direction regarding the development of a nightclub!cocktail
lounge within the C -2 zone.
ANALYSIS: The Ordinance does not specifically list this use. The
most similar use is a cafe or restaurant within the C -2 district;
however, this reference excludes dancing or entertainment. A cafe or
restaurant use is listed within the C -1 zone (excluding dancing and
entertainment); however, the code does not clarify whether dancing
and entertainment would be permitted in the C -2 district. There are
other uses within the C -2 district which are similar in regards to the
type of intensity associated with a cocktail lounge or nightclub.
Specifically, amusement enterprises and commercial recreation enter-
prises have similar intensities.
Since the C -2 zone (General Business District) is the most permissive
commercial zone within the City, this zone would be the most logical
location for a cocktail lounge or nightclub. However, because such
uses normally are accompanied by unique problems in regards to parking
and potential disturbances, it is recommended that if found to be per-
mitted in the C -2 zone a Conditional Use Permit be requirod.

the applicant proposes, a ratio of 1 parking space for every 3 persons
would be required which equals 42 parking stalls. Forty -two parking stalls
are not available within Wendy's Plaza to provide for such a use. The
applicant should realize that no matter where the location, appropriate
parking must be available in accordance with the Zoning Ordinance provisions.
RECOMMENDATION: It is recommended that the Planning Commission consider the
request and make a zoning detemination as to whether the proposed use is
similar in nature to be allowed or to be considered to be permitted within
the C -2 zone with a Conditional Use Permit.

The proposed project will fulfill a vital need in Rancho Cucamonga
for young adults between the ages of 18 to 35 that takes pleasure
in going to a sophisticated night club with a clean cut atmosphere.
I am striving for more than the "arcade" and "pool hall" image we
are all too familiar with. In contrast to most of these undersized,
exceedingly loud establishments, my proposal tails for plaaty of
sp^ce, the best in popular music, spotless restrooms, controlled
ventilation and pleasant surroundings.
Because of numerous variables I an faced with at this time, it is
difficult for me to present concrete plans. I have compiled a list

SUBJECT: FISCAL YEAR 1982 -83 PRELIMINARY WORK PROGRAM /SCHEDULE
ABSTRACT: The development of a work proclr m for the City Planning
Division is an essential management tool in order to set priorities
and coordinate the financial and human resources for the upcoming
fiscal year. A work program basically translates into assigning
jobs to personnel and setting a series of ti-sk /events and completion
dates. Upon final adoption of the 1982 -83 Innual Program of Services
(budget), a final work program /schedule can be developed and the Plan-
ning Division can begin work towards its completion. It is very impor-
tant to realize the need for flexability in the scheduling of special
projects along side of current ongoing projects, such as development
processing and the constantly changing ongoing priorities and policies
that can occur throughout the ye ?r. The sta`f is seeking the Commission's
input regarding establishing priorities and ,leadlines of these ongoing
and special projects as well as the goals and objectives for the Divi-
sion for the upcoming fiscal year.
DISCUSSION: Back in August of 1980, the Cit; Planning Division prepared
a work program for that fiscal year which included the following items:

Current Planning Section Projects /Activities
- The Community Development Department staff is presently coordinating
the review and processing of the Terra Vista Planned Community Text
and CID TL%i- ..__ s
in- io"Ves a detailed analysis of the proposal, reporting
to the Commission and coordinating review and comments from all agencies
involved.
The Community Development Department staff is working with property
owners in the development cf a Master Pian for Subarea 16 of the
Industrial Area. Staff is assuming a coordination role in this pro-
ject. There are several property owners /developers involved in which
staff is functioning as a clearinghouse for ideas, comments, and review
of the draft proposal.
A comprehensive Code Enforcement Manual, setting forth detailed pro-
cedures, record keeping methods and public relation methods, has been
in progress and is nearing completion.
There are numerous residential projects and commercial /industrial
projects being processed.
In addition to new application processing, ongoing activities include
preliminary project plan checks, landscape plan checks, building per-
mit plan checks, field inspections, public inquiries and code enforce-
ment activities.

Advanced Planning Section Projects /Activities
Etiwanda Specific Plan: The Etiwanda Specific Plan is a detailed
policy plan and development code for approximately 3,000 acres in
the Etiwanda area. The Specific Plan is being prepared by the
Advanced Planning staff and reviewed by the Etiwanda Specific Plan
Advisory Committee. Upon completion and publication of the draft
plan, a detaiied public review process will begin including the
Etiwanda Specific Plan Advisory Committee, the Planning Commission,
and plan adoption by the City Council.
- Foothill Community Plan: The area in the City's sphere of influence
north of Etiwanda is included in the Foothill Community Plan project
boundary. This plan will provide analysis of environmental constraints,
the development of goals, policies, development standards and guide-
lines necessary for development in this planning area. Responsibility
for preparation of this plan will rest with San Bernardino County.
The City Planning staff will act as coordinator with the private
development interest and provide the County with policy guidance
® and information available from City resources.
- Community Development Block Grant Program: Rancho Cucamonga is an
Entitlement City under the Community Development Block Grant program
of the US Department of Housing and Urban Development. It receives
approximately $360,000 annually. From this money such programs as
Capital Improvements for streets, curbs, and gutters in North Town,
expansion of the Neighborhood Facility on Arrow, and continuation of
the housing rehabilitation program are funded. Funds are available
in the grant to cover the adm4nistrative operations cost of the Block
Grant program.
Redevelopment Program: Recently the City adopted a Redevelopment
project area consisting of approximately 3500 acres. The majority
of the Project contains areas with severe flood hazard impeding
future development. The Durpcse of the Redevelopment Area is to
provide a financing mechanism in order to assist in the funding
of major capital items and to assist in the redevelopment of any
physically deteriorating areas.
The Advanced Planning staff, as well as the Current Planning staff,
will eventually be involved in the individual project planning within
the Redevelopment Project Area.

Two (2) major items which cross these section's lines are the nreparati ^n
of the Division budget and the Development Code.
The City Planning Division staff has developed a draft outline and work
program for the Development Code. The new Code will be focusing on
bridging the gap between the Planned Community, the Specific Plan, and
the existing developed areas in Rancho Cucamonga. Staff will concentrate
on such issues as non - conforming uses, residential and commercial develop-
ment and performance standards; i.e. parking signs, animal, solar and
accessary structures.
Many of the smaller individual ordinance amendments or supplements identi-
fied in past work programs have been included in some larger tasks such as
the new Development Code which will include the topics of property main-
tenance and recreational vehicle storage. Also, the Foothill Community
Plan will cover Hillside Development Standards and Guidelines.
Listed below in an outline form are the major elements of next year's
work program. Also listed are the project staff and tentative due dates.
